We have a problem in San Francisco where a crash is blocking two lanes on southbound 101 right after the cesar chavez exit. Traffic is stacking up. Before too long, this will affect the bay bridge commute from San Francisco. I think it already is doing that. You can look at the traffic here and the traffic here that is not moving along well on westbound 80 driving out towards the metering lights. It is just continually getting slower and slower because they have to switch the metering lights on slower because traffic on the bridge is piling up because traffic on the sky way is piling up. It is kind of a chain reaction. This is a look at 880 in case you want to head down to the san mateo bridge. It looks good. San mateo bridge is crowded heading out to the peninsula. No major problems there. The east bay commute is the slowest on highway 4 driving to concord. In the south bay, all of the freeways are slow. Northbound 280 we had an accident near bird avenue. Traffic is slow out of downtown. At 7 02, back to the desk. Oakland police have shut down a street after a body was found in the street near 880. It was found on Chapman Street, near the fruitvale district. Alex savidge is out there. You have been talking to people in the neighborhood. Reporter yeah. We sure have, dave and gasia. Good morning to you. People who live in the area are worried about what is going on. A Homicide Investigation continuing to unfold here on their street. This is the 2800 block of Chapman Street, just south of the 29th avenue overcrossing, not far away from interstate 880. The victims body was found in the overnight hours right here in the middle of the road. We will take you to video from earlier this morning. This happened before 3 00 in the morning. Initially Oakland Police officers responded to reports of gunfire that were coming from this area. When officers got here to Chapman Street, they found the victim who had clearly been wounded in some way, lying in the middle of the road. Cpr was performed by Police Officers here at the scene. Ultimately though the victim was pronounced dead. It is unclear at this point how that person was killed or how that person died here but obviously all of this very troubling for people who live in this area. An area that neighbors tell me is known as jingle town. Jingle town is a community guarded by its residents and they take really good care of it. And it is really extremely unusual to see Something Like this. Yeah. I would describe this neighborhood as very safe. Uncharacteristically safe. Reporter and just about an hour ago, we watched as the coroner arrived here at the scene to remove the victims body from this area. We have homicide detectives who are here working alongside other officers, interviewing people who live here on this block, trying to figure out if anybody saw anything or if anybody heard anything. Again, they are still gathering evidence here at the scene. My understanding is that the on scene investigation is wrapping up here. And we have reached out this morning to a spokesperson for the Oakland Police department looking for more details on this particular case. Were still waiting to hear back this morning. When we learn more about this Homicide Investigation unfolding here in oakland, we will certainly pass that along. Thank you, alex. Congress is moving closer to passing a spending bill by tomorrow night to prevent another Government Shutdown. As doug luzader reports, President Trump is now threatening a shutdown if lawmakers dont come up with a deal on immigration. Reporter President Trump listening to stories about violence attributed to Illegal Immigrants and the ms13 gang reached his limits. If we dont change it, lets have a shutdown. Well do a shutdown. It is worth it for our country. I would love to see a shutdown if we dont get this stuff taken care. Byron it was a threat that he would repeat just as lawmakers down the street seem to be nearing a spending bill to avert a shutdown this week. Im optimistic that very soon we will be able to reach an agreement. Ive discussed some of the outlines with my caucus that i think we are happy with and hopefully the republicans are and we can get something really good done. Reporter in fact the house passed the spending measure that would fund the government through march 23rd. It included more money for the pentagon to win over defense hawks. But the bigger deal could include new spending that leaders of both parties may sign off on. Doug luzader reporting. There is nothing in either the senate or house measures on immigration, so it is not clear if the president will sign the spending bill that ends up on his desk. Back here at home, the San Francisco board of supervisors unanimously approved two new homeless Navigation Centers. The city wants to build one at 5th and bryant on caltrans property. Another would be at Division Circle and van ness. Combined, they will have 205 beds. The Navigation Centers allow the homeless to bring their pets and partners and it helps them find jobs and permanent housing. The state will lease the areas to San Francisco for 1 a year. Now, the city will pay the 8 million to build those centers. However, San Francisco will get 10 million in state funding for the entire homeless navigation system. Both of those centers could open as early as july. The only republican candidate for San Francisco mayor has officially kicked off his campaign. Richie greenberg describes himself as a moderate in a set ethat he says in a progressive decline. Greenberg opposes sanctuary city policies and says he would encourage local Law Enforcement to communicate with federal authorities. He wants to build more houses, equipping officers with tasers and stopping the flow of homeless from out of state. Some believe that greenberg has a shot at winning. I think his vision is something that everybody, regardless of party, can resinate with. We want a high quality of life. We have over 35,000 people in San Francisco who are republican and looking for someone to standard up for their issues and values. Part of the plan on homelessness is to conduct performance audits of Homeless Outreach programs funded by the city. Last republican mayor in San Francisco was in the early 1960s. San francisco supervisors approved an ordinance making bathrooms in Residential Hotels gender neutral. There is already a law that requires businesses and government offices to mark all single stall bathrooms for use by anyone. But the previous law did not include single occupancy Residential Hotels. Those hotels provide lowcost housing and single rooms to 18,000 people in San Francisco. The housing code will now require all single stall bathrooms outside of a Residential Hotels guest room to have a sign that says anyone can use them. State lawmakers are considering a bill that would give companies such as uber and lyft rebates for using more zero emission and electric cars. The legislation would provide up to 300 million in state funding for rebates to encourage more environmentally friendly vehicles. 20 of the miles driven would need to be 0 emission vehicles by the year 2020. In 10 years from now in 2028, the number would need to be 1 hundred percent of drivers. Mark zuckerberg of facebook is looking for more than just likes on facebook. He was inspired in france while attending a bastille day parade. He wants to explore a celebration that will let the American People show their appreciation for the military. Now, theres no word on when the president wants the parade this year. But pentagon Officials Say they have received a request and theyre looking at options to make it happen. There is a new report that finds a Hacking Group has been invading u. S. Government e mails for years. An Associated Press investigation found that that Hacking Group fancy bear has been intruding on the emails of people working on drones, missiles, rockets, fighter jets, even on the past president ial election. Those hackers have close ties to the kremlin in russia. They sent out very convincing phishing emails and links to government accounts. 40 of users opened their computers to hackers. Jim carrey is taking politics and business seriously. He tweeted on facebook a message saying im dumping my Facebook Stock and deleting my page. He goes on to say, quote, facebook profited from russian interference in our election and theyre still not doing enough to stop it. Northbound 880 they just cleared an accident near 5th. In fact just a few minutes ago the traffic was slower. Now were beginning to see improvement as well. Northbound 101 from about hyde street slows up to downtown. If youre using the san mateo bridge, it has been okay heading out to the highrise to a relatively uncrowded peninsula. This is highway 4. You can see traffic here will be okay. The south bay commute better than yesterday. Yesterday we had so many bad commutes in the south bay. Thank you, frank. Across the bay, San Francisco supervisor Catherine Stephanie wants to talk about car breakins. Telling the examiner the number of car breakins in San Francisco is out of control. There were more than 30,000 in 2017. That is a 24 increase from the year before. Supervisor stephanie says the hearings could reveal that the police may need more resources to deal with the car breakin epidemic. San Francisco Health officials are setting up Safe Injection Sites. City sanctioned facilities where people can use Illegal Drugs safely. Allie rasmus is live in San Francisco to lay out the timeline for the sites. Allie. Reporter well, if the sites become a reality, and it looks like they will, it is a question of when, San Francisco will be the first city in the nation to offer Something Like this. We confirmed with a spokesman for the department of Public Health in city that they are working with nonprofits and Community Organizations to establish Safe Injection Sites. This is a picture of what they could look like or similar to what they could look like. This are photos from a safe injection site already in operation in vancouver, canada. Last summer representatives from the Health Department traveled to canada to visit one of the sites there and see how it works. The idea is that the illegal drug use is supervised and dirty needles are collected and discarded so they dont end up on the street. Medical staff is on hand in case someone overdoses. And they can be put in resources if they need help. The Health Department believes that the city could save 3 and a half Million Dollars in medical costs by establishing the sites. According to the San Francisco chronicle, the Health Director says as many as two sites might be established this july and initially the Safe Injection Sites will be privately funded. That may be a way to shield people from liability since it is technically illegal by state and federal law. There are an estimated 22,000 intravenous drug users in San Francisco. And a survey found that 85 say they would be willing and would like to use one of these supervised injection sites if theyre available to them. The location of the sites would be causing controversy. Im guessing it is far too early to talk about location. Reporter well, when i spoke briefly with the spokesperson for the department of Public Health, she mentioned that right now thats why theyre in the process of working with nonprofit groups that already offer services to drug users. So that it wouldnt be a new site it sounds like plopped down in the middle of the neighborhood that didnt have Something Like it already. Im announcing today that the United States of america will soon unveil the toughest and most aggressive round of economic sanctions on north korea ever. And we will continue to isolate north korea until it abandons its Nuclear Missile program once and for all. The Vice President made the announcement today in japan. They cite concerns that any Additional Information could be used by those trying to skirt the new measures. Back here at home, police in berkeley searching for a group of Armed Robbers who mugged a cal student. It happened near peoples park. The 19yearold student was outside of a residential hall when four people walked up, one of them pointed a gun at him and demanded his valuables. They escaped in a black sedan down durant avenue. The San FranciscoSheriffs Department is eliminating some fees for people convicted of crimes. The decision by the sheriff to get rid of the fees coincides with legislation introduced at the board of supervisors. Before the change in policy, parolees were forced to pay 40 a day for electronic monitoring and 20 a day to take place in Community Service and a signup fee of 125. Another policy to continue to make life in San Francisco not so burdensome. Particularly for those coming from communities of color. Those who have been overpoliced and of course overincarcerated. Supporters of the decision say the fees unfairly burden parolees with heavy debt when theyre released and it doesnt help the crime victims and can help the chances of being rehabilitated. If youre trying to stay on the schedule, give yourself 10 or 15 minutes to get through the commute. 880 southbound is slow on the right there. Northbound is recovering. Out of downtown oakland. If youre looking at the other shot on the right this time, traffic will be busy driving up past the coliseum. Also we have a lot of slow traffic on 680 and highway 4. They are accusing uber of stealing trade secrets for driverless technology. Attorneys questioned kalanick about his discussions with an engineer. He left waymo for a startup called auto that uber bought months later. They say that the two conspired to create auto as a store house for selfdriving projects. A man who underwent dna editing last year has not had negative side effects yesterday. The doctors injected him with a corrective gene to try to cure a metabolic disease called hunters syndrome. He is the first person to be injected with edited genes and it looks like his body has accepted the treatment. Doctors will be watching closely to see if symptoms of the disease reserve. Police were called to jingle town just a block away from a free overpass at 29th avenue. Alex savidge has been talking to folk whos live on the street. He joins us live with the story. Alex. Oakland police had this block shut for quite some time as they investigated this Early Morning homicide. A man found shot to death here on this block. We will get to you video from early this morning. This all unfolded at 3 00 this morning. Initially Oakland Police responded to reports of gunfire in the area. When officers got to the 2800 block of Chapman Street right near 29th avenue, they found a man who had been shot at least one time in the middle of the road. Officers performed cpr, trying to save him, but he died here at the scene. Obviously all of this very troubling for people who live in this area which is known as jingle town. We talked with one neighbor who lives right on this block. Im worried because i know almost everybody living in that building. And thats my building right there. So i really hope that everything is cool with my people. But im extremely worried not just for my people but the rest of the neighborhood. Nobody wants to see this happen. Reporter the coroner came here and removed the body just a couple hours ago. The victim in this case has not been identified. But detectives have obviously been spending the morning interviewing people who live in this area, trying to get a better sense of the circumstances surrounding this Early Morning killing. Again, a man found shot to death here on the 2800 block of Chapman Street during the overnight hours. No arrests have been made so far. Alex, thank you. A group of flood victims in san jose now suing the city, the county and Water District. Last february torrential rain and a release from the dam forced coyote creeks to overflow the banks. And people were forced to evacuate. Now 150 people have signed on to the lawsuit. They accuse the Water District of negligence and government officials of failing to warn them about the dangers. The Water District says it has since enacted safety measures, including lowering the water level at the reservoir and developing an Emergency Action plan. There is a report that the department of Homeland Security in a draft report last month recommended that authorities perform surveillance of muslims in the United States if they fit at risk demographic profiles. It says the draft identified a broad group of sunni muslims living in the u. S. That could be vulnerable to terrorists. The u. S. City to open an area that is just for drug users to safely inject themselves. Canada and a number of European Countries have the sites. That is the date theyre aiming for to help the first two of the injection sites. Once they open, they could look Something Like what youre seeing in the pictures here. These photos that were going to show you is from an already established safe injection site in vancouver, canada. The idea is that the illegal drug use is supervised. The dirty needles are collected and safely discarded. Medical staff is on hand in case somebody overdoses and the drug users can be put in touch with resources. Public Health Activists and city leaders have been studying this idea for some time. Yesterday the Health Commission passed a resolution endorsing the idea and bringing it another step closer to reality. Some San Francisco residents we spoke to say they support the idea. They provide services to help find jobs and permanent housing. The state released will lease the areas to San Francisco for 1 a year. Is the item will have to pay 8 million in construction sites. They could open as early as july. The City Council Unanimously approved the measure to spend half a Million Dollars for 13 license plate cameras. They would be installed throughout city. However Council Members also voted to change city policy regarding how the information will be used, who views it, and denying access to federal immigration officials.
