One more system in the current pattern. That will be here tomorrow, late morning, early afternoon. There is enough of an easterly component to the breeze to bring that fog back in. Sunnyvale is down to 41. Los altos is in there too. Foster city, 42. Fremont, 41. Cooler towards montero at 43 degrees. The system will get here in 24 hours. By tomorrow it will be a good system. Again, north of the golden gate. South, we will see if it holds. Near 60 today. 7 01. And sal tells us we are seeing some improvement but still slow on 880, steve. Were going to start in the east bay this time. Most of the traffic is busy. 880 is slow out of downtown oakland because of a crash at hyde street. Look at all of that slow traffic heading south. It is creeping along. Head to a crash southbound 880 near hyde. Northbound traffic will be slow past the scene even though all of the lanes are open. Again, the crash is southbound at hyde street and traffic will be very busy. If youre driving on eastbound 580, you can use that as an alternate route. I think you will like that better. Eastbound traffic is moving well and then take it all the way out to 238 and join with that. At the macarthur maze, we have slow traffic here and a lot of slow traffic getting out to the maze. We also had an earlier accident reported in berkeley getting to it. This has been a tough commute. The accident reported west 80 at University Just a few moments ago. At the bay bridge toll plaza, you can see traffic is backed up all the way to the maze. South bay commute doesnt look good. 101 is okay. It slows down a little bit towards cupertino and sunnyvale. 7 03. Back to the desk. We will continue with a story that caused a lot of concern overnight from alaska to the bay area and even the mexico border. A earthquake hit south of anchorage, alaska t triggered a tsunami watch and warning in southern alaska. [sirens] you hear the sound of emergency sirens. That is on an alaskan island northwest of the epicenter. Even though it was the middle of the night, the roads were crowd. You can see here many people heading for Higher Ground and safety. Many people followed Police Orders to seek Higher Ground. One boater tried not to panic and took to social media to discuss his evacuation plan. My name is nathaniel. Were here in the harbor and about to take off. No reports of injuries. Schools were open as a precaution as emergency shelters. Emergency officials canceled the tsunami warning for alaska and the tsunami watch for california three hours after the alerts went into effect. Still bay area emergency officials are warning there is a danger along our shoreline. Leigh martinez is live in San Francisco with what people still need to be aware of, leigh. Reporter thats right. Even though the tsunami watch has been canceled, there is a threat lurking in the water, a potential one according to the department of Emergency Services. They say we might have some dangerous, very strong and unpredictable currents. Youre advised to stay away from the shoreline for about 12 hours. People living within three blocks of the Pacific Coast or five blocks of San Francisco bay should reprayer to evacuate. The original tsunami watch was for the whole california coast down to the mexican border. It was later canceled before 4 30 a. M. If things get upgraded, if the Tsunami Center upgrades it to an advisory or warning, meaning something is likely or occurring, we would use our alert platforms. That includes social media, wireless alerts, the sirens that you hear here in San Francisco. We would have Police Officers and firefighters out on pa systems, vising people to take action. Youre right. Then we would work with First Responders to make sure that safe evacuation is taking place. Reporter the u. S. Coast guard sent out Radio Broadcasts to all vessels earlier this morning during the tsunami watch period and had both on stand by. A gentle rising tide like a flood, a series of breaking waves or a froggy wall of water. Persons caught in the water of a tsunami may drown, be crushed by debris in the water or be swept out to sea. The Emergency Services says that you can receive these emergency text alerts by texting your zip code to this number. 8887777 to receive the emergency alerts. Again, the city of San Francisco Emergency Services is saying there is a potential of danger in the water because of the strong and unpredictable currents. After con grass passed a stop gap funding bill, ending a threeday shutdown. As doug luzader reports, we may be facing the same crisis next month. Reporter something that democrats simply caved on this, Democratic Leaders think they were able to move the ball forward on immigration issues. We may find out in about three weeks. The San Francisco board of supervisors is set to vote today on a proposal that would recognize columbus day as Indigenous People day. However, this coalition of fans and Community Leaders here in the east bay says even if the team leaves, they are looking at a legal strategy for oakland to possibly keep the raiders name and colors. An uber driver in San Luis Obispo county facing rape charges. 39yearold Alfonso Nunez would use ubers system to find potential victims. We will absolutely prosecute this case here in our county. His immigration status is not relevant for the purpose of this prosecution. Officials do say that nunez is undocumented. He has a california drivers license which can be legally obtained as an undocumented immigrant. They have linked him to four other tacks and are asking anyone else who might have been a victim to contact officials. Were learning more about the Riverside County parents accused of starving and torturing their 13 children. We have not received reports of any injuries or damage. But there is video of chandeliers swaying back and forth. Residents in southern alaska were ordered to seek Higher Ground. 500 people packed into emergency shelter. So far so good. Here along the coast, we will talk about this throughout the morning, steve, people being told to stay away from the bay area coastline for the rest of the day. We had an earlier crash at 880 southbound at hyde street that slowed everything down. The crash cleared about 10 minutes ago and were seeing improvement on 880 south, which normally isnt very slow as you drive towards the airport. It slowed down the commute direction because people were slowing to take a look at the crash at hyde street. Both directions are open now. Things are improving. Kind of unwinding a little bit. You can tell that the backup isnt as severe as it was. Traffic is still going to be slow. This is a look at the macarthur maze. It is taking more than an hour to drive from the carquinez bridge to the maze. And at the bay bridge toll plaza, another 20 minutes. Is were pretty crowded. Even though the fog and visibility are pretty good. The south bay commute has been slow, as it normally is. You can push in a little bit and see that 85 is especially slow from guadalupe exit up into cupertino. We look at the east bay and all of the commutes here are slow as well. I want to focus in here as quick as we end on the burlingamesan mateo commute. Both directions on 101 are pretty slow. 7 33. Back to the desk. I will take it, sal. Some leaders want to replace the acting mayor and the board of supervisors could take up the idea today at the meeting. The process involves nominating people for the interim mayor role and possibly appointing them as early as today if there are enough votes in the board of supervisors to do that. London breed has been the acting mayor since december 12th, when then mayor ed lee died unexpectedly of a heart attack. Breed had been the board of supervisors president. And the person in that role becomes the mayor if there is a vacancy. But she is running in the election hoping to win the seat permanently. Some have expressed concern thats she has an unfair advantage in the special license. Some supervisors called for a temporary mayor instead to fill the role just for the next five months until the june election and the permanent mayor will be decided. Supervisors will be able to nominate and even possibly as we mentioned appoint a new interim mayor. They havent said who they plan to nominate. A new mayor will only be nominated if there are enough votes. They need the support of six out of ten supervisors in order to appoint a new interim mayor. Normally there are 11 supervisors on the board of supervisors but one is london breed and she cant vote on the issue since it affects her directly. Back to you guys. All right. Allie rasmus live outside of city hall in San Francisco. Thanks. Meanwhile the city of San Francisco has reached a settlement in the lawsuit over a Deadly Police shooting of lopez. The 20yearold parents have filed a civil lawsuit against San Francisco after two plain clothed officers shot their son in the back in february of 2015 in the mission district. Police say he lunged at them with the knife. The lawsuit claims that Police Used Excessive force against lopez. But a spokesperson for the City Attorneys Office says the tentative settlement would dismiss the lawsuit and include no admission of wrong doing. We will go to the standoff in the south bay. The standoff is finally over. Police started negotiating with the man who barricaded himself in a second story room at the hotel sunday afternoon. Police now tell us they were able to take the man into custody at about 12 30 this morning. They say there were no injuries to anyone. Yesterday police told us the man had felony arrest warrants against him and they set up a pir i am enter around the hotel when he refuse today get out. The board of supervisors in Santa Clara Valley will discuss jail reforms to replace the main jail. A 7story, 815 bed jail was called for. Since then the county has reduced the jail population through bail reforms and other programs. Now the new facility will call for 550 beds. The new facility would also offer bigger classrooms, a new Health Clinic and larger recreation spaces. The board is also expected to set up a model for an independent jail monitor to oversee all county jails. Were now learning that a man accused of killing two little girls in antioch when he crashed into their pickup truck they were in back last week may be related to them. 23yearold saucedo of pittsburgh was charged in a courtroom of two counts of murder. He did not enter a plea. The mother says she is heart broken over what happened and says her son is a distant relative of the little girls he is accused of killing. She said we are family. Weve always known each other. Im asking forgiveness from the family. From my heart, im asking for forgiveness. May god bless them. Saucedo is accused of killing the two sisters when he ran a red light and plowed into the trump driving by the girls mother. He was trying to get away from a Contra Costa County sheriffs deputy when he crashed into the truck off of highway 4. Crackdowns on impaired drivers dont just half during the holidays. There is a zero Tolerance Campaign called enough is enough. They are putting every available officer and member of the command staff on the lookout for dui drivers from now to the end of the month. Officers say before people take their first drink or light up for the first time, they need to make plans to get home safely. Theyre not thinking of the consequences. As a result youre getting deaths and injuries on the freeways. Not just chp officers but motorists on their way home. You will remember just last week an impaired driver struck motorcycle driver lenway near concord. He is recovering and has two broken legs. Camilleri was killed on new years eve when a suspected drunk driver crashed into the parked police vehicle. People gathered in front of San Jose City hall to honor many People Killed in recent crashes. The widow of officer camilleri attended the ceremony and accepted a plaque in his honor. The event was open to anyone who had lost a loved one in a traffic crash. Two of barts trains out of service two days after the debut. They did not offer any specifics on the repairs. The new cars are complex machines and train operators and technicians are facing a bit of a learning curve. A spokeswoman says some of the cars were due for routine maintenance because they went through thousands of miles of tests already. Taking cars out so soon after a rollout may not be a good sign. This commute is bringing down the grade though from the carquinez bridge to the maze. It is taking about an hour. This commute is in the red, so to speak. When you get to the bay bridge, metering lights are on extra slow. The traffic will be moderate. The south bay commute is not so bad as we switch to san jose. It is getting a little more crowded. The reason that im giving a slightly better grade, we havent had serious crashes. Annoying ones have been there for a while. And 880 southbound traffic will be slow from hayward down to union city. We have a pretty filled in conditions almost everywhere. You see a lot of slow traffic with the arrows. The crashes have not been that serious because everybody is going so slow. 7 47. San Francisco Police are praising two Good Samaritans for stopping an attack on a Convenience Store clerk. Authorities release this had video of the january 14th incident. Investigators say the suspect grabbed the clerk and pulled her to the ground and put her in a chokehold. Two Good Samaritans come in and break up the attack and later help officers track down the suspect. That suspect, this man, 30year old brian keith hasti of stockton is booked on charges. Officer rob shawn had countless ours of rehabilitation to return to duty. The department couldnt be happier. Right now he is on light duty. This photo was posted on facebook with him proudly standing next to a Police Motorcycle with the caption, our hero has returned. The suspect in the attack has been charged with attempted murder. Beaches are open after a large sewage spill but people are still being told to stay out of the water. Eight beaches between marina state beach and Stillwater Cove are closed, including caramel beach. People some stay out of the water until at least friday. We are learning more about hawaiis governor and his response to a false alarm warning of an imminent missile attack. But after that, things dont look promising. There is the system that will be here late tomorrow and early afternoon for many. The east shore is affected getting out from the carquinez bridge to the maze. At the bay bridge toll plaza we had a problem with the metering lights. They were cycling on extra slow and they had to physically reset them. Maybe they did control. But they did reset them. They cycled through all of the traffic. The bay bridge traffic will be extra slow today. Give yourself extra time. Consider taking bart if you can. This is a look at 280 in san jose. The south bay commute is slow. This has been because of a lot of people on the road. Especially 101, a couple of crashes. The nimitz freeway will be slow as well. Also looking at the commute on highway 4 and 680 that is slow. Highway 4 driving through pittsburgh and bay point, all is slow all the way out to concord. 8 03. Lets go back to the desk. Thank you, sal. A magnitude 7. 9 earthquake hit the gulf of alaska about 200 southwest of anchorage. It triggered a tsunami watch and warning in southern alaska. [sirens] the emergency siren went off on the island near the epicenter. Even though it was the middle of the night, the roadways were crowded as people tried to seek Higher Ground. One boater went on social media to discuss his evacuation plan. My name is nathaniel. Im here in the harbor. Were about to take off. No reports of any injuries. Schools were open as emergency shelters as a precaution. One high school had 500 evacuees. The tsunami warning was canceled and the tsunami watch for california were canceled three hours after they went into effect. People are still warned to avoid going into the water this morning. Leigh martinez is joining us live now from the Marina District there in San Francisco. Leigh. Reporter yes. The tsunami watch has been canceled. But alerts went out from city authorities to information people who lived in the low lying area thats they may have to prepare to evacuate. We just talked to one man who got the alert. He was grateful to receive t he didnt have to do anything, but he says its always good to get those things. And we again, we did have the watch canceled. But authorities are saying that we may have some very dangerous, strong and unpredictable currents in the water. They are vising people to stay away from the coastlines for about 12 hours. Earlier this morning, the San Francisco department of Emergency Management tweeted that People Living within three blocks from the Pacific Coast or within five blocks of San Francisco bay should prepare to evacuate. The original tsunami watch was for the whole california coast, down to the mexican border. But it was later canceled before 4 30 a. M. Well, if things get upgraded, if National Tsunami Warning Center up grades it to an advisory or warning, meaning something is likely or occurring, then we would use our full suite of alert and warning platforms. That includes social media, wireless emergency alerts, the sirens that you hear here in San Francisco. We would have Police Officers and firefighters out on pa systems, vising people to take action. And youre absolutely right. Then we would work with our First Responders to make sure that, you know, a safe evacuation is taking place. Reporter the u. S. Coast guard sent out Radio Broadcasts to all vessels this morning during the tsunami watch period and had their boats on stand by. A tsunami may appear as water moving rapidly out to sea, a gentle rising tide, like a flood, a series of breaking waves or a wall of water. People caught in the waters of a tsunami may be drowned or may be swept out to sea. To receive those emergency text messages, you can register for them by texting your zip code to this number, 8887777. Then you will be set up to receive the emergency alerts by text message. Again, the city authorities here for Emergency Services say that just because the currents could be very dangerous and strong today for the next several hours, theyre vising people to stay out of the water. We know that a lot of people like morning swims in the bay. They warn people not to go out for a couple hours because of the dangerous currents. Thank you, leigh martinez. Democratic leaders think they were able to move the ball forward on immigration issues. We may find out in about three weeks. This is the image of the shutdown this morning. Republicans clearly see this as a win. I think if we have learned anything during this process, it is that strategy to shut down the government over the issue of illegal immigration is something that American People didnt understand. Saying what they got oust the shutdown was a commitment to at least consider the daca issue, protections for young illegal immigrants. If an agreement isnt reached by february the 8th, the senate will immediately proceed to consideration of legislation dealing with daca. Reporter but there is plenty of anger among other democrats about that tradeoff. We could not go against our conscious and vote for a bill that hurts the American People. Reporter and a number of democrats voted against the measure. When it comes to a head again as we approach february 8th, it could be an even bigger mess. If the drum beat picks up, we could see democrats coming back from an aggressive standpoint. Reporter the good news for the white house, the president next week will deliver thinks state of the Union Address and it will not be during a Government Shutdown. Were also just learning this morning that attorney general Jeff Sessions was interviewed for hours last week by investigators working with special counsel Robert Muellers investigation. He is the first member of President Trumps cabinet to be investigated by the team. Mueller investigating if the actions in office, including the firing of fbi director james comey amounted to obstruction of justice. Mueller is also investigating con tabs between President Trumps campaign and russia. Two San Francisco supervisors say the city should provide additional funds for Legal Assistance for undocumented immigrants. Supervisor sandra lee and ronan are holding a News Conference at noon to announce legislation for the Legal Assistance. They say citys new immigrant Legal Defense unit needs additional funding in response to recent threats by ice of major raids planned in San Francisco. The San Francisco board of supervisors is set to vote today on a proposal that would recognize columbus day as Indigenous People day. Supervisor cohen introduced legislation to honor the native mesh whos were already here when Christopher Columbus arrived. Many cities have already replaced columbus day with Indigenous People day. On friday she and her fell olympians made a surprise appearance in court. No one was protecting us from being taken advantage of. Nobody was even concerned whether or not we were being sexually abused. About 90 girls were expected to come forward during the sentencing. Now nearly 160 women and girls have spoken out in the courtroom. The judge says she will keep her doors open as long as necessary. Louis where that city sued the rams after they moved to l. A. However, this coalition of fans and Community Leaders here in the east bay say even if the raiders leave, they are looking into a legal strategy for oakland to keep the teams name and colors. I just spoke to chp, mike and gasia, they have confirmed there is an issue with the metering lights at the bay bridge toll plaza. They are on extra slow. Caltrans is working on it. We had the impression they had been reset. But i just found out that they are still working on the problem. Im not sure if it has improved or not improved. You can tell by looking at the traffic and how fast it is moving usually. Well pick one car. Im going to leave my arrow there and see how long it takes for the car to inch up. Thats not very good. Thats not good at all. That means that traffic is backed up well beyond the maze. Okay. That car has inched up a little bit. Thats it. Were having a problem at the bay bridge. We will figure it out. And were trying to get ahold of caltrans. Chp confirm thats caltrans is working on it. I think theyre too busy to talk to us. By all means, fix the problem. We will talk later. You can see the south bay commute is more normal, which is to say it is slow coming up to the west valley, including 101 getting up to mountain view. This shouldnt surprise anybody in the south bay. I want to mention we had a problem on northbound 17 near the summit. There was a crash. That has been cleared. 880 is slow from hayward to fremont because of earlier issues. 8 18. Lets bring in steve with the forecast. Sometimes people dont watch but they listen f theyre just tuning in, what did you say about the metering lights. They have been malfunctioning. They have been very slow. Traffic is very, very slow at the bay bridge. We will have more as we found out what the problem is. Thank you, sir. Fog is a huge dale deal for many. Local Law Enforcement officers hit by suspected drunk drivers in the past few months. An uber driver accused of preying object young women. What were learning about his immigration status and the advice for those using the popular ridesharing app. But what i see here never ceases to amaze me change. I see it in their eyes. Concern is bubbling up after an uber driver used the service to target women for Sexual Assault according to police. Claudine wong is back in the studio to tell us what the man is accused of doing. The man accused is 39year old Alfonso Nunez. He is facing rape and other fellly charges. There are four known victims but authorities before there could be more out there. They are warning ride share users to be careful. He has been a driver in San Luis Obispo and Santa Barbara counties. He used access to uber to find his victims. Woe watch for young women who were highly intoxicated and going home from parties in the downtown area. He would wait until they ordered ride and before the selected driver arrived, he would make the pickup himself. They called for an uber. And they did exactly what they should do and they got absolutely victimized and taken advantage of by this by this guy. Investigators say nunez would drive the women to their homes and assault them there. It happened over a fourweek period until the middle of january. The district Attorneys Office says three of the victims were cal poly students. One was a Quest College student. All between the ables of 19 and ages of 19 and 22. And three were intoxicity at the time that incox intoxicated when they were attacked. He victimized the females. He is from mexico and was in the u. S. Illegally. Authorities say his immigration status is not relevant to the case and the prosecution will move forward. In the bigger picture, the case is raising questions and concerns about screening procedures. Uber drivers are vetted about i a third party per california law. The suspect has had a drivers license since 2015. Undocumented immigrants can legally obtain licenses in california. An uber spokesperson called this case, quote, absolutely horrifying. Officials say it highlights the need for better screening procedures. The d. A. Also urged ride share users to make sure theyre getting into the right car by checking the license when the car arrives. Nunez is behind bars and is facing ten criminal charges and faces life in prison if convicted. Thank you, claudine. Were learning more about the Riverside County parents accused of starving and torturing their 13 children. Louise turpins brother says his sister was obsessed with the show indicate plus 8 and dreamed of having a similar show starring her family. The turpins have plead not guilty to charges that include torture, false imprisonment. Both face life in prison if convicted. We begin this half hour with a story we have been following throughout the Early Morning hours. Bay area emergency officials are still warning about potential water dangers along the shoreline due to a magnitude 7. 9 earthquake that happened off of the gulf of alaska. A tsunami watch was issued for the u. S. Western coastline from Washington State down to the mexican border. Both the warning and watch have been canceled. We have not received reports of injuries or damage but there is video of chandeliers swaying bag and forth. Residents are order today seek Higher Ground and 500 people packed into one emergency shelter. Lets talk more about what is happening here in the bay area. Steve paulson, i know a lot of people were concerned about the news when they woke up. Rightfully so. Remember 2011. Like it was either. At point marina, there was a little uptick but you wouldnt notice it. If you have the fog, sometimes it is tough to budge here. Certainly all the way up to lake county, Sonoma County, parts of the east bay. Cottages at point reyes a brisk 38. Looking for a high in the 50s today. That sounds about right. The fog will give way for some. Not for all. I tell you, it didnt take long to form yesterday after the rain. The big footprint in the valley is there. There is already a little bit of rain up on the north coast. Raining good towards portland and seattle. We have to wait for 24 hours before the system makes a move. It will starting tomorrow. Until then, that off shore component, Half Moon Bay, palo alto, sfo, oakland, a lot of that fog has come back in. 40s on most of the temps. A few 30s on the peninsula. Palo alto 46. And 50 at moss beach. So a couple of locations beginning to warm up a little bit. Up in the mountains they are expecting snow. Not until Late Wednesday, more likely into thursday. Snow level up to shasta could get down to 1500 feet. Today is the in between day. 50s and 60s today. Tomorrow, we will deal with a little bit of rain. Heaviest amounts north of the golden gate. 8 31. Have they solved the metering lights issue . I dont think. We have one of the biggest time thats i have seen on a non rainy day on 80 westbound. It is taking 84 minutes to drive that is way more than an hour to drive from the carquinez bridge to the macarthur maze. It is solid. One of the things that we have to blame is the metering lights have been very slow because of an earlier problem. Now things it looks like they may have fixed it. Some supervisors want to take steps to replace long deed breed as the acting london breed as the acting mayor. Reporter the process involving appointing someone as early add today. That depends if there is a majority vote to approve whoever is nominated. The current acting mayor is london breed. She assumed that role when mayor ed lee died of a heart attack last month. She has been the board of supervisors president. Because of charter rules, the person in that role becomes the acting mayor in the result of a vacancy. Some supervisors have put their hat in the ring. Those running express concerns that being the incumbent would give breed an unfair advantage in the election. Last month supervisors started calling for a temporary mayor to fill that role. Just for the next five months or so, until the june election. On at agenda, supervisors will be able to move ahead with the process and nominate or even appoint a new interim mayor as early as today. Again, that will only happen if they have enough votes. The city of San Francisco has reached a settlement in the shooting of lopez. The 20yearolds parents filed a federal civil lawsuit against San Francisco after two plain clothed officers shot their son in the back of february of 2015 in the mission district. Police say he lunged at them with a knife. The lawsuit claims that Police Used Excessive force against lopez. A spokesperson for the City Attorneys Office says the ten at that tiff settlement would dismiss the lawsuit and include no admission of wrong doing. Police started negotiating with the man who barricaded himself into a second story room at the Windham Garden Hotel sunday afternoon. Police say they were able to take the individual into custody about 12 30 this morning without any injuries to anyone. Yesterday police told us that the man had felony arrest warnings against him and they set up a perimeter around the hotel when he refused to come out. The man accused of killing two little girls in antioch when he crashed into the pickup truck that they were riding in may be related to them. Saucedo of pittsburgh was charged in the martinez courtroom yesterday with two counts of murder. He did not enter a plea. Outside of court, saucedos mother says she is heart broken over what happened and says her son is a distant relative of the two girls he is accused of killing. She said, we are family. Saucedo is accused of killing the two little girls when he ran a red light and plowed into a truck being driven by the girls mother. Neighbors in san rafael say the Energy Saving lights are too bright compared to the old lamps. They have almost finished installing the led lamp thats will save the city 200,000 a year in electricity cost. Because of the feedback, city officials are considering adding shades to dim the brighter lights. The city originally said you will get used to t i dont think we will. The city says they have received about 100 complaints and plan to add shields, change the angle or install dimmers where the lies are a problem.
