Reporter yeah, good afternoon, mike and claudine. The idea is to encourage more Property Owners in the city of oakland to rent units to section 8 tenants and this is something a lot of owners have stopped doing as rent has sky rocketed, they have been able to make more money renting those rentals. Now the city is offering up a series of new incentives for Property Owners who sign a contract with the Oakland Housing Authority and promise to rent to low income families. Those owners will get first off a 500 signing bonus. They will get an interestfree loan of up to 2,500 for repairs and upgrades. I know that so many oaklanders want to do their share, to help alleviate homelessness, housing insecuritier insecurity that tearing at our families and individuals here in oakland and throughout the bay area. If you are a property owner, this is a great way to help. And for Property Owners who are already renting to section 8 tenants, the city is offering 2 months of paid rent while any of their units are left vacant. Now, since 2013, oakland has seen more than 1,000 Property Owners stop renting to low income families and move into the more lucrative rental market so now the city is trying to lure them back. We need you all to step up and help stop the exodus out of oakland and we need you to help us maintain the diversity. When i screen a person i ask questions and i know if theyre going to be a good tenant based on the questions that ive asked them and other potential tenants and ive had real good luck. Now, the city has had to get special permission from the department of housing and urban development to create this incentive program. It is in effect right now. Money for the Program Comes from existing Oakland Housing Authority funds and there is a great need right now according to city officials, there are about 170 families in oakland searching for section 8 housing as we speak. And so with that being said, if there are any Property Owners here in the city of oakland who want to help, they should reach out to the Oakland Housing Authority and they can take part in this new incentive program. Baby is it cold, but changes on the way for everybody and thats going to equal rain and cold arene down toward the Santa Clara Valley by friday. Maybe thursday night. We have advisories to get to get your attention on and thats a high surf advisory. That starts tonight and goes through thursday because we have a very deep system in the gulf of alaska. This is quite the change from what we seen this winter season or the fall. The systems have been coming from the west, not from the northwest. Thats generating west, northwest swell. It could be breakers, 35 to 40 feet on thursday. So high surf, watch out for rip currents as well. For those who say we need snow below 6500 feet, this will be the system. It will start off at 6500 or 7,000 feet. Winter storm watch will be a winter storm warning and the snow level will go down, down, up near shasta lasen. And maybe snow on the hills in lake county, maybe. Im not surprised thursday if theres moisture available. Higher clouds and hazy in there and lots of fog made it this morning passed the golden gate and came from the east. Our system is going to take a lot to get here and it wont arrive until tomorrow morning. Could get rain for the morning commute. It looks like north of the golden gate and the colder air will start to come in. As that starts to come in, that will break up that fog, that valley fog which has been drifting back and and back for the last couple of days and theres some toward Contra Costa County and they havent seen the sun in a week. The east breeze will turn steadily. Temperature change is not that big of a deal. Minus 3 fairfield and most locations the same as they were early. In a stagnant pattern but thats going to change once this system drops in. Its coming from the north. Not from t he west. So thats why were going to see the snow levels come down. Well get rain. First the three systems. We had a weak one the other day, so that didnt count. The one comes in tonight, and tomorrow and sunday night into monday and another one thursday. So if we get all those to come in as advertised, theyll be okay rain, but i think theyll be good snow down to low levels. Thats the key here. We need the rain, but we need the snow levels to pick up a little bit. 50s for some. Certainly in the fog, otherwise if you have broken through that fog and you have sun. Mid 60s. Tomorrow, rain start s and the cold air works its way in friday. A break saturday. Next system, sunday night into monday.
