In earthquake country. It sounds like not much damage was done. That is great. It is a wakeup call literally and figuratively for all of us. We should be prepared. It wasnt a major earthquake and no reports of injuries or major damage, the middle of the night jolt was enough to get people talking about what they felt all morning long. Reporter a loud thump and a couple seconds of shaking. The earthquake this morning doesnt look that impressive on the nest camera inside of this oakland apartment but it was enough to startle people awake at 2 39 in the morning. It felt like a sharp jolt with a few shakes afterwards. I havent been able to go to sleep since. I felt the walkway shake. Like the metal on the walkway. You could hear rattling. Yeah. I dont know what to do yet. Drop and cover. Thats what i did. The sound was intense. Everybody was trying to make sure that they werent dreaming. It didnt seem but we live in california. Reporter the owner of dream plus donuts was already up and at work when it hit. It is like somebody knocked me in the back a little bit. I realized this is an earthquake. I saw the sign really moving. Okay. Here we go again. Reporter an earthquake that wasnt destructive thankfully but had everyone talking and joking about it for hours afterwards. I felt the earth move under my feet. It didnt last too long. Around 2 30. And a little vibration. Well, all joking aside, it is always good to remind people of what you should have in an earthquake kit to be prepared. The cdc suggests a first aid kit, enough food and water to last three days for all people in the household, along with personal medication that you might need. They recommend you have a kit for your home, work and car. Conductors moved slowly after opening bart. Crews inspected the tracks before the system opened and did not find any damage. There was initially a 20minute delay systemwide. But operations back to normal this afternoon. This is the scene at San Francisco international this morning where the Train Service was shut down for a little while. Crews inspected the tracks to make sure there was no damage from the earthquake. They did not find any problems. And if we hadnt had the earthquake this morning, we probably would have been talking about the rain we had over the last 24 hours. Steve paulson is here to tell us, was it measurable totals. Yeah. Nothing compared to the east but for us we will take it. After a dry december, we will take it. The most moisture we have seen in a while. We had good totals from about halfway down the san mateo coast and santa cruz and parts of the east bay. Some rain has made it still up santa rosa had light rain. Theres not a lot left but a little bit filtering through. Parts up to lake county. This is all pretty last. The past 24 hours was impressive by soquel and santa cruz. Foster city, the peninsula did well. San carlos and san mateo in there. Concord did all right. Other areas hardly any. Santa rosa,. 22. Thats it. San francisco, only. 09. Rossmore had. 8. Santa cruz just shy of an inch of rain. Mount diablo with good rain and oakley with good rain. The next system will take aim towards the north bay. In fact north of the golden gate. This afternoon were learning new details about a deadly shooting by a bart Police Officer that happened yesterday in oakland. Alex savidge is joining us live near the west oakland bart station with more on what led up to the shooting. Reporter good afternoon. Investigators say this started with a fight between two men here on 7th street, outside of the store front yesterday. One of the men according to investigators pulled out a gun and started shooting. Thats when a bart Police Officer working across the street responded here to the scene. That officer according to police, heard that gunfire, raced across the street, and ordered the man he saw with the gun to drop his weapon. And Authorities Say that officer then opened fire in this area here. You see bullet holes in the window of the barbershop. Authorities say the officer ordered the man with the weapon to drop the weapon and he didnt. He was hit by the gunfire and later died from his injuries. This all happened just after 4 30 in the afternoon on 7th street at chester here in west oakland, across from the west oakland bart station. The unarmed man involved in the struggle was hit by the gunfire but he was not seriously hurt. We talked with a woman who witnessed the bart Police Officer respond to the confrontation. Really just basically an argument between two guys. And it turned into a shooting. One of them shot my friend in the leg and the police shot and killed him. Reporter its still unclear if that man who survived the shooting yesterday was shot by the bart Police Officer or the armed man that he was initially fighting with. Now, because the shooting happened on city streets, the Oakland Police department is in charge of this investigation. The department is not releasing the names of either of the men who were shot yesterday or the bart Police Officer who opened fire. We know that officer was wearing a body camera yesterday and it did record everything that played out here on the street corner. Thank you, alex. A pleasanton Police Officer is recovering in the hospital after being hit by a car driven by a burglary suspect. It was reported around 5 30 yesterday evening. When officers arrived, a man sped out of the driveway but was spotted by another officer at a nearby intersection. That officer got out of his car to try to stop the burglar but the man struck him with his vehicle and took off. Police did not give a detailed description of the suspect. He was driving a new gray honda accord with front dealer license plates and an uber sticker in the windshield. Police are asking anyone with information to contact them. A california woman found dead in a vehicle after a high speed chase in south dakota has been identified as the drivers mother, michelle walsh. Walsh was arrested from santa cruz on monday. Once officered stopped the vehicle on monday, they discovered his mothers body in the back of the suv. The cause of death for the 57 yearold is still under investigation. Her son is facing charges including aggravated alluding and drunk driving. He was driving more than 100 Miles Per Hour until police spikes stopped the vehicle. Still ahead, President Trump continues his push to change immigration policies. After the break, what the president is now saying about a deal that includes possible protections for thousands of people enrolled in the daca program. The president has Given Congress a march deadline to come up with a legislative fix. Today he said any deal he signs on daca will need to include funding for a border wall. All of this going on while mr. Trump is being dodged by questions over the details in a new book about to be released. But it also adds to the confusion of whether it is okay to grow, buy and use marijuana in states where it is legal. The decision comes days after the sale of Recreational Marijuana became legal here in california. Sessions compares marijuana to heroin and blames it for spikes in violence. Lieutenant governor Gavin Newsome issued a statement. You had very warm water off of baja and the atlantic current and extremely cold air coming in on the back side of that. That is the system as it moves up. You see it develop. Google researchers recently discovered that two security flaws in intel chips allows hackers to get inside of your machines and steal information. Since amazon and google use intel for Cloud Services those are also exposed. Last night google and microsoft said the companies have updated their systems to deal with the flaw. Four women have filed a lawsuit against google, accusing the company paying men more than women to do the same job. It is a revised version of an earlier suit. It also argues that googles use of prior pay to set starting salary results in men getting higher compensation and better career tracks. A New California law goes into effect went into effect this year prevents employers about asking about previous salaries. The equal pay lawsuit was refiled yesterday after being dismissed for being too broad. Lets take a look at stocks. Another positive day on wall street. The dow is up 153 points. Auto sales in the United States fell for the First Time Since 2009. According to auto data sales dropped 1. 8 percent last year with 17. 2 million vehicles sold. A new report in the San Francisco chronicle claims that pg e found damaged Electrical Equipment at or near the suspected starting point of the wildfires. The chronicle is reporting that utility filed papers that showed the damaged equipment. Tree limbs or an entire tree had hit power lines. An investigation is still underway. Many north bay residents are suing pg e. The coffey park neighborhood lost more than 1300 homes during the wildfires. Construction on the first home to be rebuilt got underway yesterday. Crews are putting down the subfloor at a home on carrie lane. Then they will frame the walls. A promising sign of progress for the devastating neighborhood. It is a great feeling. It is always good to get in and give people hope. As you can see around here right now, there is nothing. There are still people cleaning up. We like to give people hope. The homeowners told the press democrat they were fortunate because they were able to rebuild on the original foundation and start the process sooner because of that. The home will be completed in four months or so. However the recent rain while a welcome sight presents challenges for those working on rebuilding. Deborah has that part of the story. Reporter a coffey park homeowner stopping by the ruins of his house because he is worried about what is left of his 18foot boat. They have cleaned my lot but this has been left behind and it concerns me that with the rains coming. Reporter it is fiberglass, disintegrated and sitting on the streets inches from a storm drain. The barrier offering little protection. Hazmat suits, more than rain gear, have been the uniform in these neighborhoods for more than a month. And the crews clearing home sites are not inclined to let the return of rain slow them down. I talked to a couple of contractors and they said they were going to continue to work. A lot to do. Yeah. They want to rebuild. And they want this mess out of here. So get it cleaned up for everybody. Reporter and what a mess it is. The fire storm leveled more than 5,000 homes in Sonoma County over the night of october 8th, when heavy rain came a month later, neighborhoods were still exposed, just as the fire left them. So tarps and straw went down fast to withstand erosion and pollution. Now properties are in various states of recovery. Some cleared, some already for sale or sold. Lots going for just under 200,000. But the plans for this home are lost. So the architect is mapping the foundation to recreate the footprint. I wanted to get it measured up before it was torn out of the ground. I thought tomorrow it might be raining too much to do it. I am so happy. So happy for the rain. Reporter we found this homeowner getting flowers planted before it rains. Her lot will be cleared in the morning and she wants a spot of color, a new beginning, a comfort. Every day is getting better. I mean, it is all progress. People are in different stages of recovery. Just like their property. But everyone we talked to here in coffey park say they welcome the rain. In santa rosa, deborah, ktvu fox 2 news. Not everybody is rebuilding. Several homeowners are choosing to sell their burned lots. The New York Times reports in the devastated coffey park neighborhood of santa rosa, more than a dozen lots are up for sale. Some would rather take the insurance and sales money and try to relocate. The latest health craze is called raw water. It is unfiltered, unsterilized water. Since the trend was highlighted, the product has been flying off store shelves in San Francisco. It is produced by live water which says the water is derived from a Mountain Spring in oregon. Water and Health Officials have concerns about its safety. Tap water is treated for a reason, because there are harmful things in that water that you dont want to drink. You could have bacteria. You could have e. Coli. That is just to name a few. The goal is to learn more about the patterns of air pollution. New information now about speculation that peninsula Congress Woman jackie spear was considering a run for governor. She says the rumors are not true. In a Statement Released yesterday, the Congress Woman denies any interest in running saying she has a lot of work to do in washington. A california state senator now taking a leave of absence during an investigation into inappropriate behavior. Several female staffers have come forward against tony mendoza of sexual misconduct. One woman says she and two others were fired for reporting the behavior. The leave is with pay. The senate has hired outside lawyers to look into the claims. Today former supervisor alice officially filed paperwork to run for San Francisco mayor. The special election will be in june to fill out the rest of ed lees term after he died unexpectedly last month. The deadline to file paperwork to run in the june election is next tuesday. And Dennis Herrera is also showing interest in the race. He requested the necessary paperwork yesterday. He is a veteran city politician who has held the current job of City Attorney since 2002. Acting mayor london breed joined city officials and Community Groups to announce progress in the zero goal. It aims to eliminate all traffic related deaths in city by 2024. The numbers are the lowest ever recorded in the city. 20 traffic related deaths in San Francisco last year, that is compared to 30 in 2016 and 31 in both 2015 and 2014. Back in 2010, there were 24 deaths out there on city streets. Officials say Speed Enforcement and reminding pedestrians to stay alert were contributing factors to the drop in fatalities. A new report on the flu shows that 36 states including california has increased in the illness and deaths. They say 5 of patients visited doctors reporting flulike symptoms between december 17th and the 23rd doubled the amount from the same period last year. The cdc reports that nationwide, 12 children have died because of the flu this season and almost 2500 hospitalizations. Experts say this years vaccine is only 10 effective. And due to the severity of this years flu season a hospital in santa cruz is not taking chances. The Dignity Health hospital is implementing visitor restrictions. All visitors must be 16 years or older. Only one visitor per patient is allowed per time. And all visitors must wash hands or use Hand Sanitizer when entering and exiting a room. So how many of your runs do you have open now and how optimistic are you looking forward to the next week . Were supposed to get more rain and snow for you. Reporter that is a great question. You said the word optimistic. I choose to be optimistic no matter what. We have about 71 of our terrain. 75 of 83 runs are open. Here at heavenly a different story. The soft shore down here at heavenly behind me hasnt gotten as much. We have 25 of 97 runs up here. North star, 41 of 100 opened up this morning. So were doing pretty good for the time of year on a normal scale historically. Were actually doing good in lake tahoe. It is not like last year. But we could definitely use more snow. Mother nature has been stingy this year. You talk about last year. What is the chatter there among people coming to visit . Are they a little bummed out, disappointed, especially after last year and what we experienced. Reporter i dont think theyre disappointed. They see what the mountain Operations Teams do each and every day. Theyre definitely like my gosh, i wish this was last year. And we all do. We all wish it was a little better. It is still really fun out there. You will have a good time. In the beginning of the year anyway, i said this in december, but it is all about, you know, skiing on a little harder terrain. But the next system looks to be a little more normal. I would say four to four to six inches going into the next round of storms. So there is still time. And ski season, it is still early on. That one took most of the san mateo, not all but halfway there and then down to santa cruz, east bay, peninsula. They just got hit hard last night with the convective bands. North of that, not much at all. Marin county had hardly anything. Now they picked up a tenth of an inch since the morning. A lot of moisture moving in. The next system is taking shape. It forms and another kicker on the back side. That will move it in. This one looks to be more north of the golden gate. Mild to warm for some. Im going to take you around for some of the temperatures here. If youre northward, it could be cool. To the east and south, it could be cool. Low 50s for some. One observation in napa shows 62. Point reyes at 60. 52 in hillsberg. 52 occidental. 68 campbell. 67, san jose state. Santa cruz at 64. Gilroy is at 66. Morgan hill and san jose state Meteorology Department at 67. Because of a south win at palo alto. South at half moon bay. In advance of that system, were getting a mild pattern for some, cool for others. 50 up in truckee. Very warm.
