Last night at the parking lot near the Police Substation hilltop mall in richland. Richmond. Investigators called Richmond Police saying they had a warrant for someone involved in an active investigation, and they asked the police to help them make a traffic stop. A single officer spotted the darkcolored sedan early in the afternoon, and shortly after tried to stop it, but heard a gunshot from inside the car. He quickly retreated back to his police car and awaited help. As soon as help arrived, they werent able to see the interior of the car, because the car had window tint all throughout the vehicle. It was difficult to see inside. So, they ended up using beanbag munition to break the glass. Reporter Richmond Police say their officers broke the sedans we are rear window in order to see inside, that is when they could see the driver was not allied. Police say no one else was injured. They recovered a firearm from inside the San FranciscoPolice Officers vehicle. None of our officers fired their firearms. Reporter Richmond Police are conducting an investigation for transparency, along with the contra costa district attorneys office. At no time were any of the patrons here at the mall in danger. Reporter seven cisco police say that their chief did offer condolences to the officers family, but the Police Department would not explain why the investigators were looking into one of their own officers. Investigators say a Security Guard shot a man who was allegedly attempting to rob the store on santa clara and first street. When officers arrived, they saw the man suffering from at least one gunshot wound. He was taken to a nearby hospital with lifethreatening injuries. The Security Guard is cooperating with officers in their investigation. Today we learned the name of the Richmond Police sergeant accused of opening fire while staying at the Four Seasons Hotel in San Francisco. Ktvl has learned that Sergeant Philip sanchez, a nine year veteran, is accused of firing numerous shots inside the hotel early yesterday. Witnesses told believe the puts his police the start and sergeant spoke of spirits wandering through the hotel. He surrendered peacefully. His attorney said the sergeant had a Mental Health episode. He was taken to a hospital for evaluation and has since posted bear bail. He faces four felony charges, including discharging a firearm. City leaders approved a new Security System tonight that aims to prevent freeway shootings along and i80 and highway four. Dan romero, then mayor of hercules went to the state to get help after a series of freeway shootings in contra costa county. The state provided 3 1 2 Million Dollars in funding, and tonight, the freeway Security Network was unanimously approved. The system will be made up of cameras, spot shutter technology, and license plate readers. The cameras will turn in the direction of gunfire, and then, shot spotter will send an alert to our task force commander. The network should be up and running by early summer next year. Hercules san pablo and richmond are all participating. There are new questions tonight about whether speed played a role in a deadly Train Derailment near seattle. The accident sent nearly a dozen amtrak cars plunging off the rail, some fell onto a busy freeway. At least three people were killed, and more than 100 injured. The train was making its first trip on a newly opened amtrak route from seattle to portland. The train derailed in the city of dupont about 40 miles south of seattle on an overpass above i5. As dan springer tells us, there are reports that train was going 81 miles an hour in an area where the speed limit is much lower. Emergency. Reporter the horrific and deadly seen in Washington State where an amtrak train making its inaugural run derailed monday morning about 50 miles south of seattle. In a radio transmission call made just after the accident, you can hear the frantic conductor describe the scene. We are coming around the corner to take the bridge over i5. We went on the ground. Okay. Is everybody okay . Im still figuring that out, we have cars everywhere, down onto the highway. Reporter 77 passengers and five crewmen were on board at the time of the fatal accident. Dozens were injured but Officials Say they need to search the entire train to figure out the exact number of fatalities. There are a couple cars not safe enough to search. We know that there is nobody alive in them at this point, but, there are some other facials, that were probably going to find, we just dont know until we sure up those train cars and search them. Reporter the train was traveling about 80 miles per hour, about a quarter of a mile before the cars careened off an overpass, some landing on motorists below. Officials say none of those drivers were killed. Earlier today, President Trump sent his condolences to the victims, and made a push for improving the nations infrastructure. This legislation will provide tax relief to working families. Reporter after voting against the original senate bill, senator bob corker of tennessee also agreed to vote yes. Democrats accuse him of taking what they are calling the corker kickback. A big deduction for people with sizable real estate holdings, like corker, and President Trump himself. Corker spent the weekend denying he had traded his vote. The wealthy remain the biggest winners under the gop tax plan. That is according to the Tax Policy Center, a nonpartisan group. Its analysis found that next year, taxpayers earning 25,000 or less would on average get a tax cut of 60. Those who make between 49 and 86,000 would get 900 back. Those earning between 308,000 and 733,000, would get a tax cut of 13,500. And, for those who make more than 733,000, a cut of 51,000. The Corporate Tax rate would permanently decrease from 35 to 21 , but the cut to individuals is set to expire, and the Tax Policy Center found that by 2027, more than half of americans would pay more in taxes. House Minority Leader Nancy Pelosi said, quote, the gop tax scam is not tax reform, it is a frankensteins monster of giveaways to the wealthy and powerful that will explode the deficit, and pillage middle class america. Democrats are all pledging to vote no. Once they decided it would be a partisan bill only, with 51 votes needed as republicans, we were no longer in the mix. San ramon, Police Arrested four teenagers were firing flail guns flare guns at homes and cars over the weekends. Video of the incidents was turned over to police, and the four suspects were booked into Juvenile Hall for shooting into occupied homes, and conspiracy. Police said they also found the vehicle used in the shootings, with 12 flare guns inside. The juveniles live in san ramon and danville. No one was injured. Police say three men are on the loose after stabbing a man and punching the woman he was with at the hayward bart station. Officers were called to the parking lot at the hayward station about 930 last night. The 228yearold victims were taken to the hospital. The mans a stab wounds are not considered to be life threatening. The woman suffered minor injuries, and was released. We talked to passengers today who say they are always wary about crime. I usually make sure my vehicle is locked. Make sure i have all my belongings. Admittedly, i am always looking over my shoulder. Making sure i am not being followed, or that somebody is tracking me. Its quite frightening. The motive for the attack isnt known, and so far police say they only have a vague description of three hispanic men. The owner of a seven cisco vintage Clothing Store entered a plea deal today over charges of selling the for of endangered animals. The owner of decades of fashion on haynes street pleaded no contest. She was sentenced to three years of probation. Back in march, undercover wardens seized 150 items of clothing made from cheetos, jaguars, and other endangered animals. Hansen says she was not aware of a state law that went into effect last year that made the sale of any endangered animal parts illegal, even items made before 1973 which were previously okay to sell. And investigation is underway into 20 suspicious fires that all broke out along interstate 680 in san jose last week. Rubin describes how several witnesses might have seen a suspect. The concern is with dry and whinny windy conditions, these fires might grow. The risk is that it spreads. We have homes backed right up against the freeway, so we worry about it spreading to a home. Reporter witnesses told police they saw someone on a bike carrying a torch, and authorities did detain a person later released. Residents hope the arsonist will be caught before one of these fires can spread. Think the fact its near neighborhoods, and of course, the wind is endangering everyone. Reporter the Police Department is asking everyone to keep an eye out for suspicious people. They are also stepping up patrols. To Southern California now, containment has grown to 50 tonight in that areas enormous wildfire. The twoweekold thomas fire has burned more than 270,000 acres in ventura and Santa Barbara counties. Cruz expects this fire will become the biggest in state history before it is finally contained next month. 12,000 people are currently evacuated in Santa Barbara county, but animals at the local zoos representative which is threatened as well. Fire Officials Say more than 1000 buildings have been destroyed, including more than 700 homes. Those winds had a little bit of a break down there but they will kick back up towards the end of this week. A little more containment before we get towards thursday and friday.
