Last night at the parking lot near the Police Substation hilltop mall in richland. Richmond. Investigators called Richmond Police saying they had a warrant for someone involved in an active investigation, and they asked the police to help them make a traffic stop. A single officer spotted the darkcolored sedan early in the afternoon, and shortly after tried to stop it, but heard a gunshot from inside the car.
