In oakland city workers took to the streets again today marching around the downtown area on this, the fourth day of their strike. Those workers failed to reach an agreement with the city after the latest round of negotiations fell through. Today the Union Rejected the citys final offer meaning essentially the strike will go on. But the mood here right now, dark as the moonless night. Reporter even as oaklands mayor libby schaaf walked into her News Conference today, her face was tired and somber. Last night as you know, we issued our last, best and completely final offer. We did receive a response early this morning from seiu rejecting our final offer. Reporter the mayor insists that the City Councils final offer is fair, equitable and retroactive to last july 1st. Over the last two years, we provided our workforce with an 8 raise and right now, we have on the table for our seiu workers anywhere between a 5 and an 11 raise based on the classification as well as revenue performance. Reporter the mayor said she would declare an impasse and request to bring in a mediator. If that request is not accepted, it is the unions right to invoke factfinding. That process can last anywhere from five to eight months. Reporter so while i asked her if she would fire workers. Its difficult for me to believe that we would do anything that would not be in the longterm interest of both the organization of the city of oakland, our relationship with our workers but also our duty to serve the residents. Reporter the mayor said she will hire contractors to do some essential work, such as cleaning up homeless camps, which received notice today of the cleanups here beginning wednesday. [ chanting ] reporter the strikers went into the street shortly blocking busy broadway at 14th street. Clearly, a lot of damage, potentially long lasting damage, had been done. I think its a sad time in a beautiful progressive city like oakland when you have a mayor and parts of the city council treating its workers and its citizens with such disdain. Reporter the disdain, say many workers, will be returned. The strike will continue until such time as something occurs that these employees decide they want to go back to work. Reporter with the exception of police and fire services, most of whats known as City Government is shut down, although the town, the commercial side, is wide open for business. Reports of a student with a gun forced a lockdown of Richmond High School this morning. School administrators called Richmond Police when a student was spotted showing a gun to a classmate. It turned out that it was actually just a realist stuck looking replica. The student was taken into custody by School Resource officers and the campus was placed on lockdown. That lockdown was later lifted. San Francisco Police released a body camera footage of last weeks deadly officer involved shooting in the bayview. The clip is brief but it shows the final seconds of the chase before the deadly shot was fired. Our ktvu Crime Reporter henry lee joins us live from the newsroom with the details about the officer who fired that shot. He was a rookie officer. Reporter he was on his fourth day of the job and it happened within seconds. That rookie officer fired through a patrol car window killing an unarmed man suspected of carjacking a state lottery minivan. Reporter this is san Francisco Police body cam video showing the moment a Rookie Police officer fired through the passenger side window of a police car, killing 42yearold keita oneil. Now anger over why the officer shot through a police car window as oneil ran from a stolen minivan. We spoke to his father shortly after the shooting. I can tell you one thing. He wasnt armed. He had no business being shot like that. [ crying ] reporter it all began when police say oneil confronted a Woman Working for the California Lottery as he shifted this store at 23rd and arkansas on potrero hill. Investigators say he pushed her to the ground and stole the minivan with lottery tickets. It was chased to the bayview. The driver door opens and the mini van stops at fitzgerald and griffith. This video from the body cam shows the officer drawing his weapon as the police car is still moving. Within seconds he shoots oneil once from inside the police car shattering the window. Police say oneil was running toward the police car and that he was unarmed when the officer shot him. Police have not identified the officer who fired his weapon but said he only had four days on the job. He was riding with his Training Officer whose body cam was not activated. At a town hall meeting, some questioned whether the officer violated policy by firing from inside the police car. According to department policy, officers cannot fire from a moving vehicle. But its not clear from the videos whether the police car was stopped. I spoke by phone to don cameron, a former Police Officer who teaches police tactics. The officer had no idea whether the individual was armed or not. And you dont wait to see if the vehicle is armed or not. I have no problem with him shooting through the window at the suspect. Reporter now, police have released those two videos without making any conclusions yet because the shooting is under investigation by the department and the d. A. s office. In arizona, body camera footage from another Police Shooting was released today after the officer involved was found not guilty. The 18minute body cam video was released shortly after former officer Phillip Mitchell brailles ford was acquitted on a murder charge for shooting and killing Daniel Shaver last year. Officers were called to a hotel in mesa after witnesses reported seeing shaver pointing what looked like a gun out the window. The body camera shows shaver sobs as officers told him to keep his hands up. He then started to crawl toward them. Your hands back to the small of your back and down were going to shoot you. Do you understand me . Yes, sir. Crawl towards me. Crawl towards me [ pause ] braillesford said he shot shaver when shaver appeared to reach for his waistband. No gun was found on the body. He did have a pellet gun related to his pest control job in his hotel room. His widow and parents have filed wrongful death lawsuits against the city. Reporter the models are told its their job to create a certain atmosphere but without letting on that theyre there for work, not for fun. Reporter that attractive person youre chatting up at your tech companys Holiday Party may be paid to be there. A recent bloomberg article drew attention to the hiring of socalled ambience models. These are goodlooking men and women paid 150 an hour to mingle. Maybe sometimes well be given an employees name to say they are friends with. Other times they will have to sign ndas or wear certain outfits to fit a theme. Reporter we spoke to agencies sending models to half dozen parties this weekend alone in some cases 30 per event. The tech companies, some big, some small, working everything from gaming to virtual reality. Its an interesting phenomenon especially in the middle of all of these harassment scandals and diversity issues that we have started to care so much about in the valley. Reporter at this Model Management company which focuses on Silicon Valley, they have received a few requests for it type of job. They have turned them down. The fear that lines might get crossed if party guests dont realize the models are paid to be there. Are they getting hit on by people at the party . Is it fair to solicit them or take them out on dates . We dont know. Reporter while models have long been hired for tech trade shows, the agencies say this is different since the job is to make small talk, not pitch products. And while the practice does not come as a shock to some in the industry, others say it may alienate women. Im not personally surprised and i they can choose to do that and i can choose to go somewhere else. Thats how i feel about it. And the models are often hand picked based on photos then asked to sign those nonkiss disclosure agreements before they show up. Nondisclosure agreements before they show up. Air quality managers have issued a spare the air alert for the next few days due to a weather inversion thats reducing winds and trapping smoke and other particles near ground level. The air district typically issues spare the air alerts one day at a time but the outbreak for stagnant air is so strong that the district has issued alerts for three days in a row. Officials say this alert wasnt triggered by the wildfires in the state. It is about the temperature inversion thats trapping wood smoke with Immediate Health impacts for bay area residents. Wood fires are banned during spare the air alerts. This is the first spare the air alert for the fallwinter season in the bay area. Lets check in now with our chief meteorologist bill martin. Some smoke in the air obviously for that spare the air alert. Some of that smoke from those l. A. Fires, but mostly i dont think that i think thats a small component to this spare the air day deal. The atmosphere is stable. North bay will be the worst. Not sure why. Well see more of this in the next few weeks because we have a dry pattern. So well have more spare the air alerts. Offshore winds have been a problem. Tomorrow morning, the winds get going pretty good. I put the colors in. These are blowing in this area, 35, maybe 40 miles an hour up around malibu. So you see some strong winds. Lets go into saturday afternoon. Still pretty strong, right . As long as you see these contours, these colored contours, its high winds and problems. When the contours go away so sunday morning its still blowing. Then at least your break right there. Things go away sunday night. Its a big Long Duration for santa ana winds. This was very fast paced. A deadly shooting at a high school in new mexico. Authorities say 21yearold William Atchison disguised himself as a student to get into aztec high school. He then entered the building and shot two students. Police say the shooting was planned but he did not target the students he killed. The fbi also said today that agents investigated atchison last year about comments that he made online. We have been coordinating with local Law Enforcement and interviewed him along with some of his family. The assessment was subsequently closed after it was determined that no crime had been committed. Police believe the suspect killed himself at the scene. At this time its still unclear whether he had a connection to the school. Survivors of the massacre in las vegas are giving back to first responders. Dozens of people have been visiting hospitals, fire and police stations with thank you baskets. On october 1st a gunman killed 58 people who were enjoying a music concert on the las vegas strip. More than 500 others were wounded. Today, survivors visited an emergency room near the scene that saw more than 50 patients. Organizers of the burning man festival in nevada are seeking permission for as many as 100,000 people to attend that annual event. The u. S. Bureau of Land Management currently caps attendance at the event in the Black Rock Desert north of reno at 68,000. Tonight, there is new information about racehorses that unfortunately couldnt escape the flames in san diego county. Now to Southern California where more than 20 racehorses died in a fire thats burning in north san diego county. Several barns caught fire at the racetrack yesterday. Trainers set free more than 450 horses so they wouldnt be trapped in their stalls. Authorities say at least 25 racehorses were killed from smoke inhalation. You can see the chaos here as the horses tried to escape but were confused by the smoke and the wind. Santa ana winds whipped that fire from half an acre to 500 acres in less than halfhour yesterday afternoon. It was incredible. It was like being in a wind tunnel just things whipping. Im surprised more trees didnt come down. Embers from you could just see em. It was it was really, really pretty nervewracking. Cal fire says the lilac fire has burned 4100 acres and destroyed dozens of homes near the city of fallbrook. Thats about 50 miles north of san diego. Much of Southern California from Santa Barbara to san diego is under a state of emergency tonight as a result of all of those wildfires. Adam housely with the latest from san diego county. Reporter firefighters across Southern California battling at least 6 major wildfires with brutal santa ana winds fanning the flames and a fastmoving fire racing north of san diego. We are throwing a lot of equipment at this fire now from the air and from the ground. Reporter President Trump approved a disaster declaration to allow agencies to assist with response efforts. Hundreds of structures have been destroyed and thousands of people are under mandatory evacuation orders. I have been making everyone leave. Reporter as firefighters work to hold the line and keep the flames away from populations, homeowners are doing their best to hold back the fires. If the fire crosses the road over here, were probably going to go wet down the roof, spray it down and do a couple of other things, turn the sprinklers on and then get out. Reporter winds are expected to weaken over the next couple of days. But with that, a new set of problems for firefighters to face. That santa ana weakening is going to cause the fire to be much less predictable. Reporter the navy now helping with the firefight. The idea is to get as many of these hot spots down before the winds come back and, of course, the humidity here is still very low. In north san diego county, adam housely, fox news. Firefighters have gained some control over the largest most destructive fire in Southern California. The thomas fire has burned 132,000 acres in Ventura County since it began monday evening. Its 10 contained. At least 400 structures have burned and 81 damaged. Thousands of people are still evacuated from their homes tonight. Fire crews in livermore worked for hours to put out a warehouse fire today. It started at 10 a. M. On las positas road near vasco road. A Furniture Company had just moved into the building. Skyfox was overhead as you can see all the smoke pouring from the building. So far no injuries have been reported. And Authorities Say they are still trying to figure out what started the fire. One of eight people accused in the killing of an oakland mother was sentenced in an east bay courtroom today. Michael stills was sentenced to 16 years to life in state prison. He was convicted of Second Degree murder for his role in the death ofchyemil pierce a 30yearold mother of three. She was an innocent bystander who was killed during a shootout between two groups of people in west oakland in 2015. Chyemil pierce was shielding her children when she was killed. A funeral today for a women who was killed when a truck hit her tollbooth on the bay bridge. The Memorial Service was held at a mortuary in daly city. The 46yearold tolltaker died saturday morning when a driver who was suspected of being drunk crashed into her tollbooth. She was married and had a 10 yearold daughter. The fallout from President Trumps jerusalem declaration is intensifying with World Leaders broadly condemning the decision. David lee miller has more now from jerusalem. Palestinian leaders, moderates and radicals, all say the declaration wont go unanswered. The marches will not stop until the liberation of jerusalem. This week he robbed the Yosemite Bank in groveland. Surveillance cameras captured the man as he held up the bank. Here he is in a khaki in his khaki pants wearing a bean any, black sunglasses and a black windbreaker and a beanie. Investigators say the khaki bandit shows a gun and typically hits rural banks. A small town like this we are an easy target and Law Enforcement isnt always here. He has it down to where he can get away with it. People live in the shadow of the oroville dam had a chance to ask state officials about the rebuilt spillway. One of the biggest concerns is about tiny hairline cracks in the new concrete. Theres the ridge of High Pressure the upper atmosphere. It dives down and troughs out. Its like a sine curve if you had calculus. Theres your offshore winds under this ridge. Theres your no rain under this ridge. And here this is all cold air. Thats why you have snow in texas and atlanta and parts of washington and new york and boston, as well. So the pattern that pattern is forecast to stay put for a while. Look at the daytime highs. These are daytime highs tomorrow. You see the east coast is staying in the low 30s. So definitely, you know, just a not the best system patterns for them. For us, its, you know, we need rain. We need snow. I guess the upshot is its cold enough out here that they are making quite a bit of snow up in the mountains. Current temperatures, um, current outside, nice evening, beautiful sunset. Clouds a little bit of smoke. We do have a spare the air day tomorrow and again on sunday. Not so much for the Southern California smoke. We are seeing some of that. I think well see lots of mid 60s with temperatures in the south bay maybe a smidge warmer especially gilroy and morgan hill where you see some upper 60s heading south into san benito county. It has an operating room for eye surgery with the latest equipment and recovery areas for teddy bears for children who come in for treatment. 36 million are blind and 75 of those people could be treated or cured if we have the resources and people trained to treat them. They say he assaulted two people and then was hit by a car on interstate 580 before he was caught by deputies. We get new information tonight from cristina rendon. You learned that the patient tried to escape again this morning . Reporter thats right. He tried to escape again from his hospital bed this morning at a different facility. But he was quickly restrained. And in terms of yesterdays escape, were now learning that he was able to get through a secure gate and out of a locked patio.
