The accident was weather related or not. The big rig is in the process of being towed at this moment. If you look at the bottom, that is what is left of the power pole that it crashed into. It is pretty it pretty much obliterated the power pole there. The intersection was temporarily closed. Its open. However, there is no working traffic light. Now, luckily no one was hurt in the accident. But pg e estimates that it could take more than an hour to fix this and restore power. Currently more than a thousand people are without power. Now, we did want to show you the driving conditions out here in fremont. This was interstate 880 this morning. We were coming from san jose to fremont. You can see the weather conditions there. It is still coming down about the same right now. It is a light rain. But it is coming down pretty steady. And on the highways, with all of the traffic that were seeing, its being kicked up. All the water that is pooling on the ground is being kicked up. You definitely need your windshield wipers on high if youre driving out this morning. Again, we have about a thousand people that are without power. The tow truck is taking its position right now with that big rig. Theyre trying to get that out of the way. It looks like they have a closed off auto mall here for the time being so the tow truck can come in. At this moment we are seeing traffic being diverted off of the road. If you come over this way, i can show you right now. We dont have a working traffic light. They put out the cones a few seconds ago so the tow truck can move in. We are seeing the lanes of auto mall are being closed at the moment. We do have power at this location. But behind us, we have the starbucks. That is without power. If you turn around, you can see someone at the drivethrough window there. We saw them with their flashlights on earlier. But they were taking some drive through orders. But they are without power at this time. Pg e is showing up. We do have the Public Works Department out here. Pg e is telling us that they hope to have powerfully restored by 9 00. Back to you guys. Dave and i were coming a little dicey this morning. This is the first good system of the season. The last few didnt have anything to work with. This one does. It is moving more east than south. Some of the rain totals have been quite impressive this morning. Mills college, almost two inches of rain. Oakland hills had a lot of rain. Boulder creek, an inch and a half. And an inch and a quarter. Mount diablo is over two inches of rain. San rafael, over an inch of a rain. Pockets of moderate to heavy rain, certainly over parts of the east bay. Back to the peninsula, which has had its fair show along the higher elevations. The upslope has ramped up the rain totals. All the way down to parts of the south bay. Certainly in the Santa Cruz Mountains. Still a heavy wet snow. This will be heavy rain moving in. The cold air will work its way into the sierra. There is a winter storm warning until tomorrow morning at 4 00. Ever so slowly the system will drop south. And fog is out there. 50s on the temps for most. Theyre stuck in the cloud cover. But things to the north, things are calming down. If youre south of that, you will deal with morning rain. 60s on the temps. 7 04. He has nothing to talk about. Thank goodness it doesnt snow, sal. If it snowed here i will tell you this, all kidding aside, it will be a tough commute for you. You probably already know this. We will show you driving conditions here. We have one of our crews driving on northbound 101 through south San Francisco, the industrial city. Northbound 101 driving up through. And, yeah, you can see that traffic is okay here. Were passing oyster point boulevard. Right there all of these ramps here near the new, brandnew costco which is where the levitz used to be. If youre an oldtimer, you remember that. Keith is slowing down on northbound 101. Southbound is going to be tough as well. This is northbound 101. Im afraid once this starts to slow down, it will be slow all the way through into San Francisco. Let me show you something here. Northbound 101. So he keith i always want to call him our driver. Keith, our crew, is going to hit slow traffic right here and it will stay that way all the way into San Francisco. We have slow traffic up to the valley. We had earlier problems, a lot of standing water. 17, the Santa Cruz Mountains, not a great commute because of the wet weather. A lot of east bay commutes are slow. All of the commutes are just as slow yesterday, maybe even slower. Highway 24, we had commentators that came in and said this freeway is terrible and they used other words. This is alook at 80 westbound driving from the carquinez bridge to the maze, taking almost 90 minutes. Can you imagine from vallejo to San Francisco, it is a twohour drive. 7 06. Lets go back to the desk. As sal has been laying it out for us, the rain is causing big problems in the commute this morning. You will have a lot of trouble getting into downtown San Francisco this morning. This is part of the reason why. The connector ramp from northbound 101 on to the central freeway is shut down entirely. You can see that the caltrans truck is out here blocking these two lanes because you have severe flooding right there. The caltrans crew here at the scene told us that they have two feet of water that is pooling up here on the roadway. Obviously they have a truck out there and they are pumping that water out as fast as they possibly can. But the rain just started to pick up pretty good here in this area. Obviously theyre kind of swimming upstream, if you will. It will be a tough go. The rain is still falling at a pretty good clip out here. They are trying to pump the water out of the way as fast as they can. They are hoping, they say, to get this connector ramp from northbound 101 to the central freeway back open in half an hour or so. We will see how that plays out. This is just one of many problems on the roadways this morning. Let me show you video from daly city. This is an accident that happened on northbound 280. A car overturned in that area. Several lanes were blocked for a good time. And we we understand there was a sig alert issued because of the blocked lanes and obviously a lot of slow traffic in that area and a major backup there. One of many crashes rain related happening all across the bay area. We will bring you back out here to our live picture in San Francisco. What youre looking at here is heavy traffic. It is very slow for miles. You have several miles of backup on northbound 101 trying to get up into downtown San Francisco this morning. It will be a very slow ride for you. Thats because once again flooding has shut down the connector ramp from northbound 101 on to the central freeway. Folks have having to find another route if theyre trying to get into San Francisco this morning. Caltrans crews, again, hoping to have this connector ramp cleared within the next half hour or so. We will see if that happens. Thank you, alex. Precautions being taken to prevent flooding in part of San Franciscos mission district. The Public Utilities commission installed flood barriers along 17th and folsom street. That area is one of the lowest sections in San Francisco and is prone to flooding during heavy rain. Our time is 7 09. A man who escaped over the weekend from a Mental Hospital in hawaii is back in custody. He was arrested in stockton at a gas station near highway 99. Investigators received a tip that he was headed for his brothers house in stockton. Now, he escaped sunday from the hospital on hawaii and he was caught on video catching a cab to the airport in honolulu. Then he caught a charter flight to san jose. Ten hours went by before the hospital realized that he was gone. There was a breakdown in communications in our safety protocols and our communication protocols. We dont know if that was purposeful or not. Were investigating that. He was found not guilty by reason of insanity of murdering a woman back in 1979. Authorities in hawaii described him as a violent psychopath. The Tehama County Sheriffs Department is defending itself against claim thats it did not take seriously previous violent acts by gunman kevin neal. On at least two occasions, officers put the house under surveillance, hoping he would come back out. That didnt happen. You have to understand, we cant anticipate what people are going to do. We dont have a crystal ball. Authorities searched the home and found the body of his wife buried under the floor of their home. Investigators say they believe he shot and killed her on monday. And then he continued the killing rampage on tuesday. Neighbors called the Sheriffs Office several times in the past reporting the sound of gunfire. The District Attorney says that neal was not legally allowed to have guns because of a restraining order against him after being arrested earlier this year. What has occurred within our Northern California rural county is simply the mass murder shooting rampage of a deranged paranoid killer. Investigators say neal killed his wife and two neighbors before firing at random, including shooting into an Elementary School. He shot and killed five people and wounded nine others before he was hot and killed by deputies. Officers then recovered a handgun not registered to him and two semiautomatic rifles. Hopefully they get their bill out not long after thanksgiving so we can go to a Conference Committee and resolve the differences between the house and senate and get a bill on President Trumps desk by the end of this year. We will start off with our crew driving on northbound 101 right approaching the 280 interchange here. And silver avenue. Probably another 20 minutes or 25 minutes to get to where alex was. Where that ramp closure on northbound 101 was. The closure closed northbound 101 to the central freeway. This slow freeway will be with you into downtown. This is what the driving conversations are right now. The lanes on the right are people driving on to the 280 extension or getting on the 280 south. Thats an option but not a lot better. A lot of standing water here. Moving along and looking at the commute. If youre driving southbound 101, going the other way, southbound southbound 101 is pretty slow through brisbane heading down to the peninsula. We are looking at all of the south bay freeway thats will be jam packed. Highway patrol 17 is especially slow because of the wet weather and all of the east bay freeways of course will be less than optimal driving for you. It is taking 90 minutes to drive from the carquinez bridge to the maze. Thats a long way. Lets bring in steve. Sal, were the Rain Brothers this morning. Yes. Tomorrow we could be the fog brothers. So that line moving now towards morgan hill and gilroy. It is still high elevation, wet snow. There will be very heavy rain until the cold air makes it in. The system is moving southward. There will be gradual improvement. We could get some showers out of this. 50s on the temps to near 60. The system will continue to slowly work its way out of here. Until it does, if youre south, rain. If youre to the north, probably more fog socked in and temperatures in the 50s and 60s today. And it looks dry, gasia, friday, saturday and sunday. Teslas semitruck will be unveiled at 8 00 p. M. It will be live webcast tonight. California will be limiting the liability of selfdriving car makers. State regulators are embracing a General Motors recommendation that would make pay for crashes and other incidents. If adopted, regulations drafted by the dmv would protect car makers from lawsuits in cases where they are not maintained according to specifications. The first big rainstorm since the north bay wildfires moving through our area. In fact the rainfall prompted a lot of preparation in the burn areas because of the threat of runoff and erosion. Allie rasmus has a look at the conditions in the north bay. Reporter emergency officials are feeling relieved. The rainfall overnight wasnt as significant or as bad as they thought it would be. There were no problems with erosion. Were in the neighborhood of found ton grove parkway. This is one of the neighborhood heavily impacted by the wildfires in santa rosa last month. Over the past several weeks, crews have spent a lot of time doing storm preparation. They have been concerned about erosion and some of the runoff of the fire debris ending up in the watershed. I want to bring in paul lowenthal. Thank you for talking with us. You said you were breathe a sigh of relief. Yes. We had Flash Flood Watches in effect. We ramped crews to continue to patrol overnight. The Flash Flood Watch was lifted and we had a quiet night. We have some video of crews working just a few days ago to replace some storm drains that plastic storm drain thats melted during the fires. What is the concern with some of the damaged infrastructure, not just overnight but throughout the winter season. That is part what was we were working on for the last several days. We issued that we had the issue with the storm drain pipes that burned. As of last night, we had identified 30 different locations through Fountain Grove that had storm drain thats were compromised, either blocked because they had melted. We are continue to evaluate those and continuing to make repairs. Reporter you have a handful repaired already. Yeah. One of the longest was 250 long but it created a hole in the mid stretch. Reporter that has been replaced. Yes. That was repaired. None of them pose an immediate Public Safety risk at this point in time. We will continue to work on them and monitor them as we move through the rainy season. Reporter youre expecting to get an update about any other problems that have happened. No significant problems with erosion, which is another concern. Yeah. The crews that reported the work through the night reported that the only issues was in coffey park, there were blocked storm drains. But the crews are actively moving around and were able to spot them and open them up and keep the water move. This will be an ongoing concern. This is the first significant rainfall but it certainly wont be the month over the next couple of months. We were hoping it would just be a test. You want to contain it, like a fire. We have done a lot of work from hydromulching to protecting our storm drain systems, doing a lot of different Erosion Control measures using our state and county partners. With that, we hoped we would make it through the storm. We didnt get that test. But were still going to prepare as the rainy season continues. Reporter thank you so much. They had an inch and a half to two there santa rose from santa rosa to windsor. I agree. It was a good test. Now it has moved south. To the north, things are calmed down. Novato, there is still some rain. Maybe a little bit north. But the main band has definitely moved southward. Some of the rainfall has been impressive overnight. The oakland hills, many locations approaching two inches of rain. Boulder creek, an inch and three quarter. San mateo has had an inch and a quarter. Mount diablo now two and a third. That will get the creeks going. Castro valley, 1. 43. San rafael over an inch of rain now. This system tapped into a deep plume of moisture. That was the key here. Plus it had a little better dynamics jetstream to work with. The rain moves south. Showery in nature later. It looks like most of that has moved off. It doesnt mean were done. There will still be light and moderate rain for some. And now into the Santa Cruz Mountains, pushing south. Santa cruz now heading over to morgan hill, gilroy, capitola as well. Late to the party but eventually it makes it. Still reports of moderate to heavy rain at lake level unless its a wet snow. This is a high elevation event now. To the north, things are quieter and they will continue to be as the system ever so slowly starts to drift south. More east than south. That could trigger shower activity later today. 50s on the temps. Northbound temps a little cool here. Low 50s for some. Windsor and hillsberg. The cooler air is to the north. Eventually it will make it and the rain will move south. Slowly. 7 35. Lots going on. Take it away. Thats right. We do have a tough commute today in the wet weather. So add 20 or 30 minutes if you can. I know it is a tall order in the morning. Were still on northbound 101 approaching cesar chavez here. Traffic is very, very slow as they clear flooding that has really slowed the commute. Things are getting better. We have maybe a little bit of good news. Look on the other side of the freeway. It is slow. It will stay that way trying to get down to the San Francisco Airport International airport, which is in san bruno. Lets move on and take a look at the map of the area. The traffic will be backed up. Our driver, our crew is right about here. Getting up to the spot where theyre clearing up flooding. Look at all of the commute here. Look at all of this slow traffic heading down south. 280 is not much better. Then you talk about the south bay in general. The silicon valley, all of the commutes are very slow because of earlier issues and some flooding. 17 is very slow. Weve had slow traffic here getting out to the hayward area. So, again, my advice to you is to give yourself an extra 20 or 30 minutes today just to handle the commute. We always look at this time. It is about 80 minutes here to drive from the carquinez bridge to the macarthur maze. Remember, normally it takes 20 to 30 on a normal commute. Maybe 40. But this is double that. 7 36. Dianne feinstein just tweeted, progress is possible. It would make sure that federal and state authorities complied with the brady law and accurately report individuals criminal history it to a system used for background checks before they could buy a gun. It would penalize agency thats do not report criminal records. A man was found guilty for the death of the murder of an ice cream vendor. He was shot and killed as children wait today buy ice cream. The jury deliberated for less than a day before convicting lopez. He could get 45 years to life and expected to be sentenced in january. Charges were also filed against a second suspect who will go on trial separately. The time is 7 38. There are reports that mass murderer Charles Manson is in the hospital and may be near death. The kern county Sheriffs Office says that manson was taken to a hospital in bakersfield but they didnt give any other details about his condition because of privacy laws. Tmz is reporting that he is in grave condition. Manson is serving seven life sentences in corker state prison in the central valley. He was convicted of orchestrating the murders of sharon tate and six others back in 1969. Amid public pressure, the Berkeley School board voted to replace the name of an Elementary School that honored a famous conservation. He was one of uc berkeleys first professors in the late 1880s and cofounded the sierra club. He also owned slaves and supplied ammunition to the confederacy during the civil war. The school board agreed with parents and is stripping the name. The board now begins the process of choosing a new school name. San franciscos recreation and Park Commission is voting again today on whether to rename Justin Herman plaza. Starting in 1959, herman was head of the redevelopment agency. People that want the name changed say under his leadership, the city wiped out some 60 blocks in the Western Division causing the destruction of japanese and africanamerican communities. The Commission Voted on the renaming last month at the meeting but there was an error in counting the votes so they will vote again today. If the Commission Votes to remove hermans name, it will be called Embarcadero Plaza until a new name is chosen. Alabama Senate Candidate roy Moores Campaign hired a handwriting expert to try to discredit one of his accusers. Beverly young nelson says that moore tried to sexually assault her 40 years ago when she was 16 and he was a 30yearold deputy District Attorney. She also claim thats moore signed her High School Year book roy moore, da. Now his lawyers say he never signed his name that way. But his is ace tan did on nelsons divorce papers in 1999, suggesting that miss nelson may have forged the year book note to bolster her claim. We want to determine if it is genuine or a fraud. The 18year police veteran was investigating a murder yesterday afternoon in west baltimore when he approached a man who later shot him. The detective is on life support. He was rushed to the hospital. No arrests have been made yet. The fbis office in baltimore announced a 64,000 reward for information leading to the arrest and conviction of that shooter. It unfolded monday night at Diamond Ring Company inside of the mall. One man sprays pepper spray at an employee. Another man tries to break a display case with a hammer. However, he is unsuccessful. He is just hitting it again and again but the cases are made with a special type of glass. The glass that we use for the showcases are a double layered tempered glass. These are the type that even if they hammer it or do anything, theyre not going to get through. The men end up leaving empty handed. This is just the latest incident targeting jewelry displays over the past few months, including costco robberies that happened in the bay area. Even though gasoline prices are high, travel experts expect the busiest thanksgiving travel volume coming up in more than a decade. Aaa estimates 51 million americans will travel more than 50 miles over the fourday thanksgiving weekend. That is up 3. 3 over last year. And the busiest traffic year since 2015. Now, gasoline prices will be at the highest since 2014. The National Average, about 2. 56 a gallon. Here in california, drivers are paying about 3. 22 a gallon. The time is 7 46. I somehow managed to get out of the house ten minutes early. Good. Sal, i used every second of that extra time. You dont live that far. The farther away you live, the more extra time you will need. This is northbound 101. We have a picture of it from our crew driving on northbound 101 from about the candlestick area all the way up here to the 80 split. We had very slow traffic because of an earlier road flooding issue. And traffic is improving a little bit because they have picked up the cones and theyre letting people get through. But it really is a very slow commute on northbound 101. Right now, our crew is approaching vermont street on the right. Lets take a look at the rest of the peninsula commute. Look at all of the red. Every single place that you look, 101 in both directs is slow. And traffic is also slow on 280 heading south. Down the peninsula is slow as well. And so if youre trying to catch a flight, if you want to stay on time, give yourself a lot of time. Silicon valley, every freeway is slow. I just had someone ask me, what does 85 look like . 85 to Mountain View would take you an hour at this point and 17 is very slow. Without alarming you, i want you to know that it will take at least half an hour longer, and maybe even more, depending how far youre driving. Look at 580. Here is an example. From Castro Valley all the way to the macarthur maze, we are in one long line of traffic. At 7 48, steve. Geez. I know. Its just correlated with the wet weather. Yes, sir. Are we going to have the rain in the afternoon commute . Nothing like this. Gotcha. Nothing like this. But i think tomorrow morning, we will deal with some very thick fog, if you will. And we have fog right now. And the rain continues to move in. It is almost stalling out here unless youre up north. Then it certainly ended for many up there. There is the system. There are pockets of heavy rain moving over towards gilroy, san mar teen and morgan hill. Some still south bay. A little hanging on in parts of Santa Cruz Mountains. 2. 11 in windsor. North napa, 2. 19. El sobrante, 1. 8 2. I think you get the idea. From emryville to berkeley and up in the hills, theres been a lot of rain. Santa rosa, 1. 42. There are more. About novato south, it is just barely moving along, slowly, slowly tipping south. But a line continues to move in from San Francisco all the way down to the Santa Cruz Mountains. Embedded in that, we get pockets of moderate to heavy rain. Lighting up from santa cruz over. You see morgan hill, gilroy, down to watsonville. The system is moving but reports of heavy rain around tahoe, truckee. If youre heading up there, it is more of a rain event instead of snow except in the higher elevations. It will keep us under a cloudy day today. The rain has tapered off to the north. Eventually it will start to do that for everybody else. 50s on the temps but much cooler to the north where the rain ended. Seat rosa and now Napa Santa Rosa and napa north, things are quieter than last night. As the system marches in, it will give us rain. That will be it today. Tomorrow, we are dealing with fog, dave. We will bring in a live look at Storm Tracker 2 that is lit up not only in green but areas of orange and red showing intense rain. Sal castaneda is tracking the roadways. Steve has more on where the hard rain is falling and leigh and alex are out in the elements. Lets start with steve. We have a soft ening of a lot of the rain. But it is raining and slowly moving to the south. More east actually. It has stalled out a little bit. You can get isolated areas of rain in there. There have been impressive totals here. Oakland hills over two inches. Pacifica hills have had a lot of rain. Walnut creek an inch and a half. San mateo, an inch and a quarter as well. Mount tam is over two inches. Rodeo, an inch and a quarter. And san rafael over an inch of rain. It looks like some of it has let up but were not completely done. Still tracking across parts of the peninsula, over towards fremont. But now more towards the Santa Cruz Mountains, santa cruz over towards morgan hill. Gilroy, you see it right there, that is heavy rain moving in. Santa cruz will take its share. At last collect it is still mostly rain at lake level and below. The snow is below. That is a wet, wet snow. Look for the rain to taper off ever so slowly. It has to the north for the most part. The system will hang around most of the morning and early afternoon. We have a lot of fog to deal with. To the north, things are quieter than it was. Sal has been very busy. Lets get to him. We had several problems including a big rig that flipped over in Sonoma County near the shellville area. It was a big rig loaded down with chickens. Now we do have the rooted close the road closed there. I believe we have video of the aftermath. But this is the truck that flipped over. It was carrying live chickens. Some of them didnt make it. Some of them ended up wandering around the road. The driver was pinned inside of the vehicle and they got him out. The road is closed in the area. You see the chickens kind of hanging out. It may seem funny, but it really has messed up the commute. So just try to avoid the area if you can. Lets go to the other commutes. I wanted to show new picture, 101 San Francisco, we cant see it because it is raining so hard. This is our crew eastbound 80. They just passed an accident near treasure island. It is backing up traffic leaving San Francisco for oakland. Our crew is now on the decline section of the bay bridge heading down to oakland. It is still raining, windshield wipers going. And the traffic on the other side is heading into San Francisco. Were also looking at the peninsula which is jam packed. I havent seen it this way in a long time. Last year when it rained it may have been this bad. Look this is 101. Why would you get on 101 at this point . It is very slow. You may want to consider other options. 280 is not an option. It is very slow. Coming up next time, because i dont have time, we will run down all of the east bay commute thats are super slow. Now lets go back to mike. Thank you, sal. We have been following crashes throughout the bay area this morning, one that led to power outages. We learned that electricity has been restored for most people in the area. Leigh martinez is live in fremont to bring us the details. Reporter thats right. It is undetermined at this time if the accident was weather related or not. But a big rig truck crashed early this morning into a power pole off of auto mall parkway here in fremont, taking out quite a bit of power in the area. What youre seeing left right now is a bunch of splinters. It any lated the power pole. The truck was towed a few moments ago. At the intersection of auto mall parkway was closed for a while. There is still no working traffic light. Luckily no one was hurt in the accident. But pg e says that nearly 3,000 customers lost power. By 6 30, it was able to restore some power. However, currently we have about 30 people still without power. And if you come back out here live, starbucks unfortunately is not one of them that has their power restored. We saw some employees in there earlier with flashlights. They have a sign on of this drivethrough window saying they are closed because they do not have any power. So we do have public works out here as well as pg e. Again, only 30 people are without power at this time. Im trying to avoid this puddle. I have fallen into it three times now. The rain has ruined the commute trying to get into San Francisco this morning. We are right above 280. These are the northbound lanes near mira posa street. It has slowed things down in the city. Weve had quite a bit of roadway flooding. Here is video that we shot a short time ago. One big problem here in San Francisco, the northbound the connector from northbound 101 on to the central freeway at last check was closed down because it was flooded. Both lanes closed. Caltrans crews were out there this morning trying to pump out about two feet of water from that roadway. They were hoping to get it reopened here in short time. But it remains to be seen if they have finished up that project. That is a big issue in that area. Also along with the flooding, we are talking about a lot of crashes. Let me show you video from earlier this morning in daly city. This was a serious crash northbound 280 where a car overturned. And because of that investigation and the cleanup, they had to shut down several lanes of northbound 280. Obviously that backed things up significantly earlier this morning. Unclear exactly if the wet roads played a factor in the crash. Certainly the wet weather this morning could have been one of the issues there. The roads are slick out there this morning. And it is slow going all over the place. To bring you back out here to our live picture in San Francisco, heavy traffic both on northbound 280. Also on northbound 101 where, again, at last check the connector on to the central freeway shut down because of flooding. Send it back to you in the studio. Thank you, alex. The first significant rainfall since the north bay wildfires has led to a lot of preparation in the burn areas. Emergency officials are concerned about flooding and storm runoff. Cal fire has about 600 people throughout the north bay assigned to what is called a watershed task force. Just yesterday, crews in santa rosa set up special screens to block fire debris and toxic runoff from the burn areas from getting into the watershed. A big part of the problem is that plastic underground storm drains burned and melted in the intense fires. There are 26 cancellations so far. The airport says they are running 30 to 45minute delays. That means if youre expecting someone coming in or youre heading out, check with the airline to make sure that your or their flight is on time. We continue our coverage of the Tehama County mass shooting. The sheriffs county is defending itself that it didnt take seriously previous acts by kevin neal. On two occasions officers put the house under surveillance hoping he would come back out. That didnt happen. You have to understand, we cant anticipate what people are going to do. We dont have a crystal ball. Well, after the shooting, authorities searched his home and found his wifes body buried under the floor of the house. Investigators say they believe neal hot and killed her on monday and then continued the killing rampage tuesday. Neighbors called the Sheriffs Office several times in the past, reporting sounds of gunfire coming from his home. The Tehama County District Attorney says that neal was not legally allowed to have guns because of a restraining order against him after he was arrested earlier this year. What has occurred within our Northern California rural county is simply the mass murder shooting rampage of a deranged paranoid kill. Investigators say neal killed his wife, two neighbors all before firing at random, including at an Elementary School. In all, neal shot and killed five people and wounded nine others before he was killed by deputies. They recovered a handgun that was not registered to him and two semi automatic rifles. Last night, residents gathered for a vigil to honor victims and express community spirit. It is easy to feel isolated because the community is rural and the homes are spread farrah part. But they said the tragedy is bringing them closer together. People who spoke included parents, teachers and Young Children who were at the Elementary School when the gunfire started. The family of two of the shooting victims has created a gofundme account. Neal ran the couple off of the road and into a ditch and hot and killed michelle and her husband troy. She died and he was severely injured. He told neal he was going to bleed out anyways so neal left. Mcfadden survived but now requires rods in his legs and will undergo additional surgeries. We just checked the count. It is nearly at 6,600. A Bipartisan Group of senators introduced legislation this morning to make background checks for guns tougher. In the last hour, Dianne Feinstein tweeted saying progress is possible. It would make sure that the brady law is complied with and accurately report criminal histories to a system used for background checks used ahead of gun purchases. It would penalizations that failed to report relevant criminal records. During the 9 we brought you the News Conference from Tehama County where they said the fact that the Elementary School put the practice of an active Shooter Drill into action likely saved lives. We will talk to a company that trains schools and businesses to see what more can be done to protect against such attacks. The time is 8 15. A man who escaped from a Mental Hospital in hawaii is back in custody. 59yearold randall was arrested in stockton yesterday at a gas station near highway 99. Investigators received a tip that he was headed for his brothers home in stockton. He escaped sunday from a hospital in hawaii and was caught on video taking a cab to the airport in honolulu. He then caught a charter flight to san jose. Ten hours had gone by before the hospital realized that he was gone. There was a breakdown in communications in our safety protocols and our communication protocols. We dont know if that was purposeful or not. Were investigating that. Sato was found not guilty by reason of insanity of murdering a woman in 1979. Authorities in hawaii have described him as a violent psycho path. With all of the rain, it has been a very rough commute. Lets check in with salon the latest. Last time we talked about how slow the peninsula was, 101, 280, getting down to the airport and heading down the peninsula. This time i promised a look at the east bay. Here we are with 24. 24 is not a good drive right now between lafayette and oakland. You can see the traffic will be slow. Eastbound 24 which is on the left there is going to be moderate. So we have our crew driving around here. I think they have made it as far as orinda. So this is eastbound 24 heading out towards walnut creek. And the other side of the freeway over there is the westbound traffic. So if youre driving eastbound, it doesnt look that bad except the wet weather. Were going to send the crew south. They will make a turn south and we will check that freeway out for you. We are looking at highway 4 westbound. You can see traffic is slow from antioch to concord. 680 is backed up from the benecia bridge all the way down to alamo. And look at all of the slow traffic here on 880. Now, it is always slow. It is just extra slow today because of the wet weather. In fact there is no break. Usually there is a break at stevenson. This time it ex approximate tends into the south bay. 75 minutes from vallejo to the macarthur maze. And at the bay bridge toll plaza, it is backed up. 880 northbound is jammed from san leandro down to downtown oakland. Obviously, steve, as we go to you, the wet weather is always correlated with very slow traffic. As you would say, sal, it is sold out. It is. It is indeed. Thank you, sir. Still some rain. A little bit to the north. About marin county south. This system keeps slogging along. The main focus is into the Santa Cruz Mountains and out towards morgan hill and gilroy. Two inch amounts near the pacifica hills into Boulder Creek and pet loma has two to two and a half inches of rain. It looks like over to san mar teen. Still getting reports of heavy rain for those at lake level. It is a wet sierra cement. A winter storm warning until 4 00 a. M. Tomorrow. I would think later today, once the cold air moves in, we will get the snow level to come down early tomorrow morning. To the north, not as much. The system as drifted south. It looks like it has stalled out a little bit. It will continue to be about, i would say, southern marin county over to parts of southern napa for a while until the system finally clears the area. That may take a while. A lot of fog with 50s on the temps. Youre not completely done by inverness to novato southward seems to be the way it is moving. But i mean south ever so slowly it is moving. The system will give us a foggy, rainy day. If you dont have the rain, it will be misty and drizzly for some. Upper 50s in some of the higher elevations. This system will end as far as rain goes thursday. Speaking of fog, i think thats going to be the worst that truly fog is about the worst that you can get. Yep. Usually we see interstate 5. In east palo alto, dozens of People Living in rvs will have to move off of the street. They were illegally dumping sewage and trash on to weak street causing a Health Hazard. With the rainy weather, officials thought the conditions could be made worse. But the people in the rvs say they werent given enough notice to pack up and leave. They considered an ordinance banning overnight parking for rvs. After debate last night, they decided to take no action. Sleeping bags will be laid out at the bart station tonight as a protest of the sweeps of homeless encampments. It comes a week after bart start aid project at the powell street section to build an quays later to protect commuters from the weather. Money and the future of bart will be debated at the bart board meeting. The board of directors will talk about proposed fares for the ebart station in antioch that will open next may. One ticket could cost 7. 50. The board of directors will consider how much to charge for parking at the new stations. This week a kidney donation chain at ucsf saved the lives of nine people. And it started with a woman who was willing to donate her kidney to a stranger. I thought joans profile. And something about it spoke to me. That is anna, a San Francisco Police Officer and an afghan war veteran. She found joan, a walnut creek mother of two, on a website of people waiting for a kidney donation. Annas kidney was be a match for joan but it was a match for someone else. And that set off a jane reaction, with the hospital finding kidneys for nine people. She is just an amazing person. So all of the things that she has done in her life to selflessly give to others is amazing. Ucsf says there are 100,000 people waiting for kidney transplants in the country and that the best option really is to have a living donor. But were waiting for that snow level to go down. It hasnt happened yet. Loco for a steady rain mainly to the south. North of that things have calmed down. There is a lot of fog in there. This is 680 heading away from walnut creek down towards alamo and danville on interstate 680. Driving down towards san ramon. You can see the traffic is going to be busy as you drive through. The next exit is the alamo exit. Northbound 680 traffic is moderately half i we also do have traffic here on highway 4 that is very slow through pittsburgh and antioch. There was an accident off of the benecia bridge. 80 westbound is slow. Everywhere you look, it is taking 82 minutes to get from the carquinez bridge to the maze. Any time that it rains, there will be emergency crews, local, county and state level to watch the erosion. Luckily they didnt have any major problems last night. Beyond the barricade is where one of the storm drains was that melted during the wildfires. Right where you see the assistant fire marshal on the phone keeping an eye on it. Lets show you video up close of what this pole looked like. It is a sink hole but not a large one. It is around one of those damaged storm drains. And emergency workers just want to make sure that the pipe didnt collapse and there is no danger of a larger sink hole opening up. Many homes in this neighborhood as we know were destroyed and burned in the fire. This particular street, some of the homes are Still Standing and there are people who have returned home to live in the homes. They want to make sure that the storm drains and the street above it is structurally sound. It is the kind of things that crews have been preparing for with the rainfall headed in over the last 24 hours. They mentioned that some regular rainfall is a good thing because it leads growth on the hills. They will be on the watch for these problems all winter long. We have seen in the hills that the green grass is starting to pop up. Thats what we need to keep the hill stabilized. We need the growth. We just dont need the heavy rainfall and downpours that could threaten the stability of the hillside. Reporter now, back out here live, you can see that they closed off the street around this damaged storm drain and the sink hole that opened up near it. Again, they have a vacuum truck out here with crews that have been sucking up some of the mud around that pipe. They want to get a better look at it. Again, this is the type of issue that they will be watching out for in the months ahead because this is the first significant rainfall since the wildfires. As we head into the weekend before thanksgiving, tomorrow is expected to be the busiest day of the thanksgiving holiday for sfo. Were giving you a live picture of the airport. We just talked to the duty manager who says that sfo is on a Ground Delay Program from right now until 11 00 tonight. That means that the airport will have to regulate departing and arriving flights. As of right now, the airport is dealing with 30 to 45minute delays. 83 flights are delayed. 26 flights have been canceled so far. The good news is that tomorrow, the busiest travel day over thanksgiving, should be dry. Precautions are being also taken to prevent flooding in part of San Franciscos mission district. The Public Utilities commission installed plastic flood barriers along 17th and folsom streets. The area is one of the lowest sections in San Francisco and is prone to flooding during heavy rain. There are still concerns in the south bay surrounding coyote creek in san jose and how it is likely to flood again. The county is using money set aside years ago to do necessary repairs to flood walls and deepening the channel. These are scene from last february. You remember days of torrential rain and a release from the dam flooded three san jose neighborhoods and thousands of people are evacuated. They had to leave their homes. Many had to be rescued. Since then, a new plan to warn residents of potential flooding has been adopted as well as an agreement to keep water levels at anderson dam lower. Construction of a berm at the rock springs neighborhood is really the last line of defense. Monday, when we spoke with san joses mayor live here on mornings on 2, he told us that anderson dam is a big problem and needs hundreds of millions of dollars to fix.
