It is northeast, northeast, north. About 15, 25 Miles Per Hour. That translates over to the coast which means the coast is clear and on the mild side. Overall lots of sunshine. The 80 freeway at cutting, we had a motorcycle accident. It was there, steve, for about 30 to 40 minutes. They cleared it off to the side. We also have a lot of slow traffic. It is taking about 45 minutes to drive from the carquinez bridge to the maze. Again, the lanes are clear. Some of the traffic that was being held up is at the bay bridge. All of the lanes except for the carpool lanes are crowded. The carpool lanes are getting by here driving through. In case you want to use the san mateo bridge, it looks good. In the traffic pictures, it is clear just as steve has been telling you. Clear and chilly. Southbound 880 is filled in as well as you drive to san jose. A lot of the slow traffic is there. Especially slow on 280 northbound between about 101 right through downtown san jose until you get to highway 17. At 7 03, back to the desk. This morning, police in concord are investigating the deadly shooting of a student yesterday right near his high school. It happened near Olympic Continuation High School. Rob malcolm is in concord right outside of the school. Tell us what you know now. Reporter well, dave, i can tell you right now that classes start in about an hour. Across the street, the vehicle is in parked in front of it right now. But there is a memorial for the 17yearold student who lost his life. We had Police Activity this morning. We did see a few cruisers pull up to the school. Off camera you can see the officers walking into the school right now. But this will be a day of mourning here at the high school for that student who lost his life. Grief counselors will be on hand to help students deal with this tragedy. Now, we know this unfolded around 1 30 yesterday afternoon in concord just a block away from the high school. The teenager was with his friends when a car rolled up. After some sort of an argument, a passenger got out and opened fire. The teen jumped the fence back on to the campus grounds of the high school and collapsed on the School Grounds and was found by a janitor and others. They called for help. Several other kids were in the area when that shooting took place. They couldnt believe what happened. Police right now have no indication that this ambush was gang related. I just miss my homie. I just saw him a couple hours ago. This is ridiculous. I heard voices. Somebody scream. When they came out, i didnt see anybody running or nothing. We believe he was targeted bypass engineer of the vehicle getting out and walking up to him and firing several rounds at him. Reporter so back here live, this investigation is continuing. We did see the officers just walk into the school behind me. Now, the two suspects were last seen driving away in a dark colored sedan. Now, the Three Friends who were with the victim when he was shot, theyre also cooperating with this investigation. We will try to get more from students and staff this morning. Air force is reexamining its policies and procedures after it did not share information about the gunman in the Texas Church Shooting with other federal officials. Ktvus allie rasmus is here in the studio. That failure allowed the gunman to buy several weapons. Yes. He bought at least three guns over the past three years, including the weapons that he used in sundays attack. The Inspector General has been ordered to completely review the case. Devin kelley, the gunman in the texas shooting, had a criminal record during his military service. He had been courtmartialed on charges that he assaults had wife and toddler stepson in 2012. He apparently cracked the childs skull. He was sentenced to 12 months confinement in a military prison because of it. He received a bad conduct discharge in 2014. But the criminal record was not shared with the fbi, not entered into the criminal database where he was stationed f it had been, he likely would not have passed the necessary background checks to purchase firearms in texas and colorado. There was not information that we would have was prohibitive for the man to get the firearm judge the people of Sutherland Springs are trying to heal and seek comfort in one another. They gathered for a candle light individuality last night as people remembered the friends and neighbors who died in the attack. Going back to the gunmans criminal record, a bad conduct discharge is considered less severe than a dishonorable discharge. It is not clear if the bad conduct should be reported by the air force. In Contra Costa County, firefighters are at the scene of a deadly house fire in oakley. It started about 2 30 this morning in a vacant home on star street just a block from main street. The Fire Department says one person was pulled from the home but did not survive the injuries. The victim is believed to be a squatter. Firefighter are putting out hot spots. The cause of the fire has not been determined yet. The time is 7 07. A Science Teacher in walnut creek due in court this morning, facing several counts of Sexual Assault involving two children. 33yearold Michael Bartell martinez was placed on administrative leave. The report does not involve any students but two minors from martinez. It includes offenses against a child under the age of 10 and possessing child pornography. Bail for bartell is set at 16 million. In the meantime in San Francisco, a forensic expert testified for the defense of jose ynez Garcia Zarate who is accused of the Fatal Shooting of kate steinle two years ago. Yesterday in court, james norris, the former manager of the San FranciscoPolice Departments crime lab testified that the gun that killed kate steinle could have misfired accidentally. Jose ynez Garcia Zarate says it fired on its own when he picked it up to look at it after finding it. The prosecution says he fired the gun on purpose. Tonight San Francisco police will hold a town hall meeting to discuss a Police Shooting that happened halloween night. Investigators say two officers respond today a call about a suspicious car in the citys Castro District on october 31st. Police say the suspect opened fire and that they returned fire. One officer was hospitalized in critical condition. The suspect remains in the hospital with life threatening injuries this morning. Sonoma county Officials Say the system will be getting a much needed upgrade. The fcc ruled that all wireless carriers will be required to send Emergency Alerts to cell phones. That was a problem during o north bay fires. Only people with land lines received an alert but many people rely on a smart phone only now. It could lead people to ignore potentially lifesaving warnings due to alert fatigue. Right now only about a third of the United States use this Emergency Alert on the cell phones. Uber testing the Second Generation of selfdriving cars. The new cars have improved cameras and sensors for better accuracies at all speeds and fewer specialized parts so they can mass produce the technology more efficiently. It includes an ipad. Uber says the next step is to eliminate drivers altogether. Farther down the road, in the far future, there wont be any vehicle operators. The car rolls up, no human inside and the customer gets in and takes a ride. Uber says the goal is to have the selfdriving cars ready next year. Volkswagen and google have announced plans to cooperate in exploring possibilities in the auto industry. Specialists from the two companies will Work Together using Google Quantum Computers to develop new digital features for cars and other transportation related projects. Quantum computers can perform calculations faster than other computers. Volkswagen is interested in developing Traffic Management systems and electric cars and refining Artificial Intelligence for selfdriving cars. Driving across the dumbarton bridge, it is slow all the way across. All of it under the speed limit over to east palo alto. If youre driving in the south bay, all of those freeways are slow too. Horrifying stories coming out from eyewitness whos were inside of the church when devin kelley opened fire on the pews. One women says he marched up and down the pews making sure that people were dead. If you were moving or breathing, he shot the person again. Anyone who pulled out the cell phone to call 911, he shot those phones as well. Federal Authorities Say this came out of a domestic dispute. That has authorities looking to the family for answers. I think he came here with a purpose and a mission. Reporter what was Devin Kelleys motivation for shooting up a church . Investigators are speaking with the deceased gunmans motherin law. She is a regular at the church in Sutherland Springs but wasnt there on sunday. He had sent her threatening Text Messages, leading police to believe that she was the target. Officials say a gripe with one person does not explain killing 26 people, including 13 children. A whopping 450 rounds. He served in the air force and convicted of Domestic Violence which should have prevented him from buying a weapon. But the air force admits it failed to report the conviction to the fbi. There was not information that would have been prohibitive for the man to get a firearm. Reporter he was shot by a neighbor who heard the commotion, grabbed a rifle and engaged devin kelley outside of the church. I heard that that probably represented a life. Reporter the neighbor and another man shot kelley twice. He then turned the gun on himself. And federal authorities and local officials tell us here they have said the gunmans name for the last time publicly. They dont want this man to get any glory from the horrible act that he has committed. Dave and gasia, back to you. Caroline, youve been there at least overnight now. Sutherland springs is such a small town. And virtually everyone was impacted one way or another by the shooting. What is lifelike away from the church that you are . Reporter its a feeling of shock. People are walking around. They seem to be getting through this time by praying however. You walk up and down the block, a spontaneous prayer circle will break out. They will bow their heads. There is a Prayer Service at one of the local high schools tomorrow. It happened in a church. You might think that people might turn away from the church. That is certainly not happening in this small community. Caroline, quickly, before you go, is there talk about Funeral Plans . I know there are efforts to raise money for funerals. What are you hearing . Reporter there are gofundme pages. Just down the block there is a table of donations. Theyre taking money and clothing and food. You think of the people who have to plan and pay for the funerals, as well as the 20 people, some family members, some are severely injured. Some people still in the hospital. They have a long road. I havent heard of any specific plans for funerals. Normally in this case the funerals would likely be held at the church. That will not be happening in these 26 deaths. Caroline from texas. Good morning to both of you. The Santa Clara CountySheriffs Office is reevaluating its security procedures after these two inmates made this daring escape yesterday. The two men are charged with a violent Armed Robbery. They were here for a Court Hearing yesterday and they bolted right out of those doors here at the palo alto courthouse and hopped into a waiting getaway car. It is unclear still if there was an accomplice involved here. Mcclow and bevins were in handcuffs being escorted through the courthouse when they made a break for it. They initially drove away in a red toyota camry but ditched it a few blocks away and got into a uhaul van. One inmate manage today remove his handcuffs, a handcuff key was found on the ground outside of the courthouse. Authorities still are searching for these men and trying to figure out what went wrong. I think going forward, we will of course were always monitoring our policies and practices, looking what we can improve. Those are things that we will look to do. Reporter the two were here in court for a hearing yesterday. These men are charged with an Armed Robbery at a Verizon Store earlier this year. During that holdup they are accused of tying up the employees and locking them in the bathroom before stealing tens of thousands of dollars worth of phones and other merchandise. The Santa Clara CountySheriffs Office says the two inmates should be considered dangerous. If you see them, obviously dont go near them. Simply put in a call to 911. All right. Prosecutors in the trial of a man charged with killing an oakland ice cream vendor says the case is, quote, one of the most difficult investigations. 45yearold singh was shot and killed two years ago with children standing by waiting to buy ice cream from him. There was an unwritten code that the ice cream man was not to be harmed. Prosecutors say 25yearold joe lopez acted like he wanted to buy ice cream and then tried to rob singh and shot him when he panicked and ran away. The attorney for lopez has not made his Opening Statement yet. The time is 7 37. A group of east bay homeowners in danville offering a 25,000 reward for information leading to the arrest and conviction of three burglary suspects. This is after several burglaries in the exclusive blackhawk neighborhood. The latest was on friday night, about 7 30. Three suspects apparently broke into a house. They stole what is not being described as personal property and valuables. This morning were going to bring you new unseen footage, dave. Yes. It is unseen footage from an exclusive interview from the jail of the man at the center of the ghost ship warehouse fire. The first time that Derick Almena has talked since he was arrested. He talked about the case, his family and that deadly fire. He is charged with 36 counts of manslaughter along with max harris, his codefendant. Almena says the warehouse was not safe from the moment he walked in and moved in. And he claims he tried to fix problems that the owners ignored. The Public Perception is that you independently made changes to this space that made it dangerous. No. If anything, we made it safer. I put in a back door. People escaped through the back door. I took the grates off of all of the windows. A friend of mine was able to jump out the window. I put in a front staircase. There was only a back one. The back one is incinerated in the fire. The front one, my pallet staircase that i built, it was a true form that i purchased and we did two spec, all right, and we styled it in the a way that the last two feet was to pull the sound systems had wheels on it. We were designing it for a cause. And for people. That when you look at the photographs after the fire, that staircase was the only thing standing. Everything is gone. It is like a hand reaching out. People could still come down that. So i built something awesome. It was amazing. I saved lives by putting that staircase in. Now, tonight at 7 00 p. M. People living in the coffee park area of santa rosa which was devastated by the north bay fires are expected to find out more information tonight about the recovery and cleanup of the neighborhood. A meeting is scheduled for 5 00 this morning at the Burbank Center in santa rosa. Yesterday the army corps of engineers began cleaning up thousands of Properties Destroyed in the neighborhood. This comes after the epa cleared out Hazardous Materials including propane, paint and many other household toxics. Property owners have until next monday to sign off on the clean up or hire a private contractor to do the job. They hope to have the home sites cleared by early next year. Today there will be a big job fair in Sonoma County aiming to help those who lost their jobs because of the wildfires. From 1 00 this afternoon until 7 00 tonight, employers will be offering special opportunities to help victims rebuild their lives. More than 200 companies will take part in this job fair, including the u. S. Postal service, lognitas brewing and several Law Enforcement agencies. It takes place at the is a casino. Police continue to search for the gunman in concord. Carpool lane rules may get tougher. The bay area freeways that may require more people in your car in order to use the carpool lanes. Today the San Jose City council is expected to vote on an ordinance to make areas with abandoned store fronts safer and less of an eyesore. Many have been boarded up for years. They would have to put up artwork in the windows and have a light on either inside or outside between dusk and dawn. It is dangerous and dark at night. We want to enjoy our downtown. We want to create a coalition here of not only the residents but the Business Owners and the building owners alike. City council will review the effectiveness of the pilot Register Program after 18 months and decide whether or not to continue it. The time is 7 44. More bay area carpool lanes may require three or nor people in the car to legally carpool. Right now only some parts of interstate 80 in the east bay require that. However, as more cars are clogging the roads, other bay area freeways may increase that requirement from two passengers up to three. Now, the freeways that may do it are interstate 880, highway 237 in the south bay, and a long stretch of 101 along the peninsula. Caltrans will be Holding Public meetings next year about the possible changes. The victims of last months deadly shooting in las vegas are being honored with a vegas strong plane. It will take about an hour to drive from the carquinez bridge to the bay bridge. This mornings commute on the san mateo bridge is heavy. The road sensors are also slowing slow traffic. I told you that the peninsula would fill in. If you were here half an hour ago, this was only the slow traffic. Now we have slow traffic and a lot of slow traffic getting out to the south bay. All of the freeways in the Silicon Valley are really slow. Weve had one crash northbound 101 near 237. The rest is just slow traffic. 7 47 lets like the plane, steve. This is a look at highway 24 westbound driving through lafayette. From lafayette over to the tunnel. It is a little bit slow. Remember there was an earlier motorcycle accident. That is long gone but it did its damage to this part of the commute. When you get to the bay bridge, you will see that traffic is backed up for another 20 minutes. So if you go for your 68, 69 minutes, then you have to tack on 20 to wait at the bay bridge toll plaza. And this is a look at the san mateo bridge. You may want to consider that. The east bay commute really is very slow. If i pull back here and show you, look at even 580. 580 is backed up out of Castro Valley all the way to lake shore. Were filled in. Police are focused in on one vehicle. Reporter this will be a day of mourning for students here at Olympic Continuation High School in concord. This memorial has been growing steadily this morning. Plenty of people stopping by to take a look and pay their respects to this young 17year old boy who lost his life. Now we understand that grief counselors will be hand this morning to help students cope with the tragedy. Also this morning we saw some Police Activity. We saw Concord Police walking into the school. We know this unfolded around 1 30 yesterday afternoon near beach street in concord, just a block away from the high school. The teen was with friends when a car rolled up and a passenger got oust the car and opened fire. The wounded teen jumped a fence back on to the campus of the high school and collapsed on the School Grounds and was found by a janitor and others who called for help. Several other kids were also in the area when the shooting took place. They couldnt believe what happened and police right now have no indication that the ambush was gang related. I just miss my homie. I just seen him a couple hours ago. This is ridiculous. I heard voices. Somebody screaming. But when they came out, then i didnt see i didnt see anybody running or nothing. We believe he was targeted by the passenger of the vehicle getting out and walking up to him and firing several rounds at him. Reporter the suspects were last seen driving away in a dark colored sedan. Police are reviewing Surveillance Video and hoping to talk with some witnesses. Right now the three teen thats were with the student when he was shot, they are also cooperating with the investigation. In concord, rob malcolm, ktvu fox 2 news. This morning were learning more about the 26 People Killed in the shooting at a church in Sutherland Springs, texas on sunday. Many of the victims were children. They range from 18 months to 77 years old. Eight members of one family were killed, including a woman who was eight months pregnant. Authorities say the gunman had a history of Domestic Violence and sent threatening Text Messages to his motherinlaw, a member of the church, before the attack in which he fired at least 450 rounds at worshipers. Mike pence is scheduled to visit tomorrow with the families. The United States air force is launching a policy review after it did not share critical information about the gunman in the Church Shooting with federal officials. Allie rasmus is back in the studio. It was that failure that allowed the gunman to buy a number of weapons. Yes. At least four weapons according to the atf purchased over the last four states in texas and colorado. Now the air force is investigating why it didnt report a Domestic Violence conviction for former airman devin kelley, the man behind the Church Shooting in texas. He had been courtmartialed on charges that he assaulted his wife and stepson back in 2012 and sentenced to 12 months confinement because of it. His criminal record was not shared with the fbi and entered into the database by officials where he was stationed. If they had done that, he would not have passed the background checks needed to buy firearms. There was not information that was prohibitive for him to get the firearm. In the meantime the people of Sutherland Springs are trying to heal and seek comfort in one other. 20 of the entire population gathered for a candle light vigil. There were tears, hugs and time to think about and reflect and memorialize the people that died as we showed you briefly in the video. A bad conduct discharge is considered less serious than a dishonorable discharge in the military. There is a question that maybe policies are not clear enough if bad misconduct is supposed to be reported to the fbi. Thats why the department of defense is looking at the policies. The air force secretary and chief of staff have ordered a full review of the kelley case. Thank you, alley. Following a developing story in Contra Costa County where firefighters are at a deadly house fire in oakley. It started on star street, just a block from main street. Nobody had been living there but the Fire Department says a man was pulled from the house and did not survive his injuries. He is believe today have been a transient. Firefighters were able to keep flames from spreading to neighboring homes. The cause is not known yet. The Sonoma County board of supervisors this morning will consider resolutions to extend its local emergency proclamation due to the north bay wildfires and the upcoming rainy season. It was issued on september 9th by the county Health Officer and the Safety Officer to ensure the savory move al of debris caused by the fires. The board is expected to vote on the extension during the meeting which starts in a few minutes here at the county Administration Building in santa rosa. People who live in the coffey park area of santa rosa will find out more about recovery and cleanup efforts in the neighborhood. A feeing is scheduled for 5 00 in santa rosa at the Burbank Center. The army corps of engineers started to clean up thousands of Properties Destroyed in the fire after the epa cleared out Hazardous Materials. Property owners have until next monday now to either sign off on the corps of engineers cleanup or hire a private contractor. They hope to have the home sites cleared by early next year. Following the wildfires, many were critical about the Emergency Alert system. Now Sonoma CountyOfficials Say the system will be get be a much needed upgrade. The sec ruled that all carriers will be required to send Emergency Alerts to cell phones. That was a problem during the north bay wildfires. Only people with land lines received the alerts and many people have cut those land lines and rely instead on a smart phone. Many people though are critical about the plan which is run by the government saying it could lead some people to ignore potentially lifesaving warnings due to alert fatigue. Only about a third of the u. S. Uses Emergency Alerts on their cell phones. Bail is set at 16 million. A forensic expert testified for the defense at the trial of jose ynez Garcia Zarate accused in the Fatal Shooting of kate steinle two years ago. Yesterday in court, james norris, the former manager of the San FranciscoPolice Department crime lab testified that the gun that killed steinle could have misfired accidentally. Attorneys say that it fired on its own when jose ynez Garcia Zarate picked it up to look at it. Prosecutors say he fired it on purpose. There will be a town hall meeting to talk about a Police Involved shooting that happened halloween night. Two officers responded to a call about a suspicious car in the Castro District near 18th and diamond. The suspect opened fire and they returned fire. One officer was hospitalized in critical condition. The suspect remains in the hospital this morning with life threatening injuries. That meeting is set for 6 00 p. M. Reporter while using social media they noticed many automated accounts or bot thats were putting out inflammatory misinformation, fake news. It is a bigger rats nest than we thought. Reporter the two roommates became concerned when they saw suspicious russian bot accounts on twitter and wanted to help identify propaganda. A foreign actor could influence the way that americans in the United States thinks is so scary. Reporter signs of bot accounts include a short history but a long list of followers. Constant retweets. Little or no original content. This is a huge deal. And frankly it compromises the security of our own social media, our own opinion snooze so the roommated created an algorithm that allows twitter users to install a bot check button to see if it comes from an account belonging to a human instead of an automated account. They reached out inform twitter twice. We feel this is a problem that has led to the discourse threatening the peace and harmony within the nation. We want to extend our help in any way needed. The students say they have not received a response from twitter. We want to give people the tools to understand like when theyre seeing propaganda, when theyre talking to a bot. But its policy says, quote, you may not impersonate individuals, groups or organizations in a man they are is intended to or does mislead confuse, or deceive. This heart breaking information coming out at the same time that federal Authorities Say they are looking towards the family for answers. I think he came here with a purpose and a mission. She is a regular at the church in Sutherland Springs but wasnt there on sunday. He had sent threatening Text Messages leading police to suspect she was the target. Still Officials Say a gripe with one person does not explain killing dozens of people, including children. Fifteen 30round magazines were found at the site, a whopping 450 rounds. He served in the air force and convicted of Domestic Violence, which should have prevented him from buying a weapon. But the air force admits it failed to report the conviction to the fbi. There was not information that we would have said was prohibitive for him to get the firearm. Reporter devin kelley was shot by a neighbor who grabbed his rifle and engaged kelley outside of the church. When i heard a shot, i knew that probably represented a life. Reporter the neighbor and another man shot kelley twice. He then turned his gun on himself. And Law Enforcement officials hearsay they will never again publicly say the gunmans name. They do not want him to have any glory. They dont want him to be remembered. They want the victims remembered in this case that came out of this horrifying scene sunday morning. Ktvus alex savidge is live with more on how the men got away and what is being done to find them. Alex. Reporter yes. Good morning, mike and gasia. The search goes on for the two suspects. They were here at the palo alto courthouse yesterday for a Court Hearing when they made the dramatic escape from the building. They actually bolted out of these doors right here. And then hopped into a waiting getaway car. It remains to be seen if there was an accomplice who put that car in place for these inmates. Authorities say mcclow and bevins were in handcuffs being escorted through the courthouse by a sheriffs deputy when they make a break for it. They normal initially were in a red toyota camry. But ditched it a few blocks away and got into a uhaul van at that point and have not been seen since. The Sheriffs Office says one inmate managed to remove his handcuffs. There was a handcuff key that was found on the ground outside of the courthouse. Also shackles were found nearby as well. Authorities say all in all this was a well orchestrated escape plan. I think what it speaks more to is the level of sophistication of the inmates and the brazen they have and what they would be willing to do to evade adjudication. Reporter the two were in court yesterday for a hearing. They are charged with an Armed Robbery at a Verizon Store earlier this year. During that holdup, they are accused of tying up the employees and locking them in a bathroom before stealing tens of thousands of dollars worth ever phones of phones and other merchandise. The Authorities Say they should be considered dangerous. If you see them, dont approach them. Sum plea put in a call to 911. This is after a string of burglaries in the exclusive blackhawk neighborhood. These are surveillance photos taken on the night. The three people apparently entered a home and took what is being described as personal property and valuables. The description of the suspects matches the ones given in early burglaries. Berkeley police have released this photo of a woman accused of assaulting someone at a rally. This shows her without the mask worn during the demonstrations. They hope that someone will be able to identify her and come forward with her name and possible location. The assaults happened during an anti hate rally that gathered hundreds of protesters last august 26th. Prosecutors in the trial of a man charged with killing an oakland ice cream vendor says this is one of the most difficult investigations. Singh was shot and killed two years ago with children waiting nearby waiting to buy ice cream. There was an unwritten code that the ice cream man was never to be harmed. But prosecutors say 25yearold lopez acted like he wanted to buy ice cream and tried to rob him and shot him when he panicked and tried to run away. The defense attorney for lopez has chosen not to make the Opening Statement yet. Anne kirkpatrick is accused of making false statements where a raid where two people were detained. The commission has filed a complaint with the Community Review board. It says that she provided false information about when the Police Department served a memorandum of understanding with Homeland Security approved by city council. The memo would have stated whether or not anyone had been charged with a crime and if the august 16th raid was a deportation matter.
