Temperatures should be 68 to 74. They are way above that for everybody. 70s and 80sand near 90s degrees. Sal, anything new on the screens. Just a lot of slow traffic, steve. Okay. This is the heart of the commute. I would say between 6 00 and 8 00 or so. Not that the other parts arent bad or arent slow. But this is really the slowest part. On the Golden Gate Bridge, it is a beautiful shot we have of the Golden Gate Bridge. And the traffic looks good from the Robin Williams tunnel down to the toll plaza in San Francisco as you drive into the marina district. Also looking at the bay bridge. And traffic will be okay. But at the toll plaza, theres a wait of about 20 minutes. If youre driving through. Now, the traffic on the east shore freeway is going to be taking about 45 minutes to drive from the carquinez bridge down to this point. Were also looking at interstate 880 north and southbound. You can see northbound traffic here in front of oracle looks good. Southbound slows at 238. Really a lot of it is under the speed limit or less than 25 Miles Per Hour in many areas all the way down to fremont. At 7 02, back to the desk. Be ready for another unseasonably warm day around the bay area. We had record breaking temperatures yesterday. As steve told you, it will be hotter than normal all week. But of course the sun is rising. So its going to start warming up in a hurry here. The bay area headed into day two of a late season heat wave. A lot of records shattered yesterday. All across the region. In oakland, Mountain View, and san jose. Just to name a few. Also it was 91 degrees in at sfo. That was the temperature at sfo yesterday. Across the board, temperatures anywhere between 10 and 20 degrees above normal for this time of year. Of course the real concern is these hot, dry conditions are leading to increased fire danger, especially worrisome for people up in the north bay. Even with all of the rain we got last week, a decent amount of rain, the threat of wildfires remains. With the couple days of heat that weve had and the wind, you know, its its gone now. Its not doing us any good. Our concern is this is our dryest time of the year. The fuels are dried out. Theyre ready to burn. Reporter now, the real good news in all of this is especially compared to what we saw yesterday morning, it was it was very breezy yesterday morning. The winds this morning are very calm. No red flag warnings in place. But still firefighters on alert nonetheless because you do have dry conditions and you have very warm conditions. Today is day three of the San Francisco trial of jose ynez Garcia Zarate, the undocumented immigrant charged with shooting and killing kate steinle at a San Francisco pier. Allie rasmus is live in San Francisco at the hall of justice in San Francisco with the details of the emotional testimony yesterday and what we can expect today. Good morning, allie. Reporter good morning, dave. Jurors are expecting to hear from crime scene investigators who went to the scene after kate steinle was killed. This happened two years ago on pier 14. They heard from witnesses yesterday who were on pier 14 at the scene. Jose ynez Garcia Zarate has admitted that he was handling the gun that was used in the shooting but his attorneys argued that the gun accidentally went off. It was reported stolen from a ranger the week before. Steinles family has been in the courtroom all week. Her mother went yesterday when prosecutors showed the jury a photograph of her daughter on the pier taken moments before she was shot. It showed steinle in the foreground and you could see jose ynez Garcia Zarate in the background sitting in a chair on the embarcadero. So its effective. I mean, it is really effective. I doubt that the d. A. Showed the parents that photograph and let them to react in the courtroom to it. Jurors watch that. Thats the emotional part of a trial. I mean, that cuts right to your heart. When you see that, it really brings home, theres a beautiful young woman whose life was taken because of this man. Reporter now, yesterday, two witnesses testified that through their hotel window, they saw jose ynez Garcia Zarate leave the pier after a single gunshot rang out. Another witness says before the shooting he was sitting at the pier and people laughing and he thought that was odd. An analyst described what they described as odd behavior from zarate in court. He was staring at people and grinning repeatedly at inappropriate times. Reporters later asked his attorney about his clients mental stability. His Attorney Says they dont plan to make any sort of argument that jose ynez Garcia Zarate is mentally incompetent to stand trial. They say that is not at play at this point in the trial. But jose ynez Garcia Zarate faces up to 15 years in prison if convicted on that Second Degree murder trial. Back to you guys. Allie rasmus in San Francisco, thank you. The time is now 7 07. A teenager from santa cruz accused of killing an 8year old girl two years ago will be tried as an adult. Adrian gonzales was 15 years old when he was arrested for the killing of madison middleton. He is accused of luring her into her mothers apartment and raping and stabbing her to death. Her body was later found in a recycling bin. Police seguin gone confessed during taped interviews. If he is convicted, gonzales could get life in prison. We have new information in connection to an overnight shooting that left two people dead at Grambling State University in louisiana. Todays classes are going on as scheduled at grambling state. A predominantly African American college in louisiana about 250 miles northwest of new orleans. Around midnight there was a fight in a dorm room that spilled out to a courtyard. A 23yearold student and his friend were shot to death. That friend was not a student. Police say the shooter was able to escape. Police in pleasanton say a High School Student has been arrested for having a loaded handgun on campus. The police were called 1 15 monday morning. The student was arrested and taken to juvenile hall. They do not know why he had the weapon. A 13yearold student was arrested in menlo park on monday when he brought a gun to school. Police say the 8th grade male student left School Without permission after the principal asked to search his backpack. The student was stopped while walking from the school and during a Search Police say they found an unloaded hand gun as well as marijuana. There is a warning for students at stanford. Campus police there are investigating reports of a Sexual Assault. It happened on the east side of campus just after midnight on monday. Police say the victim and suspect were known to one another. A warning was sent out to students last night. The Investigation Continues this morning. Our time is now 7 09. Cleaning up in the north bay after those destructive wildfires. Arizona senator jeff flake announced he will not run for a second term during a fiery speech on the senate floor, one that targeted President Trump. Reckless, outrageous and undignified behavior has become excused as telling it like it is. When it is actually just reckless, outrageous undignified. Senator flake becomes the second republican senator to lash out at President Trump. Corker who is also restoring has been involved in an ongoing twitter feud with the president. He isnt concerned about the loss of these two senators. He wants people to be in the senate that are committed to actually moving the ball down the field. I dont think these two individuals necessarily have been as focused on that. The president wants to get things done. President trump had lunch with Senate Republicans yesterday on capitol hill where he continued to push his tax reform proposal. The president ial campaign of Hillary Clinton and the Democratic National committee helped to pay for research that was included in a dosier about President Trump. At first a gop donor paid for the research on President Trump during the primary. When the primaries were over the Clinton Campaign and the dnc continue today fund the research that led a former british spy to form the dosier. It could be used for black male. Our time is 7 14. The four leading Democratic Candidates for governor of california next year debated yesterday in San Francisco. Lieutenant governor newsome, antonio vilaraigosa and Delaine Easton and john chiang explained their positions on major issues. One if health care should be provided to everyone in the state. High up on the 11th floor on sampson street, those vying for the states top office shook hands with voters and sat down to debate. Todays topic, californias big issues. Reporter it may be the early days of the governor race with the election more than a year away. But the candidates know the importance of momentum and money. Lieutenant governor newsome leads in both. Why do i support single payor . It is the most comprehensive way to give health care to all of the uninsured and in an affordable manner. I want to mention if you are going to the bay bridge, traffic will be moderate on the span. There will be slowing at the toll plaza, which is, you know, not unusual. This is about a 20minute delay. We have a lot of the usual suspects when it comes to slow traffic. This morning we mentioned the san mateo bridge has become a lot slower in the last half hour. Southbound 880 and a lot of people do this, go all the way across. And most of that is slow. Likewise for the dumbarton bridge getting over to the peninsula. 580 is still slow on the altamont pass. But it has cleared up through livermore and dublin. But slow on 680 as you head south. Again, all very typical. Lets dive into the south bay, shall we . 85 is slow from 101. Check this out. All the way up. This didnt used to be this way. It is becoming normal for 85 to be one of the busiest freeways. I think people have grown tired of 101. It is still slow. Deep system out over the hawaiian islands. That low has tapped into moisture coming up from the south and giving them heavy rain. Coming up from florida, going straight into new york and much of the northeast. So somewhere we have to find High Pressure. Guess what, it is right over the west. It took the storm track and sent it well to the north. Inching back into the Pacific Northwest which will lead to a breaking down of the ridge. It will take until the weekend before it lets go. We have a lot of slow traffic on the way to the macarthur maze which is typical. About a onehour drive. If you look at the drive, it is an hour to drive between the carquinez bridge and the macarthur maze. That is typical for these days in the fall commute pattern. When you get to the bay bridge, traffic is backed up all the way to the maze. San francisco itself, northbound 101 slows for from cesar from 280 to cesar chavez and then it frees up. Southbound 101 is heavy and slow. No trouble to the airport. If youre driving on 880 in oakland or 580, thats beginning to get a lot more crowded. Speaking of the bridges, the san mateo bridge looks slow to about mid span. Dumbarton bridge is slow all the way across. We were talking about the peninsula. 101 has slow traffic in san mateo. 280 is slow from almost 19th avenue heading down to san bruno heading south. 7 32. Back to the desk. Thank you, sal. Cal fire expects all of the big fires to be completely contained by the weekend. The atlas fire that began near Lake Berryessa is now 86 contained. The smallest is the pocket fire, 90 contained. They would be more worried if the winds pick up again. The cleanup is underway in the north bay. Homeowners there hope to rebuild after the fires. Ktvus Christien Kafton is in santa rosa now. Tells us more about cleaning up the toxic debris out there. Reporter good morning, dave. Some of the folks devastated by the fire are starting show show up at the Sonoma County department of Health Services where they can get the process underway to begin the process of removing some of the toxic materials left over after the wildfires. Now, on saturday, the governor signed an executive order, allowing the Environmental Protection Agency Officials to begin the process of removing and surveying toxic waste at the homes which pose an immediate threat to the public following the wildfires. Epa, county, state officials and contractors are currently surveying burnedout homes for items such as batteries, flammable material, asbestos, paint and other dangerous material. It is a critical first step to cleaning up and rebuilding the 6700 home thats burned in the north bay fires. The press democrat is reporting that the initial survey has begun. Cleanup expected to begin monday that. Will take until at least december 15th. Meanwhile at 9 00 this morning, here at the Sonoma County Health Services office, officials will begin the removal of excuse me, the debris removal entry permit process that. Is a separate matter that will allow the army corps of engineers to clean up. That is generating controversy because some want to do the cleaning themselves or hire their own contractor. This will be an Available Service here at the county Health Services building beginning at 9 00 today until 6 00 this evening. That permitting process to allow the army corps of engineers to begin to remove some of the debris, the nontoxic debris that is, will be running through october 29th. Keep in mind, were talking about debris like ash, rubble that is left over. As for the toxic debris, we were talking about the batlies and paints and materials left over following the fire. Oakland firefighters were busy early this morning putting out another fire near a homeless encampment. They rushed to the encampment on jackson street at about 4 30 this morning, while we were on the air. The chp says nearby trees were fully engulfed by the flames. No one was hurt. The cause of that fire is under investigation. In the meantime Oakland Police are searching for a driver whose car hit a Police Officers car last night and the car took off. This happened about 8 30 near sunny side street and 96th avenue. The officer was taken to the hospital but weve been told that he is expected to be okay. As of right now, there are no statements from Oakland Police about a suspect but we do expect to get an update later this morning. The time is 7 37. Certainly it is a rare occasion when all three of the bay areas biggest Cities Police chiefs come together. Thats what mike mibach did with the Police Chiefs and they talked about a number of topics. The chiefs of oakland, san jose and San Francisco all met with me for an upfront, candid round table conversation about a dozen big issues really affecting their communities. Body cameras, whether or not to release the footage or how much to release. We also talked about recruiting, about officers living in the cities they work in. And we talked about california becoming a sanctuary state in just a couple months. Here is a quick look. California is a sanctuary state now, effective january 1st of next year. Will you direct your officers to cooperate with federal, with ice agents . Absolutely not. Im very familiar with senators bill. Read through it many times, all of the amendments it had. I think they were very careful towards the end to try to balance. Switched it up a little bit. I think they listened to the voices and were very careful about balancing, protecting the rights of our hardworking immigrants. And at the same time, protecting the rights of residents of this community. Will we violate or disregard federal law . No. I mean, i think we have to abide by federal law. We will. Also the citys policy and values are clear in terms of protecting the rights of people that are in our city. It is unfortunate because the fear is real. And that impacts Public Safety, when people are afraid to call 911 or work with us and be in partnership with us because theyre afraid of us. What else is on tap . The warning came after a series of incidents. The group says, quote, suggests racial insensitive and bias. In one case an africanamerican passenger and baby were removed from a flight after she asked to have her stroller before getting off of the plane. Another had a seat assignment change from first class to coach while her white friend was allowed to stay in the cabin. They will begin interviews of all passengers heading to the united states. The airlines all said they will comply with the requests made by american officials. U. S. Department of Homeland Security not commenting on the program. It is not yet clear if other International Airlines will be affected. We usually dont get this warm this late in october. This is unusual for folks around the area. A lot of recordbreaking temperatures yesterday in many cities, including oakland, Mountain View and here in San Francisco. 91 degrees reported yesterday afternoon at sfo. Across the board, for everyone, temperatures anywhere between 10 to 20 degrees above average for this time of year. This unexpected heat has a lot of people desperately trying to stay cool. All my windows are open. All of the fans are on. It is like wind tunnel in my house. I have to run before the sun even comes up just to, you know, stay alive out there. Reporter of course these hot and dry conditions lead to increased fire danger, especially up in the north bay whereas we know many people remain on edge after the wildfires a couple weeks ago. You dont see that too often. Thank you, alex. The murder trial of jose ynez Garcia Zarate, the man charged with shooting and killing kate steinle continues this morning. Jurors will hear from crime scene investigators today, following an emotional day in court yesterday. Allie rasmus is live at the hall of justice to tell us what more to expect. Allie. Reporter yes. This morning, it will be day three of this trial. Kate steinles family has been in the courtroom all week. Yesterday her mother went in court when prosecutors showed the jury a photograph of kate steinle moments before she was killed on pier 14 in San Francisco two years ago. The photo showed steinle on the pier and also visible in the background is the man accused of shooting and killing her, jose ynez Garcia Zarate. In the picture he was sitting in a chair on the pier. Kate steinle was killed two years ago in San Francisco. He admitted he was handling the gun used in the shooting but his attorneys are arguing that the gun accidentally went off. It was reported stolen from a ranger a week before the shooting. Legal analysts say there is no doity that jurors will hear testimony from numerous firearms experts over the course of the trial. The real question here is did he pull the trigger of that gun intentionally or did it accidentally fire . Experts will get on and talk about that gun and say the trigger pull is ten pounds. Ten pounds. So it is not going to fire very easily. If it wasnt in aed position. If it was in a position when mr. Zarate picked it up, it is more likely to have misfired. Reporter now, yesterday in court, two witnesses testified that through their hotel window they saw zarate leave the pier after a single gunshot. Before the shooting he was sitting at the pier people watching and laughing. And the behavior made a witness uncomfortable. They described as odd behavior from jose ynez Garcia Zarate. He was staring at people and grinning repeatedly at inappropriate times. Reporters later asked jose ynez Garcia Zarates attorney about his clients mental state. The Attorney Says they dont at this point plan to make any sort of argument about jose ynez Garcia Zarate being mentally incompetent to stand trial. We will see if that changes as the trial and as the course the course of the trial goes on. But jose ynez Garcia Zarate faced up to 15 years in prison if convicted of the Second Degree murder charge he is facingment back to you, mike and gasia. Allie rasmus live in San Francisco. Thank you. A teenager accused of santa cruz accused of killing an 8 yearold girl two years ago will be tried as an adult. He was 15 when he killed madison. He lured her into his mothers apartment and raping her and stabbed her to death. Her body was found in a nearby recycling bin. He confessed during taped interviews. If convicted he could get life in prison. American airlines plans to meet with the naacp after the group issued a travel warning to africanamerican travelers. The group says it suggests a Corporate Culture of racial insensitive and possible racial bias. In one case an africanamerican mother said she and her baby were removed a flight when she asked to have her stroller before she got off the plane. In another instance, an African American was forced off a flight after responding to disrespectful and discriminatory comments by white passengers. The airlines all said they will comply with the request made by american officials. The u. S. Department of Homeland Security is not commenting on the program. It is not yet clear if other International Airlines will be affected. About midnight there was a fight in a dorm room that spilled out to the courtyard. A 23yearold student and a friend were shot to death. That friend was not a student at grambling state. Police say the shooter was able to escape. Todays classes at grambling are going on as scheduled. Arizona senator jeff flake announced he will not run for a second term during a speech on the senate floor that targeted President Trump. We asked about the south bay, steve asked about it. 85 slightly better. I would say it is still slow north of 87 up to cupertino. And 280 is slow from about baskum to cupertino. Very heavy right now. The latest numbers show the atlas fire that started near Lake Berryessa is 96 contained. They are concerned about the hot conditions out there and dry weather. They would be more worried if the winds picked up again. The cleanup is underway in the north bay as homeowners look to rebuild. Christien kafton is live with more on the cleanup of the toxic debris. Reporter the process of removing the toxic debris getting underway. On saturday the governor signed an order to begin removing the toxic waste that poses an immediate threat to the public following the wildfires. Epa, county and state officials are surveying homes for items such as batteries, flammable materials, asbestos, paint and dangerous materials. It is a critical First Step Towards cleaning up and rebuilding the 6700 home thats burned in the north bay wildfires. Meanwhile homeowners who have lost everything are showing up here this morning, hoping to get the nontoxic debris removal process started. Im not seeing any hitches right now. Im just hoping that everybody gets on board and that the federal government and the state government, the local agencies have the opportunity to start their work, get the sites cleared, get everything ready to go. Starting today people that can provide proof that they lived or worked there before the fires can apply for cal fresh benefits. The amount of money each family is eligible for is based on family income. Some big entertainers will take part in a benefit concert for the fire victims. Meeting tall coo and Dave Matthews will perform on november 9th. Tickets go on sale online on friday. Some of the best seats will be reserved for fire survivors, First Responders and volunteers. Here is a chance to help those affected by the fires. Chipotle Mexican Grill at the San Francisco and north bay locations will donate 100 of proceeds to fire efforts. Customers just need to visit a visiting restaurant and mention the north bay wildfires to the cashier before you pay. Warriors star Klay Thompson is pledging a donation for fire relief based on how many points he scores. He says he will donate 1,000 for every point he scores in the warriors next three games at oracle. He is also encouraging fans to pledge a donation of their own. So far this season he is averaging 21 points per game. Police at Stanford University are investigating reports of a Sexual Assault that happened on campus monday night. Jessie gary is joining us live from the san jose studio. There have been three Sexual Assaults reported at the university so far this academic year. Reporter that is exactly right. I checked in with the department of Public Safety. They posted an alert about the alleged rape late tuesday. It happened on monday on the east side of campus. Lets take a look at our video. No names or genders have been released so far. Investigators say the victim and the attacker know each other. I checked in with Public Safety in the last hour. Im told so far no arrests have been made. As mike said, there was one rape reported in july and two more over the past month on campus. Last year, there were 33 reported rape cases at stanford and 25 the year before that. And stanford was listed in the top ten among colleges and universities with at least ten rape cases on campus. We will move to the east bay where police in pleasanton say a High School Student has been arrested for having a loaded handgun on campus. Police were called at 11 15 monday morning and found the student who did in fact have a loaded gun. He was arrested and taken to juvenile hall. They do not know why he had the gun with him. According to the bay area news group, an 8th grade male student left School Without permission after the principal asked to search his backpack. The student was stopped while walking from the school and during a Search Police say they found an unloaded hand gun as well as marijuana. New at 8 00, work crews are clearing out one of two homeless camps near berkeley this morning. It is at 63rd street at Martin Luther king way. Bart owns this parcel of land. And the Transit Agency issued 72hour eviction notices over the weekend. Workers Wearing Masks and gloves started to remove items from the camp such asthma trees, clothing and other belongings of People Living there. But the workers instead say they were fired for trying to organize auon. When Alameda County supervisor is calling on tesla to reconsider the decision to fire the workers. Tesla says about 17 of its workforce at the factory received promotions based on good performance. Americans say they would be far more productive workers if they had more sleep. The employment website glass door conducted a survey in which two thirds of respondents say they would be better employees with more sleep. Researchers say Flexible Work schedules are increasing that can blur the lines between when work begins and when it ends. Here is a story that might leave some wine lovers a little disappointed. An alcohol Industry Organization is announcing that this years global Wine Production will drop to its lowest level since 1961. Production is expected to fall 8 from last year.
