The ceremony to honor Sergeant Lunger is set to begin at 10 and expected to last about two hours. Following the ceremony there will be a helicopter flyover. Sergeant lunger will then be taken to Union Cemetery for internment and that will be a private event for the family. Haywards police chief explained the Services Today will be exactly the way Sergeant Lunger would have liked it. He liked it big, and he liked it bold, and thats exactly how we intend to do it tomorrow. Cleanup continues after a train derailed in sacramento county. A 75 car Union PacificFreight Train was on its way to illinois. It stopped abruptly. 14 cars left the tracks. The tracks are damaged. Train parts are scattered next to a cornfield but no one was hurt. The train was not carrying anything hazardous, just some Consumer Products including cases of champagne. The area is one of Union Pacifics busiest rail lines. Until the tracks are repaired all of those train will be rerouted. Theres a new oil slick off the coast of santa barbara. It was first reported by kayakers who came back on shore with oil on their bodies and their boats yesterday. A coast guard helicopter flew over the area near galeta beach and reported the oil was lightly covering a pretty large area. The sheen is approximately 3 miles long by about a half a mile wide with what we call sporadic coverage, which is so within that those dimensions that i mentioned, 30 percent coverage of a light sheen. The coast guard is taking samples of that oil on the water. They will use those samples to see if they can figure out where the oil came from. They do not believe that this is linked to the pipeline that broke back in may. But they do say there is natural oil seepage in the area from time to time. Thanks to an anonymous donation, Police Officers in stockton are now using body cameras. The Department Said its wanted the cameras for years but never had enough money. After a donation of 300,000 all officers on the streets are outfitted with body cameras. They are turned on whenever officers come into contact with someone. Police is say this will help to protect. It works to protect officers as well and the frivolous complaint well now have evidence against that. Stockton is the baitest Police Department to begin using body cameras following protests over police brutality. California senators have introduced an emergency bill to help communities deal with the drought. The measure proposes spending 700 million to build new reservoirs and desalination plants in the state. It earmarks 200 million for water recycling and would help provide Emergency Water when needed. A majority of californians say they believe Climate Change is having an effect on the drought. 79 of those who responded say Global Warming is a serious threat to our way of life. The poll comes out as Governor Brown is pushing for tougher Climate Change standards after taking part in a Climate Summit at the vatican. The city of benicia is turning to Older Technology to help save water. Its hired a company to find underground leaks. Matt baker a Field Technician who uses headphones and a high powered microphone to listen for leaks. It can detect leaking water three blocks aways. Its water escaping at a High Pressure through a hole in there, and that is whats creating the noise. Water coming out of the ground is pretty obvious but leaks dont alms surface. Thats what were here for. Sometimes youve got to rely on the Older Technology. The city hired backers company to check all 160 miles of water pipes in town. Work started last year and so far more than 100 leaks have been found. City leaders estimate theyre already saving 20,000 gallons of fresh water a day. Alameda county wants to sell its stake in the coliseum complex in oakland in an effort to help key the as and raiders in the east bay. The county and city of oakland own the 120acre site. County supervisor nate milely says eliminating the county from the equation would simplify negotiations. If they could just be one entity working to keep the teams here, the city would own the property. Theyd be working with the teams. I think the likelihood of success is much enhanced. The county has not said how the city or an outside developer could structure a buyout of the countys share of the land. Both the city and county are on the hook for nearly 100 million in bond debt that was used to renovate the coliseum 20 years ago. The city of richmond is teaming up with chevron to help kids pay for college. The Program Plans to help hundreds of High School Students pay for tuition and as ktvus rob roth reports, chevron is hoping it improves their relationship with the city and the people who live there. This Richmond High School senior is hoping to do what no member of had her family has done before. I really do want to go to college. Money is tight for isla gonzalezs family. To go to utc would be difficult for me to go with what we make. Some help may be on the way, chevron donated 8 million to a program aimed at helping richmond Students Afford College or a trade school. Its the first installment. Chevron has agreed to donate 27 million more over the next decade. This is real. This is happening, and our students will be benefiting from it. The payment is part of a deal between chevron and richmond stemming from the refinerys modernization program. Under the plan approximately 600 Richmond Public School seniors would receive 4000 a year to help pay for college. One parent told us off camera thats not nearly enough when tuition can reach 40,000 a year. Others say it will help. That would be a good start because theres other scholarships as well that i could get and 4,000 is like a pretty good amount to start with. The agreement is part of an Uneasy Alliance between the refinery and the city. Residents have often charged chevron with putting profits over the health of the community. Chevron says its trying to win the trust of the citizens. And i think first and foremost we have to run our refinery without incident. I think thats the way long term you do it, and i think like other good corporate citizens we know its a responsibility of ours to engage in the community financially and through volunteer efforts. The relationships between richmond and chevron are volatile, and they go up and down dramatically from year to year, but i would say right now were kind of in a sweet spot.
