Our capitol correspondent Eytan Wallace has more. Well, just take a look at all of these pages featuring a list of bill after bill after bill that got taken up. As you can imagine, lawmakers whose bills made it through say theyre relieved while others, his bills faced a different outcome, say theyre disappointed. Environmental advocates making their voices heard outside the State Capitol, urging support for a package of bills they believe will help california phase out fossil all of it taking place on whats known as suspense day on this day, the assembly and Senate Appropriations committees considered 1009 bills that could have fiscal impacts on the state, specifically their piece of legislation that would require the state to spend at least 50,000 from the general fund special fund. All the more significant this year as the state faces with the governor believes is a 27. 0. 6 billion dollar deficit do pass among the bills that advanced ab 27 16 by some one member isaac bryant. The proposal would impose a 10,000 daily fine against oil wells if theyre near communities. And producing less than 15 barrels per day. But i talked to the oil industry dont often do about the stripper wells. They told me the Environmental Impact is the same furlough producing wells and high producing wells. So why are we allowing these low producing wells to even exist . Another proposal of his to enshrine into the california constitution, the right to clean air and water. Also advanced on the republican side, a bill by bakersfield senator Shannon Grove to classify the solicitation of a child for is a felony. Made it through as well. And while more than 60 of bills did make it through, many did not among the killed bills. One that would have created a medicare for all types system in california. Another that would have required an employer to provide employees with the right to disconnect after work and one that would have limited fixed utility bill charges to reparations bills by senator Steven Bradford calling for housing in property tax assistance for descendants of black enslaved americans also failed. Always your reaction. I disappointment, property ownership. Thats how we build generational wealth in this country of africanamericans have been denied. Ownership to redlining restrictive covenants. Its just a challenging budget time. And so we needed to be responsible, responsible taxpayers money. So thats why we had to make some tough calls today. And as for the bills that did advance, now they move from their house of origin to the other house, only with the approval there. Can they make it to the governors desk reporting at the State Capitol, a tonn wallace kron. 4 news. Well, talk about our forecast now with this live look outside showing us. Whats happening in the east bay right now, were looking at mount diablo and this part of the bay right now. Nice and sunny. And the fog, though, still trying to hang on to the coast. We have gayle ong here with us to go over whats happening in the Weather Center. Yes, if you want to find the sunshine ahead inland, you can see still cloudy over by Half Moon Bay. This view from mount tam that marine layer starting to mix out now about an hour ago. It was just routed with the fog care. So 57 degrees in San Francisco. It is really nice out there. 62 in oakland and 70s now and san jose were starting to warm up inland. 57 over at Half Moon Bay in terms of how warmer or cooler were getting about one to 4 degrees cooler in some places like livermore. Youre down 4 degrees at santa rosas up 4 degrees today. And heres the wind. So were nice and calm that we have a northerly flow here and a mixed bag. A southerly flow over by halftime bases, probably cooler there. Its really just about those clouds just hanging off shore here. So we started cloudy in the morning and it is going to be sunny inland, as we just saw. But that is has been the main weather story for us so at night and we will see that fog roll in. As for the rest of the weekend here we have 70s inland 70s by the bay and slow 60s over by the coast. So just look out for some clouds by the coast and some sunshine, mostly, sunny, as you make your way inland. Back to you. Gayle, thank you. An increase in euthanasia of healthy and treatable animals at a local shelter is being connected to a vet shortage. So after the break, the medical director of the Veterinary Emergency Group is going to join us. We can learn more about this. Plus, how the tsa planning for what could be a recordbreaking summer a recordbreaking summer dupixent helps people with asthma breathe better in as little as 2 weeks. And when you can breathe better, what isnt better . This is better. This is better. Thats better. And that. Even this. Dupixent is an addon treatment for specific types of moderatetosevere asthma. It works with your asthma medicine to help improve lung function. Thats pretty good dupixent is not for sudden breathing problems. Its proven to help prevent asthma attacks. It can reduce or even eliminate oral steroids. And doesnt that make things better . Dupixent can cause allergic reactions that can be severe. Tell your doctor right away if you have rash, chest pain, worsening shortness of breath, tingling or numbness in your limbs. Tell your doctor about new or worsening joint aches and pain or a parasitic infection. Dont change or stop asthma medicines including steroids, without talking to your doctor. When you can get more out of your lungs, you can du more with less asthma. And isnt that better . Ask your doctor about dupixent, the most prescribed biologic in asthma. A survey by the San Francisco spca discovered that the vet shortage caused a onethird increase in the euthanasia of healthy and treatable animals at local shelters. So joining us now to talk about this is doctor jason dabrowski, the medical director of Veterinary Emergency Group. Thank you so much for joining us here at noon. Appreciate your time. Yeah, thanks for having done so lets start with that statistic. A onethird increase in killing of healthy and treatable animals at local shelters because there are enough vets. Have we get to this point . Think just going through the pandemic. And you know that there is an uptick adoption through that eye. Im coming on the other side of that. You know, i think people left the field in regard an area and we have this increased demand that in just overall just, you know, a surplus of animal than and and a lack of care where we can find fine for them. So this lack of vets has been attributed to a number of different issues, including how long the training is and how expensive it is. What can we do to kind of close the gap here . Its tough because as you you know, its expensive and its a lot of time to go to that school and then fortune. Were having people that finished and then they just find that struck caused them to leave. So im making making the environment better. Is super important. Im giving them dont just, you know why on being on the floor giving them all of life. Amenable schedules, things like that can all help. Because they have to work. You know, you work in an emergency shelter. Youre open 24 hours. These are overnight shifts. These are for, you know, kids essentially just coming out of that school trying to like pay off their loans and everything. So its really difficult to be a veterinarian right now. What about schools . Are there enough of them out there . Are they training people and the appropriate way fast enough of what can be done from just from that beginning to we need to get more kids, even just interested in it to start. Yeah, i think i think thats really where it theyve opened more last few years. But just getting people are at younger age. We actually started doing this program helped little. Thats where we teach them. Will kids about that or a profession, get them interrupted at that level because unfortunately, everybody understand about the reading patient. They dont. They dont always understand the the all the winds that we have. And so just making it a more positive environment people get into. I think it is the first when we talk about the vet shortage and you brought up how people adopted a lot more pets are bought more pets during the pandemic. And now all these pets need care. Is there something you would want a new pet owner . Even a veteran pet owner to know about whats going on inside him. Animal hospitals to help us. Yeah, i think, you know, the being it the first and foremost thing that we can do. So making sure that you use tablets relationship with your primary. That and also with the clinic. When you need that, that afterhours care just education is so key. Im looking think people things like so that you pay for the emergencies or for the birds use when they do come up because i think theres. 2 very important part of this is like finding a cure, but then also being able to just support your your animal when they need that still, im just being prepared, an understanding. What would it take you on a pat super important. Are there any benefits your veterinarian . What do you love about your job . We can try to like untie some some people out there to maybe do a career switch here or a job is being a veterinarian. What do you love about your job . I love the ability to help people when when people come in with their especially in our in our field or in our area, very people comment that you dont know whats going on with their pat. We have superheroes effectively that can save animals and it just goes back comic book days of like reading about fighter matters from ed and being that person on the floor really help. And so it is so and it really does just. How this war around it. When you get help that i just its scared and they dont know what to do. And their pet parents dont know what to do and we can be there to so it it is truly the most rewarding thing. And is there anything that you see that would i mean, were also looking like really cute animal videos right now. But is there anything that you see is being what kid . And this that shortages have you seen like were kids starting to apply and to medical school or at into, you know, vet school or is this something were going to continue to deal with for a while . I think like as you said, that you have to act more people, but that also we have used better theres theres got out there that are willing donate their time and health your do some simple procedures like spay and neuters. And so its just the lighting. Actually thats something that were working on right now is helping you know, people that are in need to get their pets. The basic medical attention, just people that things like spayed or neutered that they need. So i think i think its interesting because theres a want from the veteran community to help more. Its just the lining to bring out how we can better. And so as i said, were you know, were in the process of partnering with the group to really try to make this season, both of that we can provide care for more people. Thats what but we got into the industry or we want to help people we hate the fact people can find a vector that they need whether, you know, its just accessibility, your financial mean. And i think thats something thats really been fun with with for governor evers, the group is that we really try to work with everybody that we can that get them the care they need the last thing we want to do it. Takeaway there, pat. Doctor jason dubraska, the medical director of Veterinary Emergency Group. Thank you so much for joining us here on kron for appreciate your time. Thank you so much. But there is some government red tape that starting to slow things down a bit. One step is allowing the mayor and the number of city departments to stop to start raising funds for this panda project. But as kron fours, dan kerman reports, that resolution failed to make it out of a supervisor subcommittee. By the summer of 2025. That San Francisco hopes to take delivery of2 giant pandas from china to help make that happen. On thursday. The Mayors Office asked the government audit and Oversight Committee to authorize a waiver allowing the mayor as well as 5 city departments to start raising 25 Million Dollars in donations. We want to make sure that not a single dollar. General fun going to this proposal. And thats why weve come to you to ensure that only philanthropy will go to support. The panda exhibit at all. The costs associated with it. Theres a lot at this. But was San Franciscos department of children, youth and their families facing a 25 Million Dollar budget cut supervisor and mayoral candidate cautious a ii question whether this should be at the top of the mayors to do list. This is about prioritizing our future. This is about prioritizing our children over pandas. And if we can rally to fund a home for pandas, we certainly can rally to raise money for essential programs that impact every single corner of this city. The Mayors Office said they would support waivers for both endeavors. Committee members supervisor Catherine Stefani agreed insisting putting one project against another is not productive. I dont think its impossible to seek private philanthropic dollars for pandas as well as programs supported by dc wyeth and our children. And i just think that if were going to get into these mutually exclusive wars about we cant we can only do this and not do this. I just dont believe that we should limit ourselves like that. Stephanie, in the Mayors Office favorite moving the resolution on to the full board of supervisors. For a vote at its june 4th meeting. We need to start raising money right away. I dont think its ready to be forwarded to the to the full board. But fellow Committee Members supervisors, dean preston and connie chan voted instead to bring the resolution back to their committee with changes among other things they want to list of potential donors and interested parties. They want to consider narrowing the number of city departments to can raise funds and they want to explore whether the money raised can also go towards deferred maintenance at the zoo. Well, some might see this as an unnecessary bamboo barrier. Others see it as a committee doing its due diligence. However, you see it. It means panda Fundraising Efforts wont begin at least until midjune, if not later. Dan kerman kron, 4 news. A new area code is coming to Northern California to help the 5, 3, 0 area code. Our washington correspondent Trevor Shirley reports. Its a major shift and u. S. Drug policy. The change would recognize marijuana as a drug with less potential for abuse than other substances. Its currently classified with. If finalized. Roundup marijuana will no longer hold the higher level classification. It currently hold over fentanyl. And meth. The proposed rule recognizes marijuana for medicinal and Research Purposes and acknowledges its lower potential for abuse. The change, though, does not legalize marijuana for recreational use. The administration is taking a major step toward reclassifying marijuana from a schedule. To schedule drug under federal law. That would put marijuana in the same category as things like ketamine and some anabolic steroids. But some opponents argue marijuana is still not a safe substance. What theyre doing is saying marijuana has lower potential for abuse at a time when the science is telling us the potency of this drug is unlike it has ever been before. The change is long been discussed. But the white house made the announcement as it also works to shore up support in key voting blocs. The reality is while white black and brown people use marijuana at similar rates, black and brown people have been arrested, prosecuted and convicted at disproportionately high rates. The white house argues the policy shift will have a positive impact on minority communities. The president s actions today further his commitment to reverse longstanding injustices and to right historic wrongs. So we have High Pressure that is keeping storms up north away from our area. It is bringing the fog bak in the morning and evening. But we do have some mild and warm comfortable temperatures. So here is that fubure fog cast here. As you can see, still hugging the coastline as we make our way through the afternoon and the evening. And then overnight it will start to make its way to the valleys and then it will stick around in the morning. So weve seen this pattern before and then things will start to mix out by the afternoon. So we will see mostly sunny skies as you make your way inland. Temperatures are currently sitting in the upper 50s and San Francisco low 60s in oakland.
