Im justine are going going to begin in the south bay where police in los altos are warning residents to be on the lookout for thieves are breaking into empty buildings. Kron Charles Clifford joins us now live from los altos with the details. Thanks for joining us. Well, good police los altos over the last few weeks. They have seen an increase in burglaries, a vacant buildings. In a note posted on facebook, the Los Altos PoliceDepartment Says that in recent weeks thieves have been targeting homes that are for sale and unoccupied, according to authorities, the burglars are entering these vacant houses and stealing items, including appliances that have been staged inside, presumably by realtors trying to sell the homes. The thieves have also been stealing appliances and items that are left inside buildings that are still under construction. Police say that most of these burglaries have happened at night or in the early morning. So far, police have not identified the locations where these burglaries occurred. Theyve also not released any suspect descriptions or said what kind of vehicle is being used to move the stolen goods. They are asking residents to report any suspicious activity at construction sites or houses that appear to be vacant. Theyre also reminding neighbors to keep doors and windows locked and to make sure home alarms are working. All right, back live. The propalestine encampent is now gone at u c berkeley. But another propalestinian demonstration is now taking place at an abandoned uc Berkeley Building. This new protest is happening at the and ahead complex. It supported a building right next to peoples park. Kron 4 Sarah Stinson has the details. A group of propalestine protesters broke into head complex. Take a look. You can see on the sidewalk here. It says free palestine. This is a boarded up building. University Officials Say they are aware of the vandalism that is happening. At this, quote, unsafe. Boarded up fire, damaged building. Its a block away from peoples park in 2 blocks from campus. Palestine. Protesters taking over berkeleys and ahead complex wednesday afternoon. Resisting with palestinians the bravest strongest demonstrators refused to do an interview with kron 4 but did announce a list of 4 demands live. From people car how all right. The caught happen. Protesters set up tents, hung a palestinian flags and even spray painted the sidewalks in parts of the building. Its unclear if these are cal students are even berkeley residents. This protest does fall on the 55th anniversary of peoples park which is being turned into new housing for students and lowincome residents. Its been closed and blocked off since january, which has since sparked many protests. Nicholas alexander says he was there the first day. The park closed, but he became visibly upset at the presence of these protesters. It seems like theyre just here do. I to get attention, frankly, because i dont know. I havent seen them before. You know, why were you here on january 4th, when i was chased by swat while a cal alumni walking by says he sees no problem with people protesting on vacant land. Like why shouldnt they be able to take that space . Its out of the way and its not causing traffic or anything like that. They should be able to, you know, protest here. Police have been seen around here taking pictures monitoring the situation, but no one has been removed, nor arrested says definitely a fluid situation. Check kron 4 dot com. We have some developing news out of the north bay now where snow states president is on administrative leave after coming to an agreement with propalestinian demonstrators on campus without getting permission from the university. First in a letter sent out tuesday, president mike lee said that he listen to the demands from the protesters and went on to announce that sonoma state would look at vesting from israel and would end an Exchange Program with the country. Protesters applauded this announcement. However, the universitys leadership is not pleased nor a state senator scott wiener. Hes also against this agreement. What i saw the announcement from the president of sonoma state. My jaw drops absolutely unacceptable. What sonoma state is proposing to do is to basically blocks list israeli academics. Its a complete academic. We caught it any kind of Student Exchange between sonoma universities in this role. Lee releasing a new statement backtracking on his decision saying, quote, in my attempt to find and agreement with one group of students, i apmarginalized another member o our student population community. I realize the harm that this has caused and i take full ownership of it. He goes on to say that the initial letter was sent without the approval of the University Systems chancellor or board leaders. The csu chancellor released a statement saying the heart and mission of csu is to create an exclusive and welcoming place for everyone. A Union Representing about 48,000 academic workers in the uc system voted to give the unions executive board the ability to strike at any time. Union members say they believe the university of california mishandled the propalestinian demonstrators at uc campuses, especially at ucla where counterprotesters, a tactic, propalestinian encampment for several hours without police intervention. The vote does not guarantee a strike. 8 of the uc campuses still have a month of instruction before summer break. Colleges and universities across the nation. Now having their bouts with student protests, deadlines have been given leading to clashes between Law Enforcement and protesters videos. Now being posted online of the moments leading up to the clearing of the encampments. The latest coming out from Southern California and also Illinois Police cleared a propalestinian encampment at the university of california irvine campus. After protests there escalated yesterday in a statement posted to its website, the University Said several 100 protesters arrived on campus around 2. 30 in the afternoon and they surrounded the physical Sciences Lecture hall. In a statement they went on to say, quote, the university put out a call for mutual aid to Law Enforcement agencies and has received onsite assistance from the irvine Police Department and the Orange CountySheriffs Department as protesters swarmed the campus. Joining a group of protesters who had established an encampment on campus. Classes were canceled for the remainder of the day with plans to move to remote instruction today. And in chicago, police began to dismantle a propalestinian encampment at Depaul University video from a student journalist at depaul shows officers pulling down tents as the protesters were chanting the University PresidentRobert Manuel said the action was being taken after good faith efforts to come to a shared resolution with the depaul divestment. Collission were unsuccessful. He went on to say, quote, i have said that we would protect free speech and the ability to dissent until it prevented us from carrying out the operations of our university or threatened the safety of the members of our community. Im deeply saddened to say that the encampment has crossed that line. More coverage on this later on here on kron 4. For now, move on to our a great Weather Forecast with this live look outside. We should see San Francisco behind there somewhere. Cows in the weather all that for you. A little bit of drizzle into the base today. Its in a little bit at the coast, but right now are actually getting quite a bit of sunshine in San Francisco. You can see in this shot. This is from our sutro tower camera. And kind of going in and out and obviously youre up a little bit elevation, see catch some of those clouds a little bit more sometimes when you get that shot. But right now, San Francisco, just a 57 degrees, obviously where the clouds are definitely cooler. You can see where the warmth is where the sun is. San jose in livermore. But if youre in santa rosa right now, you are definitely dealing with those cloudy skies till and Half Moon Bay can see just a 59 degrees. So this is the difference in temperatures from 24 hours ago to now. Notice santa rosa really socked in. So were running 6 degrees cooler than we were this time yesterday. Fairfield conquered. So you see those spots that are really hanging on to some of that cooler weather. However, you also see some winds today that we didnt see kick up this early fairfield right now. 25 Miles Per Hour. It is variable as far as directions go but mostly an onshore flow here as we get going into our day. So heres a look at stormtracker 4. You can see where that marine layer is still very much present in the north bay in particular, getting some clearing elsewhere along the coast, obviously still cloudy. But you can see the peninsula, the east bay starting to get some of that sunshine rowling. As we zoom out, you can see israeli hugging the entire coastline. So today will be very similar to yesterday. As far as our highs are concerned because those clouds hang out at the coast and in the north a little bit like they did yesterday. So well see those higher temperatures in the inner east bay today. We could see some upper 70s, maybe 80 degree mark 60s and 70s around the bay and 50s out at the coast. Back to you. Kyla. Thank you. Newsom called the Climate Crisis a clear and present danger causing severe droughts, intense storms and historic wildfires have been seen across california when it came to calling out the fossil fuel industry. The governor didnt hold back is because of the burning of coal. The burning of gas and the burning of oil. And with respect and forgive me if this comes off a little too harsh, its been said and repeat it. The polluted heart. Of the Climate Crisis. Are these fossil fuel companies . Oil companies have long pushed back against newsoms allegations arguing his administration has unfairly targeted them during his time in politics. And as for pope francis, he was an influential figure among american catholics and a leader in the fight against global warming. Well, hes spoke to the delegation privately in a message that focused on taking care of the poor and the planet. Tomorrow. San Francisco City officials are celebrating a major milestone in its Homeless Outreach program. Last year. The city launched its Heart Program that stands for homeless engagement outreach response. This program is meant to engage with those experiencing homelessness. As an alternative to a Law Enforcement response. The teams are only dispatched to encourage and engaged the community when theres no indication of crime, violence threats, Mental Health or a medical need and the city says it helped about 300 people every week in its first year. Hart has addressed more than 13,000 calls to service and completed. They say all of those requests, including blocked sidewalks and small encampments. Hart also placed 144 people into Emergency Shelter or a wait list and completed 168 applications for calfresh and medical hart workers are trained in the locks on deescalation and even cultural and gender awareness in order to best serve the community. Lets talk about forecast now. Were going to take this live look outside. Can see whats going on across the bay right now. Heres a camera in San Francisco. Hey, weve got some blue skies here. Weve got kylen the Weather Center with details on whats going on. Youre saying the clouds really . Really love in the north bay today. Yeah, they are. Theyre hanging on in the north bay. But francisco getting some really nice sunshine and a little bit of a breeze, as you can see there. Lots of blue skies here as we take a live look at coit tower. I want to talk about San Francisco. Interestingly today, were going to be very close to where we should be for highs, averages about 64. Were looking at for 63, but the record today and this kind of blew my mind. And i had to check to make sure its right. 2008 San Francisco got up to 92 degrees. That had to be some wild offshore wind. Im betting, but today were going to be much more mild than that. As you can see, looking out for those low 60s in San Francisco, the warmth again, will be inland. It will be in or east bay. I think that well see the warmest temperatures spots like antioch, north bay. As i mentioned, theyve been hanging on to these, you know, very Cool Temperatures right now. Just 58 degrees in santa rosa. So thats where were kind of having a trouble spot. High pressure still here, low pressure, kind of moved over there. Weve got another low pressure here. The point is, nothings really changed. And thats why were kind of in this rinse. Repeat forecast. So today, very much like yesterday where we start to get some clearing in the afternoon. Although, you know, again, you do not see it there in the north bay yet, but you do certainly see in the east bay, south bay and on the peninsula. So if youre in san jose where the sun is going to be shining today, the dog walking forecast is looking really good right through the afternoon and into tho evening. We should see some of those potentially upper 70s in san jose. So should be a pretty nice day out there. But if youre in the north bay, you can see how as we roll through our fog cast here. This is really hangs on and then starts rebuilding as we get into the evening and were back at it again with a robust, a marine layer, a little bit of coastal drizzle and waking up again to a little pit of grayson area. And so thats kind of where were at. But it does mean that we mostly get some sunshine in the afternoons unless youre one of the spots it gets socked in and carries this right through the week. As you can see, temperatures looking to tap out inland in the upper 70s should be a really nice weekend with some good afternoon, sunshine. And then next week, we kind of stay quiet. Looks like a cool down a little bit as we get into the midweek timeframe. Take a look here as San Francisco fire crews out and about this morning in the San Francisco bay. This is part of their weeklong surf and bay rescue training. Once firefighters complete this course they will be a designated rescue swimmer and must pass a by yearly recertification course. The fbi is warning about threats targeting the Lgbtq Community during pride month. Thats next month in june. And as kron fours dan kerman reports, the threats are coming from terrorists. San franciscos pride parade is a little over a month away. But pride events begin the first of june. Not only here in the bay area, but in various cities across the u. S. Now, this years pride events come with a warning from the fbi and homeland security, the Foreign Terrorists or their u. S. Base supporters, a target lgbtq venues and events. Isis propaganda. Has made reference to Lgbtq Community, bats. We want to make sure that all of community, but especially in this case, the Lgbtq Community is aware of that and exercising appropriate Situational Awareness when they attend events. The fbi says the volume and intensity of that propaganda has increased following the october 7th hamas attack in israel. That coupled with next months anniversary of the 2016 pulse nightclub massacre in orlando is reason to get the word out. People a very good grasp whats normal behavior for their surroundings encourage them. But they see something thats very suspicious, very out of the that they report that many in San Franciscos Castro District were caught off guard by the terror warning for pride month but said it wont deter them from taking part. I think that being a part of the community being in Something Like this, it makes you feel more. Well, coming in more safe. I know that that the community does things to prevent things like this. So i dont think it will change. We want to do and be a part of should let your hair or any kind of you know, kind of weeks deter us because were standing for ourselves. But for all those who can stand up for themselves is worrisome. But thats not going to deter us from showing our support and being a part of the community. That means the world to pride festivities are slated to take place throughout the month of june in San Francisco. Culminating in a festival as well as the parade the last weekend of the month. The department of transportation continues its crackdown on airlines this week saying that airlines have to make it easier for customers to get refunds. The department of transportation says these regulations will make it easier to get refunds for everything from canceled and even severely delayed flights, even so seat selection fees and unreliable wifi. Passengers are only eligible for refunds if they choose not to travel. Airlines are already required to issue a refund. If a flight is canceled or significantly delayed, even if it is due to weather, if you cant take the new flight, the airline rebooked yuan or a travel voucher, you can also get a refund. These new regulations go into effect in october. Booking your trips during the week could make for a happier getaway. Thats according to triple a the association is suggesting planning to leave midweek to avoid the crowds and 4 budget friendly trip midweek. Travel mean saving on plane fares and seeing less highway and airport traffic hotels often give complimentary room upgrade, said earlier checkin times to they say that these midweek visits to entertainment spots can also be cheaper. The California PublicUtilities Commission recently approved a plan to impose a new flat fee on utility bills for many people in california. But now a new effort is going through the legislature to reduce this fee in the coming years. If signed assembly bill, 1999, what prevent any new fee increase from exceeding the rate of inflation at would prohibit the cpu c from imposing a fix charge greater than 10 per month after the summer of 2028. Thats less than half of the monthly fixed charge of 24. 15. The cpsc approved last week for most customers. But the cpsc, the planned there, it could be shortlived because the assemble utilities and Energy Committee voted yesterday to advance this new proposal to limit that fix charge assembly bill. 1999. Well, its a pleasure. So lets start with this new chief. Why did you do the swearing in ceremony in private . Well, were prepping for a more public ceremony. But of course, we wanted the cheap to be able to come in and get to work. And so stay tuned for the publics land all right. Well be there for sure what you want to see out of the chief from him in the first 100 days as the head of the department. Well, of course, we want to continue to i keep crying going down, right . What were seeing is that oakland is turning the corner in the Public Safety strategies that weve implemented. I definitely paying off. So were going to continue to be data driven and what were seeing is that after years of rising crime rates, that overall crime is finally going down. And so were going to push hard and continue to push hard to ensure that the state is moving in the right direction. Of course, theres still much more to be done at the same he needs a to meet his new family. And so he is working hard to meet with rank and file every day and not just that. But of course, learn how to use phones and the basic stuff. Were going to get to all that data about crime in the city in just a few minutes here. But i want to stick with the chief here. What do you think are . How do you think that the department and the community has responded to him so far taking over . You know, the response of bin nothing short of positive, you the community. We finally have a police chief. You know, so the community is excited. I department make files excited, you know, stability is going to be key and it played. Mitchell is the guy for that job. And so hes coming to come in and really be able to mentor this Younger Generation of opd officers. Has the main any changes within did that the department has he done any restructuring any firings . Well, of course, theres no firing that has happened or any of but, you know, its the chief. Hes just come on the for the, you know, for for what now its been finishing the first week. Hes been here a few weeks prior to that. But in regards to shifting of positions or what have you, that will be his prerogative. And of course, things change all the time. And so, you know, hell have an opportunity to reach change it again in the future. But that is his prerogative. It is his department. All right. So lets get all the data youre talking about. We do know that. Homicides in the town are down, but home robberies are up 110 year to date. So if i own a home in oakland, how would you explain to me whats going on with that significant increase . You know, i know that its like its it sounds scary when you say 110 increase. But mind you, you know, you come from already a very small amount of numbers for year to date. And so one or 2, which far too many. I want to be very clear about that. Can really take it up to say 110 . But what i am proud a proud of is that for years, right, even before i came into office with having weve seen crimes on the rise. And so with that being said, our homicides are down by 21 . That means were saving lives. Aggravated assault down by 8 . Burglaries down by 51 . And and you know, and the you know, tick in certain states certain categories. Were hyper focus on those categories. Of course, again, were not done with this work. Were going to continue to be passing on that gas pedal to ensure that oaklanders are safe and not just safe but that they feel safe. But with the robberies going up, even with whatever number we want to put out there with it, what can be to stop it from continuing to go up. Absolutely. So were data data driven for a very datadriven and going off of the data we can then make sure that were going after the small group of people who are committing these crimes in a lot of times. They are a group or gang related and thist input, this implementation has to do with their ceasefire strategy, which is a combination working with different arms in government, including the District Attorneys Office probation shares chp. And then here, of Oakland Police and the department of violence prevention. And so all of these that this strategy of ceasefire, which is one strategy convening all of these different groups are going to be able to utilize the data of where were seeing the robberies in the be able to tackle it by being very strategic and datadriven on figure out who is actually committing this crime going after that group. All right. Some more data now the Homeless Population count came out. Its done every 2 years. There was an increase in oakland of 9 in the Homeless Population. But that is less than the increases of 30 in years past. So there is some success here that should be celebrated. What has changed . You know, housing, inc, homelessness. Its very basic rate. And so the slowing rate of homelessness and open demonstrates that our investments into shelter prevention and preservation and some permanent Supportive Housing make an impact. Of course, the resources are not limitless. So this is why its important to pass measures such as the measure that was just passed. Prop one that the governor put forward so that we can continue to have this permanent Supportive Housing for those who cant live on their own independently. And so this 9 increase is actually a significant success shows that we are, you know, closing off on some of these homelessness issues. Of course, theres still so much to be done. I mean, we can walk out the streets still see encampments. And so thats our job is never done until everyone is brought inside in our streets. A and clear of encampments. Does that mean more people are accepting the housing thats being offered to them . More people are accepting housing and not just that, but that means that, you know, when i advocate at the federal level for about yours, were advocating for playspace voucher so that its easier for people to redo bc the section 8 vouchers that they dont have to go and find and where that would take it, that its attached to housing units. Thats one out reena, not just that were looking at. How do we actually utilize modular housing as permanent housing working with faithbased institutions and other institutions to actually build out a lot more quicker here in the city. So all these Different Things are working together in conjunction is a comprehensive approach. And we cant just do one thing, right . But what we do need more investments in is the permanent Supportive Housing people who we know be able it will not be able to live on their own individually. And so we need that permanent Supportive Housing. And thats what prop one is helping to all right. We saw you celebrating the arrival of the valkyrie is the Golden State TeamJust Announced their new wnba team. We know theyre headquartered in oakland so theyll be out and about around. Theyre providing some boost to the local economy there. But what is oakland doing about getting its own wnba Expansion Team . You know, have i know that balconies they are a bay area team. So were excited that, yes, they will be playing at the chase center, but were excited for them to be home base here in oakland. That means that all the practice will be here in oakland. You know, their front office will be here in oakland. And so with that being said, of course, open would love to have their own w nba. But right now were celebrating valkyrie about greece and im really welcoming them because its the w for me. Its exciting make sure that our young girls are seeing that this is a professional sport that they can actually in you know, going into and being a professional nba player themselves and not just that, but having that kind of mentorships here in the town. And finally, the air budgets going to come out next friday. You want to give us a little bit preview of what we can expect. You know, its its a hard time not just for our city, but for many big cities in our state. As we know, were all dealing with deficits. Last year, we had historic 360 million budget deficit to close, which is the worst the city ever seen. And then this year we have 117 Million Dollar deficit that we have to balance out. And so my administration, were really looking at how we Prioritize Essential Services first in order to deliver clean and safe city. And i propose missick ul budget adjustment will be released for the public to review on friday. May 24th. All right. Week from tomorrow will be looking at it.
