So bay area cities are closely watching this case because it could impact us kron fours will tran live in San Francisco with the latest on that morning. Well, good morning, reyna. So whats going to happen in about an hour from now . The Supreme Court justices in washington, d. C. , they will hear the case. Not sure how long its going to take for them to ultimately make a ruling. But San Francisco governor gavin newsom in sacramento, they are closely watching this because depending on how they rule it will allow San Francisco and other cities in sanford escuse me. Other cities in california to move forward. I can tell you that San Francisco would like to enforce homeless laws, but right now they cannot do that because according to the 9th court of appeals, they say it is cruel and unusual punishment. So whats going to happen is the justices will decide whether or not criminalize. Homelessness. This case actually is being brought forth to the Supreme Court. Justice is from a small town in oregon called grants pass with only 40,000 people. They would like to find homelessness remove encampments from their city. The Homeless Population across the country has has exploded about 12 over the past several years. And cities and states are struggling with this grants pass would like to impose fines for the homeless, but homeless advocates say that is cruel and unusual punishment because one they dont have the money. To pay those fines, they have nowhere else to go. And even if they could pay those fines. Well, guess what . Sometimes they might not be able to pay the full find so their credit gets hurt so they cant go out and rent when theyre eventually ready to rent. So its going down a rabbit hole. Governor newsom, this has been an ongoing problem for him throughout his administration. He is watching this very closely because if they rule in grants, pass, which is what he is hoping for, it allows the city of San Francisco to start to try to remove homeless encampments and then impose local laws against homelessness. She says she works as a Security Guard pulling in about 1000 bucks a shes been homeless before. But this time she says her hopes are shot. She says shes been rejected for voucher programs. Mayor matt mahan told the community theyre going to prioritize homeless resources. You have to experiment with things that we havent done a lot of in recent years while at the same time focusing on reducing homeless encampments, were going to have to experiment with safe sleeping sites may or may have says a cheaper option to get people out of an unsanctioned encampment is through illegal. What an example is when you drive down Willow Street by the 87 and see this encampment may have has proposed moving this one into a sanctioned encampment. Theres just way too much red tape. The founder of a cop, a Silicon Valley and homeless advocate top lancton says unhoused people he works with are worried about the summer and what the council will end up approving. But yeah, theyre worried about the safe parking the worry about. They dont want to go into congregate shelters or anything that resembles a congregate shelter like in says he hopes san jose will make the possible sanction encampments low barrier and allow people to come and go as they please not 2 feet. You that does says she would go to a sanction parking lot. And hes just tired of being homeless. I stress. Now all this comes as a recent audit finds that the city of san jose is not doing enough and is not being transparent. But the money that is given to them from the state of california to address its homelessness issues. Now the city says this highlights a bigger statewide issue in terms of funding, but it will be up to the city and the counselors to decide how it should fund homeless programs going into this next fiscal year in downtown san jose jacmel. Kron 4 news. In the east street takeover and oakland ends with a motorcyclist injured. They took over bellevue and grand avenues little after one of the afternoon yesterday seal these bikers, dirt bikes driving through the area. It was a safety hazard for those on the scene. And officers say that that one motorcyclist was taken to the hospital because there was a collision with a car. 50 bikes were also seen circling over lake merritt, some riding on the sidewalks and even going in the opposite direction of traffic. A shooting along oaklands hegenberger corridor sends one person to the hospital. This happened sunday afternoon. The area was raising canes. Thats where that happened. Do wear in and out. Just moved out. And so there was a shooting around 2 oclock. This is video from the citizens app and when police got there, they found evidence of a shooting, but they couldnt find anyone who might have been involved. And then a short time later, there was a call from the hospital saying that someone who had been shot took themselves to the hospital and they have nonlifethreatening injuries. Well, police are now investigating an apparent murder suicide after a woman and a man were found shot and he worked. Police say they found the 2 and a car parked on linden avenue saturday night. They say a 31 yearold woman shot to death in the passenger seat. A 36 yearold man was found with a gunshot wound in the drivers seat. He had to be day to the hospital where he later died. Police say witnesses told them that they heard the 2 arguing before the gunshots went off. Police believe the man shot the woman before shot himself. Identities have not been released. Some really sad news because Law Enforcement agencies around the bay say theyre mourning the loss of a former colleague. This is Deputy Tobin Bolter was killed in the line of duty yesterday morning during a traffic stop in boise, idaho. Now before moving oregon, walter was a Pleasant HillPolice Officer. So normally this time of year, gray whales are seen swimming north along the california coast on their way to alaska. Now has of these last few years. Its not uncommon to see a gray whale make its way inside San Francisco bay. But researchers do tell me it could take some time to determine exactly how that gray whale did die. Its a whale that celebrated. I think just like magical creatures just could eat, cant get enough of that. It just makes me realize like how small we are as humans and how theyre dealing with all this. But mori point in pacifica, the mood is somber sad to hear when that happened. A great whale, one of thousands that migrate up the Pacific Coast every year wont be completing its journey. It was found dead this weekend. Up the coast of alameda. And then we received another call this morning, both flannery with the California Academy of Sciences Says she saw the whales carcass this morning. So far, no signs of a ship strike or being tangled in rope. We will open the whale up. We will look inside. It will look for signs of cause of death, whether he gray whales were dying around the world for years. Only now. Has this species started to recover . She says the reason for the whales decline with climate change, reducing the whales, food source and starving them to death. Basically they werent getting enough high quality food in the arctic during their summer feeding season. The 5 guards beat him up outside. Police say an alcohol screening show that the victim was sober. 5 security cause. They were arrested on suspicion of battery causing serious bodily injury. Petaluma police are trying to obtain video footage looking for more witnesses. San Francisco Police seized more than 13. 5 pounds of narcotics. And they made 13 arrests. At least 8 employees had been charged with sexually abusing inmates at the prison in the past 3 years. Mayor london breed back in San Francisco from our trip to china. And while as owner john fisher, hes the one to benefit from the public funds and sb one. The as are not named in the suit. But this week the as filed a motion with the court to intervene in the case saying the athletics and affiliates have a substantial interest in sb one and will be affected if sb one is found unconstitutional without intervention, the athletics ability to protect its interests will be impaired. Strong Public Schools will be opposing their intervention. We think their interests are well represented by the other defendants, many of whom were basically unregistered lobbyist for them during session. So those folks want this stadium just as much as they do a separate filing by as president dave kaval confirms financing and a Development Agreement for the new stadium had not been finalized. Its an 18 minute commute from the maze over to the city, not too bad. Those metering lights are on. Taking a look at some drive times livermore to dublin. 12 minutes, dublin to fremont. 19 minutes 8. 80, san leandro to milpitas. 31 minutes and to 37 milpitas to sunnyvale. Only a 7 minute commute. So looking good this morning, those who are heading to oakland, castro valley, 13 minute commute to oakland on 5, 88, 80 stanley entered oakland 11 minute commute. San jose to cupertino.
