The car over here, the pickup truck. This is where it all started. According to the chp, 2 suspects were this pickup truck fleeing el serino police officers. And then we will move camera over here. You can see the bmw right there. Thats the person who died. From the headon collision. And then that white van right there, one person was inside solo occupant. Major injuries to that person. But this all started at around 04 30am, in the morning involving 2 suspects in this pickup truck. And you can see that front end damage to the pickup truck at this scene and theyre towing away that bmw. Now, let me show you caltrans. Its live stream thats going on right now. You can see all lanes of westbound 5. 80. Its reopened. It has been shut down or was shut down at around 04 30am, in the morning. Then at around 8 in the morning. So thats about 3 and a half hours of it being shut down. Let me show you some video to get you even closer to the scene. So it was the 2 suspects going in the wrong direction. On westbound 5. 80, which actually takes you down to the bay bridge toll plaza. But they were going towards say oakland. So they are going against traffic. These 2 cars had no idea. All of a sudden at the last minute, the 2 suspects slam right into them. And unfortunately one person was killed we can head out back to me, i want to show you exactly their course. According to the chp. So this started and elsa they got here at the bay bridge toll plaza. They did a uturn. You see that do not enter sign wrong way. They actually went that way. We were wondering how could they have possibly go . In the wrong direction on 5. 80, because obviously there are no onramps to go in the wrong direction. We just found out from the chp you see that pickup truck right there from caltrans. Imagine that being the suspect instead making a uturn and going back in that direction where the caltrans truck just came from and that particular way. Well take you in the wrong direction. On 5. 80, as far as the investigation, obviously way too early to release the identity of the driver and the bmw. On a personal note, i can tell you, James Fletcher, john trouble and i just met, missed it. 5 minutes for me is probably only a few minutes. I went by here and i saw the backup. Just thought it was a simple accident. Had no idea that 2 people could have been us. 2 people minding their own business. All of a sudden their lives have been changed forever. One person in that van, major injuries and unfortunately that gray bmw, that person and so far the chp, they dont even know if its a man or a woman that person died from their injuries and the 2 suspects, major injuries themselves. And again, this all started in else or according to the chp at some point, the elsa Rio Police Officers called off their pursuit. Theyre still investigating why if there was no pursuit, why the 2 suspects got here and they made a uturn, went in the wrong direction and against traffic. What an incredible sequence of events. She crashed her suv into the bus shelter where that family was sitting waiting for a bus. There was a vigil held last night in their honor and proper. Sarah stinson was there. Thats where a family of 4 was struck by a car on saturday waiting for the to take their kids to the zoo, which is what this family was doing. A mom, dad and child were killed. Well, happening today, the city of oakland could change the way Police Respond to alarms. So under proposed ordinance, Law Enforcement can only respond to a lawn if a crime has been actually confirm we have Michael Thomas up in the newsroom to explain what exactly that means. Good morning, michael. Hey, good morning, everyone. Will oakland city Officials Say that this new ordinance would allow police to focus more of their time on actual crimes rather than false alarms. But Alarm Company say. They disagree and that this may actually lead to more people having more crimes. And thats been the case in other cities when an ordinance like this was put in place. So let me break it all down for you. So what is a verified alarm system . Well, its a system that requires a private Alarm Company to verify that a crime is actually happening before the police are actually dispatched to that location. And its done so by video, audio or other means of communication and confirmation. And this ordinance that set to be finalized today requires that all new alarm installs be verified response. Alarm systems. It also requires that all existing alarm users with non verified systems convert to a verified system. Once they have 2 or more false alarms. Those backing this change say that Oakland Police reported 98 of its alarm responses were false alarms during the year 2021. To 2022. Which resulted in the agency being less available to respond to actual burglaries and emergency calls. Now the california excuse me, California Alarm Association says this change punishes people that have invested in protecting themselves and their property, adding that this style of policing has been tried in the past and was repealed by different cities throughout the country. And thats because citizens have complained about it raising question about crime rates and overall public safety. This includes san jose being one of those cities along with 3 others here in the state of california. But oakland Officials Say the change did work, however, in places like las vegas.
