Hes trying to get a new trial after being convicted of murdering his wife and their unborn child. If you ask his lawyers, they say they have new evidence that theyre going to present in this case that proves his innocence. Crawfords will trend live at the san mateo superior courtroom, but everybody y inside will get to because he will be in on a zoom call. So let me tell you whats going on today. This is petersons attempt to try to get a new trial. He is being represented by the los angeles Innocence Project. Why is that important . That project has overturned some cases in the past. The lawyers for the Innocence Project, they will present evidence that they say during the original trial more than 20 years ago at redwood city at the same courthouse, either the evidence was not fully fleshed out or not presented at all, including in orange van that was discovered on december. 25th 2002, the day after Laci Peterson disappeared. That van was burned. There was a mattress inside and according to lawyers and petersons camp that possibly she was kidnapped by the people who stole that van and set it on fire. Now weve got a chance to talk to a legal analyst. Heres what he had to say about the Innocence Project and the attempts for a new trial. Since project is going to look at this as to whether scott, especially innocent, not whether he got a fair procedural trial. They want to look at this to say maybe we have the wrong person in custody for the murder of laci and conner. As far as Scott Peterson, he was convicted more than 20 years ago. And you just heard the legal analysts say of killing Laci Peterson. She was 8 months pregnant. They lived in modesto and nothing changes james and area. Or not peterson get a new truck. All right. Well it is 904 and also new this morning, the Governors Office has Just Announced that the chp has conducted a number of sting operations that have led to 168 arrests and 360 stolen cars being recovered all in the east bay. They also recovered 16 crime linked guns since the surge in chp presence. There was announced back on february 14th. Its all part of a program between oakland and the chp in an attempt to solve crime. The Governors Office says the chp will continue to have an expanded and visible presence there in oakland focused on deterring and responding to crime. There are currently 72 chp officers assigned to oakland assisting in that role. Its all part of the governors 10 point action plan to support oaklands efforts to improve Street Safety and beautification. Time now is 905. And a woman faces charges now for stealing a car with a child in it. San pablo police say that this happened. A car was swiped yesterday afternoon on california avenue and their Surveillance Video that shows a woman taking the car, Richmond Police and finding that car with the child unharmed in the car at baird avenue and hays street. Police say the woman who took the car also took the victims cell phone. So they used the phone to track the location of the woman to oakland and that is where officers saw the woman and another woman in another car on Martin Luther king avenue. They tried to stop them. They sped off. There was a chase. And then the women got on a car, made a run for it on east first street. Police say they were able to catch the driver and they believe that she is the woman in the Surveillance Video who stole the car with the child inside. In the north bay, investigators identified the mother and child found dead in their home last week in santa rosa. 54 yearold cynthia at fim brace and 10 yearold maximus monroy. They were found dead wednesday in their home on summer. Feel road investigators. You can see road off the scene for about 12 hours as they investigated. Police say they final coroners report is still pending but right now they believe the mother stabbed herself. They are unsure are we dont know the cause of death of the child at this point. They didnt have any visible injuries. Well, now to an update on a story we first brought you yesterday on the kron. 4 morning news that fbi raid of a prison where former employees now been charged with sexually abusing inmates. As we reported agencys computers and documents, 8 former employees, including the former warden now charged with sexually abusing inmates there at the all womens prison in dublin. This has been a years long investigation. And we spoke with a volunteer with the California Coalition for women prisoners. She believes this raid has to do with the lawsuit against the Federal Correctional Institution and the federal bureau of prisons. Over 2 years that ive been visiting people at dublin theres so much retaliation for people who speak got bin for survivors who bravely talk about whats been happening. There needs to be like overhaul of the prison system in order for this abuse to stop. The scandal has been one of many issues plaguing the federal bureau of prisons. Its 9, 0, 8, 7, just go rules committee is talking about reviving a program called homeward bound that would relocate Homeless People that are found in San Francisco. Yeah, theyre going to take Public Comment next week before supervisors vote on it kron 4 Sarah Stinson, the closer look at how it works. A San Francisco program has been offering unhoused people a ticket back to their home towns for nearly 20 years. It allows us the opportunity to offer the ability to reunify with their family. A ticket expenses to get back to their home. The Homeward Bound Program started under thenmayor Gavin Newsoms office with the goal to help 1000 people annually supervisor ahsha suffice. As in recent years, the program has dwindled. Hes now working to revive it while also running against mayor london breed for her job this november under mayor breed. It was buried in the bureaucracy. And it dropped to just a couple 100 people a year. Homeward bound has become a resource for organizations like glide Memorial Church in foundation. The chief Public Affairs officer is glad to see the city reinvesting in it. It is one tool in the tool box. And i think we want to be looking at all of that. It is not for everyone for family. After years of living on the streets, this man got reconnected with his family with the help of the San Francisco nonprofit miracle messages. Founder kevin adler says its important this program is only offered to people who are actually from another city, which is not the majority of those living on the streets. According to a study by ucsf. 90 of the unsheltered population in california are from this state. 75 became homeless in the same county. They last had housing programs like homeward as long as theyre not doing greyhound therapy. But there actually. Now mayor london breed announced a new goal of helping 1000 people a year with homeward bound during her state of the city address last week we did reach out to her about supervisor initiative to revive it. Well, 9. 25, on the clock and 23 me is facing a Class Action Lawsuit in San Francisco, federal court for their security protocols and the response to a hacking attack last year. That attack happened last april. Hackers collected Sensitive Information on 7 million users. They targeted people of ashkenazi, jewish and chinese descent. And according to the lawsuit, the company knew that this happened but said nothing to the customers until october. The lawsuit goes on to say the hackers sold that data of those customers on the dark web and many are now in fear for their safety. 23 and me says they notified all customers of what happened. They required all passwords to be reset and they made 2 factor authentication. Mandatory. Its 9. 26. And there have been people who are using this illegal license plate changers and of structures to avoid paying automated tolls and its costing the bay area lot of money and transportation agencies across the country. Same problem. Theyre losing money to these. Look at this one says texas flips over says new york, this then theres the one that just comes down and highs. The Concord City Council is holding off on implementing a brand new rent control ordinance that was just approved last week. Kron fours Michael Thomas is in the newsroom to explain why. Hi, good morning, everyone. Will this rent stabilization ordinance in concord has been an issue for years and these new changes were set to go into effect april 5th. But the concord city clerk recently received a proposed referendum petition that may now leave things up to voters in november. So lets take you back to the beginning. Last january, conquered officials wanted to enact more tenant protections and they wanted to do this by amending the citys residential tenant protection program, an increasing protections for just cause evictions. It would expand the citys rent registry and establish rent stabilization programs. It would also limit rent increases to only 3 or 60 of the Consumer Price index. Whichever was cheaper. This would also only apply to multifamily complexes or 2 or more unit rentals that were built before february of 1995. And it would require landlords to have just cause before evicting tenants. The Council Passed this ordinance last month, voting 4 to one in favor of the ordinance and they finalized it last week on march 5th. But some say the changes would punish landlords, adding that the rent raises would be too low. So last week, concord citys clerk, they received a proposed referendum petition indicating that there were plans to gather signatures and place it on the ballot in november. In response, the City Attorney says it now has 10 days to prepare an issue. An impartial summary and the petitioners will have 30 days to gather around 7200 signatures from registered conquer voters. And once theyve verified those signatures with county officials, the city will have to either repeal the ordinance or placed on the ballot in november. So as of right now, those changes that were approved last month in that vote of 4 to one have been halted as we get more information over the next 30 days and they gather those petition signatures or they dont. Right now in oakland City Council Member is says theyre facing an emergency in the city and they need back up. This after 2 taco bells in oakland now have closed their doors to Indoor Dining because of safety concerns. Councilmember noel gallo says that it might be time to call in the National Guard or other state Law Enforcement to help make oakland safe again. The 2 taco bells that closed. Alright, 35th and macarthur and the other one on heggen berger road taco bell says that they want to provide a safe environment for their team members and customers. We need to enforce the laws that we have. You know what the law. So we have applied to me a player. You would apply to everybody else and we have to respect that. Have loyalty to the city. And and masks were government. Todays not working together to provide the safety for children and families and for the business community. Thats just about a month. Weve told you about various restaurants and doing the same raising canes that Fried Chicken place on edgewater, drive of hagan burger. They shut down Indoor Dining because of crime. They did that last year in and out burger on hagel berger said theyre closing that store in oakland after 18 years of business. There. They cited safety concerns too. As recently as last month, Governor Newsom sent in 100 chp officers to oakland to try to help get a handle on crime. 3 people in santa rosa, including a child were injured when their small plane went down in mendocino county. The plane with 2 adults and a 2 yearold took off from the airport in humboldt county friday afternoon and they were headed to santa rosa. But 5 minutes in after takeoff, they lost power. The pilot tried to fix the problem, but the plane was too low to the ground. So they deployed the parachute, which is playing some of the small planes have a parachute and that slow the descent. The prom is the plane landed in some trees. Then it fell. That was about 100 feet off the ground felt down. And whats amazing is that thec3 in the plane they suffered just a few scratches. So thats considered a good landing. And now the crash is being investigated. All right, 9. 35 is the time in california. Attorney general rob bonta is now taking action to help reduce gun violence with the help of a new program. The states armed and prohibited persons system program. The apps program. Well keep guns out of the hands of people who are prohibited from owning them. The Program Cross references data from gun purchases with a list of people who arent allowed to have them. And either because of past infections or Mental Health concerns or other reasons. But the state then comes to take those guns away. Bonta says this will help keep communities safer. Because of this program. Organs are off our streets and out of dangerous hands. More schools, places of worship, dance studios, workplaces and neighborhoods. They are all. Well last year. The state says it seized more than 1400 firearms from those who are not allowed to have them. Bonta maintains the program does not target legal gun owners. There are critics of the program, though, and they point out that the majority of the investigations are still pending, creating a huge backlog for the state assembly. Minority leader James Gallagher said, quote, while attorney general bonta chased headlines, the department of justice has been well barely put a dent in californias backlog of a legal gun owners removing fewer people from the apps system last year. Then the year before reducing the backlog of the legal gun owners must be the doj absolute highest priority. End quote. Its 9. 37, we have some new developments in a story that we first brought yesterday here on the kron. 4 morning news. Police have decided to reopen the case. A 63 yearold asian woman who died in San Franciscos bayview last year. Her name was falling wu and she died after she fell on the sidewalk and hit her head at the intersection of 3rd and egbert. Despite witnesses saying that somebody pushed her from behind. Investigators ruled the death was an accident. Now a year after they closed the case. Police say new evidence has emerged last week they arrested and charged a person who assaulted a 71 yearold asian woman. Just 5 blocks from where wu fell. Police have not confirmed that that person interviewed in the attack is the same person that was arrested last week. But Charles Zhang with the Asian Justice Movement is demanding Police Release video of that first attack. There was conclusion reached that that death was an accident. And so now here we are the next and the same person apparently attacked another elderly asian woman. And so i think its high time for the public to be able to judge for themselves. I think one way that we could do that is by viewing the video of that first attack. Zhang says that he is please. This case has been reopened and he also wants to police to find out if victim was targeted because she was asian. Students, faculty, alumni and others marched on uc berkeleys campus for an event called liberate the gate. Students deserve safe access to campus. Thats named because of propalestinian protesters that blocked gate on the campus for weeks. Demonstrators say that the universitys failed to respond to instances of antisemitic violence on campus and they say callous selectively enforcing campus policies at the expense of jewish students. When theres a student or Student Organization that is violating policies such as protesting and blocking, say their gate to enforce the policy when the University Administration doesnt force policy that results in a hostile unsafe island campus did. Your students are also upset because 2 weeks ago, a propalestinian demonstration. Basically shut down an event that they were going to have. They had an israeli speaker that was coming in several attendees for an event that had to be basically called off and evacuated because of a propalestinian demonstration. The Vice Chancellors Office says the school is trying to end protests that violate campus rules by using established protocols first and only involving Law Enforcement as a last resort. Meanwhile, the u. S. Department of education is investigating uc berkeley for possible discrimination. Tied to the ongoing conflict between israel and hamas. Investigation comes following allegations that the university violated title 6 of the Civil Rights Act of 1964. And that prohibits discrimination on the basis of race, color and National Origin in programs and activities receiving federal financial assistance. Its unclear what event or events triggered the investigation. We have reached out to uc berkeley for comment. We havent heard back, but well let you know when we do. 9. 40, right now. And would you like a pet local animal shelters are extending some Service Hours this weekend, some deals because they need to adopt out some dogs, especially over the oakland Animal Services. They are bringing in on average 350 dogs a month. Thats about 12, a day that need a home and theyre not adopting out nearly that many. A big reason that they have seen a dogs being turned in this because they have no word to keep them. Their owners. We are seeing, you know, a huge increase in the number of people that are losing their housing since the Eviction Moratorium ended of people that are choosing between being housed and having their pets. This gives you a unique opportunity to take 3 laps around the 2 and a half mile race course at the top speeds that you can go as one of the few road course races on the nascar circuit and all the proceeds from that event went to the speedway, childrens charities, sonoma. As soon as they get on that track, its just accelerating. Its so and everybody leaves just with that adrenaline rush and so happy.
