San francisco residents will get a say in expanding a program aims to helping people on the streets go back home today. The San Francisco rules committee discussed reviving the Homeward Bound Program. The committee will take Public Comment at its next meeting on monday ahead of the supervisors vote on tuesday. Kron 4 Sarah Stinson talked with orga izations devoted to helping the unhoused to learn if they think this program is helpful. She joins us in studio now with details. Sarah. Yeah, people who served the unhoused daily say the Homeward Bound Program is not for everyone, but its a resource they will recommend to people who need or want to go home. A San Francisco program has been offering unhoused people a ticket back to their home towns for nearly 20 years. It allows us the opportunity to offer the ability to reunify with their family. A ticket expenses to get back to their home. And we ensure and a 30 day 60 and a 90 that theyre still there. Theyre still supported the Homeward Bound Program started under thenmayor Gavin Newsoms office with the goal to help 1000 people annually supervisor ahsha suffice. As in recent years, the program has dwindled. Hes now working to revive it while also running against mayor london breed for her job this november under mayor breed. It was buried in the bureaucracy. And it dropped to just a couple 100 people a year. Homeward bound has become a resource for organizations like glide Memorial Church in foundation. The chief Public Affairs officer is glad to see the city reinvesting in it. It is one tool in tool box. And i think we want to be looking at all of that. It is not for everyone and they dont have the resources to go home, but they want to go home. Absolutely. This is a great program. I can reach for family. After years of living on the streets, this man got reconnected with his family with the help of the San Francisco nonprofit miracle messages founder kevin adler says its important this program is only offered to people who are actually from another city, which is not the majority of those living on the streets. According to a study by ucsf. 90 of the unsheltered population in california are from this state. 75 became homeless in the same county. They last had housing programs like homeward as long as theyre not doing greyhound therapy. But theyre actually. You know, you stop the we doing some Due Diligence on where the person is going stay, making sure that theres a plan to them to get there and that were not just trying to ship people out. You know, who really within an area. Mayor london breed announced new goal of helping 1000 people a year with homeward bound during her state of the city address. Last week we reached out to her about supervisor selfies initiative to revive it. Her office sent us a statement that reads in part the proposed legislation before the board of supervisors does nothing that will expand the use of the program in any way or help more people get connected to their homes. Francisco lawmaker wants to mandate selfdriving Car Companies to report accidents and traffic violations to the dmv. Assembly member matt haney introduced a measure. New at 10 tonight, investigators have identified the mother and child found dead last week in santa rosa as 54 yearold cynthia, in brays and 10 yearold Maximus Monroy both were found dead last wednesday in their home on summerfield road. Investigators are on the scene for more than 12 hours before they finally removed the bodies. Police say the final coroners report is still pending. But at this time, they say they believe the mother stabbed herself. The childs cause of death is still being investigated. They say the boy did not have any visible injuries. And from stockton is facing a murder charge in connection to last months death of wadi about drawn the 78 yearold from livermore was an employee at a speedway gas station in san leandro. Investigators say the suspect 40 yearold dennis lee, seen loitering at the gas station back on february. 22nd second got into a confrontation with bob drawn and shoved him into a pole. Drug died of blunt force trauma. Lee is scheduled to be arraigned in Alameda County superior Court Tomorrow. Major shakeup at the all womens federal prison in the east bay thats been plagued with lawsuits and accusations of assaults. Today we learned the facilitys warden associate warden and a captain were removed and new leadership has been put in place this after an fbi raid. At the prison this morning, our grant lotus joins us in studio with the latest details. Grant cannon o well, heres the latest. More than a dozen federal agents reportedly conducted this operation earlier today. Here. At the Federal Correctional Institution in dublin, walking out with computers with documents. The search comes amid a years long federal abuse investigation of the facility. An Ap Investigation in 2021. Found a culture of abuse and coverups that went on for years since then, at least 8 prison employees have been charged with sexually abusing inmates. 5 of them have pleaded guilty. 2 were convicted at trial and last august, 8 inmates sued the bureau of prisons alleging the agency had failed to keep its promise to root out abuse and protect the safety of people in custody. We spoke with a volunteer advocate with the California Coalition for women prisoners. The group is part of a Class Action Lawsuit against federal Correctional Institute and the federal bureau of prisons. Emily shapiro says last week 12 more survivors joined the lawsuit. Shapiro is not clear what led to this mornings raid but thinks its probably connected to the Class Action Lawsuit. In then, over 2 years that ive been visiting people at dublin. I think and there needs to be like overhaul the prison system in order for this abuse to stop. In a statement uc berkeleys vice chancellor said in part, while we support uc berkeley is under investigation by the u. S. Department of education for possible discrimination tied to the ongoing conflict between israel and hamas. The investigation comes following allegations the university violated title 6 of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race color and National Origin and programs and activities receiving federal financial assistance. Its unclear what event or events may have triggered this investigation. We have reached out to uc berkeley for comment on that but have not yet heard back. The death of a 63 yearold asian woman in San Franciscos Bayview District last year is getting another look police have reopened the investigation after initially ruling in an accident. Yanfeng wound died after falling on the sidewalk and hitting her head. Witnesses have said wu is standing at the intersection of 3rd and egbert when someone pushed her from behind a year after closing that case, police say new evidence may have emerged last week. They say they arrested and charged a person who reportedly assaulted 71 yearold asian woman just 5 blocks from where you fell. Police did not confirm if that person interviewed in the attack is the same person they arrested last week. But Charles Zhang with the Asian Justice Movement is demanding Police Release video of that first attack. There was a conclusion reached that that death was an accident. And so now here we are the next and the same person apparently attacked another elderly asian woman. And so i think its high time for the public to be able to judge for themselves. I think one way that we could do that is by viewing the video of that first attack. Police have refused to release the video saying it will jeopardize the investigation. Definitely overnight tonight and some gusty winds, especially lake level, are seeing some gusty winds and get over some of the mountain passes there. Youln likely see some pretty gust as well. So Winter Weather advisories have been posted across much of the western slopes of the sierra nevada. You can see all shaded in purple here, brown there. This wind advisories across the great lake tahoe area, too. But yeah, you can see another nice round of some snow heading the high country. But heres the good news. Things are going to stop as far as snows concern and then the clouds are going to go away for the most part. And were going bring lots of sunshine and dry conditions, the high country. As gun violence continues to plague the country and California Attorney general rob bonta says the state is taking action to ensure guns are kept away from people who are prohibited from owning them. Our capitol correspondent Eytan Wallace has the story. Well, just take a look at all of these guns. These represent just a handful of the more than 1000 firearms. The California Department of justice seized last year. From people prohibited from as low as possible. That attorney general rob bonta says is specifically the goal of californias armed prohibited persons system program. Also known as apps. It takes date of all the legal gun purchases and 3 plus million legal gun owners in the state and cross references it with a list of the more than 23,000 californians who are prohibited from owning a gun most of the time either because they were convicted of a violent felony or misdemeanor were placed under a Domestic Violence or other restraining order or are experiencing severe mental illness. If theyre found with a gun or deemed to about one before ending up on the list, the state will come and take it away because of this program. Organs. Are off our streets and out of dangerous hands. More schools, places of worship, dance studios, workplaces and neighborhoods. They are all safer. He notes the program is especially crucial in the state where more than 3,000 people die of gun violence every year bonta has long maintained the program does not target legal gun owners, something republicans in the legislature agree with. But while they acknowledge the state has ramped up investigations to confiscate guns for people banned from owning them assembly. Minority leader James Gallagher points out. The state still has a backlog of some 8,900 people who are under active investigation. In a statement he wrote while attorney general rob bonta chased headlines, the department of justice has barely put a dent in californias backlog of the legal gun owners removing fewer people from the app system last year than the year before. Reducing the backlog of illegal gun owners must be the doj absolute highest priority. We can save a life through a common sense constitutionally compliant action. We should. Now at 10, 30 Scott Peterson is scheduled to be back in Court Tomorrow and it could lead to a bombshell moment to las angeles Innocence Project is stepping into this infamous case requesting a mountain of evidence to see if theres any truth to petersons claim that hes innocent of killing his wife, laci and their unborn son. Kron fours theresa has more. Noelle and can one item of particular interest is a van that reportedly had blood stains found inside a day after laci went missing. And whats key is that now the Innocence Project brings technology in dna and other forensic evidence. Thats 20 years down the road from the time of laci and conners murder. And i think thats also going to be what they look at is that dna evidence available to be tested . Heres a closeup look at that burned van with a mattress inside with apparent blood stains. The las angeles Innocence Project wants to review all of the report to the van. And most importantly, use current forensic technology. Is that dna evidence available to be tested . What does it show . Legal analyst steven clark says it is significant to have the group get involved. The Innocence Project has been very successful in exonerating people who have been in custody for a very long time. In addition to the van, other evidence requested includes reports collected from the search of the bay area. Marina, were laces remains were found. Police reports on a burglary across the street from the peterson home and access to interviews conducted on eyewitnesses that reported seeing lacey. Analyst clark says that the bottom line and digging into this case years later is to ensure the integrity. Of our legal system project may not show that Scott Peterson didnt commit the murders. They want to look at this to make short that the jury got this right one way or the other. So it could be that the Innocence Projects information suggests that the jury didnt get it right. I mean, certainly there was a lot of evidence in the peterson trial to suggest he was guilty, including his behavior during the time of the homicide in january, the Innocence Project asked to take a closer look at 16 pieces of evidence a judge could on tuesday make a broad ruling on this case in order prosecutors to have it all over. We have you covered. We are going to be in the courtroom first thing tomorrow morning to cover this case. Cameras are not allowed but we can block from the courtroom and we will be doing that. The bicyclist involved in last weeks crash in West San Jose has died from their injuries. The collision happened last thursday night last thursday evening near campbell at hamilton and latimer avenues. Police say the bicyclist was traveling outside of any marked crosswalks and when she was hit by a motorcycle, the biker remained on scene and is cooperating with investigators. Police say alcohol and drugs did not appear to be a factor. This marks the citys 10 traffic deaths of the year. Concord leaders are taking back the rent, stabilization ordinance. It passed just last month. The measure would have capped annual rate increases at 3 or 60 of the Consumer Price index. And the changes would only apply to multifamily complexes built before february of 1995. The ordinance was scheduled to go into effect next month. But city Officials Say theyre suspending its implementation. The policy may now end up in the hands of voters. A glimpse into the future caltrain successfully tested its electric trains overhead wires between redwood city and Mountain View for the first time today. The agency can now ramp up the testing of its new fleet. Caltrain is set to launch its electrified service this fall. Meantime, the end is near for legacy. Local animal shelters are busting at the seams. Getting more dogs than request for adoption. That means dogs that are perfectly healthy. Get put on a list to be euthanized as kron fours. Rob nesbitt tells us shelters are asking for your help. This is happy. A 9 monthold female up for adoption at oakland, animal services. Shes not alone, though, on the adoption list. And thats the problem. So far this year, the shelter averages a monthly intake of 349 dogs, Oakland Animal Services dedicates. Its time to caring for animals in the hopes of finding forever homes but currently director and an has a crisis on our hands. Our right now is the most weve gotten over 15 years. The shelters intake is receiving at least 12 dogs a day, nearly 350 a month, according to dunn. A big reason for the increase is that dog owners cant afford to keep their pets. Were seeing, you know, a huge increase in the number of people that are losing their housing since the Eviction Moratorium ended of people that are choosing between being housed and having their pets. Its a problem at other animal shelters in the bay area as well as that animal care and control receives a lot of dogs that are surrendered from their owners because of economic hardships. Another big problem there is that animals are taken from their owners because of things like animal cruelty allegations, not adoptable, but taking up space at 3he shelter during pending litigation. Don says when shelters are full, the probability of dogs having to be euthanized, increases. Our reality with this situation is that we are contemplating euthanizing for space. I always want to be really clear what were talking about, that were talking about dogs that are adoptable. Were talking about great odds. Its not anything that we want to be doing. Thats why Oakland Animal Services is extending their hours this week, wednesday through sunday, a spring into action. Push for adoption, especially on thursday when the shelter will stay open until midnight that we are hoping that people come out in a big we will have nots makers. You know, again, we just really trying to make it easy. 2 to adopt a great dog. In addition to extending their hours, Oakland Animal Services is also creating other incentives for adoption by waiving all adoption fees. For big dogs reporting the newsroom. Thats what it sounds like on the brand new pavement at sonoma raceway after shutting down over the winter for some maintenance, it opened back up to the public today for a charity event. People brought their own vehicles to get a feel for the newly repaved track for a few hours, of course, provided a unique opportunity for people to take some laps around the 2 and a half mile long course. Its one of the few road course races on the nascar cup series circuit. All proceeds from todays event benefit speedway. Childrens charities. Sonoma. As soon as they get on that track, it is just accelerating. Its so and everybody leaves just with that adrenaline rush. And so happy. And so and its just its a wonderful opportunity to be able to not only give our fans that experience to get them here actually on the track, all knowing that it supports a great cause. Its were so fortunate to be able to do this. This is the first time the sonoma raceway has had a complete repayment operation done in 23 years.
