We have Live Team Coverage tracking this latest winter storm kron. 4 Charles Clifford is in the north bay finding out how people there are handling this next round of wet weather. But we will begin with a check on the conditions all across the bay area with meteorologist kyla grogan. Hows it look out there . Hey, theres been a bit of a wild ride so far. Weve got downpours that we have sunshine were getting cooler temperatures rolling in. The wind is picking up. You can see all that moisture kind of rolling across as we take a live look here. You can see all those clouds that are out there. No doubt about in the last 24 hours, we picked up some impressive rain totals, particularly up at our elevation. You can see ben lowman in the Santa Cruz Mountains over an inch and a half mount diablo over an inch and a half. But orinda about 3 quarters of an inch over a half. And santa rosa, San Francisco about a quarter and san jose about 2 tenths. And were definitely adding to that now. Im watching the winds start to pick up too. This is going to be part of our system today, 60 22 Miles Per Hour in San Francisco. But 23 in oakland and in fairfield right now, we are under a wind advisory that does go through 10 00am tomorrow morning. So i really expect some of this wind to be troublesome as we get throughout the night tonight. So just be ready for that. Heres a look at stormtracker 4 you see on the snow in the sierra and all the rain kind of rolling to the bay area. Lets zoom in and see where some of those showers are right now in the north bay. You can see weve got some right around of auto there. So if you are in 101, youre going to be encountering some of that over towards napa. If you come down into San Francisco, we just had a few roll through there now heading over towards the east bay. So 8, 85 80 also going to be some of those slick roads to contend with. Same story for 2. 80, as it heads down into the south bay. We can see san jose right now dealing with a few showers. They are mostly light, but we have had some heavier downpours come through as well and the last couple of hours and you can see as we get through the afternoon, this is going to continue, in fact, get a little bit more extreme as we get about 4. 30. I think that we could start to see some of the potential for thunderstorms roll through as we get throughout the night tonight and very cold air coming in behind it. The rain coming down. Well, the rain sort of been hit or miss. Weve had some really heavy downpours, but a lot of its been kind of like this. Whats happening right now is the wind is really kicking up. And i feel like its cooled off a little bit. So i was out here in marin county today talking to folks about how theyre going to spend wet weekend. And also, you know, theres a lot of snow expected in the mountains and some people had to cancel. Theyre tahoe plans. On friday. The rain was off and on across marin county and the battle neighbors were going about their business and getting ready for what will probably be a wet weekend. Dont really like being out in the weather. But, you know, we have places to go things to do so until katie, who work security said hes not excited about the rain but knows its for the best california. We do need the rain. So and while more rain is on the way over the next couple of days, its not expected to be a major storm here in the bay area. The real action is in the sierra where forecasters are predicting blizzardlike conditions and multiple feet of snow. We were just up in we got out before the ring. Catherine rigo was out running errands friday morning. She says they came back from tahoe just before the weather turned bad. They originally had plans to go back to the mountains this weekend but change their minds after seeing the forecast is going to my sisterinlaw. Were going to leave this afternoon just didnt do. This has herbers is pushing back against paying the nearly 10,000 in excess litter fees. The city says he owes. The fees imposed on food businesses and the program was adopted in 2006. The city says the money is used to pay for contractors to pick up litter along commercial corridors. The city says those workers collect 400,000 pounds of litter each year. Herbers has not paid those fees dating back to 2021. And with interest and late fees. The total amount due has ballooned. He claims the city neglects his property where people illegally dump their trash and massive amounts on a weekly basis. The city says it is willing to work with herbers to reduce the charges and reached out to him. After kron 4 aired his story this week. Some developing news for suspect has been charged with the murder in the killing of Oakland Police officer twan lay lay was shot and killed in december while responding to a burglary near jack london square. So ron russell joins marks. Sanders marquese cooper and alan brown and being charged with las murder. Russell was originally charged with 3 counts of burglary in entered a not guilty plea. Prosecutors believe it was sanders who pulled the trigger killing lay and the Alameda County District Attorney pamela price says in part, quote, we will not stop until everyone who participated in his murder. Hes held accountable. The 4 defendants are scheduled for a preliminary hearing on monday. March 4th. San Francisco Mayor london breed is touting the reduction in the number of homeless tense on city streets. The tents occupied by the unhoused fell by 37 in the last quarter. This is according to the city in a report, the city says the number of vehicles lived in by an house people dropped. 42 . The mayor says in kaplan teams helped place 1500 people into shelters last year and got 3,000 people off of the streets altogether. Last week, a wall, a lawsuit against the San Francisco over homeless sweeps was put on hold. The San Francisco Unified School District is getting a new payroll system. This is coming after employees to do the district said they were not receiving accurate paychecks for about 2 years. The frontline education, california enterprise resource system was made for california k through 12 education and it is the most used system in the state. The School District will now bring in a contract to the board of education later on this month for approval with the target date of starting this new system in july of 2025. The superintendent doctor matt wayne said in a statement this decision was made after thoughtful and careful consideration. What kind of system we need as the 3rd largest employer in San Francisco. Im confident that this change is in the best interest of our employees. In the south bay, the Santa Clara County registrar of voters is expecting about 45 . 2. 55 of registered voters to participate in the primary election next tuesday. The county says this is lower than normal, adding that theyve only gotten ballots mailed in from about 8 of voters so far there are reports of a shortage of Voting Centers impacted areas where tight races are taking place. And earlier today i spoke with san jose mayor matt mahan about the voting Coverage Plan for tuesdays election. I think the important. Message is that people have many options for voting by saying our county registrar to be very clear about their Coverage Planning to make sure that we are serving all neighborhoods in our city, all communities and that everyone has equal access to opportunities to vote. Censorship journalism students filed a lawsuit yesterday after the schools principal removed a story about an alleged assault case against a teacher and then fired the schools journalism advisor. Were going to talk live with the uc berkeley, sierra snow lab. As that area could get a list, 10 feet of snow during the storm. But first, despite being told not to travel, some people are still planning to go to the sierra. Well take a look at just how dangerous it is out there today. Yeah, dont do it. Thats my advice. Youre taking a live look at diamond peak here. The snow is falling. Heavy snow. Ill have all the at cretors, we handcraft every batch of our delicious popcorn. Some parts of the sierra, more than a several feet of snow have blanketed city is homes and roads creating some hazardous conditions. Ski resorts are closed, caltrans asking people to stay home. And right now only vehicles with fourwheel drive, equipped with snow, tires and chains are able to cross the Donner Summit and highway 50 into south lake kron. Fours to show shows us now more of this storm thats impacting the sierra. Whiteout conditions to wind speeds clocking in past 150 miles an this storm is packing a punch. It promised we sent over 50 fire engines and a couple 100 individuals to various locations. Weve also sent swift water rescue teams for some of the areas that might see downstream impacts was chris darden, a spokesperson with the California Office of Emergency Services doubling down encouraging californians to play it safe and stay home as this weekend is expected to bring even worse weather. Like we said, these are extremely dangerous conditions. Whiteout conditions, 10 plus feet of snow in some areas. These are not conditions that are passable by your average individual. So hunker down. If youre if youre in the snowy areas, if youre not a just cancel or postpone your plans, do not try to travel in these really dangerous conditions. Take a look at this on i80 in Nevada County stretching over the Donner Summit. Slow going. As trucks got stuck and caltrans crews stepped in to help. At noon, a big rig accident heading westbound. I80 near the whittemore exit in truckee forced all traffic to be turned i mean, yeah, you can see the wind. It is absolutely insane. Right the cameras shaking much dry pasta fallen it is pretty crazy out here and palisades tahoe, the resort slammed with snow forcing operations to shut down friday to 145 mile per hour. Wind gusts at our the record is 199 Miles Per Hour. But we could potentially beat that but it is really blustery up dont really recommend coming up here at all. Lay says that for the rest of the weekend, it will be a wait and see as the conditions are predicted to get even worse before getting any better. Theresa kron, 4 worse before it gets better. Lest you think would be a good idea to go up and go skiing. You see anybody hanging out here skiing . No, you do. This is where they hang out in between skiing and theres no one there because you cant do it. Today is just too much snow. Its too crazy and its too dangerous and its too windy and you see whats happening here. All of this moisture is funneling right into the sierra. They are in it right now. Heavy snow. That means those dark blues that youre starting to see show up to all of this that were getting kind of these showers. Its rolling right to this year and look how fast and furiously this snow is coming down to where you dont want to be is on those highways right and i know that you know that. But i got to say it again. We are under a blizzard warning and that goes through 10 00am on sunday and frankly, sunday is still going to be a little bit of a tricky day in my opinion, i would wait by a Family Member saying, hey, i want to get up there. So you got to wait till monday. This is a multiday event. Weve got that snow. Weve got the wind blowing upwards of 75 Miles Per Hour. Tree limbs down. Theyre going to have power outages. All the things, all the things so, you know, stay safe and stay put. Thats my advice. Once again today, those snow levels are going to be dropping. This is a cold air system. Snow, snow by saturday, possible down to 2000 feet by sunday. We could see the lower than that whiteout conditions near 0 visibility. Likely . Alright, heres future cast to show you. This is tonight. Theyre going to stay with heavy snow rolling right through the middle of the night and we get into tomorrow morning. You might say ok lighten up for second, but by the afternoon, were back in it again. This is when all of this is going to crank in which see the heaviest of the snow in the next. 24 to 36 hours. Here is sunday, 10 30am, in the morning. Still a little bit of snow falling. And of course, were going to have those roads that need to be plowed and dug out. This is sunday evening. So thats why im saying if its me, im im staying out of there until at least monday because were talking about feet of snow there going to be showing up here. You know, some estimates putting it above 10 feet. Im going 48. Well see how it all works out. But were already seeing about 2 feet falling as looking at some of the resorts we could see when that cold air rushes in a little bit of snow in some of our peaks here around the bay area, too. And this major storm is hitting the sierra and it could potentially dumped almost 10 feet of snow. There. So andrew schwartz, the lead scientists from the central sierra snow lab. Uc berkeley is joining us now to talk about it. How is all that snow . Well, theres plenty of it coming down. Were in kind of a in the storm right now. But it looks like were going to really start picking up soon this afternoon and get a lot more snow overnight. Do you think this storm is going to rack up in the record books . Well, thats a good question. You know, i think at this point in you know where its going to be a great snowfall for this year, whether or not we see it really into the record books as huge depends on the next 48 to 72 hours. But at this point in time, its really just about the wild conditions that are out there. The low visibility, the strong winds and the heavy snowfall rates. Yeah. What do you think is most concerning to you . The wind, the ice or the snow like what makes it more dangerous . The storm because it did get earlier this week. Were calling it a blizzard warning. Well, thats you know, we it doesnt have to have falling snow to be a blizzard actually you can get blowing snow along the surface. That creates blizzard conditions with low visibility. And thats what were seeing right now. Even during periods of low snowfall were still getting those really fast winds that are causing visibilities to occasionally fall below a quarter of a mile. And thats the biggest problem because its its hard to see those conditions. It can bring whiteout conditions, even if its not snowing that so is this considered a cold storm . Some of the others that have hit so been kind of warmer and rainy. Is this like the cold guide that sir . Is that the march storm thats going to be known as the frozen one. Well, almost year after we had a storm last yeah, this ones pretty cold. Were seeing lower temperatures. A lot of the coming down. Isnt that wet . Sierra cement, but it is. A little bit lighter and fluffier. You know that good in terms of skiing. But the problem with that is when we get big amounts of it all at once, it can avalanche danger to so that is something to consider as far as country safety over the next few days. So how so far is the snow pack for this time of year . They did a survey yesterday morning. Which is like before this whole storm and we were like 70 or 80 of where we want to be for this time of year. So im curious. If they did the survey, they just waited until monday how it would stack up and what you think the next survey will look like . Yeah, come a long way. You know, january 1st, we were only 28 average as of the survey yesterday we were at 80 . I can tell you the numbers from the statewide Monitoring Network that the department of water runs are showing that weve come up 4 statewide in just the last day. So its unlikely that were going to get all the way to our april first average when the storm we still have about 26 more to go on that. But this is going to go a long way to helping out our Water Resources and as long as the storm and a dozen closed should help us out quite a bit. Alright, what are your snow plans for the weekend . I think youre looking just hang out, stay hunkered down. Do not want to be on the roads. It is far too dangerous out there. Heres what it looks outside from our mount tam cam. It is blustery, windy and rainy there on the top of mount tam. A cow is going to talk about our local forecast and also a look now whats happening across the country. Got storms heatwaves. Busy day today. There is a storm in the southeast. You can see this kind of rolling up the east coast that had some flooding concerns there. Weve got fire weather that is all the way from texas right up into the dakotas. Very sadly, that area that has had the biggest wildfire in the history of texas is going to be dealing with warming temperatures and then also some more wind as we head into the weekend. Then, of course, youve got the winter storm that is rolling across on the west coast. I mention those temperatures will be warming up. You can see a dallas right out 69, but i do have concerns for their weather because wind and 70s is headed their way this weekend. Were actually cooling down because we have this cooler air coming in behind the low pressure system thats bringing all of the rain and all of the sierra snow our way. You can see that here. Theres that low pressure. Weve got another front tracking through today. So its kind of in coming after the gther sending all of that cold air, an ice cold core system to get that snow going. We need the snow pack. Thats a good thing. But this year is going to be a tough place the next couple of days. We just have some showers here in the bay area. We have had a few heavier downpours. You can see where they just rolled through parts of marin county are actually headed up towards napa. You can just skirted there just south of napa now getting out of that. But mostly it is lighter showers that are rolling through. And you can certainly see them along the peninsula in the east bay and down in the south bay. And as we get into the afternoon, were going to see this pick up a little bit. I wanted to mention also as we take a live look out of Half Moon Bay can kind of start to see some white caps that are out there. We also are seeing bigger waves coming in. So as you look out into the ocean, they have 24 foot high waves that are in this well that ive been watching roll in over the last few hours. So now as we zoom in, you can see its starting to reach us here. Wave heights about 14 feet out of point raise. So we are under that High Surf Advisory looking out for those breaking waves to you know, 15 to 20 feet between now and 4 oclock on saturday. So my advice is to stay away from the coast, if you can, over the next year, 12 to 24 hours. Definitely never turn your back on the ocean because weve got that risk of sneaker waves that is out there. We also have wind happening. We have a wind advisory and of course youve got the rain. There are 2 wildfires burning right now in the texas panhandle that have now merged to become the states largest and most destructive fire in state history. Nearly 1. 1 million acres have burned so far. At least 2 people have been killed. Homes and other buildings have been destroyed. Officials have yet to reveal exactly how many at least 3 other wildfires are currently burning across the state. And crews are bracing for a tough fire fight this weekend. Powerful winds are set to return to the area and warmer than usual. Temperatures are sticking around. The Transgender Law Center in oakland is calling for the removal of an Oklahoma State official after a 16 yearold student died after getting into a fight on a high school campus. So police say next benedict who identified as non binary was attacked by 3 girls in an oklahoma campus bathroom after benedict allegedly scored them with water. Benedict had to be taken to the hospital. And this is video of the teenager. Explain to police what happened and then benedict died the next day. And so their death has now sparked outrage and protesters are accusing the Oklahoma State School System fostering a culture of violence and hate against the Lgbtq Community. And now more than 350 organizations have called for the removal of the Oklahoma State superintendent of public instruction ryan walters in a letter written to the state of oklahoma, the Transgender Law Center here in oakland says, quote, superintendent ryan walters is responsible for fostering a culture of violence and hate against the Lgbtq Community in oklahoma schools. It goes on to say that we outraged that a climate of hate and bigotry has not only been allowed to thrive, but encouraged by the person who is responsible for the education in the state of oklahoma. Youth should feel supported and encouragement at school, not bullying and harassment. All right. New now this afternoon, we have just learned that the Oakland Police commission has released its list of finalists for a candidate to become the next police chief in oakland. And they have now sent this letter to oakland, mayor sheng thao in a unanimous vote for names were sent to the mayor. But we dont know their names. And this is coming just one day after the Oakland Community got a chance to hear from 4 candidates. Kron fours. Dan thorn has more. Parents thursday night by the 4 candidates vying to be oaklands next. Top cop. The Oakland Police commissions police chief Search Ad Hoc Committee held a public forum in the City Council Chambers asking the questions from the community. Why does your background in policing make you the best fit for oakland next police chief . This is my life work. And i think if im given the opportunity to lead this department, you see significant, tremendous impact new york citys assistant deputy mayor for public safety. Louis molina along with former lubbock, texas police chief floyd mitchell, cincinnati, ohios assistant police chief lisa davis and former San Leandro Police chief Abdul Pridgen all had a chance to speak pitching their goals for the first 100 days and plans to build Community Trust and transparency. Oakland community. And the local police very attractive to me and my family, i pricing. How working to better truly makes things happen. The group does not include an internal candidate, but pridgen says he understands the bayarea. I think im the perfect. Choice for oakland since i just lived down the road and my son is going to start. School in oakland in september. And im angered in this community. Not at the meeting. Was oakland mayor sheng thao who over a year ago fired then chief Leronne Armstrong thao says she is against these kinds of forums because it harms the chances of attracting the best candidates. And for those in the audience, there was no opportunity to ask questions, make comments or offer feedback during the forum. But the public is invited to provide feedback online through a post forum survey. The feedback window will close on monday. So why the statement from the commission that we just got here at kron 4 did not list the candidates by name. It is likely they are the same 4 candidates that were invited to take part of last nights community forum. So now heres what happens next. The mayor will review these choices and conduct her own interviews of these 4 candidates that have been submitted to her by the Police Commission. At that point, she can pick one to be the next police chief or she can reject all of them together and asked the Police Commission to start all over again and come up with another list of finalists will keep you posted. Alright supervisor aaron peskin has not officially launched his mayoral campaign, but sources here at kron 4 tell us we could see this official announcement as early as next week. The supervisor from San Francisco currently serves as the president of the board of supervisors and has been on the board on and off since the early 2. Thousands. He is currently set to term out later on this year. If he does officially joined the race, he would be joining incumbent mayor of london. Breen supervisor ahsha safa e the left the press, daniel lurie and former San Francisco mayor and current supervisor supervisor mark farrell the last day to officially join in the race for mayor is june 11th. As we get more official words other candidates, including supervisor peskin. We will keep you posted. And there are a lot of candidates in the race for the next mayor for San Francisco. One of those contenders, as we said, is the air to the by strauss fortune. And that daniel lurie kron 4 Stephanie Lin step down with him and he says that San Francisco has a broken city hall. Im asked the voters. Do you really believe that someone who has helped create this system is the right person to change that culture, to fix that broken system. Could a political outsider become San Franciscos next mayor . Its the position daniel lurie hopes resonates with voters in a crowded race. And and the perception. Lawlessness is an acceptable part of life in San Francisco. I have committed my life too issues of poverty. I believe that i understand what is at stake. A San Francisco native and heir to the levi strauss fortune lurie founded the antipoverty nonprofit Tipping Point in 2005 raising hundreds of millions of dollars to fight homelessness in the bay area. We need to build more affordable housing. We have to get people job training and employment skills. He also served as chairman of the super bowl, 50 Host Committee working with local officials to bring millions in tourism and business dollars to the bay area. If you are elected mayor, whats the first issue . Recruiting and retaining a police force. We were down 700 Police Officers its going to take us some time. No question about that. So thats all within the margin of error of plus or 2 percent. Democratic congresswoman katie porter is in 3rd place with 19 . And democratic congresswoman barbara lee in 4th place with 8 when it comes to the general election. The poll finds that shift would beat garvey. 53 to 38 . The poll does include people who have already voted or considered likely to vote in tuesdays primary. But first, were speaking live with the Sonoma County Animal Shelter about how you can help animals in need after a animals in need after a cruelty case. Animal services need help right now and fostering or adopting dogs. Officials say the 118 kettles are bursting right now with 180 dogs, including 46 puppies. And the shelter director says the overcrowded shelters due in part because of recent cruelty case for the shelter took in a number of large animals. So joining us now to talk about this is Brian Whittle with the shelter. Thanks for joining us here during kron for news this afternoon. Can we start with this cruelty case . What happened . What details can you share with us . Currently, it is still kind of an open investigation, but it does involve a large number of animals that we did have season in house. And theyre here, you know, in our shelter right now that is taking up a lot of space and, you know, the Court Systems are backed up. So it does take a while for these to move the for these cases to move through the system to how many dogs did you taken from this case and what kind condition are they and are they ok . Yeah, it was 32 dogs that we brought in from this one particular there was some farm type animals that were included in that as well. But there are house dot sight. In there and theyre in. Theyre in good shape. Now. Theyre getting medical attention in the their needs are being met as as we do with the general to come to order. So he took it all these animals. Were looking at some pictures on the screen right now. Are these some of the dogs that are up for adoption now and what can people do if they want to help . City said it was going through the court system. Does that mean if someone wants to adopt or foster one that that it would be a a done deal or or would there be some issue there . You know, right know there we wouldnt be able to adopt them out of the keys animals, but the dogs, youre, you know, the you see in the photos, these animals that are up for adoption and are waiting for homes in the end, even foster home. So were asking the community to to come out help us to move these animals new homes and give them a break from the would really help us out to the lower our population and be able to say even work with more animals. As we move through the day. So when Something Like this happens, all the sudden you get like dozens of that you need to take care of immediately. What kind of stresses that put on the shelter . What what does that mean for the animals were currently there . And how do you take care of all these pets all at once . You know, our staff is just amazing. They they really have buckle down put their nose to the grindstone and are doing great work with with the abundance of animals that we have here. I cant thank them enough for what theyve done you know, its its a big team effort to make sure that everybody gets what they need and, you know, a lot goes into the daily operations. You know, were really happy to have who we have working here and the team is working great to make sure the animals are cared for as they need be. So i read 46 puppies. Thats a lot cities that need some homes. Is there anything you want to say to people who might be maybe this weekend is the perfect time for us to adopt a new dock or foster a dog. Yeah, you know, i mean the theres puppies available. Theres all sorts of different types of dogs available, different sizes. Different breeds. You know, please come in, you know, any little bit counts. You know, every every animal has is an individual and we can help match you up to somebody that that will will really fit your family and your lifestyle. Across all these cameras up at mount tam, weve got the wind blowing and though the rain coming down, san jose, the skies are dark. Were a little bit cloudy over golden gate bridge. But, you know, were not looking so bad. If you take a look at San Francisco by quite hours, though, its a little bit of a mix right now. And thats because were seeing all of this energy start to roll through. And we are seeing some of the heavier showers and certain spot. So as we zoom in here, we saw those dark skies in san jose where you can see weve got the yellows popping up there. Some heavier showers that are coming down as we move into the east bay. See, they lighten up a bit. Same story in the peninsula, but then head to the north bay in and around fairfax. We start to see a few of these that are headed towards nevado and also had a few that rolled through. There are a little heavier in napa to you can see where that yellow is. So, you know, its kind of on again off again, hit or miss showers. But the big story is that were going to see this roll through the night tonight into tomorrow, even part of sunday wanted to mention while weve got all of this heavy snow coming down to see some lightning popping up with these storms too danger is associate with a lot of these storms when it comes to the snow. We have now an avalanche warning that kicks in at 5 oclock 5. 30, today that goes through 05 00pm on sunday. Heavy snow coming down quickly. You get these different layers and get instability there. So another reason that you just dont want to kind of be messing with that right now until things are all settle down. Meanwhile, back here at the golden gate bridge. Youve got the cloud cover were doing. Okay. Doesnt look like we have the rain now. But take a look at the flag over here. You can see were starting get some of this wind going temperature wise. Weve been mostly the 50s today and tomorrow youre going to notice this cold air rushing in behind this system along with this wind thats going to be blowing bringing it. And you can see right now were at 30 Miles Per Hour in San Francisco. So starting to pick up at this hour, we are under that wind advisory. We do expect gusts to get up to about 50 Miles Per Hour. That does go through saturday morning at 10 00am. So lets roll this through. That can show you where some of these heavier showers are set to roll right this afternoon. So get ready for this into the evening. Thats 8 oclock. If youre going to be out and about tonight, youve got to be prepared for some of these heavy showers and some of this wind to come your way now, when its all said and done at the end of the weekend, were still looking out for about one to 2 inches of rain.
