So starting today, if you see someone breaking into a car, youll be able to direct message, photos, videos and other information to Oakland Police directly. To cars this year alone, state senator scott wiener has an idea. He has introduced a bill to make it harder for criminals to get away with the smash and grabs because the way the system is now the court system, theres a requirement the prosecutors have to prove a car was locked at the time of the breakin. Now this. So there was a failure to pass this in 2018 19 to do to revise this so that this would be the case. But he thinks that this time its going to work when the legislature reconvenes. And heres the thing is it will make the prosecution easier because right now they have to prove that the car was locked and the person who had their car broken into to come back to wherever they were from and testify in court that it was locked. Worst. With the rental car and thats for us is now 3,000 miles away. And theyre not going to come back to francisco. Testify that they locked the car where you might have a resident who simply doesnt remember whether they so if this passes, that will obviously make the prosecution a lot easier. The other big headline this morning, the fact that a woman has been are now suing the luxury hotel in Half Moon Bay claiming that an employee serve them a bottle of water that was contaminated with bodily fluids the ritz carlton kron. 4 Sarah Stinson has a closer look at what happened. People pay hundreds of dollars to stay at the ritz carlton in Half Moon Bay. Now the Luxury Resort is facing a lawsuit from 2 of its loyal customers who say they were sexually assaulted by a staff member here. During sunset at the ritz carlton in Half Moon Bay guests can be seen enjoying the property in coastal views. A husband and wife state here one night last november for a restful weekend to celebrate her birthday. But their stay is now being described as causing horror and trauma. Court documents filed this month identified the couple as jane and john doe stating jane drink seem in contaminated water from a water bottle served by ritz carlton staffer. The lawsuit claims once she realized what she ingested, they contacted Hotel Management and filed a report with the San Mateo County sheriffs office. Court documents say the ritz carlton later sent a water bottle to a laboratory for testing and results confirmed it contains seaman in january. However, they say the hotel allegedly refused to provide a copy of the Lab Test Results to the does so they could share them with their medical providers. And the couple claims the hotel refused to work with Law Enforcement as well. The couple says the hotel attempted to compensate for their troubles by offering Marriott Rewards points. The do say the damage goes far beyond that. The wife and husband have both gone to therapy since the incident. The lawsuit seeks to remedy the Emotional Distress caused the 2 want the hotel to pay for damages for battery and negligence as well as the legal costs. Theyre also asking for a jury trial to settle this case. We reached out to ritz carlton and to the San Mateo County sheriffs office. We did not hear back in time for this report. She says the Police Commission is going to make its recommendations to fill the position shortly. And so im excited for those efforts. And by next year, we will have our new police chief. Oakland has been without a chief since the mayor fire lebron armstrong in february. Well, a north Bay High School was put on lockdown yesterday morning following reports of a student with a knife. Police responded to Piner High School after receiving these reports that a 15 yearold had threatened classmates with a knife. Police say it started as an argument between several students at the schools library. One of the teens allegedly threatened the others with a knife and then left campus. Police tracked down that teen and arrested him for possession of a weapon on campus and was cited and released to his parents. Another teachers strike has hopefully been averted in the bay area. The Gilroy Teachers Association and the City School District reached a tentative agreement on a new contract this week. Both sides have been negotiating since september of last year. Here are some of the highlights from this deal. It includes a 13 ongoing Salary Increase for the next 2 years. It reduces class size ratios to 24 students per teacher for first through 3rd grades, additional pay for dual immersion teachers and maintaining employee contributions to health and welfare benefits. The tentative agreement will go to a ratification vote starting on november. 1st. Faculty and staff of city college in San Francisco held a rally. They want. A better contract. A fair contract, they say is what theyre looking for. The rally took place outside the board of trustees meeting. Participants hold those signs that say theyre demanding better working conditions will keep you posted on what happens. A new report by the California Department of housing and Community Development says that developers dont want to take the risk or the trouble of building in San Francisco. The report found that developers who worked in neighboring cities say that they couldnt work in San Francisco because the review process takes too long. And they say the process. Heres how they break it down. It takes an average of 523 days. This is to review a Housing Project in San Francisco, the next lowest city in california takes 385. So its a lot slower. And then it takes 600 days for a permit to actually get approved. So a very long time for things to come to pro fruition. Now the city is facing pressure to meet its state mandated goal of 82,000 new Housing Units by the year 2031. Governor newsom recently renewed a law that aimed at streamlining the process to build more houses. But in the south bay employees who earn minimum wage will have a little more in their paychecks come january. A few moments later, a search of that car found several stolen credit cards. And so the suspect was taken into custody and is now facing several charges. Heres what we know so far. The search continues today at some of the primary places. One of it, the bowling alley, which is behind this roadblock behind me. Another search continues is the bar where the shooting happened as well. And another place would be the list been boat launch. Thats where they found the suspects white subaru station wagon. So heres a couple things thats going to happen there. Officials say theyre going to put divers in the water. Theyre going to have air resources. How the ring around that area. Theyre going to have sonar checking for shadows and things in the water. And theyre also going to have along the shoreline by that boat launch. Officers walking investigating that area so far so far identified 8 victims and theyre still working to identify some of those 18 People Killed in that shooting 530 plus leads. Thats what theyve been following since shooting happened wednesday night. They say theyre continuing to check everything and they say they have to do their jobs. And if people are wondering why its taking so long, heres what officials have to say. But for or in order for us to our jobs. To be professional. Spent full of the victims and the families that were working with in the process within which you work. We have to take our time. Were going to be processing every square inch of these facilities. Officials say they are days away from completing processing each crime scene. Another aspect to this manhunt is theyre working to get affidavits for search warrants around Digital Media so they can look at things like phones and computers. 70 plus witnesses so far is what Officials Say they have and r and js when it comes to the shelter in place is still going on here. Officials say that is still in place. Who faces federal and state charges for trying to shut the engines off at mid flight on an Alaska Airlines plane has made his first appearance in federal court. Joseph emerson men charged with one count of interfering with a flight crew. Thats the federal charge. And watch this. Heres the moment that he was escorted off the plane by the police when the plane instead of going sfo was diverted and landed in portland. He was off duty at the time and was riding in the jump seat in the cockpit when this happened, federal Court Documents reveal he told the pilots im not okay. Then reached up and grabbed the red fire handles, pulling them down. But the pilots were able to take quick action and that did not shut the engines off and everything was fine. He was escorted to the back of the aircraft where the Court Documents reveal a Flight Attendant says that heat turn towards an emergency exit door and tried to grab the handle. And open it but was stopped. And another Flight Attendant heard him say that he messed everything up and tried to kill everybody. Now these are the statements that are in the Court Documents. The meantime, his attorney is working for a defense in saying that he never intended to harm himself or other people. Heres a legal expert talking about how the state of mind, in effect, the trial. Barely Mental Health will play a role in the case essentially tampered with the aircraft and what hes describing is an impulsive act. And i think that will be the focus of the defense that this wasnt premeditated. Lets bring down or point. This is someone who acted impulsively in a complete Mental Health breakdown that had been building up to this point, what the prosecution will try to do is say that heat premeditated this, that he planned it and they can show that by what he did leading up to getting into that cockpit. Leading up to getting in the cockpit. He had told a state authorities that he had consumed magic mushrooms. 48 hours before showing up and to show up as a even an offduty pilot you have to say are fit for duty, meaning that you are not. Tt said that he hadnt slept in 40 hours in the air. Not you have no, you know, drugs in your system. That hes facing. 83 counts of seconddegree attempted murder on this state charges. He remains in jail. Now hes due back in federal court november 22nd. Well, a man accused of trying to escape from olayo Police Accidentally impaled his leg on a security spike while jumping over a fence. Police were chasing a stolen infinity on tennessee street last monday when the driver pulled over near the Cal State Maritime Academy campus. 2 men then got out of the car and ran towards the gate near the campus dorms. And thats when one of the suspects impaled his own leg on a spike on that gate. Police found a loaded gun nearby, but the other suspect ran off the suspects leg was removed from the spike.
