And today state attorney, the general rob bonta announced new push to reform the Vallejo Police department kron 4 s Charles Clifford has our top story. Well, theres been an ongoing effort for the past couple of years to reform the Vallejo Police department. Today, attorney general bonta said that that work will continue. California attorney general rob bonta announced on monday that the state, doj and the city of les are launching a new effort to reform the Vallejo Police department. This is a continuation of a process that started 3 years ago. The state says the progress has been made, but that theyre still a long ways to go. The new effort will focus on 45 areas of improvement, including addressing patterns and practices of unconstitutional conduct promoting Public Safety supporting officers and protecting the rights of the people of all a hoax. The new effort also seeks to address the use of Unreasonable Force by holding officers and supervisors responsible. It would also change how and when officers may conduct a search to ensure that those searches comply with the law, attorney general bonta says bringing the department into compliance with all 45 requirements is a big but necessary challenge. All of it is critical to ensuring the Police Department aligns with contemporary best practices and upholds the rights of all Community Members. The Vallejo Police departments interim chief said on monday that the department, which is critically understaffed, is committed to making these reforms it its hard when youre dealing with the public. Theyve been waiting for a while and theyre upset which they should we should be able to provide it. Better service than we currently can with the staffing that we have. Under the new plan, the Vallejo Police department has 5 years to address its problems and come into compliance with the states requirements. Address the recent tiktok video that shows a Police Officer officer striking a woman following a pursuit. They said they are investigating that incident and that they hope these reforms that theyre working on will prevent that sort of thing from happening in the future. Americans are being evacuated from israel as the country prepares for an expected Ground Invasion in gaza. More than a half a Million People have fled their homes in gaza just in the past few days since at least saturday, there have been reports that israeli invasion of gaza could happen at any time. So far, its not started. Theres no word on exactly when it would begin. Israel continues to launch airstrikes there and hamas continues to fire rockets at israel today. The Prime MinisterBenjamin Netanyahu spoke to the Israeli Parliament where he said the goal of the war is to destroy hamas and to make sure that that group can ever threaten Israeli Citizens again, israels army is in position right next to the gaza border. There are some 360,000 reservists who have been called up and theyre waiting on word for when they can invade in washington. President biden has postponed a trip to colorado. So he can attend National Security meetings. He continues to pledge his support for israel. But the president also said that it would be a big mistake for israel to occupy gaza again and in gaza. There are crowds of people at the rafah Border Crossing with egypt. Its the only way out and the egyptians are also blocking shipments of emergency supplies and aid into gaza. I dont think this makes any sense. I feel like you . Hospitals in gaza are on the verge of collapse. Emergency generators are now down to just one day a fuel. Israel has warned civilians there to head to the southern part of the territory and more than 500,000 people have been evacuated. But israel saying hamas is telling people there in gaza to stay in their homes and they have blocked roads to prevent traffic from moving to the south. The death toll from this war so far is about 3,000 people. And now there is tension to the north to on israels border with lebanon has blood the militia, which is backed by iran control southern lebanon. And that group has traded gunfire with israeli soldiers. Israel has now evacuated communities that are within 2 miles of that border. And in israel, relatives of people taken hostage by hamas are demanding action. Israel now says about 200 people are being held captive in gaza. That number is higher than previous estimates. Families of the hostages have no information on their loved ones. And then half israels 3rd largest city. U. S. Citizens are being evacuated by boat. Theyre headed now to cyprus. And from there, theyll be flown to america. Most commercial airlines have stopped flying to and from israel. So this right now is the only way to get out of the country. Many evacuees are u. S. Tourists. And earlier today we heard from a woman from San Francisco who is now making her way back home from israel. Would love to come back in initially we didnt get to see. Feel so much for people. Excuse and makes tear up so much. Theyre going. With them. We pray for them every day. U. S. Secretary of state Antony Blinken is still in israel. One such story involves a berkeley mans mother and kron fours terisa south. So joins us more with this incredible story. Thanks for joining us, theresa. You bet. This is really a remarkable town. Gabriel glicks munns mother is 81 years old. He was on the phone with her in israel when they both heard missiles in the distance. Listen to what happened next. I said mom, you okay . And she said no, i can still hear them. Mom, you still there . Theyre trying to break in the house. Gabriel glicks men says for hours after the attack he could not reach his mother in israel 2 hours. Told my theres a good chance that shes no longer with us. The berkeley resident says he called around trying to find out any information about her. He said he didnt sleep at all, but then in the morning around 06 00am he got word she was alive and shared how she survived the brutal attack on her home. And she said some ice terrorists came in. They grab their a phone in tropics, told him to stay in reinforced through, they closed the room close the door. She did not know what to do. And she. Notice that they were pouring some flammable as or something outside that door. She saw. The worst may be fire. Maybe, you know. And she was praying and said, please, god, tell me what should they do . You know, she jumped out of the window with their pajamas in flipflops and shes 81 yearsold clicks. Men says as she was running, she saw gunned down neighbors and homes burning. She saw right there. Her neighbor. Across about 20 feet away. My best buddies, mom. Her house was burned down and she was in there. Cooks men says that his mother has an incredible will to live. And that is how she made it. Shes now staying with some friends trying to get medicine, new glasses, everything her home was completely destroyed. Everything on it. Now coming up on kron, 4 news at 3 oclock. With Governor Newsom signing into law Assembly Bill 6. 45. On friday. California will now joined 21 other states in allowing speed cameras to be enforced. San francisco, oakland and san jose are planning on using these cameras. Some people are 40 others are against it. Kron fours. Tiffany justice joins us she has both sides. The cities are working to implement this new bill, but there are some groups around the bay area that have mixed feelings about what these pilots p cameras will mean for their city. This will save lives without a doubt. 3 bay area cities will be putting in place. Speak cameras as part of a new pilot program. San francisco, oakland, san jose, the 3 bay area cities are part of 6 california cities including la glendale and long beach. The city of San Francisco has committed to have the program up and running by 2025 and will have 33 cameras in total. They can only be on streets that are in school zones. Or or our streets that have shown very high crash rates walk San Francisco who is in favor of the speed cameras say they understand the privacy concerns but believe this bill was tailored to address those concerns. The bill was. Crafted so carefully because of those privacy concerns. And its, you know, these cameras, they only take a picture if you are going more than 11 miles above the speed limit. Its only a photo of the license plate. That is not in the polices. And its in the transportation departments hands. And then theres a very limited amount of time they came hold on to that data. But not all groups are for this move. The nonprofit called oakland privacy has concerns about privacy inequity. And as to privacy advocates, were always concerned when cities pickup sort of a new tranche of peoples personal information that theyre keeping certainly here in oakland. We know all about the government being. Oakland mayor sheng thao releasing this statement saying Assembly Bill 6. 45 will allow oakland to utilize cameras to enforce speed limits while ensuring the privacy and safety of our residents. These cameras, along with our increased focus on street design and lowering speed limits will help save lives. San jose is also committing to installing several cameras around the city. Mayor matt mahan has been in support of the bill. Were very mindful of the privacy and equity concerns that some Community Members have. We want to go out. Do Community Engagement involve the community in site . Selection will also be using data to help determine the site. And on thursday, the city of san joses vision, 0 task force will be holding a meeting about the speed cameras and their implementation reporting live in studio. Tiffany justice. Back to you. So were going to go from the 70s to the 80s and even in the 90s inland. As you can see, just maybe leftover coastal drizzle by the beaches, a future wind gusts. And a 6 yearold boy stabbed to death just outside of chicago. Police are calling it a hate crime motivated by the israel hamas war. And Animal Rights activists are calling out east bay animal shelter, accusing it of shelter, accusing it of putting down healthy animals dove invited women who wanted their damaged hair trimmed. Pets available for adoption or foster homes are pictured on Contra Costa Animal Services website and the list of cats and dogs coming into the shelter is outpacing the number of animals going out. No shelter is meant for longterm housing or care of animals. And we have. Over 100 dogs have been with us for 30 plus days. The county has been waiving adoption fees since the summer yet overcrowding remains a crisis. Animal Services Director beth ward says the shelter has space for 114 dogs and right now houses 178. She says there are more than 300 cats and care. 100 more preferred for our shelter. Weve actually increased our number of spain news by 6 . If you compare january first through today. So last year, still spay and neuter appointments are backed up for several months at public and private facilities throughout the county which are struggling to control the growing pet population. This has led to an average of about 20 pets a month being euthanized at the shelter. Word says 11 dogs are currently on the list. A number Animal Rights advocate lillee paradise is far too high and likely understated groups have consistently for years been briefed on dogs on very short notice and is kill us are not necessary. Its not un ess youre trying to end their suffering protect the public. Theres no reason the shelters cant give us extensions on these animals. Nord says in many cases the pet slated for euthanasia have been in the shelters care for months. And theres not enough space for staff to ensure they remain healthy paradise as the public should be allowed more time to take these pets approximately 50 of the shelter, dogs get forced onto rescues. What that means is. They will say an animal is in need meeting in need of transfer rescue and then and then thats a fast track for the quote, euthanasia Animal Rights advocates plan to hold a peaceful protest before the board of supervisors meeting tuesday in martinez. The oakland Animal Services is waiving adoption fees for next saturday during the adopted shelter dog month. Anyone interested can pick up a pooch without any adoption fees and will also be given a goodie bag. The shelter is open thursday through sunday, starting at noon. Community members and leaders are rallying in San Francisco for more transparency in Domestic Violence, homicides. The rally being held on the steps of San Francisco city hall. It was put together by. Black women revolt against Domestic Violence. That group says that the rally is being held in response to recent possible Domestic Violence related deaths that they say impact the bay areas black and brown communities. And before that rally started, there was a moment of silence to remember the 7 bay area woman killed in the last 3 months by Domestic Violence. And if you or anyone, you know, is a victim of Domestic Violence, you can call the National Hotline number on your screen. That is 1, 807, 9, 9, 7, 2, 3, 3, its a 24 hour hotline. 3 people are dead. 7 others injured after a violent weekend in oakland. All while the city is navigating this violence without a police chief friday night, there were 3 shootings. One person was killed in the shooting. That happened at peralta hacienda historical park in east oakland around 10, 30 at night on saturday night shootings took place. One person was shot dead and Martin Luther king junior way near mcarthur boulevard. The bart station there, another was killed on bancroft avenue near the foothills Square Shopping Center and currently the city of oakland has no police chief, the Oakland Police union is saying that mayor sheng thao needs to do more to come up with a plan of action. Fresno Police Officer from coast to coast working as hard as the officers in this town are today and have been over the last couple years. We would appreciate the mayors Administration Working as hard. Coming up with plan doing their part to help office. Maybe even is shocking request support the Police Officers that are out there because we havent seen it all spar. Oakland police say that the city has now reached 103 homicides this year alone. And this is the 4th Consecutive Year the city has seen over 100 efforts to recall Alameda CountyDistrict Attorney pamela price are advancing the group. Save alameda for everyone, spence and a Gathering Signatures in favor of a special election. Theyre aiming together just over 73,000 signatures by midmarch of next year. In order for the petition to qualify for the ballot, the group says under prices leadership crime is surging in Alameda County. And those signing the petition must be registered to vote in Alameda County. Fbi Officials Say they are noticing an increase in threats both against the jewish and muslim communities. Just in this past week. That does include whats happening here in the bay area. And the Jewish Community is speaking out against some vandalism that was left in San Franciscos financial district. Theyre calling what was written on the walls deeply disturbing. Kron 4 Sarah Stinson has the latest. After the propalestine rally, San Francisco police say they were alerted to some anti israel graffiti. They went down to Market Street and they say they found several buildings tagged. Thousands of people gathered for a propalestine rally in San Francisco on saturday. It was a peaceful event with attendees walking on Market StreetHolding Palestinian flags and signs. But after the streets cleared not so peaceful. Was left behind spray painted antisemitic phrases could be seen on a bank of america building during the rally. Similar language was seen written on a palestine flag draped over a truck pictures of the graffiti have spread within the local Jewish Community causing but the things that are both important and that we feel are contributing to an environment of incitements. And were doing everything we can to lower the temperature. The ceo of the bay area, Jewish Community relations council, Tyler Gregory says as the israel hamas war continues in the middle east, he worries tension will only escalate here in america. We need to act now. And prepare for something worse happens. And so even though were talking about a simple act of were taking it seriously because we we are projecting a challenging, deeply emotional war. Gregory says hes been educating city officials, local police and the fbi about how the ongoing war affects the jewish and muslim communities locally. The propalestine rally was organized by the Palestinian Youth movement. We reached out to them, but we did not hear back in time for this report. Sfpd says theres no room in San Francisco for hate. Theyre investigating the graffiti, but no arrests have been made. Im sara stinson reporting in the newsroom. Back to you. A 6 yearold boy will be laid to rest today as authorities investigate his death as a hate crime. Police say that the boys landlord stabbed him. 26 times and his mother more than a dozen times. This was saturday morning in a suburb near chicago and she survived the mom. Shes in the hospital in serious condition and is expected to survive. And 17 you want one year old joseph zoos, buzz charged with first degree murder. Thats the landlord there. Hes also charged with attempted murder and 2 counts of a hate crime. Investigators say that he targeted his tenants because theyre muslim. The will county Sheriffs Office says that detectives were able to determine that both victims were targeted because theyre muslim. And because of the war involving hamas and israel. Chicagos Muslim Community is reacting to this killing. 6 yearold boy had just celebrated his birthday a couple of weeks before and he was a locally boy who loved his family, his friends. He loves soccer, basketball. And he paid the price. For atmosphere of hate and other isolation and dehumanization that frankly, i think were seeing here in the united states. So the suspected go to court this morning and prosecutors say he and the boys mother got into a fight last week and he wanted to kick them out of the house. The Justice Department has now opened a federal hate crime investigation. Internet experts are saying misinformation on social media about the war in the middle east is getting more difficult to track and verify. Police say policy changes by some social media sites as well as less moderation have made it nearly impossible to weed out false videos are claims about the war. They are pointing to axe in particular. Researchers say they flag down dozens of accounts that pushed a Disinformation Campaign related to the war. And in some cases, they say hamas paid for a subscription to axe to get a verification checkmark. Tiktok and facebook owner meta have recently said theyre stepping up measures to try and prevent the spread of misinformation. A man is recovering right now after a suspected shark attack in pacifica. You could see the signs that are posted at the beach warning about the shark sighting. The man was surfing on friday afternoon at linda mar beach when he says something bit his leg, he was able to get out of the water and call for help. And he told police he could not confirm if it was in fact, a shock that bit him. But he did go to the hospital. So he could get treated for some non life threatening injuries. And people at the beach had a lot to say about it. Knock on wood. Never seen how we know theyre out there. Thats what weve been talking about but neither of are actually seen one. So thats, you know, were were just seeing the signs now. Surprise to see that for most our wildlife is not there to hurt you. A lot of times just freak accident. So if you see something to stay away and just be friendly with the ocean in nature. Police have not confirmed if it was a shark attack, but they do want people to be. Daytime highs were in the upper 60s and 70s pretty warm in the south bay at 80 degrees in saratoga and san jose. See, as you can see, were already warming up in Half Moon Bay at 7 degrees warmer and were 2 degrees cooler in santa rosa because thats that front passing by and taking a look your evening will be partly cloudy.
