Just a whole lot of clouds and making a very damp situation out there at the start, you can see outside of the east bay hills, not a lot of visibility. Thats because of that. Blanket of cloud cover. Thats just rush right in. Got to give dual cold front that swept in yesterday. And now again this morning, some credit here, even though were just seeing a lot of that moisture detected in northern california, lot of clouds have drifted into the bay area and weve seen around a 10th of an inch, if not more of accumulated precipitation on some of our mountain sides right here in the bay area. So its been really spread out in the form of sprinkles and missed here. And there. But it had a lot of moisture content. The northern coast is where its really been coming down, as you can see on satellite and radar, not a lot of moisture detected here locally. But you know, you weve got it looking outside this morning. You can see just how wet roadways are 50s and 60s for current temperatures. Pacific as well as petaluma nevado in the upper 50s. While Oakland AlamedaHayward Fremont and san mateo all evenly at 61 degrees. As far as what we have later today. Chance of some showers Late Afternoon into early evening. Very similar to yesterdays potential and staying really cool today. Daytime highs only in the upper 60s to low 70s to be talking. Everything youve got to do for the rest of this tuesdays forecast. Lets talk about developing news because 3 westbound lanes on the richmond, sandra fell bridge are now back open after a big rig crashed into the toll plaza last night. Crash happened shortly before 10. It shut down all westbound lanes of the bridge at that time. This is a live look at the bridge. You can see traffic is just a little sluggish there. Chp says a semi truck crashed into a toll booth and that truck could that tollbooth actually caught on fire . Chp says one person unfortunately died and that the truck only had one person inside of it. They say crews had to remove its engine. As you can see, still working to get cleared up this morning. Former Major League Baseball star republican steve garvey has formally declared his candidacy for california up for grabs in 2024. And within the last few minutes, garvey made official that he is running. Hes known as one of the alltime greats to play Major League Baseball with the los angeles dodgers. And then later with the San Diego Padres, hes a 10 time mlb allstar 1974, national league, most valuable player in 1981 world series champion. And hes a republican running in california for a seat that hasnt been held by republicans since 1992. He joins as we know an already crowded race featuring major democratic candidates. You see on your screen, we have congressman adam schiff of burbank or okay. Porter of irvine and barbara lee of oakland, all 3 already announcing their bid to fill the seat for senator Dianne Feinstein. So well see what happens if his name recognition moves the needle in the republicans direction. Certainly. Happening tonight, the glen school board will meet to discuss repeal that ban on display the pride flag at school. Yeah. This has been a heated topic at previous meetings. Kron fours will tran following the story for us live from this morning. Will. James, the ban is less than one month old. But right now there is a board member hoping to repeal that band which says only the American Flag and the california state flag can fly in front of the school. Now for years they were allowed to fly the pride flag, not a problem. According to the superintendent, then all of a sudden over the summertime conservative group, they say caught wind of this and it built up momentum to the point where on september 12th 2 Board Members voted to act that ban. Saying only the american and the california flag can fly here moving forward, but it looks like that might last too long because at 05 30am, tonight, the school board, they will be meeting to see if they can possibly repeal that ban. Now, this was so so hot, james reyna that during that meeting on the night they were theyre going to take that vote that the Alameda County sheriffs department, the deputies had to be called in to remove people from the room just so the school Board Members could vote in peace. And then the next day there were rallies in front of the school, which i was here that day. The superintendent came out and she said that she is against the band that the flag has been here for many years without any problems. But even though she was against she was going to enact whatever the school Board Members want. And all of a sudden, 7 days later, a couple of school Board Members, one in 2 revealed her performance at the school and that was very controversial. In the end, she still has her job. Now this flag ban has caught the attention of an Alameda County group. Take a look at your screen. They were against the ban in the first place and they we have been out here for the past couple of weeks. This is what they had to say. They say glen school board has lost their way. Their objective is unmistakable. The aim to reduce support for the lgbtq students, staff and families. And that comes from the Castro Valley pride group. Again, based at Alameda County, they plan to protest before 5. 30, meeting tonight about the Board Members. And theyre hoping that the ban is lifted but the pride flag once again comes back to the school. I can tell you the one board member who is introducing this resolution in hopes that repealing the ban, they claim by not allowing the pride flag to fly at the school is stepping on their First Amendment rights to freedom of speech. Yeah, police say he was armed with knives and he refused to come out for several hours. We have kron 4 Sarah Stinson with the very latest information now and reaction froa people who live nearby. A tense situation outside a chase bank. San Francisco Police spent nearly 4 hours in a standoff with a man inside the business on fulton street officers and tactical teams blocked off fulton street between masonic and central avenues. Police say they got to the bank around one 40 monday afternoon after getting reports of a man holding knives and yelling at bank employees. Everyone inside eventually got out safely while hostage and Crisis Negotiating Team worked to convince the barricaded man to willingly come out. This capture the attention of those who live in the neighborhood, including paul at brown, gave him several chances and he wouldnt respond to any of it. So they had to do what they have to do. Police used tear gas bullets to get the man out. But even that was unsuccessful. The smoke got so bad inside the bank. The fire alarm went off. The wind blew the smoke towards bystanders causing everyone to sneeze and cough brown says shes shocked. He lasted so long inside because we couldnt take it out here. Just standing on the street. This knees and weve done that a watery eyes that i have, you know, so around 5. 15, police carried the suspect in a stretcher to an ambulance. The tear gas must have got to the man because he was screaming in until Mental Health and the screaming. I know hes in a lot of pain, but hes alive. Hes lives to see another the man was taken to the hospital to be evaluated. His charges are pending, but police say they may include aggravated assault and resisting arrest. From the war front itself. Meanwhile, Relief Organization says they did find the bodies of 260 people near the gaza strip who are attending a Music Festival during the initial attack. President biden says 11 people who were killed in that attack are confirmed to be americans. Well, Temple Beth Abraham in oakland says they are stepping up security and asking police for help with kron fours amanda hari speaking to a rabbi there about what theyre concerned about. Beth abraham on macarthur boulevard oakland for 22 years. He says over that time hes learned that problems in israel can have a smaller but still potentially dangerous affected home. We know historically when there are problems in the middle east. Tension rises here as well. And so that has contributed some vandalism at some synagogues in the past. He says the temples members started asking for upgraded Safety Measures as soon as the first attack happened. So temple leaders contacted Oakland Police. They are coming. Theyre driving by their staging in our parking lot, doing their work there. Theyve been really helpful cooperative and and kind about the potential of any problem that could come up trying to prevent them before they happen. Officers say the victim told them to people in masks, pistol whipped him twice and stole his gold chain and bracelet. 6 people were injured during an incident involving a cable car yesterday in San Francisco. Police say the cable car came to an abrupt stop while trying to avoid a car and passengers aboard that cable car were thrown forward by that sudden stop. San ramon, firefighters and paramedics will now be the first ones responding to Mental Health emergencies and set of police officers. The San Ramon ValleyFire Protection district says more than 200 firefighters and paramedics have been trained on interactions to deescalate when they encounter people who are managing a Mental Health crisis. Tonight, there will be a Community Meeting on zoom to get resident input on local housing protections in san leandro. The city wants feedback from both renters and landlords on how to design housing protections that fit the priorities of the community. That meeting starts at 6. 30. All right. A lot of our hillsides are now exceeding 10 inches. 10 inches 10 and a 10th of an inch of rain tuesday morning, a 10th of an inch of rain since yesterday morning. Now we are looking at conditions out there this morning that are just generally wet. You can see the embarcadero right here, a little breezy, definitely cloudy and what we have out there is not showing up on radar, but believe me, all that cloud cover is packing a lot of moisture content with it sky just dumping that right here in the bay in the form of some heavy mist and drizzle. The rainfall itself is really concentrated to our north up there along the oregon border and areas up there like eureka are seeing some impressive rainfall totals because of not doing too bad here. Locally, though we saw a cold front yesterday. Now a secondary cold front clearing through today in between that a lot of moisture content. There is your first cold front. The second one behind it. And generally just cool, cloudy, some showers, our direction. Some rainfall up north. Pretty wet october. So far. Futurecast shows us a little speckles, a green that we got this morning in bed all that cloud cover will see some midday clearing some peeks of sunshine in there. And then towards the Late Afternoon into early evening, the return of some isolated showers pushing right on into the bay area. So fairly active tuesday. Middle of the day. The best time to get outside from wednesday, thursday into friday. It does look like weve got nice, dry conditions for the tail end of the week. How much rain are we expecting . Continued today. Well, time now, 6. 19, in the ongoing search for oaklands next police chief is down to just 7 candidates and it includes former chief leronne armstrong, the Oakland PoliceCommission Staff committee announced that they have identified the 7 finalists among nearly 20 that applied. They shared the list with the mayor, the City Administration and the full commission and oakland hasnt had a police chief, as we know since mission tell fired armstrong back in february over his handling of officer misconduct incidents. Armstrong appealed his firing, claiming that and arbitrators clearing of cleared him of any wrongdoing. The Committee Also noted in its memo that armstrong applied for the position. Now this comes as multiple sidewalk vendors across the bay area have been targeted or either harassed at kron fours. Michael thomas live in a row with the latest on that morning. Michael. I good morning. Everyone will ultimately the city of hayward would now be correlation with the state law which is known safe sidewalk. Vending, which prohibits criminalizing sidewalk vendors. And as rain invention. Weve seen a lot of those viral videos go viral to believe because of how violent sometimes they turn. Take a look. These are some of the videos that we have seen across the bay area and implementing this could prevent another situation like this from happening now, these proposed changes would mean that sidewalk vendors would now need to get a Sidewalk Vending permit from the city of hayward. And those selling food would need to get a mobile facility. Food permit from the county of alameda. These permits would provide officials with the vendor contact information, what theyre selling, where they plan to be stationed on the sidewalk or if they plan to be roaming. And there are fees that come with this on obtaining those permits. But theres also fees if you dont obtain a permit. And if you do not have one and this ordinance is pushed through, you could face 100 to 2000 finds just depending on the circumstances as of right now when it comes to the cost of the permits, i did reach out to the city to see what that proposal would be. The city says that theyre trying to get insight from renters and landlords about how to design housing protections that fit the priorities of the community. They say this will help the City Housing Division present present ideas at a meeting in november before they move forward. Todays meeting begins at 06 30pm tonight. And inperson meeting will also be held on wednesday, october 25th 6. 30. That will be at the san leandro Senior Community center. Police in san ramon are no longer the first to respond now to Mental Health instead, Behavioral Health calls will have firefighters and paramedics arrived. First on scene. We have kron fours philippe to call to explain. Mental Health Emergencies and san ramon are no longer considered Public Safety issues, rather. They will now draw a medical response. Our Communications Center dispatches from both fire and police services. Have a joint Communications Center so that the dispatch level when the call for Service Comes in based on the severity of the call, theyll be able to designate that initiated the fire. First response, police chief Denton Carlson supports the new change in strategy saying it will hopefully save and improve lives will be in close proximity in case the situation becomes an incident where Public Safety is in jeopardy or any of the members of the community are in jeopardy will be able to respond immediately. But for the most part, our goal is to stay out of the picture and let the fire personnel handle it in a medical matter 2 years. Now, more than 200 firefighters, paramedics and dispatchers with the ramon valley Fire Protection district. Have received prolonged training on interactions and deescalation techniques for encounters with people managing the Mental Health crisis. Dispatchers will be expected to recognize the Mental Health call and quickly transfer those cases to the contra costa crisis center, which can provide counseling over the phone. What were hoping to do by this is also keep some of those patients, those lowerlevel patients. Out of the hospital system. Whats allow other patients . Cardiac arrest patients or or stroke patients, etcetera. Can get in and get services quicker. Potentially. The Fire Protection district says firefighters and paramedics have the ability to respond to Mental Health emergencies. That incident happened in washington street in taylor yesterday. Injuries are being described as minor people that were on that cable car. They explain what happened. No injuries were reported. Well, Redwood City Police now currently investigating a violent armed robbery. Officers say it happened at about 02 00am sunday on the. On lack of aquellos street. They say to people in masks are seen approaching a man hitting him with their gun twice on the head. They then remove his gold chain and bracelet took off in a gray nissan altima. They were seen going west on whipple avenue. Police describe the thieves is 2 men, one wearing a gray hoodie. The other wearing black hoodie. Also the news police have arrested 2 men in santa rosa on suspected weapons crimes after allegedly firing a gun into the air sunday morning. Sonoma county sheriffs deputies say that call timeout, aguilar and logan bolster were arrested after responding to a call of a man shooting a gun into the air at 02 00am on barbara drive. Deputies say they found multiple unspent rounds and 18 round high capacity magazine in bolsters backpack along with a 45 caliber handgun that they believe belonged to aguilar. So if you are trying to take that ridge right now, recommend that you dont, if you have an option, take the dumbarton bridge. Were going to keep a close eye on things. There is that continues to develop. Fortunately, thats not the only bridge that has problems this morning. The richmond, sandra fell bridge. We had an accident there last night. So 3 westbound lanes on the Richmond Center fell bridge are currently open right now because last night a big rig crashed into the toll plaza. And chp says that that crash actually lit one of the toll booths, a flame there. And one person unfortunately died. So theyve been investigating that scene since late last night. As you can see, traffic is slowly crawling with those 3 remaining lanes that are open. And a lot of you take the bay bridge in right now, not seen any major issues. Just the meteor lights are on. And if you are going to hop on 24 this morning, maybe dont because westbound 24 right there. If you are traveling wilder road, weve got an accident. Steve garvey, of course, is known as one of the alltime greats to play Major League Baseball with the la dodgers.
