Theyre taking part in a oneday strike to protest crime in oakland. According to the most recent Oakland Police departments citywide crime reported yeartodate robberies have increased 33 and strongarm robberies are up. 35 Small Business owners say that increase in crime is obviously bad for their business. And thats why oakland chinatown, chamber of commerce, president carl chan is leading this oneday strike for oakland businesses who say theyve been affected by crime. Small we have generating so many jobs employ so many folks. And paying so much texas. So we do stuff to be protected. Calling fall a Public Safety tech team, employees, all people pieces and for the customers. Strike organizers say they are still counting the exact number of businesses participating in the one day strike because not every business can a 4 to close for the whole day. The clarification tonight from a judge about a current injunction involving sweeps of homeless encampments in San Francisco. The judge with the 9th Circuit Court of appeals said the city, ken sweeping cabinet. If the an house person refuses shelter. This is part of an ongoing lawsuit between the city and the coalition of homelessness. Kron 4 Sarah Stinson spoke with both sides today. She joins us now with what this means going forward. Sarah, whats the latest . Grant. Thats right. The San FranciscoCity Attorney says officials can sweep an encampment. They can go by and asked people if they want shelter and if they refuse shelter, then that encampment can be sweet. But the coalition involved in this lawsuit, they doubt the citys offering real housing opportunities to those on the streets. San francisco is in the middle of an ongoing legal battle over homelessness enforcement. The coalition on homelessness sued the city last year accusing it of cleaning encampments without offering people a place to live. A federal court issued an injunction that has restricted the city from relocating. Some People Living on the streets. The City Attorney david chiu says a judge is clarification on monday eases some of the obstacles. 9th circuit recently clarified. That if the city were to make a specific offers available shelter to unhoused individuals. They would not count as involuntarily Homeless Individuals and the city can enforce our laws against those individuals. Chew says this injunction has made it difficult for the city to clean up sidewalks and streets for the last 9 months. But one of the lead attorneys for the coalition all trough says the city has been sweeping encampments this entire time and the injunction has always allowed them to do so. So they can clear intent 3 times a day, 5 days a week for the 9 months that the injunction has been enter. And its important to note that even injunction the city is allowed to clear an address, homeless encampments that are posing their health and safety violation worsens by lighting accessibility laws. Trough says Council Still has doubt that the city is offering housing at all to people on the streets. We see after 3 years of data is that time and again on a daily basis, there is not nearly enough shelter for the people that i have. That chance is going cease to forcibly displace to says they do have available housing, but some people refuse the offer. We know or have heard that individuals have shelter somewhere within our system, but they choose to maintain a tent on the streets. In other instances when they turned us down. There are different reasons. But we also hear that their attorneys have advised him to turn it down during this litigation. So thats frustrating shroff tonight advising anyone of declining shelter. He says people refusing housing is a narrative the city has been pushing from the start. The lawsuit is still pending and chew says the injunction remains in place as long as the number of shelter beds does not exceed the number of Homeless Individuals. Man is in the mission is hosting a public debate about how the city should address encampments. The event is scheduled from 7 to 8 tomorrow night. Tickets, though, are sold out. Touch of custer county. Health leaders are looking to hear from the community about the Hazardous Materials that were released. That was when the martinez refinery spew them into the neighborhood in november of 2022. Last year they held a Public Meeting tonight to explain what was it a recently completed toxicology report about the matter and kron fours amanda hari reports. Contra costa health says the release did not increase Public Health risk. They say that is based on an analysis by independent toxicologist concern. Martinez, Community Members listened and asked questions as Health Officials detailed what was released into their Community Thanksgiving evening. It was on the trash cans and the Catherine Mars dune saw the dust around her home. She says, well, she didnt know exactly what it was at the time she had an idea. Is sort of assume its the refinery around their health. Officials say this is one of the largest releases in recent history. Another concern is the Martinez Refining Company didnt contact the county point blank. The Health Department is not happy that we were not notified of this county. Health Officials Say the primary health risk happened in initial hours and days after the incident. People may have inhaled the dust particles, the data presented monday was regarding the metals found in the soil which were assessed months later. It showed the metals detected within the expected range typically found in the state and bay area and not a cause for concern. The martinez mayor brians orn called in to express her concerns about just how long it took is a very deal for making months passed occurred, the county says it shouldnt affect the day to talk to college that were working with this, told us that the levels would not change over time. You could see it and quite an impressive looking storm. Very heavy rainfall in far Northern California. Look at that low spinning around in the gulf of alaska. That is a very intense storm for this time of year. Northern california, some places over 4 inches of rain in some of the mountains. There. That is an impressive storm for late september. Well, the good news is that came on top of some of those active fire. So that goes a long way to help putting that out. Still, we are seeing more showers popping up outside in this kind of falling apart as it moves through the bay area. Mother tonight is trying to come to terms with the death of her daughter talking a 24 yearold alanna gallon was shot and killed at the toyota dealership in albany last week. Police say was a targeted killing because the victim and the suspected shooter have a child together. The shooting was last thursday morning while gallon was working at the dealership. Authorities are calling it a Domestic Violence case. But the family says it was just a senseless shooting. Gallens mother has set up a gofundme to try to help her grandson. Now through this crisis. Therapy. Growing up life, etcetera, them to remember my and theyre beautiful young. Mother who loved child infectious smile. It just mile heard impose her smile. Everything in the woman who left. We now have learned the identity of the man accused of stabbing 3 people over the weekend in berkeley. Police say 36 yearold jonah roper is in jail on suspicion of murder, elder abuse and other crimes. It is the most unspeakable thing. To a parent. Tonight, a local berkeley leader and neighbors in the area confirm one of the victims in a triple stabbing is the suspects own mother Councilmember Sophie Hahn says the woman was a 60 yearold who was wellknown and artist and the jeweler in the neighborhood. Neighbors say roper stabbed and killed his mother and then stabbed her partner and another neighbor. Those other 2 are expected to be okay physically eventually. Council member hans says roper should not have been near the victims in the first place. There have been restraining orders previously for stepfather. And im not sure the mother also have restraining orders, but this is a violent individual, a troubled individual that the record show. Police arrested roper about 3 miles away after they say he stole a car and crashed it. Delicate risky operation there. The kyle for new Highway Patrol sharing this new video of a cliff rescue that happened last night in San Francisco. Search and rescue crews airlifted a person to safety after they fell off a cliff lands video shows the chopper and the rescuers assisting there. The Fire Department located the victim with serious injuries and took him to a hospital. There is no word tonight on his condition. President biden will be in the bay area this week. The president is scheduled to arrive tomorrow night and participate in 2 campaign events. One in atherton the other in San Francisco. When deputies showed up, put him in cuffs and pointed a gun at him while another padded down, his daughter fours also the money and spoke with this dad to get his side of the story. Anthony hudson, who goes by tone main online was recording a comedy skit with this 14 yearold daughter by the hayward bart station that went from funny to frightening on friday. He says they were suddenly swarmed by Alameda County sheriffs deputies who told him that they got a call about a gun in the area, then turned their firearm on him was scared. You know. People get killed like this. You know, we dont know whats going on. I told give me the phone. We dont want nothing in your possession. Nothing your hand to cause any t type anything happening. Shooting hudson says his daughter was filming on the phone outside of his car while he was in the drivers seat when a police car drove up from behind. They abruptly turned on their lights and he claims at least one of the 2 deputies drew a firearm, then detained the dad as his daughter cried with hands, raised in the air. Hudson says that he was released from the handcuffs without an explanation or apology. Alameda county Sheriffs Office responded to kron 4 saying deputies responded to a report of a black van in that area seen with a gun from the window of the white car. He was in that they found a tripod with a cell phone for filming and they think the 911 caller mistook it for a gun that although no weapons were found and no one was arrested, they have to treat all calls seriously for safety reasons and that they, quote, sympathize that the familys frustration. It is unfortunate they had to experience such a detention. The family has since hired attorney adante pointer soon as they got there on the whatever their thoughts were. Once they saw that this was a father and a child and there were no firearms. There was no reason to search the car. No reason to keep the father in handcuffs in front of his daughter. Alameda county officials are working to try to prevent Domestic Violence tragedies. Today, the District Attorneys Office announced it is spearheading an initiative. To support victims of Domestic Violence and enhanced Domestic Violence. Prosecution. 19 officers across the county started training to become what they call Domestic Violence. Law enforcement experts, the training gives them knowledge to testify on this case is in court and ultimately prosecute them more effectively. A federal judge overturned californias ban on large capacity magazines. These are guns that can carry more than 10 rounds of ammunition. The judge says based on the second amendment, the ban is unconstitutional. The same judge overturned the same band in 2019. California now has 8 days to appeal that decision. Governor newsom has signed a bill that classifies child trafficking as a serious felony in the state of california that could lead to increase jail time for convicted traffickers. The bill passed the state Senate Unanimously after changes were made to the bill to make sure victims who are sometimes forced to help traffickers would not be prosecuted themselves. Wake up to some wet pavements . I think some parts, especially the north bay may wake up to some wet stuff out there early on in the morning hours, maybe even in the south at this hole to give us kind of fall apart. As it moves onshore right now, its front. Usually do it this time of year. But i think we are going to see a couple raindrops are seen some of that in the north bay already started measure things up just a bit. Some parts in the north. They are seeing almost a 10th of an inch of rain or some of the Coastal Range is out of the golden gate bridge. The busy at work out there right now and the clouds are rolling on in and there may not be too long. We could be talking about some raindrops there. Well, this storm system is a big time storm system off the coastline the gulf of alaska and is generating some big waves out there. In fact, those waves running very large sum of those as much as 15, maybe 20 feet high out there along the coastline. And this lawn talking about just spin around out there. It is an intense area of low pressure in the gulf of alaska and that is a system that has a front thats making its way into the bay area. So thats bringing us that chance of some showers already. Some heavy rain in far Northern California, some places near honey due to the north. There, 4 inches of rain. Some of the Coastal Range is up there in a crescent city. Were talking about an inch and a half or so. So this is all good news over some of those active fires to help put those fires out. We are seeing some scattered pop up showers trying to show up in the north bay right now. Not a whole lot just yet. But lot of times you get these fronts that come through this time of year. Even the Doppler Radar can pick up some of that low level moisture front. Diving into the state right now going to fall apart as it moves on by. Theres another one right behind it. But i think mostly energy from that one is going to head well to the north. So, yeah, were going to likely see a few scattered light showers overnight tonight by 02 00am you see it making its way across the central bay as we head to early tomorrow morning, you may see a widely scattered shower by 06 00am and then it kind of scoots out of town, leaving behind some breezy conditions as we head toward tomorrow afternoon. And those breezes may be something that we talk a whole lot about coming up in the next few days. Temperatures tomorrow, not bad at all. See a lot of 70s around the bay got a couple low 80s inland. Some 60s co side next couple days. Here we go. Those temperatures probably warm up just a few degrees. Cooling down on friday with another weak system. And then by saturday, another front moves in.
