Expansive i update to those red flag warnings now for areas of the east bay and the coast and addition to what we saw in the north bay yesterday as winds further spread across the bay area. Upping that fire danger for more and more areas as for this morning skies are clear beautiful start to the morning. But unfortunately we are seeing those red flag warnings now in effect for areas right along the coastline all the inland east bay and upper elevations too its not just today, but red flag warnings through friday as winds continue to gust into a range of 10 to 20 Miles Per Hour for most areas. Pete gust that mountain tops and this is the concerning part right here up to 40 Miles Per Hour. So in those more exposed mountainous and often forested areas thats where you have that greatest concern for a fast moving fire should there be a spark. Now futurecast a wind gust shows you we are pretty calm this morning, but winds pick up again this afternoon this has been a really steady trend. The past few days. Tomorrow is actually expected to be or windy a stay of this forecast. This is thursday at 02 00pm right here winds regularly gusting into a 20 to even 30 mile per hour range for the north bay that is where your fire concern comes in were still rather warm and certainly very dry. The north bay mountains were under this red flag warning now the east bay hills tonight into the east bay, interior valleys also along the san mateo coast. Thats also been added look to high winds. You see all of that low humidity. A lot of dry grass and brush across the east bay does not make for a good scenario fires or going to be started in any capacity, so officials are saying the very cautious as youre out of you and the family are barbecue you guys are cooking outdoors be careful. Also if you need to use Power Equipment or other heat sources, including maybe some idle cars that are around the house that you want to work on the careful because of that night that fire can spread quickly, you know all the dry vegetation and when now the National Weather service has issued that went by warning that starts tonight at 10 and last until friday. Darya james the coast guard has just arrived they could hear the helicopter in the distance course, its pitch black outside you can barely see anything but we know one person needs to be rescued off the cliff here at marshalls beach is right near baker beach and the Golden Gate Bridge. I think its best if i just get behind the camera after a show you this maps you can get a clear idea of where i am theres a lot of trails in this area popular area for people to come to of course, not this early in the morning, but its pitch black outside and thats why its also making this extremely difficult to rescue the person and very steep terrain, this is all next to the Golden Gate Bridge. A very steep terrain its a great place to go hiking walk down to the beach side. Marshals beach baker speech will old battery trails taking you live out here right now you can rescue boat in the water of course they first tried to find the person on foot and a water and then they decided that the coast guard needed to be called and that is what theyre doing right now you can see some people on that boat right now, but i did hear that the coast guard in the distance against so dark out here. They went all the way over here to the right towards the Golden Gate Bridge you can see the fire trucks right there. Hopefully we can get a Better Vantage Point to show you whats happening here, but we do know one person being rescued, its unclear the condition right now were going to have to ask those questions once they have more success just to give you some perspective you can see theres the Golden Gate Bridge in the distance and then here we are on lincoln avenue which is where you go to baker beach and then eventually go down ocean beach in continue down the way but they have a lot of crews here both on foot in the water and in the air. If this trend continues this years voter turnout could be historic but voters still have a lot of questions about the process kron fours noelle bellow takes a look. Can i really trust this trough box. Can i mail it just basic basic questions as millions of ballots continue to be cast in california voter questions are also filing into local registrar offices. A big one what to do if you havent received your mail in ballot officials are urging anyone who hasnt received their ballot to contact your local registrars office. Now if you havent registered yet dont worry well online registration may be over in california, you can still register in person at a polling place all the way up to and including election day. Now the countys register voters says were urging people to use or saturday sunday and monday dates. Because theyre usually not busy Solano County Officials Say they currently have 12 more registered voters than in the 2016 election and 3 times as many ballots have already been returned. But that is right when the Fire Fighting crews down below are the boat crews below they were able to make contact with the person who needed to be rescued. That person was on a rock for the last probably 3 or so hours so its been its been a rough morning for that person they were rapidly transported to the. Take a look at this video or this actually this map for so you can see exactly where we are live right now. Right near baker beach right near marshalls beach and the Golden Gate Bridge is area has a lot of steep terrain and this is an area people enjoy you know hiking going to the beach, a very popular area but not at one 30 in the morning now. You may remember recall at least from twitter take a look at this video you can see as the coast guard helicopter was there they were actually able to make hand gesture communications with the individual. Now that person was not verbally communicating with them but their rescue swimmers. Were able to swim into the water in the dark serving you can see how intense that surf is going between 2 large rocks and when a large wave came in they were able to kind of get lifted up and grab on rescue board and that person was conscious. But definitely has several injuries needed to bring to be brought to the hospital immediately this involved paddling into this individual. At least 200 yards. So this rescue was quite intense and it is still crazy to me that right as the coast guard showed up the helicopter, they were able to reach this person and rescue them by hand i mean what a feat it was for these crews. It was a success though this person likely has hyperthermia and several other injuries, but they do believe this person will survive and be okay eventual regionally they said there was for people who needed to be rescued in the reason being. Is there was 3 other peoples yelling for help calling 911 so they were concerned. There was a total of 4 people need to be rescued in fact it was just one person. But even though theyve we want to make sure that it wasnt for theyve searched hold the grounds by foot they use aerial the use everything they flare ups finally confirmed it was just one person that needed to be rescued and it was a success, i mean that video is quite intense. Just that intense surf that they were having to endure by swimming and paddling does person and fortunately they did a great job and it was a success you guys dont use red thats something we usually dont see in darkness them do this kind of operation let alone as you said after it just such a short time be successful. What are you hearing at the scene from the rescuers or anybody about this persons story wet. How did they get caught up how long theyve been there what happened. Dairy that is the question that remains theyre still talking to this person trying to figure out why they were here. Of course when they got though 911 calls it was around 01 00am they got here at one 30. Why would this person be in the steep terrain in these like hiking trails essentially near the Golden Gate Bridge, this person was closed and again they were stuck on a rock so they believe that the person must have fallen off the cliff and landed on a rock or landed in the water and swam to the rock its unclear. So thats kind of what theyll be doing in the next coming hours of course making sure this person gets medical treatment and then filling in some of the blanks that we still have from the story still a lot to figure out but in the end this person survived and you can see how dark it is out here they had to use flashlights all eventually got my video and ill show you. Its dark video, but it will show you just how intense this was with flashlights and boats and helicopters i mean it was a very active scene again starting at one 30 ending around right now 5. 30 yeah who knows how many that they could have been there for hours before people recognize that they were you know stranded started calling 911. All right well learn more about that in check back with you throughout the morning. 5. 35 in another big story more than a 1000 inmates at San Quentin State Prison could be transferred or even released California Appellate Court has ordered the prison to reduce its inmate population by half. According to court records, 75 of inmates at san quentin have covid19. The prison has to release or transfer inmates to other facilities that can allow for social distancing the prison must also review its expedited release program. One idea is to release inmates over the age of 60 who have served at least 25 years of their sentences. This could include those sentenced to life for 3 strikes offenders. Judges say the move would allow the person thursdays would allow the prison to place inmates in a single cell and limit the spread of the virus we have Kate Hatfield with the Justice Collaborative project saying that transferring inmates is house and quickly became a hot spot in the first place. Good said you know, hey this came from transfers so you cant do this didnt say this but you cant do this haphazard way you know youre aware now that what the transfer said don t need to do this carefully cross and and and do it in the right way into the right facilities and in fact more people in california prisons have died as a result of covid19 then have been executed. So fact being incarcerated right now in california is turning into a death sentence for many people. So far there been more than 2200 cases and 28 inmate deaths from the virus at san quentin nearly 300 prison workers have also been infected and since march. The department of corrections has released more than 21,000 inmates across the state. And heres a look at where the numbers stand for california and the bay area when it comes to the coronavirus statewide more than 884,000 confirmed cases and the death toll now has surpassed 17,000 for the bay area more than a 110,000 confirmed cases with more than 1600 deaths. It is not ready for that the updated guidance from california, Public Health officials just came out and it does not allow big theme parks reopen until the county where theyre located moves into the yellow tier of the reopening process. The smaller theme parks, however are allowed to reopen. These will be limited in capacity up to 25 or 500 visitors which covers fewer. All the other 2 parts the larger of 2 parts. We are waiting cure for that big yellow here. So i guess that means like things that have maybe key rides or whatever you have to look for the smaller places. Santa clara county is in the orange here. Great america sent kron 4 a statement saying in part they theyre extremely disappointed and frustrated with the lack of reasonable consideration given to opening. Californias most popular theme parks and they went on to say we feel strongly californias Great America should be allowed to open under the same guidance that is afforded to the smaller parks. But Great American the big ones not allowed yet. The new guidelines mean the disneyland is not allowed to open as well and disney gave a statement to. Say they did devastating to Southern California community because they rely on jobs. Disneyland resort president says theyve proven that disney can reopen safely because you know dizzy and orlando is open in florida and theyre also afraid they say the decision will force thousands more people out of work leading to closures of small family owned businesses in the area too because those are fueled by the disney crowds. Well the states newly released guidelines also allow fans back into stadiums for live sporting events however Santa Clara County is pushing back and not allowing fans in the levi stadium where kron fours dan kerman on that story. Santa clara county executive officer, jeff smith says the states new guidelines allowing professional sports teams in orange tier, 3 to fill 20 of their stands with fans from as far as a 120 miles away will not be allowed at levi stadium. He says well covid positivity rates are near one percent in Santa Clara County. Theyre near 8 in other counties making the risk just too great. If you do the math that means somewhere between 250 and a 1000 people out of those 14,000 people well be infected. Theyll be infected. There will be at the stadium screaming yelling theyll be going to try to get food. Theyll be unmasked during the time period that theyre eating theyre going to be going to the restroom. Theyre going to be congregating theyre going to be infecting other individuals for local santa clara businesses like you go on a spree ocilla.
