Brianna taylor yesterday a grand jury decided not to indict any officers involved in her shooting death. Protesters erupted all over the country, including right here in the bay area with more expected this evening. Thank you so much for joining us here on kron 4 news at 3 im justine waltman now activists called the decision a disgrace, and the family of Breonna Taylor plans to hold a News Conference on friday morning along with their civil rights attorney to address the grand jurys decision but meanwhile, a curfew is now set to start in louisville. In just a few hours for the second night in a row, more protests are expected and investigations are far from over as there are demands for more transparency into what led to the grand jurys decision and here in the bay area last night, san jose was the scene of an impromptu protest forced rob fladeboe. Has more on the protesters message. Shes live for us now from san jose good afternoon rob. Noon justine on here in San Jose City hall as you can see behind me all quiet here this it was a different story here though on last night as the protests got underway about 5 or 6 oclock activists tell me they are planning more protests but they have not to tip their hand as to exactly when or we are expecting some activity here though later this evening, lets take a look at some video and you can sunrise brought this morning here at San Jose City hall as crews are out with a pressure washers here but cleaning up justice for briana taylors scrolled across the pavement out in front of San Jose City hall along with a lot of other graffiti vandalism was fairly minimal this time nothing like what we saw following a george floyd here a couple of months ago all one large plate glass window was knocked out of the rotunda crews expected to be on senior cleaning up that trophy here for much of the day we have a second piece of video to show you as the protesters took their complaints across downtown here to the thomas fallen statue the controversial Thomas Family statue over on julius street. As we reported in the fell in a very controversial figure. He was utterly mayor of san jose protesters last night gathered there they tried to light the statue on fire, although its made out of bronze and concrete so they were getting anywhere there so they doused the statue in red bay. They say felon who is credited with raising the u. S. Flag over san jose back in before it became part of the america was a very the Indigenous Peoples in fact theyve also attempted to link found lynchings a mexican Indigenous Peoples of the time. They also happen to speak with a san jose mayor sam liccardo here this afternoon, the mayor denounced the vandalism although he says he too is very disappointed in the Brianna Taylor decision by the grand jury there but he is also calling for a debate a new debate on the thomas found statue says lets bring everybody together the the city officials and well talk about traveling like they did with the Christopher Columbus you may recall the columbus statue course at a city hall for years was removed. From city hall have now is apparently in the hands of tell you the American Club here in san jose, but of the mayor said well perhaps maybe fallon belongs in a museum. This is lets have a dialogue about that in any case mill protests here so far city hall justine but we may see some more activity later on this evening back to you. If our lives and so we say in the name of Brianna Taylor that it stops today. And so these women, the women of court here as weve seen anger and frustration has rippled from louisville, kentucky and its way here in the bay area today, a group in oakland also spoke out against the grand jurys decision not to invite indict the officers who shot and killed Breonna Taylor she slept in her own apartment. Kron 4 is also the money and joins us now live from the newsroom with the messages that were shared at the rally that was titled we all matter. Good afternoon l a. Hi justine and in true open fashion these social justice advocates turned to art to get their point across. With fists high in the air they stood in front of a Brianna Taylor mural and shared what they said was in poetry but the truth, they say the time for tears is long past the generations of pain has become unbearable after time and time again American Police officers have seemingly dodged prison time after shooting and killing african americans. The situations deemed uncalled for. Then is moving. The worlds pregnant right now. It would like to give back to a new paradigm. That goal of what you think you bag. In a system that does not value human life. The black people that they always been the canary in the coal mine what to let them do too but. They will go to you. It will no longer filed charges against people arrested or cited for possession of small amounts of drugs the idea is to divert low level recreational users out of the criminal Justice System and into the Health Care System, however there are some people were concerned that this will let criminals get away with crimes for more on this new policy. Were joined live right now by the Contra Costa CountyDistrict Attorney diana becton thank you so much for joining us here on kron 4 news at 3. How did you come to this decision. Certainly and thank you for having me this actually the decision has come about after a lot of work and its been going on for the last couple of years. Joined the deas office in 2017. One of first priorities that such it receives in our time yes we to work on the number just in case of a system to help not only assessing the amount of paperwork but also to reduce that number there and so from there i was given a work of cheese from around the county to assist means process in addition to that we complaints from our presiding judge about the backlog of cases certainly cases, specific point in our system i was given the charge to try to reduce them and then thirdly we yeah that same message from our county Administrator Office because whenever we get to many miss units that look in our hearts in our system is because of the Senators Office will not take case and they have to president turns that is the mission will cost the county. So are people who have that this is not their first. This is their first offense it can be crimes that are under 300, including shoplifting petty theft possession of burglary burglary tools. I dont have a lot of time here and i apologize for that and i know this is a pretty decent issue. But we heard from the contra costa sheriff today, David Livingston and he told us what some of the concern he has about this is the as work worry about the victims that he does the low level offenders and that he didnt even know about this. Until a press release came out today. Well thats actually a very shocking because we did meet with the Police Chiefs and we met with the second man says well to send all of this information well before of a press the thing about this is that people seem to get the that there would be no accountability thats not theres a level cases they just name the with the policy says it doesnt say no accountability what it says is that we will defer those cases into diversion so will be held accountable and that victims will definitely be any compensation thats to keep because of the Fun Committee so theres no attempts here to divert people in that sense they will not be held accountable. They will be diverted into Diversion Program have to attend classes for example or related charges and if theres restitution to a that is required to be a well does the county that have enough support through the Health Care System to take on. These cases that theyre not going to be going through the criminal Justice System. Sure were referring 8 now were talking about a lower the first time drug and we did also confer with the county Health Department because theyre going to see people one red the other deals system or theyre going to see them to and i think the Better Options to see them through treatment. Contra costa County District attorney diana becton thank you so much for joining us here for this interview hearing on for news, she ate it. We are believe that that is a key reason for the decrease in reports it does vary by we also know that the reports of Domestic Violence to go on up, but thats doles who can make a call and so we present this well at this point there is more abuse of children in the homes and they simply dont have a mechanism doing anything about it. Which is all the more alarming given that theyre not being seen in person its hard to tell whether a child is being abused not just physically but emotionally given these stressful times when a lot of the families environments is really exacerbating possibly that abuse. Yes, it certainly were also worried about neglect which is a form of child abuse we know that their parents to have to be working and they dont have access to childcare children may be left there are a number of ways the children may be in danger at this point and and families truly need support the parents need support at this point in time and is there any sort of advice for teachers as they are.
