Waldman we will start now with that tense situation for bart riders today, a man was stabbed at a bart train in the east bay and this is video now from the scene we just got it into our newsroom. It happened at the warm springs station in fremont bart shut down the station while police investigated what happened. But trains right now are running again. We did hear from a witness who says that that person tried to help the victim. Train tree just to get some air because i get a little woozy when i see blood. It was a lot of blood coming out of these there saw somebody laying on the rocks. The victim was taken to the hospital and is expected to be ok. The suspect has been arrested. Its not clear right now what led up to the stabbing. Now to the other big story. Were following today at 3 San Francisco mayor london breed has put out a timeline for when restaurants can reopen indoors. Kron fours dan kerman is live for us now in San Francisco, a details that so many have been waiting for good afternoon down. Well thats right just to you know for a couple of months all restaurants closed as a result, they had to deal with takeout and delivery some of them prime for takeout and delivery like pizza places. Many of the sitdown restaurants like you see behind me theyve had to go with Outdoor Dining along the patio and thats all theyve had at this point. Its just patio dining in addition to takeout delivery. Now the mayor is saying right now. The numbers meaning the covid19 numbers are at a point that if they stay where they are for another few weeks it might be able to open 25 of restaurants that means Indoor Dining at 25 capacity. Theyre currently in red. So were not out of the woods but we expect based on if the numbers continue to go the way that theyre going well be at level and as a result. We will be able to open restaurants. Indoors at 25 capacity, if that occurs if we continue the way that we are. It may not be enough for everybody but for those of us who are already takeout and delivery and Outdoor Dining being able to add this will help re its an incremental ad. Those that are not open right now this may not be enough for them to reopen, but it sets us on a path where we could see a way to maybe 50 capacity. Once the state allows us to move to that least restrictive tier they posted right now which is yellow. The last word there from the Golden Gate Restaurant Association now again this is all dependent on where San Francisco is with the numbers things like caseload in hospitalizations all of those things now it is all tied to that new framework by the state thats why San Francisco could be opening up 25 indoor restaurant space by the end of the month, but again all depends on where those numbers are the numbers have to stay at the current level for 3 weeks live in San Francisco. Dan kerman kron 4 news. Thank you so much dan now the pastor of a south bay church that holds up to 3,000 people racked in. Up to 112,000 in fines for defying a local Health Health order by Holding Indoor services the North Valley Baptist Church in santa clara has since started holding Outdoor Services in the parking lot. The pastor says he will now hold the Outdoor Services until Health Officials give the green light to open for indoor services. Santa clara county Health Officials say that they have no plans to forgive the fines. Flu season is right around the corner and this afternoon. There are some early indications that we might be in for a milder version for this years flu season. Theres also some thinking that while we are in the guard against the coronavirus might also be protecting ourselves against the flu. Kron fours rob fladeboe has been talking with Health Departments about this and well share now what he learned he is live for us now in san jose good afternoon rob. Well just in Health Officials here concede that Wearing Masks to using a Hand Sanitizer will help guard against influenza as well as the coronavirus but a doctor here at the Health Department says the only thing predictable about the influenza is that its unpredictable theres more. Well flu season is fast approaching we still dont know exactly which strains of flu virus might be headed our way there is some evidence that in the Southern Hemisphere where flu season has been underway for some time. There are reports of a milder season. So far that has led to predictions of a less severe flu season elsewhere. Logic suggests face coverings Hand Sanitizer and other precautions being taken against the coronavirus will also guard against the flu which is similarly transmissible that may be true. But skeptics point out that despite those precautions and Health Orders forbidding close contact with others, people are still contracting covid19 its simply too soon to say whether flu season will be less severe bottom line say Health Officials dont let your guard down dont be lulled into a false sense of security. The best thing you can do is to get a flu shot. The sooner the better says Santa Clara CountyHealth Department doctor george the include the 19 are 2 separate says. But they give you the same symptoms right and so you can have fever cough, sore shortness of breath. Muscle aches by and you will know you have the flu or do you have covid19 in actually got tested. And so if you get the flu shot. Theres less of a chance that you have the flu and so that at least helps decrease the chances, well get one of those 2 diseases. Doctor hahn says that another good reason to get a flu shot is that even in a normal or a mild year for influenza you can end up getting very sick and you could end up in the hospital and those hospital beds right now need to be reserved for people who are even more sick with covid19 live in san jose rob fladeboe kron 4 news. Thank you so much rob now People Living in Santa Clara County can get free flu shots this weekend. This is part of a new effort to keep people safe from the flu during the pandemic earlier this week, the Santa Clara County public Health Department advised people to get vaccinated against the flu. In addition to preventing the spread of the coronavirus the flu shots will be available every saturday from 09 00am until 04 00pm at the santa clara fairgrounds. More businesses an antioch may be able to reopen thanks to some recently approved grants from the city kron 4 soup to call has the story. Its tough walking down the streets of any of these days because of this so many close businesses in its unclear. When many of these businesses are going to reopen a struggle during the pandemic and thats why today. The city announced its covid19 relief and program for Small Businesses that really could use some money the city is offering up to 5,000 to up to 60 Small Businesses in grants. Now the program is open from september 28 to october 9th. Thats when Small Businesses can apply. And you have to follow some criteria you basically have to be a business in antioch have a physical location here. You have to prove that you are unable to operate during the shelter in place or prove that you lost 25 of from the previous quarter. Its also important that youve had a business license for years. Before january 1st of this year. The city says that this money will hopefully help pay for some salaries or business license ive spoken with some Business Owners here downtown and they say that the money will be helpful regardless 5,000 doesnt sound like a lot but it could certainly go a long way in antioch phillipe djegal all kron 4 news. Starting today walkers bikers waterson skaters will enjoy a virtually carfree route from the east end of Golden Gate Park. All the way to the ocean obviously this is in San Francisco and thats where we find kron fours Charles Clifford he is live now with details on this new program paycheck. And there. Yeah, a few months ago, San Francisco started its slow Streets Program which allows people to the streets in their neighborhood in about 30 different locations for recreation to ride their bikes walk their dogs take the kids out to play and theyre doing that here in Golden Gate Park as well and they just expanded it to give people basically miles. A space used exclusively for recreation. This is a map of Golden Gate Park and you can now go along jfk and then take overlook drive to middle drive and then take mlk all the way out to the ocean now theres still traffic car traffic going north to south and you cation lee have to stop to let cars through but for the most part you can go in the middle of the roadway. Pretty much all the way across the park now the San Francisco recreation and parks Department Says that theyve seen a dramatic increase in the number of people who have been using the park they say this is a good way to let folks have some more space for recreation they do admit that is causing a disruption to vehicles in the area. But they say most of the cars before the pandemic were in the park just to pass through and werent even stopping here 8 and a half. Of every 10 vehicles that were in this park were in this park to get someplace else. And that is not what a park is about. Now all of these road closures including the slow street road closures around San Francisco are temporary, heres the director of the sfmta explaining this is an experiment we are using temporary sites. All of this has to be ripped out within a 100 days after the emergency declaration. Expires. Now the Parks Department along with the city also say you know some of the attractions here in Golden Gate Park like the academy of sciences, the museums could reopen soon and they are going to make some adjustments to make sure everyone can a park here in order to visit those locations but for now in Golden Gate ParkCharles Clifford kron 4 news. There is another big story that were tracking this afternoon there are some big changes s for the really popula apps tick tock and we chat the Commerce Department is banning these chinese on apps from the u. S. App store starting on sunday as part of the new order millions of us users are required to stop any payments through the app tick tock will not face the more drastic sanctions until after the election. The government is citing National Security and data privacy concerns for the ban. Bay area based oracle had struck a deal to buy tick tock an advert such a ban, but its unclear where that proposal stands right now. We are talking with the tech expert at 3. 45 this afternoon to get more details on this. So if you have any questions you can tweet me and ill try to get those questions answered for you. Coming up today at 3 wildfire smoke. And its exposure and how bad it is for how the talking about that and also receive either yes has a look at the forecast includes smoke or turning for the weekend us. Plus where lawmakers in washington are with the second round of relief for millions of americans struggling to pay their bills. And also a horrific turn from the fire that started from a gender reveal celebration. What happened to a firefighter. Battling that huge big place. In Southern California firefighters dead after battling the eldorado fire that fire was the one sparked by a device used during a gender reveal party. The firefighter died as crews were battling the flames on thursday in the San Bernardino national forest. The cause of death is still under investigation. The fire has burned more than 21,000 acres and is about 66 contained. 4 homes have been destroyed destroyed and over 26,000 remain threatened. Family members that through that gender reveal party could still face charges for recklessly causing a fire. But officials emphasize emphasized that the investigation is still ongoing. According to a new report that was released today by cal fire over 18,000 firefighters remain on the front lines of the 27 major fires. Still burning in california. Since the beginning of the year there have been over 7900 wildfires that have burned over 3. 4 million acres in california. About 5,500 structures have been destroyed in the state House Speaker nancy pelosi spoke out today saying that its time we stop denying science and start taking action after wildfires claimed so many lives on the west coast. America can no longer afford. To deny that connection between the Climate Crisis and the wildfires. No longer happy and content of the science. This wildfire, assault on nature mother natures statement. Do something about this. Wildfires have burned more than 3 million acres in oregon, california and washington states as for the major bay area wild fire complexes the lnu complex fire and the scu complex fires are both 98 contained. Cal fire says although the growth of these fires has basically stopped. It will still be several days before they reach full containment and as wildfires burn the state all that smoke is becoming a bigger problem. It comes with some Serious Health consequences and right now kron 4 tahernia is live for us now in the newsroom with a look at the dangers of all the exposure good afternoon knots. Thats right just seen wildfire smoke is a growing component of air pollution. And as weve seen over the last month its become a major component in the air quality here in the western United States that 10 to 20 years ago about 5 to 10 of the particulate matter in the air nationwide was from wildfire smoke in recent years that number has increased to 25 and when you look at the western part of the United States. It can be 50 or more. So question many of us are asking is how much should we be worrying about the short and longterm Health Impacts of the wildfire smoke that weve been seen. Now experts say that while any amount of wildfire smoke inhalation is unhealthy for all age groups is particularly dangerous for pregnant women infants and children. You see weaker immune systems and higher rates of asthma in infants that are exposed to wildfire smoke. Now studies show that even 5 days of wildfire exposure. Yes, just 5 days for an infant, increases the rate of asthma by about 2 fold it can even impact the babys health in the womb. There are high rates of prematurity and decreased birth rate even after just one week of wildfire exposure. So its really important to be able to make sure that we understand, but there are certain 10th of the population and we dont know to that degree by which theyre more sensitive than others but i would definitely say. Pregnant please be super careful. We dont know all the data but we do know that its dangerous to be outside please wear a mask when youre outside i think having an air filter and now its very imperative. And overall we really need to understand more about whats happening to pregnant moms as well them to an all ages, but i would say to be super careful around those population. Now studies are still being done at Stanford University to fully determine the Health Impacts of smoke exposure, especially with regard to chronic versus acute exposure to pollution doctor nadeau says that the same changes in the new systems of people chronically exposed a to a low level pollution. Were very similar to those acutely exposed. She went on to say that the acute exposure could include irreversible effect so you cant assume that you can to suffer serious impacts simply because air pollution may be bad for just a few days. Now have more on this coming up on kron 4 news at 5 as well as on our streaming service kron on you can download that for free in your App Store Just seen. Thank you so much, lets talk now about the smoke as we bring in our meteorologist Mabrisa Rodriguez with a quick look here at the Golden Gate Bridge thats fog there. But smoke is returning for our weekend forecast and Reese Rodriguez is here now with details on how much longer this smoke is going to linger we have another spare the air alert. Coming our way yeah and its mainly going to impact the 1st half of the weekend. So we are going to notice some warming on saturday and also poor air quality so just keep that in mind air quality already starting to diminish for those of you in parts of the north bay like santa rosa in petaluma moderate amounts of poor air particles streaming through there and also our inland areas of the east bay into conquered and livermore out there for your friday afternoon. So right now we are noticing the return of that marine layer and tomorrow its going to mix in with that smoke and ash as well so we do have a spare the air alert that will start on saturday and it looks like it is just going to remain in effect through saturday because of unhealthy air particles in the north bay and the east bay because of the change in wind direction for your saturday afternoon and evening winds out of the westnorthwest to push all that smoke and ash into those areas right now were getting more of a westerly breeze pushing more of that smoke and also that haze out there towards the east away from the bay area sustained winds at 20 Miles Per Hour for those of you in downtown San Francisco in fairfield temperatures out there right now noticeably cooler today, especially for inland, the areas just warming up into the 70s like livermore 79 degrees san jose a degree cooler at 78 downtown San Francisco 66 degrees with oakland in the mid 70s and widespread low to mid and upper 70s for those of you in the north bay napa 78 degrees in santa rosa degree cooler at 77 of stormtracker 4 tracking that increase in that marine layer and it is going to develop more during the overnight hours could see some light rain mainly near the ukiah area just north of the north bay, but we are expected to remain dry for us here in the bay area futurecast for will show better clearing by saturday afternoon and with that slightly warmer temperatures as well so today, we got a sneak peek of fall overnight lows tonight cooling down just a little bit mid to upper 50s a few low 60s throughout the bay areas shoreline in tomorrows daytime highs warming up to near average low 70s for downtown San Francisco, mid 70s throughout the east bay shoreline and widespread upper 70s and low to mid 80s as you make your way inland with that warming trend continuing on sunday until we cool down again early this upcoming week back to you just think thank you so much for greece and still ahead here at 3 y and east bay city plans to pave over. The mural has attracted a lot of attention both locally and nationally since she was painted there in july kron fours reyna harvey reports now from hurting us. City Officials Say that this is a part of a larger citywide projects are going to be pain over and black lives matter mural next month now again and talk to people many people happy that the mural was up in some people, not so much now again you might remember this mural when up back in july was painted by a team of about 100 volunteers from a local black lives matter chapter. And this was after white power flyers were found on a sidewalk. Nearby after you had several incidents take place around in the mural including the one that garner National Attention you see that right here after a man and woman who defaced it with paint the same day it was actually created and the city says the local black lives matter group has asked for permission to repaint it a few times but they were denied actually spoke to some local residents and heres what they had to say about the city painting over the mural. If the city have decided to paint over black lives matter. Thats fine they can also have you can you can do is sign or something a little smaller. As long as you are and cook ordinance with martin this our capitol here in california. This is martinez has a project they gave the opportunity to have this display here and so weve had time to see it and talk about it so i you know the city is doing an improvement we do have the display right now. So we should cherish it well we have it at this time. So whats next in this process city Officials Say the next step says the paving project will help them transition from pain and pavement to policy and procedure. So that means the citys coming up with a plan when a local artists and activists have a mural art that they want to display theyre going to have to go to the city and the city will be able to determine whether or not theyll be able to paint that but for now were going to be monitoring this story as im sure a lot of conversation is still going to be had around the mural for now reporting here martinez right harvey kron 4 news. Democrats republicans and the white house still cannot agree on a deal for another stimulus package to help struggling americans. Our washington correspondent Morgan Wright reports on where things stand for more relief as the talks between all parties have just stalled. Its second on a catastrophe. Rhode island congressman david sicily, nice as the federal government must act to help americans hit hard by the pandemic certainly nice as democrats stand ready to compromise, but republicans need to play bar. Republicans originally posed one. We think that people arent really so well meet you halfway thats left negotiations between the white house and democrats in congress at a standstill. We all want to get something done we dont negotiate with ourselves. We negotiate with. The other side on this a Sticking Point in moving the package former continues to be providing additional aid to state and local governments. They have contempt for science and disdain for state and local government, but House Minority leader Kevin Mccarthy blames House Speaker nancy pelosi for the impasse the common denominator here and every covid relief package we have done. Speaker pelosi has either slowed or delayed the action mccarthy says Speaker Pelosi isnt focused on helping americans i think knowing or well. She cares more about politics than she does about the people and thats unfortunate. I think the speaker has been very very clear that. We as a caucus are prepared to compromise and negotiate. But it has to be a package that is more than just checking the box that provides real relief and meet the urgent moment that were hand House Democrats still see their heroes act as a path forward reporting in washington, im Morgan Wright. There are a dozen statewide propositions on californias november ballot, one of them would repeal a ban on considering race and gender in hiring and admissions decisions. Catherine heenan the host of inside bay area politics is here now she talked to the chair of the Political Science department at Sonoma State University to get some more insight for us, good afternoon. Catherine high just in europe, professor David Mckeown he is referring a jekyll and hyde quality to california voters hes talking about the fact this blue state might seem to embrace certain things but doesnt necessarily mean that the voters will say yes to them prop 16 that would lift the ban on affirmative action after it was abandoned 1996 by voters, a huge platform for the black lives matter movement. I ask mchugh and if theres any early sense of whether this measure will succeed. Right so if we look at the this is a proposition 16 and we have some recent polling from the ppi see the Public Policy institute of california that shows this ballot measure significantly under water and heres that california voter that Jacqueline Eide voter a play that california is a very blue state very Democratic State a state obviously were Kamala Harris is from more is on the democratic ticket and most californians favor in in the abstract equal rights for all, but if we look at the polling from the ppi see on proposition 16 we see that only 31 of california voters are the voters surveyed are in favor of this particular ballot measure with about 22 undecided were less than 7 weeks out for the polls and as a result of that ballot measure despite where californians and many of the National Power sentiments that weve seen over the last couple of months that ballot measures under water and in trouble. And coming up at 5 oclock professor mckeown is going to talk about the president s ban on tik tok and rechecked why he says the president is counting on all of that drama to help them in the election justine thank you so much. Lets talk now about our 4 zone forecast as we take a live look outside at the bay bridge toll plaza towards the east bay, those beautiful blue skies are back. And we hear that warm weather is on tap for the weekend, lets get some more details now with our meteorologist Mabrisa Rodriguez same just seen, yeah blue skies for most of the east bay but along the coast of the bay area we are noticing the return of that fog bank out there right now cant even really make al Golden Gate Bridge out there this evening. So drive safely for your friday commute, lets take a look at temperatures for your microclimate saturday forecast warming up to near average highs along the coast back in the low 70s for downtown San Francisco, which is where we should be around this time of year. 67 degrees for Half Moon Bay. And as we take a look from brisbane to millbrae in the mid 60s winds will change direction instead of out of the west out of the westnorthwest so we are going to get a little bit more of a northerly flow. Clearing up the skies and warming us up so expect some more sunshine for your saturday afternoon, san mateo warming up into the low 70s with mid 70s for redwood city and Mountain View widespread mid to upper 70s for those of you in the south bay, san jose, 70 degrees no peta 73 degrees and back in the 80s for inland valleys of the east bay livermore 82 degrees and low to mid 70s throughout the east bay shoreline hayward 75 degrees richmond, a degree warmer at 76 conquered it walnut creek 82 degrees and as we take a look at the north bay napa 78 degrees sonoma, 76 and santa rosa 82 degrees. So pretty seasonable weather for our last weekend of summer hard to believe just steen that all starts on tuesday this year has really just been one babe or because of the pandemic but one thing that we are going to notice some offshore winds sunday into monday slight high fire danger concern with an Even Stronger offshore wind event things to those northerly winds returning to the bay area next weekend. So going to keep an eye certainly on the changing wind patterns in the coming days back to you. Thank a breeze that. Coming up if youre in the market for a new job. Whats the ban on tik tok and we chat means for the millions of people who use these really popular apps theres a live interview with a tech expert to answer your questions thats next. A big story that were watching today is that in just 2 days you will not be able to download tic tac tic tac haha. And tick tock or we chat from app stores, the Commerce Department is banning the chinese own apps from Us App Stores this sunday for more on this were joined by kanye. Yellow the editor in chief and seen at thank you so much for joining us here on kron 4 news at 3 tic tac still stand its tick tock thats at risk here. Can you tell me how we got to this point that these 2 apps are in talks to be banned in the United States. All this has been part of a trend that were seeing from the Trump Administration to take on china and the president earlier this summer said that he does not happy with tick tock. And we chat because of concerns that they were taking users data on your location data your preferences to to date about how you use the apps and then it was going to be used by the Chinese Government as a tool to pry surveillance over us consumers and also prep apps be a conduit for chinese propaganda. And they would just take users. Information and use it against us somehow. Well thats what the Commerce Department and the Trump Administration are saying what cybersecurity experts are noting first of all this is the first time that the u. S. Government has stopped consumers from downloading an app from the web so thats already kind of a historic moment, secondly, there are lots of apps from china and even in the u. S. To track your location data your preferences. They look at how youre spending your time so theres a lot of information collected on consumers. So there are questions about how his policies being applied to the Trump Administration and their Commerce Department today said its because they have grave National Security concerns, however, when they were pressed to say what they work and they give example they couldnt do it. So people are very you know concerned about why these 2 apps why this precedent why at this time. So if i have the app whats going to change for me both with tick tock and with we chat. Whats the difference between now and sunday. So if youre downloaded the lets say you have to youre not going to be able to that updates or any kind of revisions said they make to the google and apple which distribute these apps through their stories you wont be able to get it there and any of the updates that you normally would get so there any kind of security update or any of your mobile phone changes its software and you would need to update. You saw for an a in order to work with a new version of those operating systems those apps might suddenly stop working. Thats what you need updates for and as much at youre not going to be able to use it at all to talk has a reprieve until november 12th which is after the election and that gives them some time to try to work out a deal theyve been talking to oracle in the u. S. To see if they could come up with a deal to have someone host. Their data and provide the kind of assurances. The government is looking for so right now if youre we chat user as of midnight sunday, youre pretty much going to be out of luck here to talk user and you have the app you can keep using it but slowly over time it might not work and eventually they dont reach a deal. The government will not let people here in the u. S. Coast ap on there. Delivery platforms and services think of it as you know the channel on which that data passes. Companies are not allowed to pass that data over networks in your app is not going to work. And is there any chance the next 48 hours that get reversed or this is the real deal. Well i think the tick tock deal is open to negotiation as i said for a few more weeks so i mean of course get reversed 0. 10 which owns we chat said that they are in talks with Us Government so again if something could happen we dont see that happening over the next few days. But both Companies Say that they are trying to negotiate with the u. S. Government right now so theyre probably a big. Increase in people downloading the apps between now and then. Weve already seen it theres a lot of people downloading tick tock which if audience does it now is a really popular app about a 100 Million People in the u. S. Use it you can see these on 15 2nd. Videos but its also being used to disseminate you political content francis people are supporting candidates in upcoming its become more than just a place to watch people do find an answer lip sync which is how it got started so its a platform for that. Coming up how a florida couple says they were able to survive Hurricane Sally, the message they 4 zone forecast time now as we check in one last time with our meteorologist Mabrisa Rodriguez blue skies, look good but greece uh yeah and also very breezy out there so were getting that westerly flow helping to clear out the skies at least for today unfortunately tomorrow hate to be the bearer of bad news, but there is another spare the air alert that is going to go into effect it looks to just be on saturday though, and the reason why is because were going to get some more of that northerly flow pushing smoke and ash from the august complex fire to our north into the bay area mainly for those of you in the north bay and the east bay so expect unhealthy air particles. Limit your Outdoor Activity at least for the 1st half of the weekend moderate amounts along the coast and the south bay and we are going to see temperatures also gradually start to increase this weekend today, the looking and feeling a lot more like fall temperatures out there right now in the mid to upper 60s throughout the San Francisco peninsula coastline for Half Moon Bay in downtown San Francisco, mid 70s for those of you in oakland and hayward throughout the east bay shoreline, san jose 78 degrees low 80s in parts of the tri valley is like antioch unconquered and right now 78 degrees for those of you in napa but tomorrows daytime highs were going to warm up a few degrees right about where we should be for this time of year low 70s for downtown San Francisco going to hang tight though in the mid 70s for most of the east bay and widespread 80s as you make your way inland with santa rosa and the in the low 80s as is the tribe valleys san jose 78 degrees and we are going to notice of last round of summer like temperatures by sunday for the 2nd half of the weekend looks to be the warmest day of the next 7 until fall arrives on tuesday, but one thing we have to watch out for this weekend just seen the return of those gusty offshore winds sunday into monday slight chance of that fire danger threat on account of that so far no fire watches have been issued though just yet but we are going to notice though gradual cooling trend early next week.
