Dense fog on the golden gate be careful driving here 21 minutes rolling south nevado to San Francisco back to you thanks robin. Its 5 oclock in the big story, san jose schools have made the decision theyre going to continue Distance Learning through december. Thats right kron 4 Sarah Stinson live in san jose. With more on the story sarah. Darya james yeah, what a decision to make by the School District consistency is key though that is what theyre going for it this is a decision comes even after Santa Clara County moved into the red tier of the states colorcoded terror system which allows k through 12 grades to if they remain in that chair for 2 weeks now if they keep the case is low k through 12 could open, but you san jose unified School District said you know what were going to stick to one thing we dont want to go back and forth and have families and staff have to keep adjusting the superintendent says cases continue to rise specifically in san jose. So theyre not comfortable reopening schools for in Person Learning the district put out a survey to parents staff and students and it showed people wanted a consistent plan throughout the semester that they wanted so thats what theyre getting people in person they say while in Person Learning is the best type of learning. They want to revert about that as soon as possible and they know its safer to do so hopefully that will be in 2021, but again it all depends on case numbers and of course Rapid Testing which is san jose is doing and they appreciate that they wanted to be even better of course a vaccine would be great and they said that they should release a plan for the next semester early december, so releases first School District that ive heard of in the bay area that saying were going to do just on soaring rents stick to that no matter what a lot of the School Districts are kind of going by the case numbers and they could revert back here or there so this is a really the most consistent plan ive seen reporting live in san jose Sarah Stinson kron 4 news said it all right thank you very much sara and Santa Clara County Health Officials announced an enhanced testing order to make sure that everybody is able to get covid19 testing the new order. Expands the definition of essential worker requiring Insurance Companies to provide free testing. 4 workers including teachers Grocery Store employees and Health Care Providers and also sets mandatory timelines for patients to ensure they get tested quickly and get the results sooner. We are grateful that the county has announced an order that is going to demolish the labyrinth that too many of our residents have found themselves when theyre trying to find their way to get to testing. Because youre wondering do i have to pay or you know is my insurance going to pay will the county pays it free and they dont want that to be a barrier the order is mandatory and violations of this can result in fines and other penalties so they sure that Insurance Companies will follow suit. To the east bay now where Alameda County has not given yet the green light to advance to open up more businesses but this doesnt mean that the county is in a covid crisis will be a county sheriff greg ahern is also the director of the countys office of Emergency Services and since the shelterinplace was put in place back in march, he says that hes been collecting data nonstop then he says based on what hes seeing right now Alameda Countys improving. Only 121 cases more deadly but just 17 of them were white. Thats compared to 35 deaths of black children and 54 hispanic deaths. The cdc is pointing to social disparities such as crowded Living Conditions food in security wealth and educational gaps along with racial discrimination. Berkeley City Council Members approved the mask fine after seeing an increase of covid19 cases in july and august this as the cdc director stresses the importance of wearing a mask and this face mask. Is more guaranteed to protect me against covid then when i take a covid vaccine. Wednesday cdc director doctor Robert Redfield says a covid19 vaccine would not be available for another 9 to 12 months ucsf Infectious Disease doctor Monica Gandhi agrees number one is to take a while for the vaccine and number 2 were to see the vaccine is but we know these protected doctor gandhi studied maskwearing early on looking at data from japans diamond princess cruise ship where more than 700 people on board came down with covid19. Multiple components of the response one is transmission and then by reducing the amount of cars that get you get in it may reduce the severity and to seize tuesday night the city of berkeley approved an ordinance to fine people not wearing a mask in public or focus is not on criminalizing people, its making sure people get the right track is obviously been shown to be one of most effective way to stop this road and season its a very cheap and easy way to save a life district 4 Council Member Kate Harrison says city workers will be keeping an eye on large gatherings of 12 or more at parks parties and student events we had cal students come back about 3 weeks ago and at present the 190 students have been found positive. And i dont want them to spread their fellow students, their parents and grandparents and neighbors and certainly not the rest of our community other bay area counties like santa clara napa and marine have already approved similar measures maskwearing is already required in berkeley. Now a 100 fine used as another tool to prevent the spread of covid19 the money gathered from fines will buy mass for low income people in berkeley gayle ong kron 4 news now you just heard the cdcs Robert Redfield say that masks are more effective than vaccines. But the president contradicts that. I mean everyone is not more effective by any means that a vaccine and i called him about that those with the 2 things i us with them. And i believe that if you ask him. He would. Probably say that he didnt understand the question. And President Trump also alleges redfield was confused about when a vaccine might be ready because he testified before congress redfield did the vaccine would not be ready until july and in the summer or october in the fall where is the president has been the only one in authority who is saying that it could be the next month or 2. Well as the flu season looms in east a doctor now suggesting people who come in for a vaccine. In the wake in florida and alabama sally hit the gulf coast yesterday morning as a category 2 with winds of a 115 miles an hour. Rain was measured in feet not inches hundreds of people had to be rescued more than a half a million homes and businesses are without power. Moving so slow. It was just 3 the french side that i was 3 hours just. Screaming and we can hear crashing everywhere staff meeting the house is pretty terrifying. In alabama, one person is dead and another is still missing. Something with those hurricanes before they dont need to be very strong at their slowmoving like that they just sit dump, water on you and the winds of course and so that video boats landing in land. Thats pretty crazy. So powerful i ever been through anything like that john of you. Ive not really in the middle of a hurricane and then right at the edge of yeah, but seeing those images make pas for those people that are going through that even though it wasnt the most powerful hurricane slow mover indeed, as far as bay area goes at least things are really looking out for us we had so much wildfire smoke first such an expense tended amount of time. Now we are in the clean air clean foggy air this morning though as a foe all the way up to the golden gate these user showing you much do give yourself some extra time to get into work this morning as air quality is good. But fog is not so good. Air quality has improved gradually day after day and today, it is even better than yesterday with poor conditions as you head up into the Sierra Nevada so i wouldnt recommend a Sierra Nevada weekend ahead of us as we are going to be seeing poor air quality lingering up that direction but the bay area just fine if you want to get outside take that job whether youre at the coast or further inland. Temperatures will be nice and moderate and only getting cooler in the days to come as this cold front gently slips into the bay continually cleaning up air quality across the west coast as it does so already offering up into the pacific northwest. They desperately needed it so seeing those showers to our north has been great news and a couple of sprinkles could be possible tomorrow morning. Right up in along the north bay. Winds are calm this morning for most areas but will pick up especially for the north bay this afternoon as cooler air begins to push on into the region will definitely notice a breezy finished year thursday. Todays daytime highs a little cooler than they have been 60s and 70s at the coast. It was a warm day at the coast yesterday with your 70s today wont be quite as warm with 60s and 70s right alongside the bayshore to palo alto at 76 today south bay temperatures in the upper 70s to low 80s. San jose at 79 degrees east bay temperatures not much different. We will be one to 2 degrees cooler than yesterday. Just enough to be getting out there and enjoying even a little bit more than you have been north bay temperatures some of our warmest but also no 90s in the 4 zone forecast here getting close in areas like vacaville, while 60s expected in coastal marine and sonoma counties. Tomorrow and saturday will be our coolest days of this forecast as that cold front advances pushes on in continues to clean our air. After that pushes through well see the return of some hazy conditions likely come sunday and monday. Last 2 days of summer as we see an offshore wind kicking back into gear pushing in wildfire smoke from the sierra tuesday first day of fall kind of crazy to be talking about that starting off the season, mild in the 70s and 80s. Robin. All right john. Thank you were checking in on the bridges and 92 is already off to a sluggish start were checking in on the san mateo bridge which continues to pick up as expected. But no big problems here so right now youre averaging 12 minutes from hayward over to send the tail here at the bay bridge looking good at the toll plaza gets a little foggy for you across the span where theres a dense fog advisory in place that was issued by for the bay bridge and the golden gate as well so just take it easy out there, slowing on the nimitz as usual we have that road work leaving downtown oakland and every morning around this time it stacks up traffic southbound between 9. 80 and 5th after 5th youll see a pickup, the rest of the trip through oakland and san leandro be fined the northbound side looks great. Reyna. Well now to developing story out of the north bay were leaders with the Vallejo Police union say that they want to work with the city and police chief on reforms to improve the department. Now this comes after a spike in fatal police shootings, including the death of Sean Monterrosa back in june. The union says officers are on board with new policies to improve the department but so far none of the recommendations from the city have been implemented the union feels like theyve been stonewalled in all this. They position us as somehow an impediment to change and reform and to the contrary. We have reached out on numerous occasions to get the ball rolling on these reforms we see it as an opportunity to him i move the department forward in a new direction. Well union says as crime rises across the city. The biggest need now is for more officers on the streets. Time now is 5. 34 in the south bay, San Jose Police are still looking for whoever is responsible for a deadly shooting that happened tuesday night we told you about this it happened around 10 pm at south 8th and reed streets in san jose. 2 men were killed and 3 others and the woman were all hurt. Here was the scene wednesday morning as we showed you yesterday here on the kron 4 morning news where police were still out investigating the victims were all at an outdoor a candlelight vigil when they were shot. We dont know yet the police are still trying to figure out if it was somehow related to that vigil. Still interviewing witnesses were still trying to connect all the dots obviously if we do. We have more information share we will certainly put that out but this investigation is still very active. Were still talking to witnesses. There was a 911 call earlier that evening in the same area. But the police havent said if those 2 calls were related. In the south bay, the mayor san jose is speaking out against the citys decision to allow police to use rubber bullets in some crowds situations so the new policy restricts police from using these rubber bullets to disperse crowds, but it does allow its use in a crowded a crowd situation if someone poses a threat to others or attacks on officers or other persons are happening. Mayor sam liccardo disagrees. He says there are a Lethal Weapon and should be treated as such. I am concerned in chaotic situation says weve seen where weve got large mass protests and 99 of people may be very peaceful. Got a few people who are instigators who are violent who may be criminal. It creates a very chaotic situation rosters have to keep some people safe while trying to arrest. Others any capacity take them is very difficult to expect officers to be able to clearly distinguish who is friend and who is foe in the situation. Mayor liccardo says that theyre working right now with other Police Reforms which will be in front of voters in november regarding the powers of the independent police auditor. San francisco meanwhile is proposing new action to crack down on site shows this includes plans to implement harsher penalties for those who participate and this comes in the wake of the labor day shooting incident where a man died near a sideshow in the citys excelsior district city leaders say the legislation would deter people from coming into the city to take part in the sideshows. The piece of legislation that would increase the ability in San Francisco and the time to impound vehicles and you can we can prove that youre behind the wheel. You will be arrested, we understand that people want to do this, but they are dangerous and this is no fun if someone is killed. And San Francisco police also announced the formation of a special sideshow unit and 15 new surveillance cameras that will be used to catch sideshow drivers and participants. Time now is 5. 37 and still ahead on the kron 00 04am morning News College Football might be back in a lot better than we thought well the pac 12 get back on the field like the pac 10 is going to. It broke out on 7th and webster streets, its believed to started in a dumpster and then spread to the rest of the building. It took fire crews about 2 hours to get those flames under control the Fire Department says that a lot of the firefighters had just returned home from battling. A lot of the wildfires burning across our state. Fired the next morning first day back on and theyre feeling it but and their job thats our mission now and their stance wrong at a our announced at some point during their and it may well deserved. Yeah, no rest for the weary, no injuries were reported in this fire. So thats one bit of good news, the American Red Cross says its stepped in now to help anyone who is displaced. In the north bay, a man is in custody for a hit and run crash that happened in sandra fell. Well as we head to break, heres a live look outside we have the camera here at San Francisco international airport. I think. Cant make out much of the airport. But we do see some of those green and red yeah, this is the right camera is just so foggy out there you cant make it out well have more on the we were getting it light snow in sandra fell after all the dust grime dirt much in the air than the moisture. Its time for clean this thing from the world. Little bit better about the health out of being outside so forth. I think there are working to our advantage at this point. Yeah after weeks of asher just raining down on top of cars. A lot of drivers just couldnt wait to get them washed. The owner of matt just car wash and Detail Center in nevada says last couple of days has been the most business theyve received since the pandemic hit. And its a similar story too at blue wave in sandra fell where a line of dusty ash covered cars wrapped around the building. Remember they told us the nash eats away your pain, yes, the firefighters were saying and maybe thats why you always see them watching the fire trucks. Because youre supposed to clean it quits or just let it sit like you know just keep it there all year but you know what i did a day of work at matt jess member i was trying out trash car wash, yeah thats not easy may got a timer on you got to be fast. Yeah, you got a hey thats a deal right what you actually do think i do the car washed today his idols care that ash of my vehicle and i think a lot of people are going to be out there just enjoying the day, however you want to whether its a car wash a walk around the neighborhood and ice jog. Go ahead, you get out theyre breathing in this fresh air thats returned to the bay. We are looking at some foggy conditions this morning but thats not going to last by noontime today areas like berkeley, this camera is going to be under beautiful blue skies as we dont even see hazy conditions really all that smoke is pushed out of the region now we still have smoke in the sierras, so i wouldnt recommend that for any of your weekend plans to stay here at home breathe in that fresh coastal breeze that were going to continue to see today tomorrow and starting to relax on saturday, although saturday youre still going to have some nice fresh air after that once this cold front sweeps through helping to clean up our air quality sunday does look like we have the return of some haze so enjoy the next few days what weve got it cold front is also bringing some showers up along the oregon border into the pacific northwest, helping with their wild fires up there were a little too far south the beginning in the mix with any sort of shower activity. You will see tomorrow afternoon the potential of some showers right around mendocino county. Not drifting down a far as far south as even the north bay though some models are really drying us out come tomorrow, but we will have the cool air and thats sweeping effect continuing through your friday and saturday just not any potential rainfall back here at home. Winds will pick up later on today after a calm start to the day the north bay, especially going to be in for a breezy afternoon winds from the coast going to help to sweep out that air quality a bit further inland even yet. So our inland neighbors up into the Sacramento Valley early going to be thankful for that breeze 60s and 70s for your daytime highs along the coastline today well elsewhere in the bay, its back to the 70s and 80s right where we were yesterday for most areas if not one to 2 degrees cooler. Palo alto at 76 for your High Temperature while milpitas in santa clara at 78 today east bay temperatures 70s 80s as well, lots of sunshine all the way into our inland valleys and with good air quality go ahead enjoy these comfortable temperatures vacaville, the hot spot close to 90 degrees. But yet another day not quite getting there. Santa rosa in petaluma 82 today. Tomorrows temperatures will be a little cooler than 2 days as that cold front really steers into the region and well stay pretty cool overall into saturday too. Now sunday and monday your last 2 days of summer looking a little bit warmer as offshore winds kick back into place also likely to be a bit hazy or for these days too. We kick off fall on tuesday with some more mild conditions with temperatures back down into the low 80s inland. Robin. Thank you john lets check in on the traffic which is picking up out there, but still no big problems into San Francisco. Its just foggy and thats going to be a visibility issue for those of you crossing the bay bridge and the golden gate bridge. So no problems here, but look at that line its growing spilling back beyond the ad overcrossing which we cannot see by the way because of the fog that just lets you know how dense it is out there hear the Richmond Sandra fell bridge. The fog is not a problem 7 minutes to the north bay 92 a crowded its going to be packed leaving hayward west of the tolls along the flat section to the high rise, but no big problems to the peninsula and another foggy bridge, the golden gate dense across the span make sure those headlights are on 18 minutes rolling south nevado to San Francisco darya james. Thanks a lot rob. It is 5. 49 the big story this morning football. More of it cal and stanford football could be back. Sooner rather than late and then well see the pac 12 conference took a big step towards that yesterday getting the team is back on the field with kron fours will tran live at u c berkeley to explain good morning. Well. Good morning james, its my favorite season of the year football season, and it got a little bit better after governor Gavin Newsome he went to the line. He looked to the left to the ray and then he called a change in place he called an audible because when people woke up yesterday. It appear that football was not going to be back and then he changed his mind saying that football as far as College Football in the state of california they do meet the guidelines. But the state has rolled out for covid19. But the caveat is they still have to be local and county guidelines.
