President trump is sparking new confusion and anger about the additional Unemployment Benefits in his recently signed executive orders, yeah he now says that some states may not be required to pay part of the benefits if governors request, federal help so theres some confusion now lauren fox explains. With negotiations for a new stimulus package at a standstill on capitol hill. President trump tried to sidestep congress and take Coronavirus Relief into his own hands signing executive orders. I think it actually works better. We do it. The way were doing it you cant beat the deal we made. But the president s move does not provide a clear path to help millions of americans out of work, my constitutional. Advisors tell me theyre absurdly unconstitutional unfortunately, the president s executive orders described in one word could be paltry. Part of trumps memorandum reducing the additional unemployment benefit from 600 to 400 per week. Leaving it to states to pitch in 100 for every resident in ruled by sunday the president said its possible. The federal government could pick up the whole tab if the governor requested the defendant the state. And theyll make an application will look at it will make a decision. So maybe theyll pay nothing in some instances. Earlier president trumps economic advisors said states could afford it i think that theyll make room based on our estimates the states will be able to the extra 100. But 4 states with budget is already stretched thin by the pandemic look now it costs us about 500 Million Dollars between now and the end of the year i could take that money from testing i dont think thats a great idea. And in another executive order, the president said. So im protecting people from eviction in reality trumps executive order does not explicitly provide help for homeowners and renters. The president also promised to suspend payroll taxes. Thats money paid into Social Security and medicare and victorious in november, 3rd, i plan to forgive these taxes and make permanent cuts. To the payroll tax trumps plan is actually a deferral and only congress has the power to change tax law. Meanwhile House Speaker nancy pelosi and Senate Minority leader Chuck Schumer are looking to meet yet again. With white house chief of staff mark meadows and treasury secretary shun to try to work out a deal with said lets pass legislation on the things we agree on. And knock these off one at a time and theyve refused to do that stalemate because republicans but from the start. Never understood the gravity of the situation that we are in the problem has grown and it has become an Enormous Economic problem. That was lauren fox reporting even some republicans have criticized trumps executive order saying the orders go around congress is constitutional powers over the purse. Its a 35 another big story this morning, San Mateo Police have released a new pictures of a man wanted for raping and beating a woman in her 60s they say hes a threat to Public Safety to get kron fours will tran on the story for us live in san mateo will. And they most certainly believe he is a threat to Public Safety and theyre fearful james and area that he could attack again which is why they want him behind bars immediately and they have a little bit of extra information to pass along to the publics a good news as far as their investigation take a look at your screen. They have images of the man who they are looking for for the past 5 days, its in terms of surveillance pictures guys this is pretty clear you can see him right there. He has a bag over his shoulder is on a bicycle and he has a hoodie around his waist. My hoodie could be his downfall as far as getting him arrested because they say its red and it has a key word on it and ill tell you about that just a few moments. They also have Surveillance Footage of him going through the neighborhoods in san mateo theyre not saying which when this was captured, but you can see a meandering through that particular neighborhood last wednesday at around 1045. At nighttime, a woman in her 60s was near a bus stop at night in south el camino real. They say this man approached the woman beater up and then sexually assaulted her, leaving her injured before fleeing on foot. They did recover in the days since that assault guys they did recover a red hoodie and that could he has the word lifeguard on it thats something you dont see every day so you see, but he has a lifeguard hoodie also that they recovered his bicycle which is a silver bicycle and has duct tape near the seat area so to distinguishing things about him. They say its a little harder to track him down then say normal people because he is homeless and that he doesnt have a residential area where neighbors can spot them on a daytoday basis and thats why they are hoping that this footage and along with his picture that will help them as far as you helping them track this man down fortunately were not hearing of anything grave about this woman obviously very injured. But she should recover from her injuries back to you. All right, thanks a lot. Well. Well in the east bay police made an arrest in a shooting that injured 2 people in union city that happened early yesterday morning on the 2700 block of korra moran. Court a man and a woman were shot after a fight involving a number of party goers from a nearby house. Both victims were told are in stable condition at the hospital. So far police havent revealed the name of the person that they arrested. And we are in for a warm afternoon with plenty of sunshine mills right now not seeing a whole lot of that sun in areas like oakland and San Francisco just yet with temperatures in the mid 50s to 8. 41 is the time the city council in seattle is getting ready for a vote on defunding a big portion of their police. And ahead of that protesters. About this issue showed up at city hall to make their voices heard and cole miller was there. Cocking the steps of city hall. A rally to back the blue and push back against City Council Members ahead of a huge vote monday that would cut portions of the Seattle Police budget i want the public to know that there are many people from communities of color. And disenfranchised communities that support Law Enforcement for those wanting to defund the department they showed up across the street they want to see that money invested in programs that lift up black and brown communities. Although some on the defense side say that can be had without whats being proposed just because we need more social programs does not mean we have to defund the s p d we cant have both been confined to s p d. Fun Crime Prevention fund Law Enforcement among those on the other side of this issue those who want a 50 cut. Is david lewis, this is a thing abbas the police all together this is saying put the funds in the organizations that actually decrease the crime that we have here. If you increase education housing and welfare in these neighborhoods we wont have crime and while that 50 cut has a slim chance of happening. Louis poses this question for those supporting the citys officers do you really think that s p d. A Police Department that had to get the consent form applied to it because of the amount of Police Brutality in the city is truly doing their job appropriately. And even though the measure to defund the police is not expected to pass the city council is going to vote on it sometime this week. And on the kron 4 morning news. Were going hear from families living near ground 0 of the beirut explosion at the ports theres the rescue effort now shifts to recovery and cleanup. 8. 46 right now and were going to look at the forecast on monday morning things are looking nice. Yeah so far so good right john yes all start to the week you always want some good weather as youre getting out of bed on monday morning and even though the gray skies may make you want to hop back into bed. We do have a lot to look forward to this is your view from berkeley right here khloe cloud cover hanging out overhead down in berkeley itself, youre looking up at the grey right above you definitely not so much in san jose, nice bright skies to kick off your monday morning beautiful start for inland and south bay areas little on the greater side for coastal spots. It is going to remain a little gray at the coast. Well bayside areas get a good dose of sunshine here in just an hour or 2 as for a big picture set up High Pressure ridge in place warm weather for inland areas cool at the coast. Pretty familiar territory and were going to stay that way through this forecast. Tomorrow, well start the day with another dose of fog and even some coastal drizzle out like this morning or keep that going on into wednesday morning to cool and foggy to start sunny and warm to finish things out. Todays daytime highs in the 60s for San Francisco, not changing much from where we have been daly city and have been baich at 66 degrees with temperatures in the 60s to 70s from brisbane down to burlingame 80s from saying carlos southward down through Mountain View 86 today and then in the south bay 80s to even the low 90 in morgan hill, san jose youll be a 87 pleasanton and livermore at 9192. Well Union City Oakland to san leandro enrichment nicely in the 70s on the other side of the hills danville and conquered as well as on up to antioch pittsburgh in vacaville all in the 90s today, comfortable 70s in sandra fell in noe valley get 7971 degrees. Tomorrows temperatures will be just a little bit cooler as will also see on wednesday. After that we warm up into the weekend. Back to you. Thanks a lot john it is a 48 breaking news coming to us from baltimore maryland look at this overhead shot of this neighborhood. You see whats missing. 3 homes in the middle of connected townhomes style. Homes northwest, baltimore were just wiped out in a massive explosion. We know that one woman is dead. 2 people are trapped and at least 2 people. Have been critically injured and we understand of the 200 rescue personnel on scene they are actually in communication. Were told with somebody who they believe is trapped and theyre working to get that person ap a look at the debris they have to dig through and when you look at this obviously it brings back. Members here in the bay area of last time we had a major gas explosion that was in san bruno 10 years ago back in 2010 no active fire burning here like we saw in san bruno but obviously the devastation is it is immense. Yeah they say that it 3 homes were involved are still kind of trying to get through the wreckage right now you can see this is fresh just happened so how my gosh just things are everywhere strewn everywhere the stories about neighbors who rushed in to save one woman who was trapped and as we said there are at least 2 other people that we know theyre trying to get to right now. And one woman was killed the other victims are in the hospital right now. Theyre monitoring this because of course with a gas explosion, a shot off the gas to that neighborhood. But you can see people coming up to the edge of the scene there trying to do what they can and look and see what happened. The details are still coming in because this just happened in baltimore recently within the hour and from what we understand there is gas still flowing so theyre actively working to get that shot off to again make the area safe enough that they can begin. That rescue and recovery process. Of the people theyve rescued. We have one account from a First Responder who said they rescued a person who is very from the neck down in the korean they were able to get that person out and to our local hospital, another one another person was sheltering in their closet when they came through and they really get that person out, you can imagine the number of people who are potentially injured by flying glass is this blast would have shattered the glass of just about every home nearby in at least a one block radius force of the blast along to seal that like you said the fact that theres no fire burning is pretty amazing. Yeah because that was it was the biggest problem in the bay area when they had that gas. Or option in san bruno in here. Its just everything is is quiet as far as the rest of the neighborhood goes in. Ferry still an ominous way they say that the there havent cut the power yet, but they did cut the gas and you know try to cut the electricity used to make sure theres no more fallout after this you can see how closely packed all these houses are much like youd see in San Francisco with townhomes sandwich together. And to see the destruction here in the meantime shes going to take quite a while to assess the scene completely an account for everybody who might have been hurt or buried in that rubble that still needs to be rescued. We will continue to monitor that and our other big stories this come back getting close to 09 00am on your monday morning things getting a little brighter out there now getting at least a little shot of blue there above temper on and the fog looks like its backing off theres still going to be some fog hanging out at the coast even into the afternoon but most of us going to get a good dose of sunshine. The calm for most of us right now, but notably windy up in fairfield a 21 mile per hour sustained winds currently and will remain breezy on through the delta even into the afternoon today. 60s for most of our current temperatures antioch one of our first spots back at 70 degrees. Later today, its going to be a lot warmer than 70 in antioch up to 94 concord in livermore in the 90s as well well, oakland of mill valley, some of your more comfortable spots in the bay today all in the 70s. 60s in San Francisco and Half Moon Bay. Daria. Thanks a lot todd, 54 and a group of friends on a boat off the coast of massachusetts had a closeup experience with a humpback whale. Josh breaux goodyear has the video. All from the north shore 3 of them here out on a boat friday afternoon saw this whale just a quarter mile off shore. They followed it for about half an hour giving its space surprised it was only about 30 feet of water hoping hoping and then the ha.
