Its a good example is in San Francisco and thats on the governors watch list if the school is in the county on the governors watch list then they have to go through a few more hoops they have to have major discussions were talking public hearings with parents the county Health Officer they need to talk other schools in the area see what theyre doing and have conversations about whether it is a smart idea to have in person classes take a look at more of guidelines that we rode out for you on your screens you can get a better idea and this includes developing plans for Health Screenings of Contact Tracing physical distancing testing Face Coverings will need to be required. The state says schools will need to implement a protocol if an outbreak occurs and make plans to switch back to Distance Learning if need be once the waiver application is sent in the state will review and decide of Elementary Schools should reopen with in person classes. Kron fours michelle kingston spoke with the attorneys of the professional Beauty Federation of california about this plan. But some salon owners here say that theyre going to reopen anyway on august 17th 5 months after initially having to shut down i 17 its been 5 months said salons across the state had to shut down because of the coronavirus pandemic some beauty salon owners and the tri valley and across the bay area decided over the weekend that they will reopen on august 17th even for just a day despite the state in their county Health Officials telling them they need to remain closed. We certainly can sympathize with folks its a. Now if and we have 53,000 licensed establishments thats day spas hair salons barbershops nail salons. If we all decided to help with that were going to reopen. Im not really sure what the 58 county Health Departments and the governor could do about it. The professional Beauty Federation of california is not endorsing this decision to reopen august 17th, but says they understand the reasoning behind the decision. Where exactly where it is either. Only legally or ways every day and have we have. Now. Really get any other option, the salon owners are frustrated not understanding why so many businesses have been able to reopen but they have not theres 621,000 individuals licensed by the california state board of barbering and cosmetology all of whom have hundreds of hours of formal education and training in cross contamination disinfection protocols sanitation procedures we know how to keep our client safe. Alameda county Health Officials said in a statement that they do not intend to open any new sectors at this time and well continue to monitor developments in state and local indicators to inform next steps if any of the salon owners are fined for violating the shelterinplace order. Providing equitable access to the internet not only supports learning and also promote access to services and opportunities for health. Wellness and safety this partnership is something that we can expand throughout the rest of the city to this county of santa clara and really become the model for the state in the state of california and across the nation. Thats whats the most stubborn, but pretty good clearing up here in the north bay to temperatures 67 antioch we have a lower 60s over most of the east bay, not a whole lot of movement yet but just nudged up a couple degrees 64. Got 56 santa rosa 59 and down south 62 for san jose still trailing overall the real estate this morning as you can see in some cases almost a half a dozen degrees. This is what breaks down to 75 by high noon by 3 oclock were at about 80 going to be a couple spots of 90 going on today, well take a look at that 4 zone forecast coming up for you in a bit back to you. All right, thanks a lot of back to the news this morning california is the first state in the country to surpass half a million confirmed covid19 cases now according to Johns Hopkins university, more than 516,000 people here in california have tested positive. Over 9400 have died. Now these numbers are troubling but california governor Gavin Newsome says there are also reasons for some optimism. He says that the numbers are moving in the righl direction when it comes to cases hospitalizations and icu admissions kron fours dan kerman explains. So far from taking a victory lap. The governor announced statewide covid19 numbers are starting to move in the right direction cases in the last 2 weeks are down 21 and the percentage of those testing positive has dropped from 7. 5 to 7 is not. Where it needs to be and is still too high. But again. It is good to see. Number trending down not trending up the Governor Also Announced over the last 2 weeks hospitalizations are down 10 statewide. And icu admissions are down 5 . Courage in signs but one week does not make kind of trend that gives us confidence to generate headlines week are looking forward to that well need to see another few this kind of data to come in to feel more confident about where we are as a state governor credited changes in personal behavior coupled with the shutdown of certain businesses for the improved numbers, but he says more distancing maskwearing and hand washing is needed. He also called on those exposed to do the right thing were seeing a lot of spread now in peoples backyards, their front yards as well as in their living rooms and thats why we thought it important to reinforce from mind. People of the importance if you are. Living with someone whos tested positive or has come into contact with someone has tested positive please stay at home. Dont share items do the kind of disinfecting that is foundational in terms of mitigating the spread the improvement in overall state numbers doesnt reflect surges throughout the Central Valley. The governor says the strike Team Approach used to bring down the surge in Imperial County is now underway in a Central Valley counties in the meantime the governor had stern words for School Districts throughout the state that are forcing teachers to come into the classroom to conduct Distance Learning and i expect. And really demand respectfully. That that spirit of collaboration cooperation manifest at the local level and people not be put into harms way as caregivers as teachers as support staff from janitors the bus drivers. As secretaries to maintenance workers as well obviously as our children the governor says if the trend continues and the numbers keep going down that doesnt mean people can let up their guard. He says that second surge is still coming in the fall and that means people must remain vigilant. Dan kerman kron 4 news. Well happening today, several new popup testing sites are opening in Santa Clara County, lets check in with kron fours will tran who is live in san jose with an update on the locations and times will. The times are about 90 minutes are now if you live in gilroy el the location in just a few moments from now im in san antonio schools may keepsakes antonio, san jose at san antonio elementary and theyre using this facility and they will use it at 1 oclock this afternoon theyre better organized than they were a couple of months ago at testing sites throughout the bay area they getting a handle on things its actually first come first serve and theyre going to use wristbands yes wristbands because with that wristband. You can move down the road a little bit in your car and then you can go to the next site. And then you can schedule an appointment to the next site within the same location and then schedule an appointment which is usually about an hour to 90 minutes away from your time of arrival which is good because then you dont back up in traffic do not sitting in your car frustrated, you can do other things and then come back and they said if you have coronavirus is probably not get the eu to be stagnant anyway. So you can get them moving as far as the testing locations robin theyre so popular in fact just last month in Santa Clara County with all those testing sites have been popping up they actually screened about 42,000 people and they hope to continue doing that. Take a look at your screen right youre like well just tell me where it is well here it is in san jose if youre near 1721 east, san antonio, this is your location and begins at 1 oclock in the afternoon goes all the way into 6 oclock in the evening. And thats tuesday through friday, they fortunately have a saturday if you cant make it during the weekday that is from 9 oclock in the morning until 2 oclock in the afternoon in gilroy they have you covered there is well that begins in 90 minutes from now at 10 oclock and goes until 3 oclock in the afternoon. Thats at the south county annex and thats located at 9300 wren avenue now if you have Health Insurance by all means call your hospital call your doctor in most cases they are fully aware according to the county that the hospitals in your doctors, a fully aware that the covid19 tests mandatory or at least encourage so you wont get a bill even for copayment if you dont have Health Insurance. This is your location. They dont care about your immigration status. The reason why theyre making a difference robin. They want to make sure that these locations are fully equipped can handle the amount of people that they expect to show up keep in mind. First come first serve back to you. Thank you for the update will appreciated marty. All right robin will after 3 decades of dedicated his life to the San Jose Police department. Chief eddie garcia has announced hes retiring. Chief garcia has served in almost every branch of the department from traffic to homicide. He joined the police force back in 1992 and worked his way up the ranks finally taking the role of chief in 2016. Garcia took on the challenging role of low morale and high turn around in the force officers were leaving for higherpaying jobs because of pension reform even last year he acknowledged the increase in Violent Crime that it was a sign of struggle to rebuild in the police department, but he says he gave it his all and during our Bay Area Police chief town hall last month. Chief garcia said recruitment was no longer a problem as he reflected on the evolving role of police in that interview. When i started this job in 9 in the early i feel my Field Training officer told me that this job today is a lot different than when i started im venture a guess that when he started his fto told him that this job is a lot different than what i started. Police were changes. It adapts we have to adapt with it. The way i told Police Officers this is not a job. This is our calling. Its our colleen were going to rise to this moment because our communities are the ones that will suffer if we do not. San jose mayor sam liccardo in San Jose Police Officers Association president paul kelly both released statements thanking chief garcia for his services, the San Jose Police department has faced recent criticism for tactics used by officers to disperse black lives matter demonstrators. But according to those reports chief garcias retire it had been in the works for months and is unrelated to that. On the kron 4 morning news of the little girl is stepping up to help feed those in need during the pandemic well have the inspiring story behind her actions. Plus more games canceled a Major League Baseball after yet another team experiences of covid19 outbreak, well have the update for you. Now because of covid19 restrictions, the items were placed in the trunk so the vehicles. The nonprofit was able to help 2000 local students this year thats a 25 increase compared to last year. Everything changed for all the families that were helping and so people in march still needed help in april and may and june and july and now august. And families who struggles in trying to piece together rant or make it through the early months are now coming to us. Well Sunnyvale Community Services will also provide backpacks to local schools to help transfers and homeless students after the new School Year Begins stay. All right rob and were looking at temperatures today the in the 80s for most of those inland valleys a couple little token 90s here and there. We are going to check up on that in your 4 zone forecast and the extended which has a little flavor of spring a little flavor of some returned to kron 4 morning welcome back everyone a developing story that were following for you this morning, at least one person is dead after a tornado hit North Carolina in the Early Morning hours at least 3 others are still missing. This happened as Tropical Storm east side the u. S. Hit the east coast officials in North Carolina have to respond to calls for water rescues and fires because of the storm major threats continue heavy rainfall flash flooding storm surge strong wind gusts. The whole package and isolated tornadoes weve been checking in with meteorologist dave spahr well be touching on that as well as the forecast here in the bay area day. Robin good morning, good morning everybody as youre talking about tornadoes there the reports coming out from just the last 24 hours or so with initial track of the Tropical Storm hurricane them becoming Tropical Storm has been more than a dozen tornadoes have been reported through this now this does tend to happen with land falling hurricanes because theyre somewhat balanced over water in relief for hurricane to develop it needs a different type of win. Then the wind shearing that builds tornadoes, so its an opposite type of effect a little bit. We have max winds now at 70 so its Still Holding just below the threshold for hurricane its over land too so not likely to redevelop into trotter to hurricane strength. This is a Tropical Storm warning you see posted all the way from about the North Carolina, virginia border. All the way up through new england Going Forward with this boy does this thing move it loses a little bit of a bite over the next 12 to 36 hours or so up to a quebec canada, there along its path way expect to the mid Atlantic States favoring the eastern seaboard will be locally Severe Weather heavy rains some local winds to will be associated with that. But the good news behind all of that is its moving rapidly and this is part of nature we get this time of year in fact the rainfall totals that always collected around the eastern seaboard in the gulf of mexico during this time of year 40 have to come from tropical systems back on our side of this is what were looking at san jose state blue skies. But around the immediate they were still dealing with fog still lingering a little bit you can see some the shot from u c berkeley cant quite make up the east bay shoreline and thats going to be even slower tomorrow as of the fog will kind of linger in the cloud cover through much of the immediate they although inland youll see some clearing into the afternoon 7. 67 right now this hour in the aac up to the north they got 60s and 50s 62 for san jose and lower 60s covering most of the east bay shoreline and dont you know we have a low pressure system on our coasts drizzle it will bring it its a cutoff low as one of them have a whole lot of moisture which to work with here, but whatever it does will deposit some of that drizzle in the morning and afternoon in the Santa Cruz Mountains a little bit it looks like as well weve got upper 90s going on today for highs for the Central Valley. 60s going on Central Coast down south 79 san diego, lets get to it your 4 zone forecase 70 for San Francisco today, 62 for alcatraz lower to middle 60s line up the coast because of that drizzle thats lingering in the cloud cover. 60s also on the bay side of the peninsula 71 burlingame and we stay in the 70s even down south 76 for palo alto 75 for redwood city the south bay we get a little closure, least morgan hill 8382 los gatos but a lot of upper 70s here to cupertino makes it to about 80 east bay shoreline to the south lower 70s tri valley, youre looking at lower 80s. So good decade distinction between the 2 locations walnut creek about 8472 for san leandro we will probably not see that separation tomorrow, however, 85 for fairfield 82 for napa 86 going on for sonoma and 87 for santa rosa check out our 7 day forecast here temperatures fall watch your step tomorrow down to the 70s it looks like and well spend looks like thursday and friday trying to recover to summertime weather in his back by this weekend, lets get another check of the traffic there robin whats happened. Weve had so many problems this morning, including a major fatality on caltrain a quick peek at the bay bridge toll plaza. The drive into San Francisco looks much better. You have recover from that sixcar injury crash that had traffic stacked up from the maze. But just a reminder we have major caltrain delays train number 2. 15 fatally struck a person on the tracks just south of whipple avenue in redwood city. So theyre experiencing major delays up to 45 minutes so keep that in mind if youre waiting for caltrain peek some more bridges around the bay area the Richmond Sandra fell doing fine. No delays here into the north bay and the golden gate foggy but not bad traffic still looks good just dont forget the headlights and wipers smarty. Ok robin lets get to a big story. Were following another curve ball for Major League Baseball as more games have been canceled after 7 players on the Louis Cardinals and 6 Staff Members on the team have all tested positive for covid19 the league has canceled the teams fourgame series against the Detroit Tigers in fact the cardinals have been in quarantine since last thursday in milwaukee where the teams last series was also postponed.
