Michelle kingston spoke with the attorney ernie of the professional Beauty Federation california about this plan. Salons are unable to reopen here in Alameda County, not even outside on the sidewalk. We certainly can sympathize with folks that say. Now if and we have 53,000 licensed establishments thats day spas hair salons barbershops nail salons. If we all decided to help with that were going to reopen. Im not really sure what the 58 county Health Departments and the governor could do about it. The professional Beauty Federation of california is not endorsing this decision to reopen august 17th, but says they understand the reasoning behind the decision. Where exactly where it is either. O ne legally or ways every day and have we have. Now. Were really getting any other option. The salon owners are frustrated not understanding why so many businesses have been able to reopen but they have not theres 621,000 individuals licensed by the california state board of barbering and cosmetology all of whom have hundreds of hours of formal education and training in cross contamination disinfection protocols sanitation procedures we know how to keep our clients safe Alameda County Health Officials said in a statement that they do not intend to open any new sectors at this time and well continue to monitor developments in state and local indicators to inform next steps if any of the salon owners are fined for violating the shelterinplace order. The latest on a bay area woman and what her family is asking for. Plus california is the first state in the u. S. To surpass half a million cases. Well governor newsome says its not all bad news, why he says the numbers are going in the right direction. And after the break Tropical Storm messiahs has hit the carolinas and part of the east coast and now good morning welcome back Tropical Storm. The science is causing havoc on the east coast, North Carolina got blasted monday night and now other states in the region are getting ready for some rough conditions. Money pain has more. The worst of the weather picked up early this morning as he said he has moved through North Carolina causing those stuck outside in it to quickly develop a plan. Ecs packing a punch as it barreled through North Carolina i had a local couple times day is really bad out a heavy winds and rain in Wilson County causing drivers to pull off the road seeking shelter at hotels and has been running around for outlook, a for hotel room because. Its bad out here uk driving needs. One man coming in all the way from new bern to escape the i couldnt see. We will never allow it aside from the news. Fever. Well so. In wayne county to Emergency Shelter set up for people with nowhere else to go with screening questionnaires and Temperature Checks with the reading under 99. 5 needed for entry you notice any of our shelters, we have a screening measures to go into place. Downside of that is our shelter capacity is sometimes cut in half now. So really this Hurricane Season urging people to stay at home if they can. Well that was a money pain reporting and weve just learned that at least one person has died in North Carolina after a tornado hit. Early this morning at least 3 other people are still missing and dave theyre dealing with not only a Tropical Storm but now tornadoes he also locally Severe Weather somewhat common by a land falling hurricanes, good morning and good morning, everybody of the good news about all of this is not only is it no longer hurricane strength in the dust a Tropical Storm strength but its a quick mover all of this orange you see here thats under technical Tropical Storm warning zone to give everybody the heads up that we were having hearing. But this particularly happens when these storm systems hit landfall because when there verse oceans. They tend to be very stable and stable means you dont get a lot of prof of a lot of a tornado tornadic activity with that. But now over land at the possibility, max winds at last check at 70, very strong Tropical Storm at that look how quickly this thing moves all the way by tonight. Its barreling into prosecute ad and border into come back and within the next about 48 hours or so not really much of a factor except way up north there of course that tropical air has to be disseminated to the atmosphere. But at least it takes it on its way to minimize flooding. One other final point about this is the tropical systems in the Tropical Atlantic caribbean also along the gulf of mexico for the u. S. Coastline. This is about 40 of the rainfall budget this time of year so its calculated that we get some of tropical like system back on the home front. All right dave thanks a lot of bad news this morning, california is the first state in the country to surpass half a million confirmed covid19 cases now according to Johns Hopkins university, more than 516,000 people in california have tested positive. Over 9400 people have died from the virus. Now these numbers are troubling but governor Gavin Newsome says that theyre also a sign for optimism. He says those numbers are moving in the right direction when it comes to cases hospitalizations and icu admissions kron fours dan kerman explains. So far from taking a victory lap. The governor announced statewide covid19 numbers are starting to move in the right direction cases in the last 2 weeks are down 21 and the percentage of those testing positive has dropped from 7. 5 to 7 is not. Where it needs to be and is still too high. But again. It is good to see. Number trending down not trending up the Governor Also Announced over the last 2 weeks hospitalizations are down 10 statewide. And icu admissions are down 5 . Courage in signs but one week does not make kind of trend that gives us confidence to generate headlines week are looking forward to that well need to see another few this kind of data to come in to feel more confident about where we are as a state governor credited changes in personal behavior coupled with the shutdown of certain businesses for the improved numbers, but he says more distancing maskwearing and hand washing is needed. He also called on those exposed to do the right thing were seeing a lot of spread now in peoples backyards, their front yards as well as in their living rooms and thats why we thought it important to reinforce from mind. People of the importance if you are. Living with someone whos tested positive or has come into contact with someone has tested positive please stay at home. Dont share items do the kind of disinfecting that is foundational in terms of mitigating the spread the improvement in overall state numbers doesnt reflect surges throughout the Central Valley. The governor says the strike Team Approach used to bring down the surge in Imperial County is now underway in a Central Valley counties in the meantime the governor had stern words for School Districts throughout the state that are forcing teachers to come into the classroom to conduct Distance Learning and i expect. And really demand respectfully that that spirit of collaboration cooperation manifest at the local level. And people not be put into harms way as caregivers as teachers as support staff from janitors the bus drivers. As secretaries to maintenance workers as well obviously as our children the governor says if the trend continues and the numbers keep going down that doesnt mean people can let up their guard. He says that second surge is still coming in the fall and that means people must remain vigilant. Dan kerman kron 4 news. Theyre encouraging people if you have health care go to your doctor and a lot of cases you wont even be charged for it because the hospitals know this is a requirement, but if you dont have health care and you dont have to worry about your immigration status. 2 locations that you can come to starting today take a look at your screen. And of course the Golden Gate Bridge way way out there 50s going on up in the north bay for now east bay we havent seen Much Movement yet were still in the 60s lower 60s at that 58 for livermore 59 san jose in 50s also cover much of the peninsula too. Now later today, typical we get this afternoon winds but they remain in place tonight tomorrow morning we have this will cut off low in her backyard that are going to drive these onshore winds so that means cooler temperatures and more moisture which to negotiate with that marine layer is really going to be thickening up quite a bit. This is a cut off low, so it doesnt have much for which to work with us was taking just the typical marine layer here and working with lifting it and so forth and that will produce a little drizzle going on Santa Cruz Mountains and also looks like the peninsula little bit east bay shoreline may be kind of difficult to clear tomorrow. Temperatures for highs near 100 for the Central Valley today, well call it upper 90s that that. Meanwhile along the Central Coast 60s down south in the 70s, 79 san diego, 73 up to big bear. Lets get your 4 zone forecast a check things out 70 francisco. Weve got the lower to middle 60s along the coast because this is going to be a problem area to clear out even more so tomorrow, mid 60s, a lineup, the bayside 71 for burlingame down south. Most of the readings in the 70s mid 70s at that and then selling in here to the Santa Clara Valley also lot of 70s there although couple 80s poking out here in los gatos at 82, 83 morgan hill 80 also for cupertino but hes bay shoreline to the south as lower 70s. Tri valley lower 80s against we see the decoupling from the 2 different zones and to 4 locations here because inland temperatures are still bit lofty a warmer relatively speaking middle 80s, you can see out there to concord in walnut creek 72. Meanwhile for san leandro an antioch there you come in at 90 vacaville 89. More 80s heading back to sonoma she will scene of the lake would have chilly 65 87 meanwhile for santa rose with more lower 80s heading down south 70 forecast. They drop watch your step into wednesday into the lower 70s, it looks like we recover through the 80s to finish off the week it better clearing too by the way and then into the weekend we start really warming up with some lower 90s back in the drivers seat and if you are driving in such for commerce on the roads, Robin Phyllis m. Well its a little busy out there i guess it all depends on where folks are heading. We have a lot of busy traffic at the bay bridge toll plaza we havent seen this back up in quite some time right this is partially because of the earlier problem that i talked about on 24 and hopefully there was a major accident west of the caldecott tunnel. It had several lanes blocked that crash is gone, but it backed up traffic through the tunnel in into or enda and making people laid heading into San Francisco. So some of this is typical commute traffic. Some of it is residual slowing and just folks that are late because of the earlier crash. So if you need to get into San Francisco. Do expect a backup that spills through the bottom of the maze.
