A confrontation. The officer was patrolling the area when they noticed a theft in progress involving multiple people. The officer tried to detain those suspects there was a confrontation and the officer opened fire. Still not clear this morning what caused the officer to use their gun. The officer sustained a foot injury and was taken to the hospital has also been placed on administrative leave pending the results of the investigation. We have breaking news from overnight. One person had to be rescued from a fire in San Francisco. Youre taking a look at video from the citizen app that was posted by the San Francisco Fire Department that fire started about 2 oclock this morning on powell street in the citys north beach neighborhood. Firefighters also had to rescue a dog. The person who was rescued was rushed to the hospital no word on that persons condition this morning. Also in the south bay clusters of covid19 positive costco workers are being treated for the virus across Santa Clara County. So far 31 employees have tested positive this month. Kron fours Ella Sogomonian reports on whats being done to keep those workers and customers safe. Workers have ah we have that recommendation for them to be tested on a regular basis and a follower guidelines, but they do have a somewhat of a higher risk and when youre frontline workers. Altogether 31 employees have tested positive for coronavirus throughout the month of july across 4 different Costco Stores in Santa Clara County. The location in Mountain View reported for employees got sick between july 15th and 29th. That site has yet to be inspected by the county. The store in gilroy had 6 cases between july 24th and 30th. The one in sunnyvale had 13 confirmed cases between july 23rd and 26th. And the costco site in san jose on center had 8 cases between july 17th and 22nd. The last 3 locations were all inspected by the Environmental Health department this week and met the standards. And we did make some recommendations relative to a couple of the employee only areas otherwise they did very well and they have been good and partners with the public Health Department in maintaining those protocols and safety at the costco store. The county goes through a sevenstep process when there is a positive case founded a business preliminary investigation shows a costco is complying with social distancing and other protocols and many of the cases have been caused by community transmission. Most likely not internally among employees, the Union Representing those employees also backed that Costco Stores are going above and beyond to protect them along with customers for example using higher and larger plexiglass said checkout stands while also enforcing mask requirements. Their rep calls the coronavirus insidious and highlights the need for ramped up testing for frontline workers who are at higher risk with a faster turnaround of the results, the union is working to pin down an alternative with costco and getting employees compensated while they wait for test results without resorting to exhausting all sick or vacation time. We dont want to have the count them worried about getting paid while theyre off waiting for a result that could you know possibly cheap other workers from getting gas sec. You tend to come a logger heads on issues like that, but. You know they havent we made that suggestion they havent completely turned down so were still work at. Well that was Ella Sogomonian reporting for us this morning, the union rep estimates an average of 400 workers per costco store but says that theres ample space for distance scene inside the warehouse. In the south bay an outbreak has been reported at the elmwood Santa Clara County jail in Milpitas Kron fours will tran is live there. He has all the details for us well. The discovery was made by accident in fact an inmate a couple of days ago had to have a dental visit before this inmate left this facility. They wanted to do a coronavirus tests just to make sure that the dental office was safe and the results came back saying that this man was indeed positive for covid19 so they took the next step to test anybody who came near him and within that particular wing the elmwood facility and sure enough 15 others tested positive for coronavirus so at least 16 people having have covid19 and right now theyre practicing social distance. Theyre scrubbing down the facility doing their very best to make sure that it doesnt run rampant throughout elmwood facility. Now according to some of the inmates they believe because the courts are starting to pick up once again. It was shut down for a couple of months because of shelter in place, but the courts are picking up and because of that theyre being shuttled from this location to the courts either by fan or by buses and within those vehicles that theyre not practicing social distance that they dont believe its very safe for them, especially during the pandemic and once they get to court they believe at that location. They possibly also could be exposed to covid19 no official word on how this particular in may came down with coronavirus thats still part of the investigation. But they are making sure to practice cdc protocol moving forward whats going on here is not unusual weve been doing stories about san quentin and how inmates at that location theyre also coming down with covid19 this is a problem for prisons and jails throughout the country. Back to you it sure is will they saw that live report from the south bay. Now lets move to the north bay this morning, Sonoma County has seen a spike in coronavirus related deaths. Now this week alone 7 people have died that brings the countys death toll to 32. These recent deaths involved people who are 65 or older with Underlying Health conditions and were living in Skilled Nursing facilities. Those deaths occurred at 3 different nursing homes, one in sonoma and 2 in petaluma county Health Officials say that theyre doing the best they can to protect those who are vulnerable. Were working with the Skilled Nursing facilities. And the state of california identify a site designee its a sight for local Skilled Nursing facility, residents were infected with covid it isolates and quarantine if their contacts. The goal really is to separate those who have the virus. And those you dont. Sonoma county remains on the States Coronavirus watch list. The Health Officer also says this is a great time to remind everybody to social distance wear masks wash your hands and do everything you can do to prevent the spread of the virus. Lets take a look at the coronavirus cases here in the bay area broken down by county as of right now Alameda County continues to lead with more than 11,000 cases. Santa clara county not far behind with nearly 10,000 cases and 190 deaths in the bay area there are now more than 50,000 coronavirus cases along with 778 people who have died from the virus. The city of San Francisco is building a new temporary hospital of free up beds for Covid Patients. This new hospital will be in the presidio and will be open for non Covid Patients who need shortterm medical care. The new hospital will be able to care up for up well be able to care for up to 93 non Covid Patients, San Franciscos rector of Health Doctor grant colfax says that with cases rising at alarming rates. This new facility is essential. And in just 10 days. This month. We went from 5,000 to 6,000 cases of covid19 is new low acuity medical center. Is an inpatient facility. The patients staying here will receive treatment at this location in new of hospital care or they will have been transferred from a hospital. While theres no official date as to when the new hospital will open. For the second time in a week a worker with the San Francisco Sheriffs Office has tested positive for coronavirus Officials Say that person worked at the hall of justice 10 Sheriffs Office employees have tested positive for the virus since march. Well, the nations top coronavirus experts are recommending face shields or goggles to prevent the spread of the virus. The push for added protection comes from doctors Deborah Berke and berks rather and Anthony Fauci who have been the leading voices during the covid19 pandemic but wearing this extra layer protection doesnt mean you can skip wearing a mask as kron fours Maureen Kelly explains. This is our Pandemic Response area right now close Variety Store in San Franciscos castro carries a lot of different face masks and hand sanitizers. But only one kind of face shield for now i have seen an increasing number of people wearing them so i dont know whether. Thats going to be something that will really catch on sales might pick up now that doctors fauci and berks are calling attention. To this additional layer of protection which is common ppe for frontline medical workers, the idea is if someone else costs or sneezes. Wearing a face shield or goggles to help keep those particles from getting into your eyes. It might also help you remember not to touch or rub your eyes. I spoke to an Infectious Disease expert who says the virus gets into our bodies through receptors found in the nose and throat. But those same receptors are also found on the external surface parts of the i know we have a proven yet the eyes of portal but theres every reason to think it could be. And so why not shield your cells from the virus if you can ive got less or great you know and that offers a pretty good shell but not really certainly a shield to come down over my face or goggles went on for their shield. It does add another layer of protection. It does. We replace the mass by any stretch of the imagination masters, critically cover your nose and mouth. That doctor says the most important thing to prevent the spread of the virus is social distancing because if youre far enough away the risk of transmission dropped sharply but if its a choice between wearing a mask or wearing a face shield he cheese the mask, but if youre in a situation where youre near people and the virus could transmit wearing a face shield goggles or even glasses could help. University Officials Say the graffiti was discovered monday on a hallway wall on the campuses memorial church. In a statement stanfords president condemned the act calling the swastika symbol of hate and anti semitism that has no place on campus. The university believes the vandalism could have happened as early as the july 4th weekend. Authorities now investigating the incident as a hate crime. Golden gate bridge will be expected to be that way here to see the slowest a clear but we are seeing clearing happening in land. We can tell from our cameras and also temperatures are starting to move a little bit of current winds. But a bit of an onshore wind start to work up here in the north bay you can see from the shut off to the delta as well this all being on shore that will be intensifying actually this afternoon with the daytime heating keeping temperatures down from what they would be and what were going to see in the Central Valley today, 69 antioch 64 conquered about 60 east bay shoreline with 63 in about one 61 for san jose. Now for the breakdown today, these fog clouds will be departing fairly shortly 67 at 10 00am by one 82 there we got some movement there. 86 by 4 now some folks inland are going to be seeing some 90s still today. One of the big stories weve been following all week here in the bay area are calls to defund the oakland Police Department and joining us to talk about the latest on that. As well as the citys continuing fight against the coronavirus is oakland mayor libby shaft good morning there. Good morning marty good to see you lets begin by talking about the new Community Task force that is centering on reconstructing the oakland Police Department this is a big task force 17 people i can you tell us to give some insight on how its going to work. Well its a big job and oakland is doing it right we didnt respond to immediate requests by cutting 14 Million Dollars out of our Police Department. But we believe that any further cuts need to be done with full analysis and full Community Participation and transparency and so the 17 Member Task Force will over the next 6 months really analyze what a 50 cut would look like how it would Impact Services how we could replace those services and also during that time oakland will be starting to implement its a macro mobile Crisis Response team a non Police Response to 911 calls where we can send communitybased medics and Mental Health professionals to answer many of the calls that 911 gets it is so important that we have our community at the table helping lead this reinvention of Public Safety. Will the work of the Task Force Recommendations that half task force comes comes up to will that then be sent to the city council for approval or just doesnt automatically an ordinance in oakland, how does this how does this work. It will not automatically become an ordinance it first well go to me as a mayor i create i propose the initial budget and then the city council a mens that and passes the final obviously we will pay great deference to this task but the final decision rests in our hands but the public will be able to see the analysis and the recommendations of this task force that will be really focusing in on this issue for 6 months and so of course we will give great deference to their work and recommendations. Well speaking of Public Safety mayor there have been some 10 homicides in oakland during this month alone, its its a grim irony that so youre dealing with a statistic at the same time that that the task force is now looking at ways to defund the Police Department. Well and that is why we cannot rush into this the public deserves to know what theyre potentially giving up and give us also some time to help replace the the any any impacts on police that is why i did not support further cuts to the Police Department we have to be mindful of Public Safety we have to create new response systems before we scale back the ones we have now that is the work that were committed to doing but we have got to keep the streets safe we cannot afford any more tragic loss of life to violence oakland has worked so hard you know we cut gun violence in half over these last 5 years we need to continue that trend not reverse and 2. Lets turn our attention now to covid19 and how its hitting the city of oakland especially in an east oakland, where cases are skyrocketing and Health Officials there are blaming it on parties and social gatherings fact i was looking at one statistic earlier this morning talking about the Roots Community the center now seen an increase in covid cases among young people between the ages of 1850. Yeah, you know, im the coach aaron and stood up a covid19 Racial Disparities task force and we got a detail presentation from Alameda County Health Officials yesterday and the disparities are very stark and infection rate in the Latino Community in the east oakland zip code, but what is really disconcerting is many young people are getting the disease. But when they pass it on to their elders. The results are fatal and we are seeing huge disparities in mortality in deaths in our African American community and this has been traced back to a tremendous increase in family and social gatherings so people the Backyard Barbecue can wait to think about granny where that face mask for we keep this is serious. We are seen are cases. Skyrocket we also are doing a lot more enforcement around lake merritt i know it is such a beautiful place the weathers going to be hot this weekend put off the picnic give the lake the break we have got to stay socially distance and boy the information and science around face coverings and how those are playing a huge role in keeping this disease from spreading that is really compelling stay home and watch last chance u thats a fun thing to do this now youre offering media tips as well as a fullservice mayor, thank you so much you have talked many times about depleted in fact to give lake merritt a break and theres been so many social gatherings there. Theres been talk youve worn vendors about violating Health Orders a are we at the point now where of fines are going to start to be levied. We are moving in that direction. We of course want to start with education and warnings but for people who are not heeding those warnings we are looking at moving towards more enforcement, im also very concerned about workers safety and im working on some partnerships where were really going to be sure that employers are keeping their workers safeties are are essential workers and we also have seen many infections. Start and spread at work places so these are 2 areas of great concern for me weve been very patient, weve worked hard to educate people. It is reasonable to expect that we are going to have to move to stronger enforcement soon because just education does not seem to be working. You just a part of the u. S. Mayors tell a basically denounce seen federal troops in oakland and other cities across the country where the president has threatened to move federal troops to give us a sense of what was the what was the feeling in that in that conference with other mayors. Well, you know we had planned that conference to really send a strong message that we know our local communities and sending on wanted federal troops without the guidance of local Law Enforcement is unacceptable and what we saw in cortland should worry every american it feels like suppression of free speech and that is definitely not what oakland is about what was encouraging though was right before we had that press conference the federal government agreed to withdraw these troops from portland. So we need to stand up for our rights let me be clear we do not tolerate vandalism clipped but we also know our community and donald trump sending unwanted as nancy pelosi calls them stormtroopers into our city will not promote peace it will only stoke more civil unrest and lets be clear this president has invested millions of dollars in campaign ads trying to slander cities like ours and i truly fear that he is trying to create the images he wants to help with a twisted campaign strategy. Lets turn our attention now to schools as we turn the corner into in oakland schools will begin on august 10th of course is not going to look very much similar to what we saw last fall but wondering about laptops and Internet Access for for a students and hows that looking now whats an update for oakland now. Oh my gosh we are so excited about our oakland undivided campaign. We set out an ambitious goal to raise 12 and a half Million Dollars to get 25,000 households with school age children, not just computers, but Internet Connections Technical Support and we hit that big shout out to jack dorsey who contributed 10 Million Dollars of his own personal well to this effort and so i can tell you weve got 25,000 chromebooks on the way to oakland right now that you might guess you might imagine laptops are little on back order we are we have loners going out while some households are going to wait for that delivery of their own computer but 25,000 are going to be set up and its not just for their distance learning. I mean families really need this critical connection to the world we are letting this moment allow us to close that Digital Divide for good not just during the pandemic but for ever it is a critical 21st century tool every child every family should have that connection. Air thats fantastic news, but i have to ask what happens to the other families that arent going to have the the chromebooks or or laptops by august 10th. Again the district is getting loners out were going to make sure that everyones got the tools by the first day of school we are continuing to raise money to make sure that we can extend this for a couple more years i want to thank the city council because of a just allocated funding to also put up public wi fi so that everyone can get connections in parks and other Public Places we recognize that this is a moment, weve got to close that Digital Divide because during this pandemic. Lower 60s line up the east bay shoreline as well as tri valley 60 going on for napa and 63 san jose at that High Pressure in the southwest kind of anchored here and were going to change that warm to hot for this weekend. Early next week, the temperatures will backtrack a little bit though youll see the little bit of a difference there. Oh yes, its a new hurricane in the Tropical Atlantic watch out for the bahamas. Its category one. And max winds of 75 actually dropped a little bit from earlier this morning, however, look at the pattern or the track sends it right along the florida coast at latest now this cone means anywhere in the cone the i can be so theres a possible landfall in florida, although the general trend doesnt appear to be that way it stays a category one storm all the way through as this travels up to North Carolina finally by that point may be making landfall.
