Kron fours reyna harvey has the details. This historic proposal changes the way the city conducts Traffic Enforcement issues from armed police to an armed city workers now again one major question a lot of people have is how do they plan to enforce this when we reached out to city council were still waiting to hear back. Now again this is an attempt to curb racial profiling and reduce Law Enforcement encounters that can turn deadly, especially for africanamerican drivers. Berkeley City Council Approved the proposal overnight. This is going to create a new arm of the department of transportation that would handle traffic incidents such as broken tail lights and Parking Enforcement well city leaders behind the change say that theyre trying to prevent minor traffic violations escalating into more serious encounters. However, the proposal will not change things right away and said it calls on the city manager to convene a Community Engagement process to receive the creation of a separate berkeley Transportation Department to handle transportation projects as well as enforcement of parking and traffic now we also reached out to the Berkeley Police department for comment and they say they do not comment on Council Affairs well be following this story as it continues to develop for now reporting here in berkeley reyna harvey kron 4 news. And another wave of uncertainty is hitting the bay areas many businesses have to shut down indefinitely, businesses such as hair salons and gyms in Santa Clara County and reopen on monday for the First Time Since march, but then they had to russian closed down last night we visited with a few hair salon owners in the county. They say they need more clarification from the state. The owner of one hair salon in los gatos tells us that she worries about the new order and then it will be forced to force the industry to a break the law. They have no choice but to go underground and into the backyard and into peoples homes hair to survive because literally theres no assistance coming their way. Well santa clara counties among the 7 bay area counties, currently on the states covid19 watch list. It was added to the list on sunday along with Alameda County. Now contra costa murray and napa solano and sonoma counties have been on that watch list for more than 3 consecutive days. Under governor newsoms new restrictions they have to close gyms places of worship and offices in noncritical centers. Also hair and nail salons an indoor malls. In the east bay sun valley mall in concord is now offering Curbside Service for customers who are shopping with certain stores at the mall, the mall was forced to close again because of the governors latest announcement the malls website explains the process for Curbside Pickup which stores are taking part also where you can pick up your items. All right, lets get to a developing story that weve been following throughout the morning thats in Contra Costa County where we understand that families who are struggling to pay the rent in Contra Costa County will not have to worry about evictions or rent increases through the end of september. The county board of supervisors voted to extend the moratoriums on evictions and rent increases because of the pandemic and joining us now to talk about that decision that was made just last night Contra Costa County supervisor john gioia jonathan tell us a full first of all thank you for joining us and tell us a little bit about the move to to extend this moratorium for renters. Good morning. Marty thanks thanks for having me. Yes weve heard many across the county of challenges about paying rent and we know the financial uncertainties that people face in or contra costa crisis line to 1 one has seen in nearly 40 increase. The number of individuals calling about rental assistance so we know the need is there and that is why we reduction protections in rent freeze through the end of september with the grace period to pay past rent. Extended through january 30th of 2021. Now i understand that this not only covers what most people would think of people who rent apartments and homes. But this also has expanded to people who run nonprofits also Small Businesses. It does both residential attendance as well as Small Businesses because we know many Small Businesses including nonprofits are also facing challenges, you know with with the uncertainty about whether the an employee extended Unemployment Benefits will continue because theyre scheduled to end here this month. Theres a lot of uncertainty out there were seeing this increased calls to bury legal on a rental help and our prices line so this is in a way to provide stability. We do not want people thrown out on the street are being forced to move during this pandemic. John a lot of counties are feeling this pain. In Contra Costa County i understand that there was a report that came out that thought that mentioned the 12,000 households would would be homeless without some type of help and that would include some 10,000 children. Right i mean theres a theres been a number of reports but we end with different numbers, but we do know is that a 3rd of the Housing Units in Contra Costa County are rentals. And with some analysis is the belief is that it could be 31,000 people at risk of eviction if because of inability to pay and no protections fortunately were not that we havent we havent seen that because it protections and also because there been many landlords that are working with their tenants so the situation could be much worse if these protections were in place you know. Speaking of we have to talk about them because a lot of them are missing payments that theyre making on mortgages of the property that the tenants are or leasing. Weve heard those stories as well great these 2 types of landlords the major big Property Companies that are better able to weather this storm. And then the smaller. Property owners that are relying on this. Now the fortunately many Mortgage Companies are forbearance an extension on on those mortgage payments which will work for some small Property Owners but not for others so we know this is a very difficult time of course, some of those Property Owners could have been eligible for relief from the federal government which has really failed us in providing help for Small Businesses if the federal government stepped forward with providing help for Small Businesses wed be in better shape. But yes, we understand that. Its been a challenge for some small Property Owners as well. John just to shift gears for just a second here i understand that the board of supervisors also approved a a sales tax measure to go on the November Ballot for Contra Costa County voters. Well what we did is yes we have we have voted to draft the language in the ordinance that would come back to us at our next meeting we have until early august to place this on the ballot and basically it would be a halfcent sales tax. To support First RespondersServices HealthCare Services for example, we run a county hospital and 11 clinics that are really at the forefront of this fight of the pandemic. So and we recently did a poll of contra costa residents that show people support funding to key. And expand First Responder and Health Services in place so we will make that final decision in early august. Just to wrap up john both of these things that weve been talking about both these issues weve been talking about just really show how covidnineteen has has hit Contra Costa County so hard. Well we are one of the counties on the watch list yeah were seeing an increase in hospitalizations increase in the number of cases an increase in the percentage of people who test positive. The San FranciscoUnified School District is now recommending beginning the school year with Distance Learning. During the meeting on tuesday superintendent Vincent Matthews recommended that schools begin on august 17th with Distance Learning then eventually move towards a phased in return starting in midoctober at the earliest. Now some parents have been concerned about the plan centered around consistency and instruction for students who learn at a different pace. Other big challenges include Online Access for all students. Earliest it would be a big south so i want people to get a return starts 2 weeks history. We said we that should it in person. School for small groups and we will on the 28th. We will come back to what that looks like and then we will we really believes that there should be a gradual high return what science and data suggest safe to do so to make sure that theres access to that technology and connectivity for families and staff. The Brentwood Union elementary School District and mount diablo Unified School District. Now we want to take a look at the breakdown of cases and deaths here in the bay area caused by the coronavirus there are over 35,000 cases and over 650 people have died from covid19. Were seeing the most cases in Alameda County with over 8300 infections. But the virus has been deadly us in Santa Clara County, which has 170 deaths we have a full breakdown for you of the cases by county and city online at kron 4 dot com. New this morning, the key model projected covid19 deaths now forecast nearly a quarter of a Million People will die in the u. S. By november 1st from covid19 the model is from the university of washington. Just last week it was projecting more than 208,000 deaths by the start of november. Well now that model projects 224,000 deaths by that time. The head of the institute says the increase is because of the skyrocketing number of coronavirus cases across parts of the country. Specifically he pointed to the surge in cases in florida texas, arizona and california. And here in california, the model is projecting more than 21,000 deaths by the beginning of november. So far more than 7,000 people have died from the coronavirus in california. As the coronavirus sends many states into crisis mode. The Alameda County board of supervisors voted in favor of a variance for the zoo and if its approved by the state that would grant the zoo special permission to reopen. The oakland zoo could be back open to the public in less than 2 weeks on tuesday, the Alameda County board of supervisors voted in support of the variants at a station that will be submitted to the state if the state approves it can welcome visitors again for the First Time Since march now on radar. When we are open and we dont get any support from the federal government county government or city government. Hospitalizations and icu admit an admissions continue to rise as the spread of covid19 continues to surge at Ucsf Medical Center they have 29 covid19 patients thats the highest number since the pandemic began 15 patients are in the icu 8 of them are on ventilators at zuckerberg general hospitalizations are also increasing with just over a quarter of icu and acute care beds available.
