Our top story that were following for you this morning, the Oakland Unified School district is eliminating its School Police department, the school board voted to make that move just last night kron fours rain harvey is live in oakland with the latest rain. Robin good morning. It was a unanimous decision by the board to cut ties with School Police. Now the board cited the disproportionate rate at which black students arrested along with the other ways to keep students safe and deal with discipline on campus now were going to show you that scene this is the moment, the board announced that decision this is one of that groups the organizing black organizing project. They were one of the groups responsible for calling the Oakland Unified School district to redirect money spent on police and redirect that into social services. Now this is called the george floyd resolution to eliminate the oakland School Police department. Now here are some of those facts that went into their decision in this from the 2015 to 2016 school year through 2019 to 2020 black students have accounted for 73 of arrest and city schools, but just 26 of enrollment. Also within that resolution. They say that for the 5 years from 2013 2014, the 2018 2019. The district spent 3 or million on its armed police force. Now lets hear from the organizers from the black organizing project and the Oakland Unified School District Police chief. It also is labeling its schools as sanctuary spaces from Law Enforcement. Officers will not be allowed on School Campuses and money that was previously used to pay Campus Police will be redirected towards Student Support services. And School Districts across the country are looking into removing police from campuses state School Superintendent Tony Thurmond says his department will be speeding up research into the potential harm caused by Police Interventions in schools. Ive already seen data that shows in may cases when there police on campus. This results in more suspensions or rest of our students, any particular African American students. You know the students of color. Thurman says the data is Still Limited so the state will be implementing a threepronged approach. They are the establishment of a task force and then an an analysis of data and research from that task force and then establishing alternatives to keep School Campuses safe. The department of education plans to work with lawmakers advocacy groups and Police Representatives to figure out their next steps. And new this morning, voters here in california will be deciding in november whether colleges and universities can consider race in admitting students. The state banned affirmative action policies in the midnineties but yesterday the state Senate Approved a move to appeal an amendment to the state constitution. That bans affirmative action poli now voters must approve it before it becomes law. This comes during this time period of nationwide demonstrations over racial injustice. And a big story were following this morning key research is now projecting that nearly 180,000 people could die from the coronavirus in the u. S. By october 1st. The recreation district was able to paint over the graffiti. In Union City Police theyre investigating a hate crime after racist graffiti was found spray painted on the car. Take a look the car had a black lives matter signs in the window, the front window was also cracked and smashed in. It happened sunday near almaden boulevard in eldorado niles road. A union a City Police Officer volunteered to help get rid of that graffiti most of its now gone, but the window is still cracked. A trump staffers who helped set up the event have tested positive for the coronavirus and so did 2 secret Service Agents, the secret service says that this quarantine will not impact its ability to fulfill all of its students. Well if you have any plans to travel to hawaii soon you will be allowed to get around as soon as you land if you test negative for covid19 hawaiis governor announced a new pre travel Testing Program that will begin on august 1st travelers who test negative will not have to quarantine for 14 days, but they will have to get tested before they land in hawaii. The governor says state officials will not be offering test for travelers because that could lead to congestion travelers who choose not to get a pre travel test will have to quarantine on the islands for 2 weeks kawhi imposed the quarantine requirement back in march with penalties of up to a year in jail and 5,000 fines for those who leave quarantine for anything other then a medical emergency. And the disney theme parks are delaying a phased reopening of disneyland and disney california adventure the Southern California attractions were scheduled to reopen on july 17th with new safety requirements for gas. But they face strong opposition from the union that represents disneyland employees. Disney has not yet given the new reopening date. San franciscos annual outside lands festival will not rock Golden Gate Park this summer organizers are canceling the event but they also revealed the next line up for next years festival which will be august 6 through the 8th. Right now san quentin has about 465 confirmed cases of coronavirus throughout the whole system of california we are talking approximately 3800 cases prison systems according to the governor and many legal experts they believe it as a hotbed for coronavirus that theres no social distance of course within prisons and places that they can isolate prisoners who come down with coronavirus those locations within the prison. I quickly filling up just to give you an example there are 3700 inmates in san quintin at this time and thats approximately 600 more inmates. They can possibly hold and thats in a Perfect World before this pandemic started now with the pandemic it is more urgent than ever according to the governor to release the inmates if you are terrified by this. The governor says these are low risk inmates that were not convicted of Violent Crimes, including Domestic Violence that they are close to the release date anyway, so they are being checked out for their background they will be interviewed just to make sure that they are ready to go to leave the prison of course once they leave the prison they will still be checked out by medical experts and even court teen at certain locations so they will not have coronavirus when they leave the prison and then spread it throughout society, but this could happen marty by july first the governor says he actually would like to do it. Redirecting a portion of the oakland Police Departments, million annual budget and investigate in alternative Public Safety programs that is one of the primary goals of the mid cycle budget passed by a majority of the Oakland City Council but for me its not about deep funding for me its about you where do i want to invest the revised budget is the work of the City Councils equity caucus led by finance Committee Chair Councilmember Lynette Gibson mcelhaney we reduced our expenditures and police about 12 million she says giving police more time to respond to Violent Crime is the aim of the new budget what we want to do is to get some better policing on the serious and significant crimes murder trafficking kidnapping. Rate. And relieve the department of any of the things that are better suited for social workers that are better suited for. But they are up as are better syria. For a Community Response Councilmember Mcelhaney says she knows what it is like to have Police Respond to a call involving a loved one needing Mental Health assistance. The mayor says the plans reflect his commitment to reforming the Police Department without the funding it. I believe the overwhelming majority of our residents. Want us to continue funding the police because they want Police Officers to show up particularly in communities that are heavily him by crime. Our residents are overwhelmingly telling us we want more police. This move comes as protesters are calling to defund the police around the country amid the outrage over Police Brutality nationwide. Now agencies are using already depleted resources to get more officers on the street officials worry about the impacts fireworks could have on pet people suffering from ptsd and the possible damage to homes.
