Either boarded up and not open at all where you see them with the writing all over the window saying open for takeout and delivery people had to get creative because its been an extremely difficult time for Restaurant Owners take a look at video. You can see some of the restaurants on Chestnut Street writing all over the windows trying to get people to come to the restaurant just to even the window so that they can stay in business but dining in allowing customers to do so would really get them more money it would allow them to make more money and be a little bit back to normal so hearing from governor Gavin Newsome today will be crucial hell be releasing guidelines for reopening restaurants for dinein in while we wait for that last week the California Restaurant Association sent a draft of recommendations to the governors office, they included no sharing tables unless youre sitting with family members of people you live with. Not you can sit at the same table with them, but its going to be a looking a lot different when you had a restaurant they could be getting rid of the fas salad bars really anything shared like bread baskets hot sauce requiring servers to wear face masks, salt and pepper shakers will be replaced with bottles of hand sanitizers. Restaurants will have to just double down on cleaning surfaces and remove tables to ensure social distancing and after talking to a few people in the streets of San Francisco. Sort of a mixed bag, i did talk to one man who said he is not in favor of dining in. Until theres a vaccine or widespread test. Yes, doesnt feel right, you know you have massive santizer a make everyones a little wary of sitting down next someone weve been sheltering in place for a while now and i felt comfortable going out in changing everett and sitting in tables and chairs a little scary so. And he is not alone. We have a poll for you on your screen put out by our company next our in Emerson College this poll was taken in california asking people if they feel comfortable going to a restaurant even with some spacing precautions 64 said no and 35 said yes so a lot of people saying you know, im just not ready yet you heard from that man hes like. Intel is a vaccine. I just dont know if i feel comfortable did hear from another man who said you know i am ready to go back to a restaurant hes ready to go back to a business as usual, but again its going to be up to the county anyways to see if its something that were ready for as weve seen San Francisco. A lot slower to do things like this than other counties across our state will hear from newsome coming up at noon you can watch that on our app kron on im live in San FranciscoSarah Stinson back to the studio all right sir, thanks a lot for that live report robin. Well here in the bay area, San Francisco could allow more businesses to reopen next monday with Curbside Pickup and deLivery Services. Mayor london breed until the next steps for reopening the city. While shes excited about the potential expansion of Curbside Pickup and delivery to also says that it could be a dangerous move especially since the city has not yet seen of substantial downward trend in hospitalizations for covid19 San Francisco city Officials Say the decision whether to allow more Retail Stores to open on may 18th will be determined by the number of coronavirus patients in San Francisco hospitals. If indeed our rate of hospitalizations. Start to climb substantially. It may not be safe to continue to reopen. Well the city has also set up a new set of guidelines for stores that are already open places like Grocery Stores to Livery Services and restaurants must also put those guidelines in place. All right time now to go ahead and check out the forecast we had some rain overnight much of the bay area. Lets check in with swore to find out about some more rain on the way hyundai. Yeah marty a good morning, good morning. Everybody we but more rain to an earnest to kind of deal with tomorrow afternoon could see a spotty little shower in the afternoon for today, but the bulk of which is pretty much been retired, theres a little bit holding on up in the north but you can see in them are in particularly and a little batch over to mount diablo looks like but most of the rest the east bay, fairly quiet now at this hour. But again look daytime heating. We might see a little bit more activity far up just a little spotty shower here and there. The shop and timber and look look over splotches here are mere. It was off to the distance though the sun is coming out as you can see off towards the golden gate bridge. Temperatures now the upper 50s around 60 antioch 64 calais hope 58 for concord and 56 meanwhile for livermore the breakdown for today, 65 at high noon 3 oclock 67 some variable clouds expected in the afternoon. And again tomorrow thats the key issue will see some scattered showers at work here for tomorrow afternoon. Compliments with also some daytime heating he added to that mix in the longerrange forecast looks like route. We took friday or thursday to really kind of dry out bouts of rain still coming our way well more about all that coming up in a bit. Robin back to you. Take a dave lets get to another big story that were following this tuesday morning. Tesla ceo elon musk has restarted his car production at the factory in fremont thats to find Alameda County shelter in place order. President trump is now also weighing in as well kron fours will tran has all of that at the f tesla headquarters at and freeman he has the latest for us, i will. Good morning marty they have a change of shift about an hour and a half ago President Trump. He is fully aware of whats going on is there have been a fan of california, lets face that and he took to twitter i want to quickly show you before we show you President Trumps 3 we will zoom in and show you the parking lot look at that it is full of workers because elan musk he is breaking the law this no technicality about it he knows. Hes breaking the law and even said he doesnt mind being arrested for ignoring the shelterinplace he does not have the blessing so far of Governor Newsome or Alameda Countys Public Health director, but he does have President Trumps blessing so now let me pull up that week for you this is what he tweeted about 6. 55 our time this morning President Trump says california should let tesla and ilan mosque open the plant now it can be done fast and safely let me show you video that we shot at around 5. 30 in the morning. You can see all those cars pulling in it was still dark at that time it appeared to be a change of shift and you can see all those cars pulling into the parking lot. People coming people going so obviously it did start today that it actually started yesterday when elan musk took to twitter and said that he is going to defy the shelterinplace orders and that he is going to have his workers come back and sure enough it look like they came back in full force now let me show you a poll exclusive poll by next our our company did and we did get a chance to ask californians what they thought about people returning to work a lot of people support shelterinplace others are nc to return so the majors hit on some of the points this is how do you feel about returning to your place of work. 25 says it does not unemployed. 27 says i will go to work under any circumstances and you muzzle at elan musk tonight, 27 and then 19 says i will not go to work and less face masks are worn. Now we will have that poll once again and our web site so you can go through it, theres so many to touch upon, but it has definitely caught the attention of Alameda CountyPublic Health official elan musk is actually going after him say hes not listening to the governor. The governor said that people could return to work manufacturing plants. But he did leave it out to individual governments to decide in Alameda County, they said theyre not ready to list shelter in place. And so the end of the month, this is what the Health DirectorHealth Department said. They say we have notified tesla that they can only maintain basic operations. And so we have an approved plan that can be implemented in accordance with the local Public Health order. That means that theyre not budging right now tesla the llamas actually even filed a lawsuit on saturday night in federal court demanding that they go back to work saying that shelter in place with us was unconstitutional. That did not cause Alameda County to buds and thats why elan musk is openly defying the law the Governor Newsom is not giving the blessing. He even said that in his world he would mind tesla going back to work. Next week but definitely not this morning. Ilan mosque for his part he says i dont mind getting arrested if you must go inside leave my workers alone. An arrest to me so far no one has been arrested as theyre trying to work out something with the law must be officials. And elan musk back to you. All right well see where this all goes. Thanks low will. It will tran reporting for us live from freeman robin. Giving them the choice and not to feel like they have to go into a concentrated dense environment where their health may be at risk but mcdaniel says if a registered voter isnt comfortable going to the polls they should request an absentee ballot. We think an absence he is to request farm is critical for verification that this is the voter who the ballots intended for and texas republican senator john cornyn says millon voting could overwhelm our election system we really are bills. To do a 100 of the election. My we simply dont have the systems in place but some democrats argue that under the current circumstances, voting in person simply isnt sif. Good morning, welcome back the restrictions are leading toa huge financial loss for bay area cities as city leaders in the east bay say theyre happy to put furloughs in place and also implement some pay decreases to try and save their budgets kron fours the well bellow has more. Were looking for just finishing the youre in good shape, richmond mayor tom says the city had a balanced budget ahead of the coronavirus pandemic but when the shelterinplace order hit. Our staff predicting a million. Decrease in revenues for the 4th quarter of this fiscal year. And then they are projecting at million. Budget deficit for the next fiscal year. Its a similar situation over in concord where mayor tim a gallon is predicting upwards of a 20 million hit you know this directly impacts. You know cleese this directly impacts public works are Planning Department me you name it across the board and this will have significant impacts for peoples lives and over in walnut creek, the chamber of commerce says the citys annual intake of retail sales tax will undoubtedly be lower this fiscal year, the city we are going to get over 20 million in retail sales tax. In addition, no vermilion and francine occupant act the fact that they want to stay in rooms. And those to speak and that pretty much shut off so far in Concord City Council and administrators have taken a 10 pay decrease. Which has shaved about 5 million off the budget over in richmond, theyre lookg at a list of about 60 different ways to whittle down their projected deficit just possible that we could recover about 8 or million she by its too hard for years. You know something the city of el serino next door did is they put on a furlough were people are not going to work on fridays. You dont get paid for. So you know were looking at hard for asians were looking at furloughs looking at the mashing a lot of our programs and services. Every city is going to be dealing with it differently but i just definitely exposes the fact that a lot of cities already with budgets that had some stress on them already and then this unfortunately made it even worse. These really similar to the governors plan for reopening the economy. But we thought we wanted to really put some hard numbers on them. And those numbers are based on a lot of expert as to what is really needed to be sure that where not going to have a surge in that we are prepared for any surges in cases that might happen. The city of berkeley says it will take some time to see the effect of allowing construction and outdoor businesses to resume. It is looking closely at the data and will make changes accordingly. The cdc says airport screenings in california did little to prevent covid19 from spreading in the state. They only found 3 infected people in that group. The cdc says the program was ineffective because traveler information was incomplete and asymptomatic infections may have been missed the report also notes passenger information was often entered incorrectly because it wasnt pulled directly from flight manifests the cdc recommends improving passenger Data Collection and transmission in the future. It also suggests using text messaging to reach at risk travelers quickly. And still the wet pavement and so forth but i want to be adding too much more to the rain as you referenced already sfo. Heres how it theyre standing out of nowhere delays being reported there this morning at all as far as this fog it will come back after it clears out today. Coming back again for tonight after we lose the daytime heating obviously its the type of radiation fog that was still in the Central Valley as well. And thats because of all the surface moisture. We have highs today mid 70s cover the Central Valley 68 for sacramento, 60s for the Central Coast and lower 70s down the so cal. As far as the rain we might have a little spotty shower going on here or there with some daytime heating. We get into tomorrow though the bulk of which will be by the afternoon hours a decent amount happening there in a little bit further out it looks like into thursday potentially to something to look out for as well for some more rain to settle friday that we really start to dry out into the early weekend. So our winds with a the afternoon heating will see them really pick up a little bit as we have that on shore flow pattern with a are rising in the east bay. And then subsiding for the night it looks like a look at the longer range forecast models heres the rain that happens over the next couple of days thursday of a little dose making worth making note of. Theres a break in the early weekend and then by sunday we spire back up again a nice hit on sunday and another one on monday that one there may all within a couple claps of thunder potentially some hail because of some colder air aloft. Before we turn it off again for the middle portion of the week we expect 62 is a high today, San Francisco, 69 for san jose 65 going on for oakland across the greater district were going to stay sub south or south rather of 70 as urban is going to be the mid to upper 60s going on for a high today. Each package included a cap and gown a lawn sign handwritten letter from teachers and a cupcake teacher stacey claassen who is also a mother of a graduating senior. She says that it was a way for teachers to be a part of their students milestone moment. Understand that that theyre loved and that theres reason to celebrate.
