Why is it going up so much . What is the driving force . Just what is being done . So, why arent more people being arrested . We get the answers from the police. From kpix this is the late news with sara donchey on cbs news bay area. Hello, im sara donchey. Every time there is a earthquake we ask, did you feel it . We had one today and if you did not feel it you heard about it on your phone as it was happening around 9 30 this morning everyones phones were buzzing with a warning to duck and cover. Even though we are a day away with the shake out and the drills that come with it. They warned a quake was coming. What happened was less intense thankfully. It was centered in Sacramento County east of antioch. What was that . There was some shaking at a liquor store it was not major. A couple things fell on the floor. For the majority of people it was confusion that struck. Native santa cruz tweeted out, i got the shake alert but did not feel anything. Adding it was confusing because there is is another earthquake test tomorrow. Brandon posted that the alert was scarier than the quake itself. Matt posted he ducked and covered but did not feel it. Reporter the San Andreas Fault said sorry, everyone, i got excited. Reporter according to the Berkeley Seismology Lab the alert worked exactly how it was supposed to but the magnitude was way off. Reporter she worked on the shake system, the goal is to give people even just a few seconds to know a earthquake is coming. But, like many on wednesday morning even the creator of the system thought it was a drill. I definitely thought that the alert this morning and ran to tell my kids, hey, look, the test then i realized this is not what it was supposed to say and it is supposed to be tomorrow. Reporter the main goal is to alert as many people as it can as fast as it can. That does not leave much time for accuracy. Wednesdays quake was initially estimated as a 5. 7 which would have impacted most of the bay area. All happening very, very quickly. That is why sometimes we see a estimate that may come in high or a little low or maybe our location may not be perfectly spot on. We are doing everything very, very fast so that we can warn as many people they are about to feel shaking. Reporter as more data started coming in, the quake was downgraded to a 4. 2. Since it hit in rural area there were fewer tools nearby to measure it is a case of everything happening in an area that does not have that many stations but there was one really close to where it started. So, that is the sort of thing that gives these, well, sort of how accurately the system estimates. Reporter it may of alerted peoples anxiety more than the quake but it is a good reminder of what is eventually coming. No drill is as good as sort of a real life drill. So, you know, think back to what happened this morning when that magnitude 4 hit when you got the alert on your phone and were you prepared to deal with it . Reporter the usgs and Berkeley Seismology Lab will look into it to see how speed and accuracy can be immoved but they feel it is better to have a system in place now despite some of the flaws. We could wait 10 years but i think the system is worthwhile and useful as it is that it is important to get those alerts out to people now even though it may not have the perfect estimate every time. Back to the drill we were talking about. You will get another alert tomorrow on your phone probably, this time it will be an actual test unless of course another earthquake happens but, if you have the myshake app you can expect to get this drill alert at 10 19 a. M. Tomorrow as part of the annual great shakeout drill that happens all over the world. Two million californians have the app. You probably noticed this if you looked up to the skyline. A thick column of black smoke was coming from an encampment near the airport. That fire is just about out now and thankfully no one got hurt. It is the middle of october but you would never know looking at this video. We saw a lot of people trying to get relief from ocean beach and these waves at pacifica state beach. Looking nice on hot days, maybe not so nice on the rocks. A bad idea to jump in the water. There will be a High Surf Advisory up and down the coast tomorrow. Paul did warn us about the heatwave we are experiencing and i guess the question is, when will it start letting up it definitely did feel hot including in the places where it normally is not this hot. Where it usually doesnt. One more day to go in the hot weather spell. The temperatures will back down quickly. One more day in the heat advisory for most of the bay area with the exception of the coastline. It goes until 11 00 p. M. On thursday. The temperatures will reach up into the upper half of the 80s in San Francisco with a lot of inland locations hitting the lower to middle 90s. Hot enough today, lets take a look at where we topped out earlier on this wednesday. The temperatures reached up to near 90 degrees in san jose and morgan hill. 84 degrees there. Got up to 88 degrees in redwood city. Upper 80s close to 90 degrees inland in the east bay. Hardly any difference from concord to oakland. Usually you get a big contrast. Not today, the temperatures got up to the middle 80s. The temperatures inland in the north bay also into the upper 80s and 90s as well. Up to 93 degrees in santa rosa. All of the temperatures are going to be even hotter tomorrow. Lets take a look at where we are going to top out compared to what is normal for this time of the year. The short version is we will be nowhere close to it. Close to 90 degrees in San Francisco. Hitting 90 in oakland. Up in the middle 90s for inland parts of bay area. Records likely to fall tomorrow. Filling in the rest of the map. Take a look at the cooler weekend forecast in just a few minutes. Hundreds of bay area students walked out of their classrooms and into the streets today calling for a ceasefire in gaza. Our helicopter caught the protests in both San Francisco and berkeley. The walkouts come in the wake of tuesdays blast in a hospital in gaza city where hundreds of people reportedly died. Israel and hamas each blame each other for what happened there. Tonight, Egyptian State media says 200 supply trucks lined up at the border crossing. Israel says it will allow for that humanitarian aid to enter. The road in has been cratered by air strikes and needs repairs. So far egypt has not let people enter their country from gaza including americans. So, people are stuck at the border with their suitcases piled up as you see in this video. Tonight President Biden is back in washington after a trip to israel. Hads time on the ground there, just seven hours. The president is set to address the nation tomorrow morning or tomorrow evening, rather to discuss the u. S. Response and aid and funding. But the u. S. House of representatives is stuck still deadlocked over electing a speaker. Ohio representative jim jordan lost his bid for the job for the second day in a row and he lost votes even. 22gop lawmakers voted against him today for the speakership. That was two more than yesterday. We asked east bay democratic congressman about what has been laning behindthescenes on capitol hill and if democrats could cook up a compromise with republicans. A lot of informal conversations. In those, you know, i have many friends on the other side you cant have a negotiation when it is, we need to get everything and you need to save us. So that is the situation that i perceive it. We are willing to work with you. We are grownups, we want to work with you for the good of the country. We recognize you are in the majority. It is impossible as they are having trouble negotiating it is even more difficult for them to try to negotiate with us because if they do they are afraid that people with money will come after them in their primary. It is important to note as of now there is no clear path for any republican to be elected speaker. I think we are a mess. It is up to him if he wants to put the to a third ballot. I think he will see more folks dropping off on it. That reference of course was to jim jordan who is on the hunt for the job. The senate by the way is watching all of the chaos unfold, pennsylvania democrat this interesting take. They think it is all entertainment. It is entertainment. You know, now it is turning into which [beep] is it going to be. That is really, it is part of the tragedy. So, the next vote is expected tomorrow at noon. Congressman jim jordan could try his luck again or the house could vote to elect speaker pro tem for a limited amount of time that will let him bring some legislation to the floor like funding the government and avoiding a shutdown. Still ahead, smash and grabs can be a huge pain but for a car break in on the peninsula it cost someone 6 figures. What was in that car . Meanwhile, a lot of people in San Francisco are having their cars stolen and very few people seem to be getting arrested for it. Is it fair to say it is lower on the priority list . We ask the police what is the problem . And what would be your game plan if you lived at cretors, we handcraft every batch of our delicious popcorn. Like our cretors cheese and caramel mix. Great on their own, even better together. Try cretors, handcrafted smallbatch popcorn. Being a driver in the bay area can be stressful for a whole lot of reasons. Traffic is a big one. Having your car broken into is something a lot of people worry about often. And this car break in was really, really costly, like 6 figures costly. The Police Say Car burglars smashed the windows of a parked car, snatched a purse and luggage and took off. Inside electrics and jewelry valued over 130,000. Well, a day later, the police say they found the suspects car and arrested two people inside. The police told us tonight they got some of the stolen stuff back and are working on the rest. Perhaps worse than having your window smashed is having your entire car stolen. That kind of crime is on the rise in San Francisco but the number of people being arrested for it isnt. We dive into the data and asks the police why. Car parked on the side of the road. Reporter out of all of the places she parks her car in San Francisco. And right here. Reporter this was not the spot where she thought someone would try to steal it. People walk down this street all of the time. A school. Maybe that is why they did not succeed. Reporter they fail in their attempts pudid a lot of damage. They broke the glass, entered the vehicle. Reporter he said jr automotive gave us a look at her car while it was in the shop. This is what her lock cylinder looked like. They tried to force it with a screwdriver. Most likely it was like a flat head screwdriver. Reporter despite the headache she considering herself lucky. Yes, because they did not steal it successfully. Reporter auto thefts are on the rise in many cities across the country including San Francisco. According to the data acquired and analyzed on cbs news there were more than 7,700 car thefts reported to sfpd last year up from fewer than 5,000 in 2018. They noticed the trend through his shop and family members my sisterinlaw got her kia sportage stolen, same set up, same thing, broken glass door cylinder. Reporter sfpd data acquired and analyzed by us reveals most cars stolen here are eventually recovered. Sphoif of them in 2022 which is better than the national average. But as the number of car thefts has increased the arrest rate hasnt. Here is another way to look at the data. For every 100 cars stolen here, 75 of them get recovered and six arrests are made. I am hesitant to say more arrests is the answer because i dont know, i am curious what else can be done too, be sides that being the consequence. Reporter she has a lot of questions what is the biggest challenge that we are all not aware of in taking care of this problem . Why is it going on so much . What is the driving force . Just what is being done . It is hard to say if there is something specifically driving it. Reporter Sergeant Catherine winters says auto thefts go hand and hand with other things like retail theft. It is one of the many challenges that we have to address and we only have so many resources right now. Is it fair to say it is lower on the priority list . I would not say it is lower on the priority list. A lot of the efforts on other crimes that intersect with auto theft are going to yield results. Numbers have gone up. What has not gone up with it is the arrest rate. Yep. Why is that the case . The fact of the matter is most of the vehicles that we recover, we recover them when they are unoccupied. Reporter sergeant winters says by nature it is a tough crime to solve. They often use the cars to get from point a to point b. Sometimes they switch plates. Having fewer officers on the streets means less time they look for car thieves. Going from call to call to call. Not always going down the street running license plate numbers and finding stolen vehicles that way. Some are taking proactive steps like this person to make their cars harder to steal. Yeah, i mean, a well known problem. Rodriguez says she upped her insurance a few weeks before his incident because she was anxious her car might get stole 19it is not a deal. I would like to not have to think that way. But it sort of just that thing that you have grown to accept. Rodriguez has her car back, life is back to normal when she parks her car her mind is not totally at ease. I am always worried it is just going to be gone. Reporter yet, she still considering herself lucky. Sergeant winters has this advice. Help us help you by filing a Police Report that way the department can have a clearer picture of how to allocate resources. Rodriguez says she did not do that at first but after our interview she said she would. We got to talk about the heat, got to talk about the weather. We were going to have this beautiful virtual set up with all of this yes. Slowly bringing news people into our virtual environment but the lesson you learned over the course of many years in television is dont wear green. Sara wore something close to green now she is blending in. I wonder if you can see my hand . That is a sign you see a doctor. I will take this away. Poor wardrobe choice. You look great in person but not here. I am sure my validation means everything to you. The heat dome arrived the heat will peak one more day to go in this hot weather pattern and of course while we have plentiy of sunshine over head which we will once again. No fog to speak of in the morning and again on friday. All of the solarpanels soaking up as much daylight as possibly can during the 11 hours of daylight we go . They keep getting shorter and shorter and shorter. Looking outside right now, this is the view from the hotel looking to the west. The temperatures backed down into the 60s in most locations but for san jose. Holding on to 71 degrees but everybody else has cooled off nicely from those warm to even hot temperatures that we had earlier today. It will be a mix of 50s and 60s on the map by early tomorrow morning. 13 hours of darkness, giving the atmosphere plenty of time to radiate off the heat that we built up today and send it back into space. A few degrees above average in a few locations and then we warm up, boy, do we. The temperatures, in the middle 90s in san jose, 91 is the record in san jose. That is going to fall. 98 degrees for a High Temperature in morgan hill. The temperature reaching record tying 94 degrees in redwood city. 80 degrees along the coast in half moon bay. Middle portions of the 90s, east bay, close to record territory. Same thing for oakland and San Francisco. Upper 80s to 90 degrees. Inland, in the north bay. The temperatures likely reaching into the middle portion of the 90s. This is not normal for anytime of the year much less middle of october. We will see a big transition happening after one more hot day tomorrow. So, lets bring in the 10 day temperature outlook. We will use the record breaking 95 degrees in san jose as a starting point. Look at the drop that happens. Going down over 10 degrees from thursday to friday. Another 10 degrees down from thursday to friday. Settling into the near or slightly below average temperature pattern. Not only this weekend but for most of next week. That is what october is supposed to feel like. The cool air settles in, a chance of showers, 4050 range, mainly along the coast and for the north bay. Saturday night, sunday, passing very light showers and light drizzle. Parts of the bay area, every little bit of moisture adding to the fire fuels is a bonus this time of the year. The changing weather pattern will improve our air quality. Not dreadful but you see the haze. It is going to go down tomorrow. Just barely in the unhealthy to sensitive groups category. Inland in the east bay and the santa clara valley, air quality improving and then back into the good category by the time the weekend arrives. Lets take a look at the forecast. We have a wild ride after tomorrow. Down sharply on that other side of the temperature roller coaster. 70s for inland parts of the bay area through most of next week. Ups and downs within the 70s. That is typical for this time of the year. The temperatures will under go quite a change around the bay from the near record levels tomorrow back to slightly above average temperatures this weekend. A chance of showers to the locations around the bay. I would not castle the plans based on such a low and insignificant chance of rain in terms of the amount of rainfall. It could potentially dampen any rain on sunday. Same thing on the coast. 80 degrees tomorrow, settling back into the 60s heading through all of next week. All right, paul, thank you for kicking me out of there when you did. It was getting creepy. Do you insist on an aisle seat when you fly .
