And they are called the water buffalo or something, or the chief and the others that are called black gorillas, which is kind of routine. As one officer said we said that routinely and no one cares. Reporter but john buress cares. Theyre representing a number of people in legal action against the city, and now has taken it a step further. He sent a letter to the department of justice asking them to investigate and recommend that position of federal oversight over the operation of the Antioch Police department. And so my effort here, aside from the lawsuit itself is to take control of the department, revamp it, reorganize it, and then Elizabeth Cook sensually provide a new direction for the department. The community deserves it. Reporter in the early 2000s, a group of cops known as the writers were terrorizing the black community in oakland. They were acquitted of criminal charges. But the lawsuit in that case paveed the way for federal oversight of the Police Department that exists to this day. But as bad as the writers were, even they werent as openly racist as what has been going on in antioch. And we did have racial profiling, which is different. Even that didnt have the name calling. You didnt have the verbalness that went along with it. It is much more horrific in antioch in terms of the impact and the relationship with the community itself. Reporter a new police chief was named in november, vowing to reform the department. When any organization will find themselves in this seat, theres two things that are apparent. Theres been some neglect and theres been a serious lack of accountability. Reporter unfortunately ford retired six months later. And i dont know what he felt, but he acted like it was hopeless. Reporter he doesnt think that could come from within. He believes that it will take an outside influence to begin the tough process of changing the culture of the department, and he doesnt think they should wait to do it in a lawsuit settlement. And whatever they can do, they can do it as well and we could do it as well. But the problem is its easier if you have that power of the federal government behind me as opposed to me. Reporter no officer has been fired yet. Some accused of simply receiving the text without reporting them. Those who actively participated should be fired. Because the law grants officers such strong protections, others will likely remain. He says they will have to accept more accountability if the culture is to ever change. And now we have reached out to the city of antioch for their response to the letter from civil rights attorneys, but we havent heard back yet. And still developing in oakland, one person is dead after a shooting near the bart station. This happened just after 2 30 this afternoon. Police say they have arrested a suspect. It did prompt a brief closure of the bart station, but it is now back open. Police say the shooting happened bit bus zone on the street level near the station. Officers used video images from some of the many thousands of cameras inside the bart station to locate a person of interest. The victim did die at the scene and authorities are still trying to piece together what exactly led to that shooting. And another Death Investigation in oakland this afternoon. Our chopper was over doolittle drive less than an hour ago. Details are scarce, but it does appear a body was found next to a silver car. Police blocked off the scene, bringing you any new details as we get them in. And the city of vallejo will hold a Community Meeting to discuss Police Response times. Last month the Department Said it has 34 patrol officers in a city of 126,000 people and roughly 51 officer vacancies. Declaring a state of emergency to assist in recruitment efforts and get more fillin help from other Law Enforcement agencies. Tonights Community Meetings will start at 6 00. The Solano County Sheriffs Office could take over in vallejo if they cannot get more officers. Well, the Security Guard shot a robbery suspect last night in san carlos. This is at the store on old country road just off the el camino real. The san mateo Sheriffs Office said it all started around 10 00 last night as you can see the shattered glass. The sheriffs official says employees confronted 26yearold Jonathan Mackey with a struggle over the baton and he allegedly threw it through the window when deputies say the guard shot him. Both mackey and the guard were taken to the hospital, charged with suspicion of robbery and assault. And right now investigators are trying to figure out how a person got on the cal trans tracks. It happened near 12 30. No other injuries were reported. And taking a live look at the Golden Gate Bridge where the construction of the new suicide barriers appears to reduce the number of people jumping to end their lives even though the barriers are not fully complete. According to the nonprofit, the bridge rail foundation, theres been five confirmed suicide jumps this year through june compared to a total of 22 from all of last year. Between 2,000 and 2019, the bridge did average between 30 to 40 suicides per year, a net of the steel cables have been under Construction Since 2017 and currently more than a third complete. A Ribbon Cutting ceremony was held for a new Adult Behavioral Health Treatment Center in san jose. A federal Appeals Court rejected the effort to stop a lawsuit from the family of the san quentin guard who died of covid. In may of 2020, more than 100 inmates were transferred. The lawsuit claims soon after there was a large covid outbreak. Sergeant Gilbert Polanco died less than three months later. His family sued the state claiming guards and inmates were not protected by the virus. But the department of corrections says in july of 2020, there were more than 1,000 positive covid cases in san quentin. And today the uc regions meeting at stanford and cal are trying to jump off the sinking ship that was the pac12 conference. They currently make up half of whats left of the conference of champions. City workers in more than four decades. We now know the names of the three people who died after three firefighter helicopters collided in the county over the weekend. Identifying the man as assistant chief john bishop, captain tim rodriguez, and the pilot, tony souza. Now investigators say one of the choppers, capable of dropping 2,000 gallons of water only had minor damage during that collision and landed safely. However, the helicopter, which was acting as an observation chopper at the time lost control and crashed, killing all three people on board. Lets zoom in with the low 60s down the coast around the south end of the bay. A mix of the 70s and the 80s. And also a mix of the 70s and the 80s inland and the east bay in the trivalleys and the delta. 86 in brentwood is the hot spot in august and that is just bonus territory. Mid60s in San Francisco and around 70 for oakland. Low to mid70s. Once again that fog will be pretty persistent in the north bay valleys until late morning and maybe the early afternoon. Further north you go, of course, temperatures toastier approaching 90 degrees. Even inland of lake county, not that hot on wednesday afternoon. Temperatures will warm up to a greater extent by early next week, the beginning of the longer stretch of warm weather. Not that warm around the bay. We dont lose that influence, but they will be a mix of the upper 80s and the low 60s in the north bay. Mid to upper 90s inland. Today arrest warrants were issued with more potential ones to come. Reporter an altercation at a Montgomery Alabama boat dock over the weekend between a group of white boaters and a black employee. That resulted in multiple arrests. Montgomery mayor steven reid is calling for justice to be served for attacking a man who was just doing his job. Its an unfortunate incident and something that were investigating right now. Well continue to go through the process before we take any additional steps. Reporter it all began when that employee was trying to clear the space where the crews normally docks. It needed the space to dock. You know, just doing their job and for some reason they didnt like it and they didnt want to move that boat and he decided to get physical with him. Reporter you can see in that video the employee on the dock arguing with one of the men and another shirtless man charging at the employee and hitting him in the face and soon after you could see them on the attack of the dock employee. People on the boat could be heard yelling for someone to go help that employee. And at one point, a young man who has jumped off the boat to help that man who was being attacked. And that is when it happened and the reason why when they got off that boat, they came right to that smaller boat. And that is where more fighting ensues, including several people getting hit over the head with a folding chair soon after they arrived and started handcuffing people. And they were the antagonist of the whole situation. Unfortunately when things happen, people of color are the first to be put in handcuffs. So far three of the men facing charges in this fight that they call it were all connected to the private vote, and two are expected to be in custody very soon.
