Yesterday we were above average by about 15 degrees in your neighborhood in the east bay and today were sitting about ten degrees below average. A big change in the forecast is a trough of low pressure slowly starting to move its way in. Thats allowing for a lot cooler weather for all the kiddos that are heading back to school this week. Yesterday was probably a warm one out there at the playground. Today a completely different trend. And we even have some coastal drizzle in the forecast for us this morning alone we even have a little bit of the rain drops kind of showing in the live cams this morning in the city of San Francisco. Daytime highs today. We have some big changes in the forecast for us. Yesterday we were talking about upper 90s off into the east inland hills. Today, its low 80s. Along the coast and the bay were going to see a lot more clouds just kind of rolling around and sticking around as we head into the evening hours tonight. It will be a lot more dense and continue to see the coastal drizzle for a little bit longer and actually straight into that too because daytime highs today like i said sitting all below average not only in the east inland hills, but even along the coast. With the clouds holding on tight to us. Throughout this morning, well just see little specks here and there. Its really light drizzle for the most part. You might get some heavier drizzle at times and you might see some light mist driving to work or school this morning. In total only going to amount to a quarter of an inch by halfmoon bay. Closer to places like santa rosa and even up near bodega bay. I want to have more on that and how much more we can see later this week coming up. For now over to you, gianna. Taking a look at the roadways because they look very good right now. If you are up early getting ready to head out the door now is a good time to be on the freeways because not a lot of people are out there. Look at this. Now i did mention 580. Through oakland looks great. Our, we are tracking brake lights westbound as you work into the altamont pass. Speeds dipping down to about 13 miles per hour. But supercommuters, you know what to expect. This is kind of your daily commute as you come out of tracy getting on to 580. 40 minutes from that point all the way towards the dublin interchange. Happening today, the Police Department is holding a Community Town hall to discuss Police Response times as they have been grappling with staffing shortages. This comes after a state of emergency was declared in vallejo late last month. Its not every day that the call for help is coming from inside the Police Department. But theyre stretched pretty thin and last month the department told us it only has 34 patrol officers in a city of 120,000 people. Police chief jason toh says his department has roughly 51 officer vacancies although recruitment efforts are ongoing, the Department Faces difficulties retaining officers. Thanks to a lengthy hiring process. The state of emergency helps the department recruit more officers and get more fill in help from other Law Enforcement agencies around that area. Last month, some expressed concern the Police Community connection also needs improvement. To this day i have never seen a cop come up through the door talking to the Business Owners to you know, get bigger ties with community. See whats going on. Really being engaged. I have never seen that. Okay, so todays Community Meeting is set for 6 00 this evening and its expected to touch on proposed changes when it comes to responding to alarm calls for service. The Solano CountySheriffs Office could take over Law Enforcement in vallejo if the city cant get more officers. Amanda . Justin, now to the antioch Police Department and it has seen scandal, turmoil and soon a major departure is police chief retires friday but now it will be getting a new one. For now. The acting city manager announced captain joe vigil will lead the force starting on saturday. And hes taking on a massive job to say the least. Antioch police are in the middle of a federal investigation. A racist texting scandal and more than 40 officers are on leave. Captain vigil in the middle of the picture right here joined the department in 2020 and is a 23yearold 23 year Law Enforcement veteran who also worked for richmond and sacramento police. And people in oakland are weighing in on the qualities they want to see in a new police chief. A series of Public Meetings kicked off saturday with two more set for this saturday. Opd has been without a permanent chief for most of the year. 56 mayor sheng thao fired armstrong, saying he mishandled officer misconduct cases. Its one thing to see what is happening on the streets of the tenderloin and drug dealing violence and even killings. Its another thing not to be able to look away from it. That is true for the people who live there. One longtime tenderloin resident thought maybe thats exactly what other people need to be able to experience to understand what is happening there. So he decided to break out cameras and record everything. Kelsi thorud spoke with the man who is recording life in the tenderloin and hes so nervous he could be targeted by some of these criminals that while he agreed to speak with us, he asked us to not show his face and to distort his voice. So first shot went off and he fired back. They all took off running. Reporter john has lived in the tenderloin for more than 30 years. And says hes never seen things as bad as they are right now. This is just normal. We see this stuff all the time. I become so accustomed to it i dont think about the fact that its not right sometimes. Its crazy. Reporter just this weekend, john caught a shooting on one of the many security cameras he has set up outside his home. In it, you can see a man shooting a gun multiple times in the middle of an intersection. As people and cars go by. Yeah, there was an initial shot fired from the other direction and then he just went off and started firing back like wild wild west. Just madness. Reporter john says he and Neighbors Call Police constantly to report the violence and drug dealing that plagues their block day and night. He says the police come to investigate but the dealers just hide out until theyre gone. The people are smart. They move around and they come back. And it continues on. Reporter thats why johndecided to take things into his own hands. For a while now, hes been documenting posting videos on social media under the handle tenderloin tube. He says his goal is to show people the reality of whats going on in the hopes that city officials and others will do something to stop it. I know its complicated but i know you know, everybody has an opinion what should be done. I dont think enabling people, you know, with doing drugs is helping. I think, you know, theres so many factors. Theres getting the people who are using the drugs the help they need. Theres getting the people who are selling the drugs like the you have to be out here and you have to address these issues. Reporter john says until these issues are solved, he will continue to post videos of whats going on in the tenderloin online. He wants everyone, especially those who dont live in the neighborhood, to witness whats happening so they cant turn a blind eye. All just begging for someone to listen to it and just be more consistent and follow through. And in our other top stories now. We are learning new details about the death of oakland native and euphoria actor angus cloud. He died last week at the age of 25 in oakland at his familys home. His mother is now speaking out saying he did not intend to end his life. And although he had been grieving the recent death of his father his last day was wonderful. Its clear that he did not intend to check out of this world his mother says. We now know the names of the fallen firefighters who died in a midair helicopter collision in Southern California over the weekend. Cal fire assistant chief josh bishop and captain Tim Rodriguez and pitony so usa all died when their helicopter crashed. It was around 7 00 p. M. On sunday night when that happened. The crew was responding to a 20acre brush fire in that area. One of the two choppers was able to land safely but all three firefighters on board the other chopper died. Always had a smile on their face. Always helping other people. So its a tremendous loss to our Fire Department family. But also a tremendous loss to those family members. Authorities and aviation officials are still working to figure out how that collision happened. And right now more than a 11,000 city workers in l. A. We just need some clouds floating through right now and only patchy fog in certain pockets throughout the bay area this morning but all sitting in the upper 50s and lower 60s kicking off this morning. Head down now to san jose where we are seeing more Clear Conditions down into the Santa Clara Valley. Waking up in the 50s. Were only going to be warming up into the 70s just by lunchtime. Only some low 80s by 2 00. That a very different forecast compared to yesterday. Right . We have a big change in the setup. We have low pressure moving in if the north and thats cooling us off fast. Yesterday concord you guys were about 15 degrees above average when it comes to our daytime highs. Remember how warm it was yesterday . Thats not the case today at all. Were actually sitting about 15 degrees below average just near vallejo heading into this afternoon that allows us to only am up in the 60s near vallejo and 80s near concord and upper 80s closer to antioch and brentwood and even livermore. Were going to kind of see a little bit of mist here and there through the morning commute. If anything a little bit heavier pongs of drizzle closer to areas like half monobay and pretty much close to the coastline. Were going to continue to see theatral develop in the forecast tomorrow morning too. Lets extend all the way into wednesday evening though. Notice how it kind of starts tapering off . That time still dealing withlots of clouds. Well continue to see the onshore flow and windier conditions into the evening hours. Thats the same trend throughout the next couple of days. Take a look at that system right there. Just off into the distance. Just around thursday right . What that is, that is the leftovers from Tropical Storm eugene as it sweeps its way north throughout the next couple of days. Pushes its way into Southern California. And continues to actually kick a little bit more energy all throughout the central valley. So were going to get some leftover clouds from that as we head into our thursday setup. Heres an overview were seeing a lot of good things on our freeways right now. So 880, 101, all clear. No delays as you work your way out of the north bay. Were seeing a nice ride along the eastshore freeway and the ride along the east bay is all clear at least the areas out of concord and walnut creek and 680 looks good both directions through danville. No delays there. We are tracking brake lights its the typical slow and go conditions into the altamont pass. Thats really our one hotspot right now but supercommuters, its nothing out of the usual. Its pretty typical ride out of tracy getting on to 580. Its about 40 minutes right now over towards the dublin interchange. But looking at Everything Else a lot of green out there on the freeways. So no major issues. Now on the bay area beat, this morning, workers were cleared out of the building in redwood city after a chemical leak at a biomedical company. The problem didnt come from any of the labs though. A faulty ac unit was leaking free on. No one went to the hospital but five employees immediated to be treated at the site for symptoms ranging from bloody noses to nausea and even vomiting. Today the n Jose City Council is expected vote on a o of county land on the west side of the city. The parcelare located on moore park avenue right nextto the 280 and valley medical ceer and a denver based developer plans to demolish vacant buildings at the site to build 41 new townhomes. The port of oakland is considering a name change at the airport to put the city on the global map. The port claims Market Research shows most out of state and International Travelers dont know where oakland is. So they dont fly there and as a result, airlines dont add service there. The port insists whatever new name it settles on it will not drop the word oakland and the airport code oak will stay the same. Today were seeing big changes in the forecast. Especially z we head into the afternoon hours. A lot cooler and a lot cloudier and with that chance of showers just along our coastline also going to continue to see the trend wrapping up this week. With just the cool 60s . Sight. A quick look at whats going on though with that drizzle because its very light and miniscule in the grand scheme of things. I mean really whats going is were seeing the dense clouds just float along the coast for the next couple of afternoons and in the Early Morning hours so dense well squeeze out a little bit of moisture. A quarter inch closer to halfmoon bay and heading up closer to santa rosa less than a hundredth of an inch. But still something to talk about as the cloud setup still moves in from the north. Tropical storm eugene, its slowly wringing out the rest of its energy up into Southern California. And eventually up into the central sierra as we head into the next couple of days. A live look of conditions as you head across the upper deck of the bay bridge. This is from one of these caltrans cameras and you can see traffic is moving along for the most part pretty well. Although were starting to see more cars out there this morning especially that westbound commute. Heading over into San Francisco. So just keep that in mind. But overall, its a nice ride so if you are up early you have plenty of time to kind of maybe grab that cup of coffee and get going. But its not too bad out there. So bay bridge toll plaza, moving along nicely. No delays there. In fact most of the freeways are clear with the exception of that ride into the altamont pass. Things are a little slow here. But that is it. Thats our only hotspot. No major crashes or incidents al all this morning. 25 minutes, 205 over to 680. Another hot day in the bay areas inland spots. Some of the peninsula already thinking ahead to winter. Some homeowners in san mateo are still dealing with storm damage from last winter. And they tell our max darrow now is the time for the city to make upgrades to avoid a repeat. Reporter this view and the feeling that comes with it. Loveys. Just magical here. Reporter is one of the many reasons walter moved to this part of san mateo right on the lagoon. A beautiful place to be. Reporter but his past seven months living here havent felt so magical. And it stems back to the new years eve storm and subs went flooding. This was the first floor of his home when it happened. A neighbor trying to help as he was out of town. He we got about a foot of water. Reporter dealt with mold and foundational issues and extensive water damage. This storm is going to cost me 150,000. Reporter not to mention, the time hes lost trying to fix his home. It has not been easy. Not even from a cost perspective. Just keep that in mind of managing this whole thing. Reporter and despite all the time, money and effort, he fears this nightmare could happen again in a few months. What is the city actually doing about it . What are all the agencies doing about it and i dont see change. Longterm we need designated and dedicated funding for our Infrastructure Improvements to manage stormwater and mitigate flooding across the city. Reporter mayor lease says the city is working on a mailed Ballot Initiative to make that happen. If homeowners approve it the measure establishes about an 8 a month fee dedicate to founding stormwater needs and improving infrastructure. This infrastructure has never had dedicated funding. And so we have over the years, fallen far behind and need that needs to change. Reporter she says the city is also in the process of exploring immediate steps such as clearing creeks and at lagoon which is effectively the catch basin for the citys stormwater runoff, preparing pump stations and spot dredging. This is a citywide issue that deserves citywide attention. And resources. Reporter but Olivia Mcnally whos dealt with tens of thousands of dollars worst of flood damage over the course of 2023. The sewage flooded into this entire area. Reporter isnt confident the city will do enough in time. I dont think three months is enough for them to get their act in order. Reporter the lack of attention to a drain outside of her house since the winter storm just one of the several examples of why shes lost faith. And its never been cleaned out. Its time to plan ahead. Reporter she was one of around 150 people who flooded a recent city council meeting, demanding city leaders take action. This conversation should have been started in january. When hundreds of homes across san mateo were flooded. Reporter al donna hopes the citys words lead to action. Im living with this problem still. Reporter hed like to see the city improve communication and planning before, during and after a storm with more of a sense of urgency. One is way too many times for people to go through it. Reporter if everything goes without a hitch he sow should be able to get all the work at his house done in the next three months just in time for another potentially wet winter. The council will take a closer look at the flood preps at the next meeting on august 21st. Now to a story brought to you as breaking news yesterday morning. Thousands of city workers in san jose are set to walk off the job for a three day strike next week. If the city cannot come up with more cash for them, devin fehely spoke with one employee who opted for a bit of a nightmare living situation just to keep her dream job. This is the poorist i have ever been in my life. Reporter amanda million dollarring works fulltime for the city as Happy Hollow Park and zoo. But barely squeaks by. Earns just enough to live here in a converted passenger van. Just scrammed into this bus. Reporter amanda endures this nightmare because the zoo is her dream job but she knows in her heart its unsustainable and what she wants now is for the city to pay a living wage. I have used up any savings i had. I have used up all the credit i have. If something happens to my bus or to myself, i i have no cushion. Reporter the city of san jose is offering workers a 5 pay increase. The workers want 7 . Thats a gap of 14 million between the two proposals. We have to be fair to everybody. We have to be fair to our workers who have a lot of respect for. We also have to be fair to our residents and tax payers and we have to do what is fiscally responsible over time not make one off decisions that are actually unsustainable. Reporter San Jose City workers voted overwhelmingly to authorize a strike 99 . If negotiations in the next week stall or fall. Amanda hopes it doesnt come to that but she says she has been pushed just about as far as she can go. This is definitely the in the worst portion that i have ever been in. Yesterday, trumps legal team argued in a court filing that prosecutors proposed protective order aimed at preventing the Public Disclosure odd evidence is too broad and would restrict his First Amendment rights. Special counsel jack smith fired back urging the judge to reject the trumps defenses proposed changes. A former minneapolis was sentenced to nearly five years in prison in the 2020 killing of george floyd. At the sentencing tou thao defended his actions saying he did not do anything wrong.
