When you shut off an economy, i think the only thing that will be more shocking is to see an up number for leading economic indicators. Reporter floridas governor has begin the green light for some beaches and parks to reopen. Reporter there were big crowds. Yahoo all that its a different kind of dance party for sure. Yeah. Theres been so much difficult news in the fight against the coronavirus. A little bit later in the show, well try to return to some of the laughs. Well have a series of inspirational stories, even hear about some surprisingly positive developments coming out of this time. So we hope that you will stick around. That sounds good for everyone. We begin this morning with a contentious issue of whether to reopen the nation after so much has been closed down due to the coronavirus. Some states relaxing stayathome orders this morning as others are bracing for the peak. There are nearly 31,000 new cases of the virus in the u. S. That is pushing the total number of cases above 706,000. The death toll has topped 27,000. President trump says sufficient Testing Capacity has been built to allow states to reopen. Some Public Health experts dispute that and say the countrys still not ready to track and control the spread of covid19. Michael george begins our coverage in hardhit new york city. Michael, good morning. Reporter good morning, jeff. The lights may be on in new york, but businesses are still shut down. The states been on lockdown for more than a month, and the debate over how and when to reopen the nation comes at a time when this crisis is far from over. From florida to texas, a few select parks are reopening or will be reopened soon. But carefully. We still have to be cognizant of the sixfoot distance between people. The ten people gathering. Reporter and in minnesota, golf courses will reopen. [ cheers ] but rightwing protesters there werent impressed. They want the states democratic governor to lift all stayathome orders. I dont feel like any governor can determine who or when we decide we want to go to work. Reporter but as deaths and cases continue to rise, governors in many states are standing up against the pressure to ease their orders. Its not over. We have a lot Mother Nature to do. The more to do. The last thing we can do is relax. Reporter governor ralph north yum reported an 8 singleday rise. Were still seeing more cases each day, not fewer. So we are not there yet. Reporter even in san francisco, the first city to shut down and now with the fewest cases and deaths of any major city, the mayor friday ordered masks to be worn in public for the foreseeable future. Any type of mask, face covering, a scarf or something that will cover your nose and your mouth, this will be a requirement. Reporter per monthlong order to stay home still stands. But theres some hope needed increased testing is on the way. Testing is a part, an important part of a multifaceted way that we are going to control skin ultimately end this outbreak. Reporter some communities will institute widespread testing to includes those who dont show symptoms. In colorado, Nursing Homes are being targeted. Were deploying the Colorado National guard to conduct testing at three of the largest Nursing Homes in the state to help prevent outbreaks. Reporter it comes as new National Nursing home data shows more than 3,600 facilities have coronavirus cases. Almost 38,000 residents and staff have tested positive, and more than 6,500 staff and residents have died. As scientists and government officials seek a positive way out, a promising report from the university of washington. An effective Antibody Test came out friday. Officials here in new york say mast testing is the only way the state will be able to reopen safely. And now everyone in new york is required to wear a mask in public. Michelle . Well, President Trumps back and forth with governors about how and when they will reopen their states has taken another turn this morning after telling governors, quote, theyd call the shots, the president is now encouraging some states to, quote, liberate. His calls on twitter are coming even though theyre abiding by his administrations own guidelines. Nicole killion Nikole Killion has that part of the story. Good morning. Reporter good morning to you. President trump says some states have gone too far with their restrictions and thinks those who are protesting them are doing right thing. As protesters in various states rallied against stayathome orders, President Trump backed their calls. In a series of tweets, he exclaimed liberate minnesota, michigan, and virginia. These are people expressing their views. I see where they are, and i see the way theyre working. They seem to be very responsible people to me. But its you know, thrive been treated a little bit rough. Reporter the democratic governors of those states were quick to respond. I hope that its not encouraging more protests. That will probably take longer than a twoword tweet. But i think theres responsibility to tell us that. Id like to know what they think we could have done differently. Reporter the president s liberation calls came a day after he laid out a threestep plan to gradually ary open the economy, leaving the decision up to governors. Andrew cuomo sparred with the president over the federal response. The president had backed cuomo should spend more time doing and less time complaining. If hes sitting home watching tv, maybe he should get up and go to work, right . Reporter many governors and medical experts have insisted more testing is needed before restrictions can be eased. But the white house insists its adequate. We have a sufficient amount of testing to meet the requirements of a phaseone reopening. Reporter with more than 22 Million People out of work, the largest number since the great depression, the president blamed democrats for holding up additional funding for a Small Business loan program after it ran out this week. Nancy pelosi, shes away on vacation or something. We all want the initiative to succeed, and so hopefully we can come to bipartisan agreement very soon. Reporter democrats want hospital funding added to the loan package. The president and even some Congressional Republicans say theyd be okay with that. Later today, the Vice President travels to colorado for an air force commencement. The president said he also looks forward to the day when he can eventually travel more, including to campaign rallies. Dana . We all look forward to traveling more, in is no doubt about that. Thank you. Lets check the latest medical developments in the crisis. For that we want to welcome in cbs news medical contributor dr. David agus. He joins us now from los angeles. Dr. Agus, im going to start with the idea from the white house and also from other states. There seems to be disagreement on whether or not theres enough testing to begin this initial phase of starting to reopen our country. On a personal note, the only way i know how to ask this is, its been six weeks since ive been with my husband and stepson, and i want to know when someone like me is going to be able to get tested so that i can do that. And that means opening this country somewhat. Reporter listen, i agree with you. It is a major issue. Unfortunately, presently in certain areas of the country. And i say that certain areas of the country, certain areas have testing, and theyre efficient. Other areas are overwhelmed. Remember, there are two kind of testing. What has the virus and who had the virus, the Antibody Test. In terms whove has the virus right now, in my city, los angeles, there is a significant wait to get a test. We are still only testing people who are symptomatic. I do think we have a ways to go in many parts of the country. Obviously those parts of the country are not going to open right away. One of the other things i know its not just one thing, the testing, in orders to reopen we have to worry about the Contact Tracing. Give us a sense of why this is so important and what needs to be done in regards to that. When we open the country, theres no question we are going to have cases that pop up. And the key is identify the case early, that is testing. And then do Contact Tracing which is who did you talk to the last day, two, or three . Either ask you or use technologies that look at your phone and where where were you near, who were you around. And then those individuals need to be assessed, and they need to be tested. And potentially they need to be stayed at home or quarantined so they cant spread the virus. If that happens, were going to keep the virus in one place. If that doesnt happen, were going to get big spikes like theyre seeing in countries now like singapore after theyve opened the gates. Doctor, talk about the Antibody Test a little bit which has been such a big focus. Are we making progress on that front . Reporter so the Antibody Test looked at who has been exposed to the virus, and it can quantify immunity. There are a number of tests on the market now. The World Health Organization announced yesterday that none of the tests are any good. We know that. They are okay at saying if youve been exposed. But they do not say immunity. The key to this test is knowing immunity. We do not have a test right now in the United States or in any country that im aware of that actually quantifies immunity. And thats a critical issue that science has failed to date. Theres been a number of these regional coalitions and partnerships between groups of states right now who are trying to coordinate on their own how to reopen. Medically speaking, is that a good or bad idea . Reporter i love it. I love when anybody works together. I love the idea of teaming together states in one geography area. So california and its surrounding states have teamed together. There was a study done, announced yesterday from Stanford University in Santa Clara County where they did the test for who had the virus. Not immunities, but who had the virus. The number showed that 50 to 80 times more people had the virus in that county than happd been counted with the test. That disparity says a lot of asymptomatic patients and were not testing enough in that area of the country. Doctor, its been exactly a month since the coronavirus was declared a national emergency. There will be another pandemic at some point. What have we learned in your estimation so far that will help with the next one . Reporter well, first of all, we know that americans can step up. When asked to stay at home and change their behavior, they have done that. The numbers with this virus are falling, and it is because of behavior of the americans solely, and im proud of that component. Science, were learning some things about the virus but not enough. We dont really know yet what immunities is. We dont know in people who do have it how long it lasts. There was a study recently from south korea that showed 141 people who had tested negative, several weeks later tested positive again. So is that because the negative tests were a false negative . Or did they wrap did they lose immunity . Weids the keyst thonre new concerns that janme collapse following a sharp rise in the number of coronavirus cases there. Onethird of the 10,000 cases are in tokyo. This comes as china reports at least two dozen new cases, raising concerns about a second wave running through the global epicenter of the virus in china. There are now at least 2. 2 million known infections around the world resulting in at least 154,000 deaths. And that is putting renewed pressure on the medical community to develop a vaccine. Well, as the coronavirus death toll continues to rise rapidly across the world, so, too, does the race for a vaccine. Here in the uk, look no further than oxford where british Scientists Say theyll have one available as early as september. Sadly of those hospitalized with the virus, 14,576 have now died. That is an increase of 847 fatalities since yesterday. Reporter its become a grim daily reminder britain is still in the depths of its coronavirus crisis. But at fridays briefing, senior government officials had more. I can announce today that the government has set up a Vaccines Task force. Reporter the British Government is giving the green light and over 17 million to nearly two dozen Vaccine Research projects across the uk. But one project in oxford is so confident that their work will prove successful, theyre promising to have a vaccine ready and manufactured by september. Honestly, we were following the progress of the outbreak. And as the outbreak spread, our plans for the project grew. Reporter most projections estimate that a vaccine will be available by the spring of next year at the ermiest, which is earliest, which is why Antibody Testing continues to be a top prioritiment the World Health Organization is urging caution. They say the Science Behind the blood test isnt clear. Right now we have no evidence that the use of a serologic test can show that an inside is immune or is protected from reinfection. Reporter still, there are other glimmers of hope. Germany says its coronavirus outbreak is now under control, which means there are more people recovering from the illness than there are getting sick after the country imposed a strict monthlong lockdown. Now back here in britain, the battle against the virus remains intense with personal Protection Equipment running so low there are some concerns that hospitals will run out as early as this weekend. Dana . Something people here in the United States know all about. Thank you. The coronavirus has yet to reach its peak in africa where many nations have some of the weakest Health Care Systems in the world. In south africa, there are 50 reported deaths from the disease, and more than 2,700 confirmed cases. In one violent neighborhood, the crisis has brought about a change that many did not think was possible. Debb debora patta from johannesburg. Reporter theres been a 75 decrease in violent crime. Its had a Ripple Effect in places like this, the community of westbury, known for relentless gang violence, now unusually calm. In other part of the country, rival gangs have gone one step further. These are some of the most dangerous streets in south africa. The battleground for rival cape town gangs. But it seems the coronavirus has achieved what the police and the army could not. What were seeing happening today is literally a miracle. I just give you glory reporter a truce between warring gangs. All these people said Reporter Community pastor andy steelsmith works with gang members, many of whom are con vingted killers. Now instead of plying drugs, they are using their skills to help the hungry. The best distributors in the country. They know how to distribute things. Theyre used to distributing others, but theyre distributing things. They know everybody. Reporter sworn enemies meet up regularly to parcel up food items and deliver them to those in desperate need. So how does it feel to be the good guy for a change . Its nice to communicate with other people. Nice people also. People want to laugh now. Reporter for now, old feuds are forgotten. If we can stay like this, then there will be no gang every gang will agree with us. Reporter authorities, however, skeptical. I dont think it exonerates you when youve done so much evictim. Reporter after more than three weeks in lockdown, the truce appears to be holding. It may not last, but for now it is one of the unintended benefits of a nation ordered to stay at home. The same powerful storm system is also expected to bring heavy rainfall, wind, and hail from east texas to georgia. In some northern areas, steady rain changed into snow overnight. Earlier friday, snow blanketed highways in central pennsylvania. Meteorologist Jeff Berardelli has more on the nations weather. A lot of snow out there in april. Yeah, good morning, everyone. Yeah, for this time of year, it is late in the season. Some places in upstate new york and also in parts of new england will pick up about five to eight inches of snow during the day today. It will be gone in the next few hours. The big story is this big, Severe Weather outbreak again across the southeast. Believe it or not, tornadoes possible tomorrow again in the same places that we had one of the worst outbreaks in u. S. History just last weekend. Lets show you the jet stream. Lets talk about why this is going to be unfolding. We have an area of low pressure moving across california and the deep southwest. That is going to eject to the east. It will invigorate a jet stream across texas again just like last weekend, combining with very abnormally warm temperatures in the gulf of mexico. That will spark not only super cell thunderstorms but the possibility of some strong tornadoes once again. Here it is, hour by hour. What were expecting over the next 24 to 36 hours. What youre going to see is storms develop in east texas later today. And those will start to slide to the east across louisiana, mississippi, alabama, and eventually georgia. So here we are as we head into tomorrow. And notice that area of thunderstorms developing across the southeast. Now watch this, as we head through the day tomorrow, notice that area of orange. That is the area where were most concerned. Sunday afternoon, all those big thunderstorms developing in louisiana moving east toward mississippi and alabama, and eventually into georgia. When the covid19 hit, she was forced to close her sewing studio and send her students home. Then she received a new mission now we got requests from our mothers who are Health Care Providers to start making masks that are cdc compliant. Reporter melissa and her small team mississippied gears and began so switched gears and began sewing masks using the 15,000 yards of cotton fabric in her shop. One of the first recipients, the urgent care. Little miss sew it all has filled requests for masks and caps for local hospitals, primary care centers, group homes and Nursing Homes, and shipped as far as florida and colorado. I have my mask. Native americans have long suffered from Inadequate Health care, and they have higher rates of diseases such as hypertension, diabetes, and Heart Disease that can make covid19 infections even worse. This week we visited tribes in the west to see how they are struggling to get through this crisis. Its hard to imagine when you look at the vast vistas in the rural west theres an overcrowding problem here. But there is a problem, and its big. On tribal lands even here, social distancing can be hard to do. I know some of the affected houses out here and east of me, theres 13, 14 people that live in that house. Of course theyre going to get infe infected. Reporter Terry Roberts is purchasing manager on the Wind River Reservation in wyoming, home to the eastern shishone and northern arapahoe tribes. Housing is limited out here. It took me six or seven years to get my place. Thats after bouncing around from cousins house to cousins house. As native americans, we have our sweat lodges that people go into. We do our prayer ceremonies. Reporter zena aragon has seven family members living at her house. Theres a lot of families that are having to live together just for the necessity of paying bills and car payments. The overcrowded home situation is at least 16 times the national average. Reporter kevin alice, ceo of the National Congress of american indians, says federal funding for housing has been frozen for decades. A violation of old treaties and now feared as an agent to aid the spread of the virus. Its a tinderbox for this covid19 situation. Reporter were getting word that the Navajo Nation in southern utah and Northern Arizona is especially hard hit. Navajo nation is the land base is enormous and covers several states. But in their highly populated areas, thats where were seeing large cases of confirmed coronavirus infections. Reporter there are more than 1,000 known cases in a place lacking water. We tell people to wash their hands. But a study showed 30 of the homes at Navajo Nation dont have running water. How are they going do that . Reporter 10 billion in federal relief money has been set aside for direct funding for tribes and federal indian programs. Right now theres a battle brewing over how the federal government should distribute the money with indian groups preparing to take the battle to court. Were worried that the money wont get right to the tribes. Reporter but time is of the essence. How dire is the situation at Indian Country . I know our tribal leaders are doing the best they can to keep their communities safe. All the dominoes are in place to fall in a very coordinated fashion if we dont get the attention we need, we dont get the resources we need. Thats why this relief fundings so important. Reporter with limited resources, tribal leaders are improvising. The navajos have instituted strict curfews requiring people to stay home or face arrest. To keep outsiders out and an entrance to the Pine Ridge Reservation in south dakota, we found the sioux tribes roadblock, one that has the dubious of being the poorest place in america. All across the state, they need to be trying to test as many people as they can so they know who has it and who doesnt have it. Reporter at wind river, dr. Paul eberts team has ramped up testing at a higher rate than the entire state of wyoming. They face another kind of roadblock, not everyone has a phone. Six people coming out to be tested for possible exposure. One in of them had phones. Reporter getting the results to people infected and tested positive means they remain out there somewhere. And its tough. Politics is entering this fray, as well, as some of those communities are trying to make sure that everyone gets a bit of that relief money, a special thanks to walker dawson, our deejay who went out there and shot so much of that. This week, it was as vacant as the stretch of 6th avenue beside it. The bustling rooftop restaurant on 5th a place to stack chairs and benches until something changes. And the famous snarled traffic of the lincoln tunnel, steinmetz captured the crawl between new york and new jersey in 2014. And then again tuesday at 6 45 p. M. Usually rush hour. Just aesthetically as a photographer, was it more beautiful to shoot . Less beautiful . Its kind of spooky. I mean, not like in a not superstitious or anything. Its like a haunted city. Yeah, i legal like in the future, everybody left. Its very odd. Over there. Yeah. And look down and then as you move on. Its not a very good picture to be honest. Its kind of depressing. The city such a vital, you know, thriving city, and it looks very turned in on itself. Its in paralysis. Reporter with so much missing, steinmetz looked for what had been added. Go forward here, more to the left. Reporter a cluster of white hospital tents dotting the green of central park. Its run by the evangelical group samaritans purse. They more often work in war zones. And on the hudson river, the comfort. The Navy Hospital ship with 1,000 beds and just a few dozen patients. George circled around it time and time again. We made about ten passes back and forth trying to look at the avenues in different times and light. It was looking up 3rd avenue, i could see the chrysler building. The city was really dark with this little line of all the red lights coming down the avenue. Was like an empty town with lights. Reporter with testing for covid19 increasing rapidly nationwide, the materials needed for the tests like these nasal swabs are in high demand. We looked at how it works, what it does, and we figured out a way to produce it on our technology. Reporter dr. Todd goldstein is director of design and innovation at Northwell Health in new york. His team is using 3d printers to produce the swabs, printing 2,000 to 3,000 each day. Our sitting on a computer designing it like you would any mechanical part, 3d printing it, testing to make sure that it works appropriately. And then trying to produce as many of these as our clinicians would need. Reporter 3d printers are being used around the country from Large Companies to inhome operations to ramp up critical supplies to fight the pandemic. In alabama, boeing employees are producing these reusable 3dprinted faceshields with 2,300 delivered earlier this week. In the first wave of 700,000 job losses in march, 60 were bar and restaurant employees. That same month, the National Restaurant association estimated that a threemonth shutdown could mean the loss of up to seven million jobs. There are some bright spots amid the devastation. Creative ways and creative chefs and owners are keeping their workers on the payroll while benefiting our communities. Once rated best restaurant in the world, 11 madison parks dining room sits idle. I miss my team. Usually theres 250 people working in this restaurants. Reporter covid19 has moved the action into the kitchen where just a handful of chef daniel humes employees prepare meals that wont cost diners a dime. So essentially youve turned this michelinstar restaurant into a soup kitchen a community kitchen. You know, for like a million dollars, we can produce 200,000 meals and create 100 jobs. Reporter his former sous chef helped him do it. He runs the nonprofit rethink food. Rethink originally started as an organization that collected excess food and then redistributed it to local nonprofits. Some 30 other eateryings will be turned into eateries will be dinnered into distribution centers. 2,000 to 3,000 people every day before corona. Now were feeding between 5,000 and 7,000 every day. Up to 100 billion in revenue could be lost by the end of this month. Across the country, some have found ways to feed that need. Theres a part of me that just wants to only help. Its hard to be in business right now, and theres so many people who are out of business. And im so grateful to be able to do it. Reporter in harlem, chef j. J. Johnsons field trip takes its name to heart. Focusing on school children. They havent had hot meals in two weeks. So im going to start feeding a feeding shelter a week, about 200 bowls. In partner with harlem grown. Im going to make sure that they at least get one hot meal this week. Reporter johnson is also feeding hospital workers. That attitude has turned many spaces like brooklyns homestead into lifelines. It will give us meals for the next few days until we can hopefully get some unemployment funds. Were able to feed several hundred people a day with no end in sight. Reporter do you notice the people coming to get the food . They look familiar . That part is pretty impactful. Like you get to a place where youre seeing a couple of people that used to work for you. Theyre speaking up for them because they dont have the same voice. Theyre making sure that their words and their their emotions are being felt. And obviously its going on across the country.
