Let me start with the idea of the drugs that we have heard about. Chloroquine, the antimalaria drug. Theres anecdotal evidence, for those of us who arent doctors, what does that mean . Remember, theres chloroquine and hydroxychloroquine, which is a safer version. Hydroxychloroquine was fda approved over the last 30 years for arthritis and malaria and autoimmune diseases. And there is real data that it works. Its not randomized, controlled trials, but individual patients, viral load has come down. The mechanism in the test tube seems to be similar. Because of that, doctors are using it across the country because we can write a prescription for it. We call it offlabel use. Youll see announced next week a National Data base following patients on these drugs and their response to the thing. We can collect data that dr. Fauci was referring to. But if youre writing prescriptions for those drugs right now, how do you know the dosage is right . Its a great question. Were using drug dosages that others have used both in asia and here. Ive probably written several dozen. I have several dozen patients who are on it. The biggest problem we face is in california now it takes about a week to get a test result back. And with these drugs, the earlier you treat, the better the outcome. So im many times treating before the result comes back because i want to get the best outcome for the patient. Doctor, as people are obviously concerned about drugs that may work, also concerned with testing. Where do we stand in this idea that so many people want to be able to get tested if they feel the need is there . Reporter were not close, the testing infrastructure. L. A. , fransan franciscos, there long, long lines. Were restricted in california to testing people who are symptomatic or who, you know, will make a clinical change, that the doctor will make a decision based on the result. It takes days to get a test result back. We now are having more tests. The problem is the infrastructure to run the test wasnt there, is trying to be built up. Doctor, on the shortages taking place right now, ventilators and masks. Heard from a nurse in icu said. She says shes been given one n95 mask, expected to use that all day long. Of course, doctors and nurses need to eat and drink during their shifts and put it in a paper bag and use it again the next day. How big a deal is the shortage of masks . How confident are you that we can get more . How confident are you that we can get more ventilators . Reporter all of those are awful. I went to the hospital and went by 20 cars with doctors sleeping in the cars. They didnt want to infect their family members so theyre not going home at night, theyre sleeping in their cars because they know theyre going to get infected and dont want to spread it to others. We dont have supplies on the froo front line. The ones who run the ventilators are starting to get the virus. If we have nobody to run the vent later ventilators it doesnt matter how many we have. Were losing the war. We need resources at the front lines. We need start to giving drugs to people on the front line who have been exposed. Its called postexposure prophylaxis, if you give a drug right after theyre exposed with hiv or influenza, you can block the virus. The hope is we can do the same thing so doctors and nurses and other Health Professionals on the front line arent going down. There certainly are people who are asymptomatic. How likely is it that they are also then giving the disease to other people and may never show any symptoms . Reporter its one of the biggest issues, people can spread the disease while asymptomatic. We dont know how long. Theres no test for infectiousness. The disease is spreading and unknowingly, someone could have it, go somewhere and spread it. Thats why social distancing, staying home in the state of california, were not leaving the house. And that is the way to stop it. You know, the interesting part is that it takes seven to ten days after implementation of these drastic measures to see the benefits. This happened midweek. The hope is toward the end of next week we start to see a significant decline in the number of cases. Im hopeful america is stepping up. We are all doing the right thing. And we will see the benefits, combine that with the drugs that were using, and i think were going to see a shift going from defense to offense against this virus. All right. Wall street ended the week with another steep selloff on friday at the closes. The dow had lost more than 900 points. The s p 500 and nasdaq also fell sharply. Thats just some of the economic fallout we are seeing right now, including massive layoffs and predictions of an unprecedented slowdown. So the bear market is now down 30 which is about typical for a bear market right now. But obviously a crazy week on wall street. Do you feel like stlings settled down at things have settled down at all . I dont think so. Not yet. I think were about to see a lot more volatility. Heres whats going on if youre a trader and youre seeking guidance about whats happening in the economy, youre a bit flying blind. Until we get more data, these are sort of guesstimates. Let me tell you what economists are telling me. Theyre looking at the a recession that is probably already starting. Maybe in the middle of this quarter that were in the first quarter. If you look at the Second Quarter of this year, were looking at analysts who are saying we could have a drop of 25 , thats what Goldman Sachs says, 14 , jpmorgan chase. To put the numbers in perspective, we havent seen quarterly drops like that since the Great Depression. We are worse our worst quarter was the last quarter, down 8. 9 . The Economic Uncertainty is breeding the selloff. Until theres more certainty, i dont think its going to stop any time soon. Some of the staggering numbers weve seen with the economy screeching to a halt, as you put it, is the impact on jobs and record numbers of losses. I think the job loss numbers we are going to see a lot more coming up. We have one data point that was released thursday. Thats weekly jobless claims. They spiked by 33 from the previous week. When we get the next weeks results, which will be next thursday, we are likely to see a million, maybe two jobless claims applications. Wen people look at the Unemployment Rate overall, remember we came into this period at a 50year low of 3. 5 . Its likely to spike up to 6 to 8 which is pretty hefty. And i know its agonizing for those who are losing their jobs. It may be more than that. But the good news is is that most of the economists who have dark predictions for the first half of the year, they do believe that sometime in the middle of the summer, the economy will pick up. And those folks will go back to work. In part because banks are structurally in a better place than they were 12 years ago. In 2008 the government spent 700 million in a bailout. What do you think the government should be using the 1 trillionplus for to help people today and next month . The government has two different responses. We have the Federal Reserve thats pulled out the break the glass playbook from 2008 and 2009. The Federal Reserve, all the actions they are taking are simply to make sure that the nations financial plumbing remains unclogged. Very important. With this trilliondollar plan, we have got to see money go directly to people who are harmed. There is talk. Maybe 1,000 to 3,000 of checks to families based on the size of the family. This would be about 500 billion. But were talking about keeping other businesses alive, as well. We want to give direct relief to the people, but we want them to be able to return to a job. So 50 billion for the airline industry, 150 billion to other impacted sectors. And 300 billion to Small Business the. Helping people individually didnt help. That didnt happen 12 years ago. We helped the banks. We helped car companies. We didnt help people individually. Yeah. We had a plan to help people modify their mortgages. But we did not do enough. The plan was really laden with so much red tape. We need money in the hands of people. I interviewed a nobel prizewinning economist this week. He believes that whatever we do must continue. So it cant be a onetime 1,000 check. He says money needs to get to people to help them survive during these times. And we have to get businesses able to withstand this. This is critical. On friday, attorney general william barr urged the public to report these suspected criminals. The attorney general had already told u. S. What we know since last week is through a senior fbi official who told us here in washington that they have seen a significant spike in covid19 cyber scams across the nation. And what the bureau anticipates is that these criminals, dana, will zero in on the states with the highest rates of infection. Washington, new york, and california. We also saw newised that the criminals are news this week that the criminals are track could headlines. Theyre reseeing seeing new scams including those working from home. The moderning part is the most vulnerable possible infected with the coronavirus, and what is the government doing right now to stop it . Reporter one of the things that were seeing on increased warnings from the federal government. We had new Images Released by Homeland Security to show how they are interdicting what they believe to be counterfeit test kits that are coming into the United States. These test kits were intercepted at l. A. X. , Los Angeles International airport, and then they were handed over to the fda, the food and drug administration, for review. Then last night, jeff, the fda pout out what amounts to a National Alert telling people to they are seeing these unauthorized test kits, and they want the bottom line to be for folks at home that they havent cleared anything. No green light in the fda for anyone to sell these kits to folks to use for testing at home. Do we have any idea of how successful the scammers have been so far . Reporter we couldnt get a dollar figure from the fbi or the secret service about the extent of the scams. I can tell you from two decades of reporting in this National Security space, that when you have the attorney general of the United States coming out publicly and urging folks to report these scams and then mandating that u. S. Attorneys make it the highest priority to prosecute these crimes, and then you have through our reporting here at cbs news the secret service and the fbi so forward leaning, that tells me we have a significant amount of scam activity inside the United States thats really hijacked the theme of covid19. Whats what should people be doing to protect themselves . Reporter there are a number of things you can do that are pretty simple. Number one, if you get something that is unsolicited, whether its a text message, an email or phone call with the covid19 theme, that is an automatic red flag. Number two, if you get these messages and theres a sense of urgency, sort of a demand to act immediately and to provide money up front, either a deposit or full payment, thats another red flag. The third thing is that you can do your own reporting. You can be your own investigator. If someone calls you at home, take their name, ask for their phone number. Sometimes thats simply enough to stop them in their tracks. If you get that name and phone number, go on the web, look up the organization, give them a call. Ask them if this person is working for them. And if you get an email in your inbox that looks like it might be official offering you advice about covid19, just take a careful look at the address because these scammers have addresses that look real, but its usually off by at least one letter or one numeral. With more than 8,500 people sick and 46 deaths here in this state alone. So what does a stayathome order look like . Here in new york, people are being asked to only go out for things like groceries, medical care, and exercising alone if they have to. All businesses are shut down except for essential services. So hospitals and groceries will remain open. But there are several other businesses that are being deemed essential, as well, including banks, utilities, mail, and even us in the news media, as well. So we may see new yorkers venture outside today to stock up on supplies because many are starting to realize this may be their last chance for a while. Jeff . All right. Thank you very much. Just three weeks ago, the National Restaurant association released a rosy picture of the dining industry. Seams were projected to rise 4 this year to a record of nearly 900 billion. The coronavirus outbreak has upended that. Widespread restaurant closures and massive layoffs have shocked the industry. Here to discuss the impact this is going to have on your Neighborhood Eatery and the broader economy, we are joined by derek thompson, cbs news contributor and staff writer at the atlantic. You had a great piece throughout. And so many able things slamme u. S. Economy at a time when restaurants have never been more important, not only to our economy but also to our culture. So two quick statistics. The first is that 30 years ago in 1990, manufacturing had three times the employment of restaurants. Now theyre tied. Restaurants are, indeed, no hyperbole the new factories. The second really important thing is that if you look at manhattan, for example, where you are, in the last year restaurants accounted for almost half of all new groundfloor retail leases. That means that without the Restaurant Industry, the ground floor retail, the face of new york, when youre Walking Around the streets, is decimated by half. So restaurants both as a matter of culture and a matter of economics have never been more important to us, which is why i think its so important at this early part in the pandemic that we look this problem squarely in the face and solve it because restaurants are sort of the theyre the early challenge that well face before the virus winds its way through the economy. We saw the number, 15. 6 Million People employed by the Restaurant Industry. I think the latest numbers from op opentable, cancelations are close to 100 100 , its gone. Its gone. This is a huge big question. I spoke to a danish economist last night about what denmark is doing. And denmark in many ways is at the bleeding edge of government responses to what could truly be the beginning of a Great Depression in the west. And what theyre doing is this i have the notes here. Theyve agreed to cover the costs of employees salaries at private companies that are threatening to fire people, as long as they dont fire those people. In short, that means the government is essentially going to pay people to do nothing. Now, over the scope of american history, that might sound ludicrous and absurd. But think about what the u. S. Is essentially asking of these companies and asking of us citizens. Its asking us to stay put. Its telling us not to go to restaurants. It is essentially blowing the whistle, calling the restaurants off the field, enforcing a period of hibernation on americas facetoface services sector. And as long as the government is going to essentially outlaw facetoface services, they have to compensate the employees who are affected by that outlaw. So what i think the government should do essentially is to offer restaurants a bargain. They should say on the one hand that theyre going to beef up Unemployment Insurance and pay these workers a living wage, whether they are in the restaurant or outside of the restaurant, whether theyre working delivery or not, and also i think we need to find ways of extending liquidity to small and mediumsized businesses. Give them zero interest loans now so they can withstand the crisis and come out on the other side as says the same restaurant rather than close down and change the nature of americas streets. Derrick, quickly before we let you go here, weve seen theres takeout and delivery for some. You mentioned obviously the federal government needing to get involved. Is this the end of the Restaurant Business as we know it . Reporter i certainly hope not. Reporter Rosemarie Truglio is in charge of content at sesame workshop, the fond profit behind the groundbreaking show. Why do children learn more easily from an elmo or a cookie monster . Because elmo and cookie are their friends. And so theres this word that bee use in developmental psychology called this power social relationship. When children watch sesame street and they see elmo and big bird and julia and abbey, theyre friends. Theyre real. They talk, they eat, they sleep, they cry, theyre real. And when you develop that connection, youre going to learn more from a character that you care about. Reporter take cookie monster thank you. She and her team spent years creating julia, a muppet on the autistic spectrum. We were just going to create a storybook. We created character art for a storybook. It was so well received that they decided to build the puppet. So we took those drawings and went to henson. And henson created a puppet. So that translation, theres a lot of creative decisions made. And then she appeared on the show. Julia, can big bird see your painting . See your painting . Yes. And then this year we just added her family. Reporter what was the response when she first appeared on the show . It was amazing. It really was. There was such a need that there was such a positive response. Hi reporter its more than feedback. Research shows that sesame street has a positive impact on kids. This paper on Early Childhood education found access to the show was associated with better Elementary School performance. They compared the sesame viewers to nonviewers. On average they performed 16 higher than the nonviewers. But they also had these positive dispositions toward learning. Much more motivated to learn and engage in leisure reading. And better proschool skills, as well. It wasnt just the academic. It also had a social impact. Reporter sesame street continues to strive for that impact by using everything from apps theres so to to do in elmos room. Reporter to books including Rosemarie Truglios new book, equi se sesame street ready forsko school. Youre teaching kids but also parents. I often say i wish parents would watch sesame street as a parenting show because we have a human cast who is really representing you as a parent. Feelings pass and feelings change feelings pass and feelings change . And so when our characters are struggling with an emotion or theyre dealing with a problem, the human cast is basically telling and showing us as parents how we could possibly address this with our child. Even her teams trip to ireland for the irish dance World Championship canceled. It was emotional. It was sad, yeah. We all work so hard, and to not be able to go is really hard. Reporter but that hasnt stopped her. Now mikaelas dance studio is her living room. Her mom, luann, also her instructor, is teaching class just eight feet away in the kitchen by teleconference. We love these kids so much, but also our business right now depends on it. Like were canceling classes, but we still have to pay our rent. Our coanchor Michelle Miller met up with him in the fall when his book mastering spice came out. I wake up in the morning, i put some in my tea, my coffee. You know, my eggs. Spices are one of the most important things in in the culinary world but also in the world because its its a rare ingredient that touches everybody. Reporter Lior Lev Sercarz was born in israel which is where he started cooking professionally. But he spiced up his life after a move to france. While training with a micheli michelinchef. He was influential in my life and career cooking and spices. He was smart in the idea of explaining to me that the spices that he was using were just a tool. The same way that he had a great knife or cutting board. And he said, i want you to develop your own personality when it comes to tastes and flavor by tighteasting these th and ill help you along the journey. Reporter the journey took him to new york city. After six years and with beluds blessing, he realized he could pursue a food career without being tied to a kitchen. What was it about the kitchen you didnt like . I never liked the Service Aspect of it. And that slowly convinced me that perhaps i need to keep on developing food flavors and scents but outside of that environment. Reporter you gave him an incredible piece of advice which was hey, the cooking isnt all there is for the Restaurant Business. Clearly. Lio will always be a chef. I think its an opportunity to be able to remain a chef and very involved with the commitment of creating foods and making foods. Reporter starting over meant blending in his basement for the first few years. Then in 2011 he finally opened his own storefront in new york city. What he came to realize, just like in the world of food, there is always more to master in the spice world. How much have you explored in the realm of spice . Can you say 100 . No way. I fortunately just came back from india after 12 years in the business. One of the most important moments was for me to stand in the equivalent of 50 football fields where they trade crimes trade chiles on a daily basis. When you ask how much i know, i dont know if i can quantify it. I dont know that im even halfway to where i want to be, and thats amazing. Reporter is this the new frontier in the world of culinary cuisine . I think for lio what was important is to first source unique spice, cumin is cumin but maybe the cumin from a certain region of a certain country is better. And then from that is to be able to create simple and unique blends who will be almost a trademark to him, these blends. But will connect with the chef mind. Reporter sercarz still does business with his old boss. Hes now just one of his best customers. The chef uses those blends in everything from his chicken targine when we say spicy, its not hot spicy.
