The past hour or so getting more and more intense. It looks like downtown San Francisco, marina district, its soak outing there. A lot of it moved further east, danville, moraga, orinda, heavy rain, oakland as well saw 1. 5 of rain so far overnight into these earlymorning hours. So the rain right now is probably the most intense especially across the south. We go to fremont there. You can see about a half inch to threequarters inch of rain per hour there. Just going to stay this way for the next couple of hours until noon. Well see continued rainfall across the south and then well see rain totals increase over the next few hours. Then scattered showers this afternoon. A lot of moisture coming in off the water and moving towards the land and thats why we are seeing intense numbers. To the north bay now, its calmed down a lot for st. Helena, santa rosa, you know, not seeing intense rainfall. Over 3 inches for venado. Santa rosa 1. 9 inches. This is totals so far. Jessica flores joints us live from santa rosa. Reporter we are in the Fountain Grove community here in santa rosa. This is one of those hard hit areas we have been talking about for weeks now. Now, the threat was to flooding, mudslides and more sinkholes. I just had a conversation with the assistant fire marshal. They have escaped the worst of the threat, no major issues here overnight. But that was what they were prepping for. They have been laying down the wattles and sandbags trying to make sure to shore uphill sides. Also trying to filter out debris that could possibly make its way into storm drains and the water supply. They are using those wattles to filter out the debris. The fire melted underground pipes which have led to one sinkhole in Fountain Grove. More than a dozen crews have been sending cameras through storm drains and identified 23 damaged areas. Now residents in the burn zone are bracing for a tough rainy season. This is a double punch. Land scorched here. Theres nothing to hold back the ranges. Reporter napa county has been preparing for the rainy season. They are giving out sandbags at their fire stations. Right now theres definitely a steady rainfall. But its not like it was overnight where it was pounding the area. But, of course, it will continue to be an issue. Fire officials have gone door to door letting people know about possible evacuations but there wont be Widespread Evacuations if there are any. It will be to a specific area. Live in santa rosa, im Jessica Flores, kpix 5. This morning, pg e crews are busy restoring power to thousands of customers across the bay area. More than 3,000 customers are in the dark in the east bay. But the utility says that most of those outages are in fremont, where a big rig hit a power pole. This morning, several bay area cities are in the crosshairs of the feds. Kpix 5s anne makovec is live in San Francisco with more on the warning letter sent to dozens of sanctuary cities. Reporter much of the bay area is encompassing the 29 jurisdictions nationwide that got this leather threat from the federal Justice Department saying they are at risk of losing their grant, called burn grands. The country that got this letter from attorney general Jeff Sessions. And it says in part, quote, jurisdictions that adopt so sanctuary policies also adopt a view that the protection of criminal aliens is more important than the protection of lawabiding citizens and of the rule of law. It forbids local Law Enforcement from cooperating with federal immigration agents when it comes to the status of illegal immigrants. Among the targeted cities with this letter, San Francisco, berkeley, fremont and watsonville. Among the counties, contra costa, monday tray, santa clara and sonoma counties, are all among the jurisdictions to receive these sanctuary warning letters from the u. S. Department of justice. They got these letters yesterday. They say the department is concerned that the cities and counties policies may violate a federal law that bars local governments from preventing their employees from communicating with federal immigration agents. Cities like philadelphia, boston or San Francisco advertise that they have these policies, the criminals are taking notice, too. Reporter in response to this latest threat, San Franciscos attorney general Dennis Herrera said the law is on our side. And we intend to beat back this threat just like all the others before it. California just became a sanctuary state. So it looks like all of these jurisdictions are now in the crosshairs of the feds. Live in San Francisco, anne makevoc, kpix 5. Randall saito is now awaiting extradition to right now a killer is back behind bars after being caught in california. Randall saito is now waiting extradition to hawaii. He was on the run for 72 hours before his capture in stockton. Saito booked a roundtrip ticket to san jose after escaping a state Mental Health facility on oahu on sunday. He was ordered to the facility in hawaii after he was convicted of murdering a woman, he was found innocent by reason of insanity. He will be in court tomorrow. Charles manson is in a bakersfield hospital. Mass murderer Charles Manson is in a bakersfield hospital and tmz reports he is in grave condition. Manson and his followers were behind a rash of killings about 50 years ago. They murdered nine people at four locations in 1969 including actress sharon tate in los angeles. The California Department of corrections is not commenting on the 83yearolds condition. Manson is serving several life sentences. He has been denied parole 12 times. The house of representatives votes today on the gop tax reform bill. Its a measure expected to pass. And while House Democrats insist this is a plan to make the wealthy wealthier, it doesnt include the controversial addition republicans in the senate just added to their proposal. We are cutting taxes for middle and lowincome families. The typical median household of 4 gets 1,182 tax cut. Reporter unlike the Senate Republicans proposal which brings healthcare in by eliminating the obamacare individual mandate the house bill doesnt touch that. Like the senate bill, the house measure would permanently slash the Corporate Tax rate and cut individual rates across the board. House Minority Leader Nancy Pelosi at a rally against the bill wednesday claims the changes are aimed at the wealthy, not the poor and middle classes. This tax proposal is immoral and increases the deficit. Reporter some House Republicans have raised objection to the part of the bill that does away with deductions for state and local taxes. That will hurt those in high tax states like new york and california. There dont appear to be enough republicans against the measure, though, to sink it. A vote on the senates bill is expected after thanksgiving. The two chambers would then need to recall the bills before sending them to the president. Mr. Trump has been pushing a final version to hit his desk by the end of the year. The director of California SenateFellows Program is on indefinite leave days after new harassment allegations were made against senator tony mendoza. They come from two women who used to work in his office, one an intern back in 2008. Jennifer court telling the Sacramento Bee she was 19 years old when mendoza took her to a convention in san jose, got her alone in her suite and plied her with alcohol and made her feel uncomfortable. She invented a ruse to fly home. She was part of the Fellows Program. Mendoza denies all allegations. New Investigation Finds University of california officials installation feared with the state audit. Jackie ward has more. Reporter were expecting to learn more today about an investigation into the university of california president s office that the uc regents ordered to analyze how the office may have interfered with the state audit on the systems finances. The chronicle says investigators found that officials instructed uc campuses not to, quote, air dirty laundry to the state auditor. They also discovered that two advisers in the uc president s office directed this interference. In may we spoke to a state auditor. It was regarding a report showing serious financial mismanagement in that office. The office of the president is not doing a good job. Reporter six months ago the uc president Janet Napolitano apologized for creating the wrong impression. She is quoted in the Sacramento Bee saying, she believes her office did things appropriately but it is clear they could have handled this better. That northbound traffic has reduced to just the right lanes. We have had flooding in the road and caltrains is working to clear the lanes. Despite a restraining order that prohibited him from possessing firearms, Kevin Janson Neal the man who went on a shooting spree in Northern California this week was still able to make guns at his home. Out on 160,000 bail, neal was due back in court in january on assault charges. Law enforcement Officials Say he had two semiautomatic handguns he illegally obtained and made in his backyard. They had not been registered. A vigil was held last night to remember the people neal killed. Those in the community offered each other words of comfort and solitude as they tried to heal from this tragedy. Jennifer bowman is a first and second grade teacher at Rancho Tehama Elementary School and kept calm under stress. Just did what i needed to do for those kids. Those kids. They are the heroes. The gunman attacked his neighbors and random people along the road, ultimately killing five and injuring 14 others before being shot dead by police. Several lawsuits have been filed this week in connection with the deadly shooting in las vegas last month. The new lawsuits were filed on behalf of 14 concertgoers including some who were hit by the gunfire. They are suing the Mandalay Bay Hotel where gunman Stephen Paddock fired from his suite. Concert organizers and makers of the bump stock are named in the shoot. 58 died, hundreds were wounded. A group of senators from both sides of the aisle are close to reaching an agreement on legislation that would improve background checks for gun sales. Proposal would strengthen the National Criminal background check system. The group is also working on creating financial incentives for states to contribute more information on criminal activity to the database. Official announcement of the legislation is expected today. The republican nominee for u. S. Senate in alabama remains defiant despite calls for him to step aside. Roy Moores Campaign website has added a form for people to report inappropriate news organizations contact. Its in response to allegations by several women that moore engaged in sexual misconduct. Yesterday, moores attorney cast doubt on one of the accusers who said moore signed her High School Yearbook decades ago. He challenged the womans attorney, gloria allred, to submit the yearbook to an independent handwriting analysis. Judge moore says theres no way in the world that this handwriting is his. Some republicans are calling for moore to drop out. His name remains on the ballot. President trump has not commented but his daughter released a statement indirectly criticizing moore. A new poll by the National RepublicSenatorial Committee shows moores democratic opponent with a 5139 lead. A new crackdown on sanctuary cities here in the bay area and nationwide. We could see another california versus the feds fight. Anne makevoc, kpix 5. Janet napolitano is facing new questions amid a revealing independent investigation. As kpix 5s jackie ward reports, it found that officials in her office interfered with the state audit. Jackie. Reporter the uc system has been making headlines for months primarily because of the way it manages its finances. Today we hope to get a deeper look into that. According to the chronicle, the independent investigation by former state Court Justice moreno finds that two former top executives in the office directly intervened, hoping to paint a more favorable picture of the systems financial situation. Those executives have since resigned. Earlier this year, the regents met and discussed the audit but no one seemed upset with president Janet Napolitano. There arent many people of her quality, lifetime of Public Service and integrity and resume that are even willing to put themselves forward to come and run a Public Institution like uc. Reporter six months ago, in napolitano apologized for creating the wrong impression that she had improperly interfered in the audit. The chronicle reports that none of the findings in the investigation put the blame on napolitano saying, quote, she forthrightly acknowledged her role in approving the plan that resulted in interference. The chronicle says that it expects the regions to privately grill napolitano and ucs top lawyers today about why they allowed the tampering and misled the regents about their involvement. Reporter good morning. Its been a tough 3rd quarter earnings season for retailers. But there are a couple that are proving to be exceptions and that includes Restoration Hardware. The Home Furnishings change lifted its 3rd quarter forecast and full year forecast to well above expectations. The company says its Profit Margins are growing thanks to its tighter inventory controls and shares in Restoration Hardware are soaring higher by 18 in the early going. Walmart had its best Quarterly Sales pace in about eight years thanks to strong online sales. They are up by 50 compared to last year. That has shares in walmart going up. Today San Franciscos recreation and Parks Commission will revisit efforts to rename the Justin Herman plaza. The commissions original vote was deemed invalid last month after one commissioner left the meeting early without officially casting his vote. If the measure is approved today, the space will be called Embarcadero Plaza until a permanent name is decided. You have a chance to weigh in on how much it will cost to ride an ebart train from the agencys two newest stations. The proposed fares for trips to and from the Pittsburg Center and antioch stations will be discussed at this mornings bart board meeting. Parking fees at the locations will also be a hot topic. So they have shut down 121 diverted to napa road or ra mal so expect delays if you are making your way there. Tough ride no word when they will reopen that highway. Highway 37 an hour commute for drivers making their way from 80 to 101. Southbound 101 a sig alert remains in effect due to a crash just as you are exiting the Robin Williams tunnel there. It has two lanes blocked so getting to the Golden Gate Bridge is tricky. Traffic alert in effect. The northbound 101 connector ramp to the central freeway is closed this morning while caltrans crews are working on draining all of that standing water from the roads there. It was causing many accidents. So expect delays heading into or out of San Francisco. Hats a check of your traffic; over to you. Who wants to go skiing . This is a live look at sierra at tahoe. Where a winter storm warning is in effect through tomorrow. Up to four feet of snow could fall around lake tahoe. Caltrans wants everyone to be prepared for the snow. Chain controls are required. Crews are putting sand on the roads. Really ramped up our personnel up here on donner pass and equipment. We have a lot of people on standby and here at the kingvale and whitmore facilities ready to go. Caltrans snow fighters are doing their part but they are also asking you to do yours. They recommend bringing extra clothes and a full tank of gas just in case. They say the most important is to drive slowly. Looking at the snowfall there right now, its coming down pretty good across the high elevations especially along the peaks at about 7,000 feet elevation at the moment. Not quite lake level through our hidef doppler. The areas of pink is slush. A lot of moisture in Northern California this morning. We might see up to two feet at donner summit. Maybe even four feet for some of the sierra crests. There is a winter storm warning in effect above 7500 feet especially. He six inches below that. Tonight into tomorrow morning will be the coldest time so by tomorrow morning a lot of the ski resorts are opening. They will be getting a good amount of snow. Visibility could be near zero. Pouring in orinda as well as walnut creek, moraga. Its eased up a little bit in moraga. Now, across, daly city there was an area there about a half inch of rain coming down per hour, but now they are getting a break. Bayview could see strong rain right now. Sunset district eased up in San Francisco. South redwood city a lot calmer. Palo alto as well but south bay is going to get more of this intense rain here in the next couple of hours. This storm system is going to be moving further south so heres the futurecast. By 9 00 this morning, well start to see more of that intensity across santa cruz, san jose, over to the east bay, as well. You will start to see more of the stronger rain that makes it very hard to drive. By 11 a. M. , calming down overnight and early morning. And by noon, things should be easing up, just scattered showers this afternoon by 6 p. M. , may see a few raindrops but afternoon commute wont be as intense as this morning. We were expecting some pretty significant rainfall overnight with the Flash Flood Watch that was in effect. That was lifted at 3 a. M. Even that, given what we were expecting, we had crews continuing to monitor the hillside and reported a really quiet night. We had some minor issue in coffey park with storm drains but they were unblocked and kept the water flowing. Reporter we are here in Fountain Grove. And we know there are a lot of melted underground pipes weakening the ground and possibly will cause more sinkholes. Theres already one sinkhole. Can you tell us the latest with that . Yeah. The original hole that was identified was repaired. We do have upwards of 30 sites that were monitoring right now where theres been damaged underground infrastructure. So far everything is holding at this point but we are continuing to evaluate and make repairs as needed and continue to move through the rainy season. The San Francisco berkeley fremont and at least three bay area counties were among those who received them. The letters state the department of justice is concerned those jurisdictions are breaking federal law. Mass murderer Charles Manson is in a bakersfield hospital. Tmz reports he is in grave condition. Manson and his followers were behind killings in 1969. He is serving several life sentences roy moores legal team is pushing back against one of his accusers.
