The best precipitation right now at the west slope of the sierra we are seeing a rain snow mix at the Higher Elevations. The east bay seeing a lot of rainfall this, most of the moderate cells in benicia, concord, walnut creek with heavier rainfall, hercules light rain. And some of the heavier rain is towards antioch. Well talk more about how its impacting your commute in traffic coming up. There are new concerns in parts of the bay area damaged by the wine country wildfires. Kpix 5s Jessica Flores is live in santa rosa where rain is bringing its own set of problems jessica. Reporter good morning. Well, its not raining anymore but whats left behind you can see some puddles and thats what officials are concerned about. Toxic debris eventually making its way into storm drains. Check out what they have been doing. Crews have been setting these wattles down. They are basically tubes of straw. They have been also checking water, streams, rivers, all around the county. Water Officials Say at this point, it is safe to drink in rural areas. The county is installing devices in ditches to capture debris. The other major worry, flash flooding. The fire burned vegetation that would normally absorb the rain and prevent runoff. Cal fire crews are working with Sonoma County to reduce flood risks by clearing the fire debris from streams and storm water channels. The thing is i dont want to be responsible for toxicity. Reporter here in Sonoma County, crews are still racing to remove Hazardous Waste before more rain and the deadline for residents to participate in the government sponsored cleanup is november 13th here in Sonoma County. I want to take a look again at what they are asking residents to put down. These are called wattles. They are tubes of hay and they prevent a lot of the toxic debris from getting into the storm drains possibly eventually contaminating the water supply so they are asking homeowners to go ahead and put that in front of their homes. They are also asking people here in Sonoma County to have an emergency plan in case there is flash flooding as we head into the rainy season. Live in santa rosa, im Jessica Flores, kpix 5. Those displaced by the wildfires may get a little help with utility bills if a package is approved this morning. The measures would order electric companies to discontinue billing at homes and wave deposits for service at a new address. Waive deposits for service at a new address and also tell Telecommunications Companies to provide refunds to customers such as home phone or internet. This just in. Crews are right now on the scene of a fire in gilroy. The Fire Department says it got a call about a house fire on broadway about 2 20 this morning. Firefighters arrived to find the garage and most of the home burning. No word yet on a potential cause. There is numerous amount of debris in front of it which blocked our access so we went defensive and the whole goal was to contain the fire to the structure and prevent it from extending to other structures nearby. Two people were in the home got out safely. One firefighter is being treated for possible dehydration. All right. It is 6 04 right now. The roads are slick this morning. They definitely are. We have an accident and this is in the south bay along northbound 87. That connector to 280. The lanes are blocked. 30 minutes from 85 to 101. So thats an additional 22 minutes for your commute this morning. San mateo bridge just jumped into the yellow just under 20 minutes out of hayward to foster city. Back to you. New this morning, a San Francisco city policy aimed at saving money may be slowing down some Pedestrian Safety projects. Anne makovec is live on van ness to explain. Reporter reporter yeah. Theres concerns that city policies may be working against each other one to make Construction Projects less painful juxtaposed at another aimed with saving lives. This is one example. And you can see in the meantime we have a crosswalk here right by this construction zone. The van ness bus Rapid Transit project was supposed to be finished in 2019. Now it looks like it will be finished at least 2020, maybe 2021. That is because theres a lot of interagency work being done. It is city policy right now to try to do everything at once when youre ripping a road. Thats exactly what they are doing here as they move lanes and improve the sidewalks. They are redoing the underground sewer and Water Systems at the same time. Pedestrian Safety Advocates say thats delaying the improvements that would make the street safer for walkers. According to some stats from sfgate, 12 pedestrians have died this year in the city. There were 20 pedestrian committees 2015 and2016 and mayor lee directed the San Francisco municipal now, just over a week ago a pedestrian was hit and killed on sloat boulevard in San Francisco and it was singled out. In an open letter signed by 250 people, they said as on many other dangerous streets in San Francisco, improvements have not come quickly enough and a man has just paid the ultimate price as a result. Courts the San Francisco examiner, mayor lee just created what he is calling a Rapid Response team. Basically, people that go out immediately to any sort of traffic reat that time to figure out what could be done immediately to improve the safety along those corridors. Thats part of the Vision Zero Program that the city has which basically aims to have pedestrian deaths at zero. And were still a long way from that. Live in San Francisco, anne makevoc, kpix 5. People evicted from a berkeley homeless encampment have been relocated. For more than 10 months the encampment had ved near rail tracks south of the ashby bart station. They were removed saturday morning. Now the tents are popping up at aquatic park between emeryville and berkeley. Thats a mile and a half away from the original camp. Defense attorneys in the murder trial centering around a highly publicized Fatal Shooting in San Francisco will wrap up their case today. Jose Inez Garcia Zarate an illegal immigrant killed Katie Nielsen in 2015. This week a firearms testified in support of the defense saying the shooting had the characteristics of an unintentional discharge. Closing arguments take place next week. Jose Inez Garcia Zarate faces 15 years to life in prison if convicted. Pacificas new sanctuary City Ordinance goes into effect today. Its aimed to prevent illegal immigrants. It also bans pacificas Police Department from working with federal i. C. E. Agents. The bay area city now joins over 20 other cities and counties in the state with sanctuary status. A Northern California woman who survived a deadly shooting in las vegas is preparing for a benefit concert. This comes after she retraced her steps in las vegas. She was at the concert. Just know that were alive and these poor sweet precious souls are not and we have to live a big life for them. So the Oakland Unified School district is hoping this testing that happens today gives parents peace of mine. East bay m. U. D. Has officials targeting five high traffic areas in the schools like water fountains and faucets in the Oakland Unified School district today. Its a continuation of a project ousd has already taken on to test for lead in pipes. Theres a very specific process. The night before testing, the fountains have to be bagged and tagged and before the first sip can be taken in the morning, the water will be drawn. That water has been sitting there all night and so its in that time that they really get to see what kind of lead leaching has been happening in those faucets, if any. Reporter back in august, lead was found from a couple of water sources at mcclymonds high school. Thats when the School District started testing at all the 86 schools in the district. They found contamination at 7 other schools so far and expect ebmud to find similar results. The bad water sources have been shut down and all the faucets have been or will be replaced. Testing starts at 6 in oakland. We expected them at 6 00. Maybe they started at a different school. So far this morning, nothing here where we are. In oakland, jackie ward, kpix 5. The East Palo Alto city council is set to take up marijuana issues at its meeting this evening. Council members will consider whether to extend an interim urgency ordinance banning outdoor cultivation of nonmedical pot. Recreational use of california is legal under california lawn january 1st. Cost to bring rail service to larkspur is rising but the feds want more funding before they approve the grant for the sonomamarin area rail transit system. They want the money available just in case something happens. Smart officials were able to negotiate a 10 cushion but they dont expect to encounter any problems. Avoid the wet roads. Heres the approach towards the bay bridge toll plaza. Traffic backed up beyond highway 24 and a new accident coming in right along 24 as you approach 580. Take a look at this. Snow this morning up at Donner Summit. We definitely have a rainsnow mix in those Higher Elevations and some of the heaviest precipitation up the west slope of the sierra this morning. Some of the heaviest precipitation here in the bay area, that would be in the east bay. We have seen these cells with rainfall off and on in the east bay for most of our morning commute. Right now you can see a cell to the south here light rainfall over oakland, danville, as well. Concord moderate rain to the north of walnut creek this morning. So certainly slick roads on the East Bay Drive this morning. As for San Francisco, its been mostly dry with a few stray showers throughout the morning. North bay has been seeing scattered showers throughout the morning, as well. We are going continue to see this unsettled weather through at least the end of the day today. First part of friday. Well get a little break and then more towards the end of the weekend. Low pressure is keeping us unsettled through today. Most of us in the central and southern portions of the bay area will dry out today. Lingering showers up north. Futurecast shows the picture. As we dry out around San Francisco, south bay east bay later today, but we are still going to stay unsettled in the north bay. Santa rosa napa, sonoma, still seeing scattered showers. Here we are at midnight. Again the showers move back through. Tomorrow morning, i do think well see scattered showers once again. So a little bit of a slick commute were not talking heavy downpours upon an extended period of time, not widespread rain but certainly any of us could experience some of these showers from time to time over the next couple of days. This saturday is veterans day a day when we remember and honor those who have served our country. Queen of all Saints Catholic School in concord is showing its appreciation with blankets. And its this weeks cool school. Reporter it takes precision and creativity to make these blankets and a lot of love. Its about joy. It is about love. It is about spreading their faith and giving back to this community. Reporter the kindergarten through 8th great students at queen of all saints are working on blankets that when finished will be given to military veterans. You just make them know theyre cared for and we care about everything they have done for us. Its really heartwarming. Reporter they usually make about 25 blankets a year to hand out by veterans day. A blanket is a sign of love and something that we give back to the wonderful people and it just shows how grateful we are to them. Reporter the blanket program started three years ago by faith families in the school which are groups of students who meet weekly and focus on service projects. We have a lot of veterans on campus, a lot of grandparents who are veterans, and parents who are in service at the moment. And it was just something that spoke to our community. Reporter the school is dedicated to teaching the values of catholic faith, service and leadership. This project encompasses all three. I get to see smiles on their faces when they get the blankets and so its fun working with different grades and teaching them about being responsible citizens. They are comfortable and soft. Reporter its not raining anymore here in coffey park here in santa rosa but whats left behind, these puddles and what officials here are worried about is the toxic waste getting into the storm drains. You can see over here, that some homeowners have actually put down these tubes of hay. They are called wattles and what they do is filter out the debris from getting into the storm drains. It could get into the Drinking Water. Now, officials have been checking on streams and rivers every day to make sure theyre not contaminated. The fire burned the vegetation that worm nally absorb the rain and prevent runoff. Crews are protecting streams and channels. So far the water is safe. We are concerned about water quality. We are concerned about increased risk of flooding. We are concerned about potential debris flow that could wash into our culverts. The deadline to participate in the Government Sponsored Program ends on november 13th when residents have to fill out the right of entry forms allowing crews on their property to begin to haul away debris. Now, here in Sonoma County, they are asking homeowners to put them down in front of storm drains and have an emergency plan in case of flash flooding. The deadline for napa county residents who lost their homes in the wine country wildfires, victims in napa county must file their right of entry forms by 5 00 this afternoon. The forms are needed to allow the government on burnedout properties to clean up. It is 6 34. The roads are slick this morning. A dangerous commute for drivers with a lot of spinouts so far. Over at the Richmond San Rafael bridge, you can see headlights heading westbound. Its 11 minutes from marina bay parkway to sir francis drake. Eastshore freeway, thats getting slow. This is near ashby. 35 minutes an additional 20 minutes compared to what it should be if theres no traffic as you make your way from highway 4 to the maze and an additional 32 minutes heading into San Francisco from the maze. An example along van ness, you can see there is construction going on and theres also plenty of pedestrians around here. The van ness avenue project was supposed to be finished in 2019. Now it will be 2020 or 2021. Its city policy to do everything at once when youre ripping up a road. Sea that requires coordination between city agent significance. And they are saying that that policy is right now at odds with the citys other policy trying to expedite some of these Construction Projects. Matthew cruz, ricky torres and Andrew Gonzales were killed when their car crashed and plunged down a steep hillside last week. Services start at 1 30 at the church of the nativity in menlo park. A controversial conservative speaker has been invited to speak on the Stanford University campus. And it is stirring up debate. The attack was caught on video by the church which regularly recorded its sunday service. Authorities are reviewing the footage. The Vice President also pledged to figure out how the shooter despite being convicted by an air force courtmartial of two counts of Domestic Assault acquired several weapons legally. That conviction was never entered into a database that would have come up on his firearms background check. U. S. Officials confirm the attackers cell phone which they are trying to access was an iphone. The fbi hasnt asked apple for help yet. California senator Dianne Feinstein and 22 democrats are taking action against assault weapons in the wake of the Mass Shootings in texas and las vegas. Jackie ward is live at Chabot Elementary School in oakland with the report. Reporter this is a problem that the Oakland Unified School district says it jumped on as soon as they brought it to their attention. They are expecting simple ray mcdonald findings. So the testing being done today is expected to come up with similar findings to what the School District has already seen. So testing started back in august for lead when it was brought to their attention and when it was found from water sources at mcclymonds high school. Then all 86 schools were tested and seven others had contamination. Today the east bay municipal utility district will test and the School District expects those results to reinforce theirs. We covered most of our schools already. And we know that the water in those schools is safe for our kids to drink. Reporter theres a very specific process thats done to test for lead. Last night fountains were bagged amend tagged and before anyone takes a sip this morning, the water will be drawn. Since the water has been sitting there all night, the ousd tells us thats when you get to see what kind of lead leaching has been happening in the faucets if any. East bay water officials will start by testing five schools at a time. This is one of those schools today. Jackie ward, kpix 5. Marin county lawmakers are planning to poll voters on whether they support toll hikes on bay area bridges. A measure calling for a 3 dollar toll hike could appear on ballots as soon as next june. If approved the hike would be implemented on the 7 state operated bridges in the bay area. Hm. I wonder how that poll is going to work out. [ laughter ] it will be heavily debated. Heavily. Thats for sure. There will be some heed conversations, im sure. Whats going on, on the roads out there . Its within a tough day and it looks like its continuing to be so. Out the door, be careful. We have slick roads even though were not seeing showers just right now. But it is definitely still causing problems. We have a Traffic Alert that remains in effect. We have lanes that are blocked along northbound 87 just past 280. And that travel time remains in the red 18 minutes from 85 to 101. So heres a quick check of some of your other south bay roadways your travel times. Northbound 101 youre making your way through out of gilroy into morgan hill we hav tennant to cochran, slow. Oakland near 580 at beaumont an earlier crash and you can see that eastbound traffic is still nice and light westbound traffic a slow ride in the yellow. 225 to the maze. Slow look the eastshore freeway and the bay bridge toll plaza with a new accident coming in, in San Francisco 101 at interstate 80. Snow, sleet and slush are making roads slick at Donner Summit this morning. It started out as rain but it turned to snow overnight. And a warning to drivers. 30mileanhour winds are expected to make driving dangerous. Weaver tracking rain and snow on hidef doppler as you can see. 50s and 60s in the bay area. Showers in the bay. In fact, east bay has been seeing the bulk of our scattered showers throughout the day today. Walnut creek light to moderate rainfall a cell heading over 24 this morning. Youre going to see soggy roads slick on the way in so be cautious. Benicia seeing some light rainfall right now as well as in berkeley. Then more showers onshore. Tiburon, muir beach with rainfall. Showers toward richmond. A light cell over the city this morning. Unsettled scattered showers on tap for the next 24 hours off and on. So we will stay wet at times through the day today area of low pressure hanging out keeping us unsettled. Most of the bay area dries out for a good part of the day. Well keep the scattered showers though in the north bay throughout the day. Tomorrow, another round of scattered showers moving in for tomorrow mornings commute. Sort of offandon rain much like today. And then we start to dry out heading into saturday. A break in that rain, another round of rain though towards the end of the weekend. Rainfall totals not real impressive. We are looking at best at two inches in the north bay mountains and you have a good cell there. Overall light rainfall spotty in nature off and on. Some folks may see a little more than others. It depends where you are and how strong a cell passes over you. Peeks of sunshine in the 60s for the most part. Friday more showers ending in the afternoon. Mainly dry this weekend. Next chance of rain sunday night into monday. 50s and 60s today. Scattered showers today. Tomorrow. A break on saturday. Its not raining here anymore in coffey park but this is whats left behind puddles and thats why crews have been laying down these tubes of hey they are called wattles and what they do is basically filter out a lot of the debris and keep it from going into the storm drains. The big concern here obviously is that the runoff would eventually make its way into the Drinking Water supply. Water officials in Sonoma County tell us they have been checking rivers and streams every day making sure they are not contaminated and so far Officials Say the water is safe to drink. In rural areas the county is installing devices in ditches to capture debris. Flash flooding, the fire burned off vegetation that would stop runoff. So cal fire is clearing debris from streams and storm water channels. In Sonoma County residents have november 13th to sign up for the government sponsored clean up allowing workers on their property to begin hauling away that debris. North bay likely going to see the bulk of the showers as we head into the second half of the day though. Right now, some widespread light rainfall over portions of the north bay mill valley, we are seeing richmond, some light showers there, as well.
