At least 26 people are reported dead and there is widespread damage. The quake triggered tsunami waves and coastal evacuations. Lonnie, what do we know . Overnight while you were sleeping the storm went through an eyewall recycling. The wind field has expanded. Take a look at the latest information. You have 150mileperhour winds. Its a cat 4. Keep in mind, 157 is where you bead into a cat 5 so incred pli strong, moving west fwhoerts at 16 Miles Per Hour. Right now about 450 miles from miami. It has not started that hard turn to the north yet, but stillitis in the forecast cone. You look at how the National Hurricane center sees everything working out. Holding on to its cat 4 status as it makes its push between the bahamas and cuba and then this front, you see it right here, that is so key. That is whats going to initiate that turn to the north. If you look at the cone, the cone of concern right now still includes the east coast and the west coast and it could go offshore, highest probability and is looking more and more likely for a landfall in the u. S. It would begin with the florida keys we think early sunday morning at a as a cat 4 then push right up the spine of florida even towards the atlanta area as a Tropical Storm. More than 20 million americans in irmas path are expected to see rind gusts. Powerful storm surge has the potential flood much of this coastline. Irmas already devastated a string of islands in the caribbean. At least ten people there have died. Thousands more are homeless. Tony dokoupil is in puerto rico track irmas impact. Good morning. More than half the homes here in puerto rico are still without power and many parts of the island lack clean water too, but overall puerto rico has to count itself as lucky as scenes of devastation continue to roll in from islands less than a boat ride to the east and the west where Hurricane Irma has damaged the turks and caicos. The heavy rains battered turks and caicos overnight. Its believed to be the first category 5 hurricane to hit the island chain. This is where we are, stuck in the middle of this hurricane. Just look at the devastation in barbuda and st. Martin, its like my god, is that whats going to happen to us . Reporter east of turks and caicos, the northern Leeward Islands received irmas strongest punch. St. Martin was socked. The dutch Prime Minister says parts of the island are without power and water, describing the damage as wide scale destruction. Officials believe about 6,000 americans are still trapped on the island. At least four people are confirmed dead and 50 injured. The entire Housing Stock was damaged. Reporter and on barbuda, a tiny island of just over 60 square miles, nearly every building was damaged, leaving 60 of the people homes will. Rescue workers across the caribbean are rushing to get food and fresh water to island rez didnts and only then can they fully assess the damage and begin the long cleanup. Jeff . Reporter Sheri Schwartz lives a half mile from the beach and told us her neighbors are staying put, but shes not. I would like to be in denial, but this time im taking heed and getting out. Reporter on average, miami beach sits about four feet above sea level. Storm surges from irma here could reach three to six feet. Governor rick scott issued Evacuation Orders across the state. I stay. Reporter but there are still holdouts like this 91yearold holocaust survivor. Im still like a kid. I like a challenge. Reporter hes uncomfortable moving to a shelter, because he needs medical equipment to survive. At least 11 hospitals and 142 Health Care Facilities have already closed in florida. Weve not seen anything this ominous since andrew, and so were waiting for it along with the rest of the community. Reporter category 5 hurricane andrew hit florida 25 years ago. 65 people died, and it cost the state billions of dollars in damage. Hurricane irma is even bigger in size than hurricane andrew. Schwartz worries what she may come home to find after the storm. Im afraid that there might not be much. Reporter really . Its that worrisome . Just the size of the storm . And the power. Yeah. Reporter despite the mandatory Evacuation Order, many people here will tell you theyre Still Deciding whether to go, and for them, today is dday, decision day. Do i stay or do i go . The last place you want to be when a major hurricane hits is stuck on a highway poexzed to the full wrath of the storm, and theres the danger people could find themselves in if they decide to leave here and its just too late. Thats a very good point, mark. This is the day. A gasoline shortage in florida is making it even harder for people trying to get out of irmas path. Weve seen this everywhere we go. 42 of gas stations in miami and Fort Lauderdale are empty according to the gas buddy app. 44 out of gas in West Palm Beach. 37 empty in tampa st. Pete. David begnaud is at a turnpike rest stop in Pompano Beach north of miami where evacuees are trying to fill up. David . Reporter the weather couldnt be better for getting out of town. Here in Pompano Beach we found fuel and wanted to tell you where it was in case youre evacuating north. As you pull into the shell station here, there are 32 pumps in poch know beach. Were right off the florida turnpike. If youre headed north to orlando, cant miss it. Guys will wave you in. Right now its pretty nice. You see car after car pulling in. Theres not a big line this morning. As you drive in, the florida Highway Patrol policing the situation. These gentlemen with red flags stop you there if theres a line at the pump. Notice traffic moving north on the turnpike, its flowing. Moving nicely. In the city of miami, a lot tougher. Take a look. This man left miami and says he couldnt find an open gas station for nearly 70 miles. He had to push his car to the pump. Becomes very difficult to keep up with that level of demand. Reporter patrick dehaan, Senior Petroleum analyst at gas buddy, puts some of the blame on Hurricane Harvey. The fact that fuel supply is already constrained is making the situation almost as bad as it gets. Reporter the Trump Administration has eased regulations to get gas to stations more quickly. Governor rick scott has ordered Police Escorts for tanker trucks. For gas stations, theyre evacuation zones. Stay open as long as people so people can get out. We will arrangement Police Escorts for your people so they can get out safely. Reporter those flying out of mares path face long lines at airports. More than 4,000 flights canceled. American airlines will stop flying from its miami hub this afternoon. Delta is using bigger planes to take more than 2,000 people out of the region. Hopefully the storm will stay on track, and wont get hit until saturday and well be out of here. Reporter also on the move, the u. S. Coast guard, which started on thursday clearing out its helicopters and planes. They dont plan to be back to do rescues until irmas gone. The gas station owner tells us were staying open as to long as we can, no closing time set. Thats the first gas station i of soon here that hasnt had multiple blocks long of a wait. Hurricane and storm surge warnings in effect and mandatory Evacuation Orders are in place. At least 31,000 people already left. This string of tropical islands is about 120 miles long and on average only about six feet above sea level in the keys. Irma could bring one to six feet at least of flooding to the islands. Very little activity. In the house behind he, people bringing in furniture making final preparations as the storm approaches. Next to that, though, houses empty, boarded up. Next to that, house empty, boarded up. These boat slips empty. Pulled from the water. Those boats that remain, you can see, they of tied them up and tried to secure them as best they can. Now, throughout key west, businesses are closed and boarded up as well. The port of key west will officially close at 8 00 a. M. The three main hospitals also closed. Patients there have been evacuated. Not everyone is getting out. We spoke to fishermen who plan on staying, riding out the storm. They tied their vesz el vessels to the mangroves. They are hoping and praying theyll be able to preserve those bots because they are their livelihoods. Now, while some people are staying, we actually will not be staying here much longer. Because we have been told by the Monroe CountySheriffs Office as soon as these winds pick up a little bit theyre going to shut down access to the bridge. What is the latest you can tell us about the expectation when the storm hits and the devastation from it . Well, heres whats different between this and andrew. This is bigger than andrew, and were going to have way more storm surge. Were going to start seeing hurricaneforce winds tonight in the keys, and it looks like if you follow the track, its going to come up the middle of the state. A slight move, decide its going to the west coast versus the east coast and said all along. Dont be complacent. Not exactly sure where it will go. Listen to the Evacuation Orders. Think about your life, your fam lice life, but 5 to ten feet of storm surge in the southern part of the tate, thats going to cover homes. Were not a high state. We dont have mountains in the state. Think about, if youre close to the coast, the storm surge can be devastating. We didnt have that in andrew. Totally different than andrew. Well have horrible winds but the storm surge that really worries me. Governor, were reporting and i know youre concerned about this as well, you have gas stations in miami, Fort Lauderdale, 40 , 50 already closed. Will people have the resources to get out . We worked hard to try to get as much fuel in the state as possible. I provided escorts to the tankers. Theyre taking it from the fuel depot to the gas stations. Storm surges are a huge concern with this hurricane, Hurricane Irma. Fema estimates about 2. 5 million florida homes are in flood hazard zones. Many of those homes are in this densely populated area. Were in Miamidade County. Broward county to our north. More than 4. 5 Million People live overall including the cities of miami and Fort Lauderdale. One of the best ways to understand the threat to lowlying areas is to see them from above. Veteran helicopter pilot paul barth took us on a tour of the miami coastline thats under the threat of dangerous storm surge. This is the most lowlying vulnerable area of miami. Right here. Reporter and if irma hits here and water comes up ten feet or more and goes inland for miles . Oh, yeah. Reporter barth witnessed devastation firsthand when a cat 5 hurricane struck here in 1992. All of this was wiped out when you were here for hurricane andrew . Correct. All this was destroyed. This is a low area here. Not much about two or three feet above sloefl if we have a strong storm surge theres not much to protect the coastline moving in. Reporter theres nothing stopping the surge from coming in . Nothing stopping the wind . Right. No Barrier Island on this side. This mouth of key biscayne here. Its wide open to the Atlantic Ocean. Reporter if youre living in this area, what do you do . Better evacuate. Reporter get out. Better get out. Reporter just north of miami the Broward CountyEmergency Operations center is running full tilt with members from every county department on hand. This area is humming. It is. Because this is where calls are coming in, arranging for services. Reporter the Broward County mayor Bob SchiefferBarbara Sharief says storm surge flooding is her biggest concern along with neighbors complying with Evacuation Orders. Our concern, well have to try to rescue people or may have fatalities. Right now the preparation process is to minimize that. Reporter the mayor says Broward County is ready for whatever irma does bring their way. She warns people who decide to ride out the storm once winds reach a sustained level of 45 miles an hour the county cannot send Emergency Personnel in for them. We will likely get winds more than three times that amount. Back to norah. Norah . Important point. Thats why the Evacuation Orders are so important. Thank you for your reporting. Many are calling irmas current track worstcase scenario for south florida. Now, this is a look at the category 4 hurricane from the International Space station. Chief weather caster lonnie quinn is here to explain why irmas impact will be felt far from the center of the storm. Lonnie, good morning. Well, good morning, everybody. Look, lets be real. Every inch of a hurricane is dangerous and every hurricane is different. So lets take a moment and break down the anatomy of irma. With irma, we have to focus on the winds and the storm surge. Now that hole that you see in the very middle of the hurricane is the eye. Where youll find very peaceful air, but just outside the eye is the eyewall where you find the strongest winds. Irmas 155 mileperhour winds are confined to a band just 35 miles from the eye. Wherever that eye is making landfall that is where you get the most devastating damage. And just outside of this, another band of Hurricane Force winds not quite as strong. They extend an additional 35 miles and heres where you find winds sustained at about 74 Miles Per Hour or stronger, but not as strong as that eyewall. The rest of this huge storm is primarily Tropical Storm force wins. Winds that are 39 Miles Per Hour or stronger, go out another 140 miles. This thing is enormous. Keep in mind, you can always get stronger wind gusts anywhere in the hurricane. But it also matters what side of the storm youre on. The worst part of the storm is the front right quadrant, because youre getting all the peak winds. Now its combined with the forward progress of the storm. This is also the part of the storm thats going to pop and spawn a lot of tornadoes. On the left side, its still dangerous. Dont get me wrong, but the winds will be a little, a little bit less, because you have to subtract forward motion. So, look, ill tell you. Its a beast no matter how you look at it and either the top or bottom of the storm pushing water onshore for the east coast and the west coast. Storm surge is a huge problem. Charlie . Thank you, lonnie. Interesting to me in terms of how much you warn people there are still people that feel they want to stay. They want to stay and we know the winds will be so bad, the storm surge will be so bad. Lots of anecdotal people about people staying in miami. I know people in the naples area saying now im really scared. Just have 24 hours to make a decision what to do. Especially you hear this is expected to be greater than hurricane andrew and you remember the impact it had on the state. Yet some people are staying. And each moment you delay the decision the harder it is. Exactly right. Take a look at some of the mornings other headlines. The San Francisco chronicle reports on a huge data breach at the Credit Monitoring Company equifax. It may have exposed 143 Million People to identity theft. The stolen information includes names, Social Security numbers, drivers license numbers, addresses and birthdays. Equifax set up a website and phone number for consumers to check if their information may have been stolen. That is a huge breach. Usa today meantime reports the senate pass add hurricane aid package that includes shortterm measures to increase the debt limit and fund the government. It provides 15. 25 billion dollars in aid for Harvey Victims and the bill increases the debt limit and funds the government at current levels through december 8th. The house votes on the package today before it heads to the president s desk. Last night the president met for dinner with House Speaker paul ryan and discussed the funding. The Washington Post reports north korea might conduct another missile test tomorrow as it celebrates its foundation day. The holiday marks the 61st day of the founding of the country. The latest forecast and well go back to miami to check on preparations for the killer storm. Plus why houston may need to prepare for more one of a kind flood disasters like Hurricane Harvey but first heres todays eye opener at 8 00. A powerful 8. 1 magnitude earthquake hit just off mexicos Southern Coast overnight. It shook buildings to the ground and officials there are still unaware how widespread the damage is. Some do belief irma is a bigger threat than hurricane andrew that destroyed entire towns 25 years ago. This is crazy. The width of this storm, about 160 miles with Hurricane Force winds both coasts would get it. This is south beach boarded up closed for business. This street closed. Most of the florida keys look like a ghost town. Very little activity and people making final preparations as the storm approaches. The weather couldnt be better for getting out of town. It passed over the turks and ca cacos islands last night. Good morning, just got a report the winds have come down another 5 Miles Per Hour so now theyre down to 150 Miles Per Hour winds but lets be real. 157 youre right back to a cat 5. Its a huge system. Well show you where we see it moving as far as the National Hurricane center track. It continues on that west northwest push at a cat 4 sometime on saturday. Probably early saturday it is supposed to initiate a strong turn to the north. We believe it its highly likely now. Its not a definite, looking more likely for land fall around the florida keys sometime early sunday morning and then this Model Looks Like it wants to go straight up the spine of florida. It could go a little offshore to the east or offshore to the west as well. Thats all still in play and if you take a look at how we see the storm surge developing, where ever you see this purple, this is a new service by the National Weather service its a storm surge warning this is only put out for life threatening conditions. Anywhere from st. Naples florida to West Palm Beach and the florida keys. Its very possible for the Atlantic Ocean to wash right into the gulf of mexico. That will be a big problem with this storm that we didnt have with andrew and you have the big winds as well. As you mentioned both coasts will be effected by the storm. Thank you. Hurricane irma is expected to make land fall here in florida sunday morning. The largest evacuation ever ordered for Miami Dade County is underway right now. More than a Million People live in mandatory evacuation zones. Powerful storm surge has the potential to flood much of the coastline here. Irma could bring more widespread damage than hurricane andrew 25 years ago. Andrew if you remember cut a more narrow path moving east to west directly across florida like a buzz saw. Irmas south to north track will likely hit the entire state. Tens of thousands of people have been traveling to safety. Packing roads and airports. Florida governor rick scott ordered all public schools, state colleges and universities to be closed through monday at least. Irma is now hitting the bahamas after slamming the islands. Good morning, overnight this monster storm hit and now its starting to hit the bahamas as well. No longer a category 5 hurricane but category 4 and it still packs winds of over 150 Miles Per Hour and brings storm surges 20 feet high. Hundreds brought here to the capital and it seems especially cruel that the bahamas are being hit again because less than 12 months ago they were hit by Hurricane Matthew. Back to you. Nick from the bahamas thank you very much. Florida governor rick scott is calling in the federal government and Oil Companies to help with this states gas shortage. In gainsville 50 of stations are out of fuel right now. Think about that. More than a third of the gas stations on floridas west coast are empty and here in miami Fort Lauderdale area 42 of stations didnt have gas last night. David is at a gas station just north of here. As the sun is getting brighter the lines are getting longer in some areas but we found one spot north of miami that might be the best place to get fuel. Its the Pompano Service Plaza. The gentleman with red flags will direct you to pumps. Theres 32. Highway patrol is policing the situation and the man inside tells us im going to stay open as long as i can. Fuel trucks are coming from as far away as michigan. One issue is once they get here and deliver the fuel, refuelling them is becoming something of a problem. Thats in part due to what happened in texas and the Oil Refineries there. Hurricane harvey hit last week and the impact on the Oil Refineries is effecting the fuel situation here. Once the fuel trucks do arrive here to south florida theyre getting a Police Escort to get them to the gas station that they need to go to and the fuel stations are being prioritized as to which ones are closer along the evacuation route. In miami its a bit of a nightmare trying to find fuel, especially in the neighborhood areas. You see lines and where you dont see lines its because they are out of fuel. If youre going to evacuate, especially if youre heading north on the florida turnpike, Pompano Service Plaza probably one of the best spots right now. Thank you. One of the biggest concerns here is that folks will wait until the last minute and then try to leave and then potentially get trapped on the open road which is the worst place to be during a hurricane like this. Thanks for that warning. More than 90,000 residents of miami beach have been ordered to leave. It is the citys largest evacuation since hurricane wilma in 2005. We spoke earlier to the mayor that calls the storm a Nuclear Hurricane. We asked him if his community is prepared . Were as prepared as any city can be with this type of devastating historic hurricane. I call it a Nuclear Hurricane because of the incredible horrible damage all the way through the caribbean islands on its way to florida. We put in portable pumps, portable generators. Working to identify our homeless and seen yors and special needs people. We organized buses, trollies, everything to make sure that we can evacuate everybody. Theres always questions about what to do about those that refuse to evacuate. What is miami going to do . Were trying everything we can to convince them. I make a special appeal to our residents or visitors get out of miami beach. We dont need heros. Were all about safety. Your safety. Leave miami beach. This is a small low lying Barrier Island. This hurricane is of a magnitude and strength of historical proportions. We need people to leave the beach because as this hurricane moves down the track and begins to hit miami beach and west of miami our First Responders will be unable to go out. We will not put their lives in jeopardy. And on that note, county officials down in the keys say that no one will answer 911 calls at this point. Will 911 calls be answered on miami beach . Were going to do the best we can and of course our county has a number called 311 for information as well but we have to understand and anyone thats listening to this, this is something that is so powerful, so strong, there is no upside for you to stay on miami beach. Theres nothing but down side. I know you encouraged people to go to the sheltdeers but it my understanding that they only have room for 100,000 people. Is there enough space . A lot of Space Available but what happens is a lot of people decied to leave early. A lot of people left miami. A lot of folks have gone west and north and people have gone to relative and friends houses where they feel safer so at this point we believe theres plenty of space in our shelters and i encourage people get to one of our shelters now because the window is fastly closing. One of the great problems is always flooding. Will your pumping stations, help with that kind of damage. Absolutely not. I tell people the pumps we put in and all of our generators theyre for Sea Level Rise which we experience here. They are no match for a hurricane let alone Hurricane Irma which is packing one heck of a punch. Shaking could be felt hundreds of miles away in mexico city and in neighboring guatemala. Video captured the rocking inside offices and the rubble of collapsed buildings. The u. S. Emergencies have also been declared in partseorgia and South Carolina where the storm is expected to hit early next week. Chris is in charleston, South Carolina bracing for irma. The city had flooding that could have been called a 1 in 1,000 year event. The flooding Hurricane Harvey left behind in houston was deadly and devastating. Entire neighborhoods were submerged after rainfall totals exceeded 500 year levels. But as it turns out these werent quite so rare. This was the third storm in three years to bring 500 year rain to the city. Clearly were seeing extreme events. Who would have imagined 52 inches in houston. Its just unimaginable. The u. S. Experienced at least 24 of these 500 year rain events since 2010 including Hurricane Matthew in 2016. The 500 year term is a Risk Assessment term used for flood insurance. It actually does not mean that the event happens once every 500 years but instead that theres a 1 in 500 chance this amount of flooding will occur in a single year. A 10 year event has a 1 in 100 year chance of occurring. As it continues to warm rare events could become the norm. He studies extreme weather events and says Global Temperatures increased a full degree in the past century and those warmer conditions can create more powerful storms. Warmer air can contain more moisture than colder air. And more water in the air means more rain that can fall in flood zones where populations are growing. In a place like miami or houston and in the past decades we have had incredible development. Since were planning and looking forward we have to make room for where the water is going to go. Here in sharcharleston gas i starting to be in short supply. The states governor is considering an Evacuation Order for low lowing flood prone areas like charleston. Good morning. So we know Mercy Hospital miami evacuated 200 patients and over 140 Health Facilities in florida now closed. What are the implications for people that need care. To get a patient out of a hospital to another state is difficult. You have to go by ambulance and air transport and military transport and youre talking hundreds of patients and then 7,000 patients a day visit the emergency room in southeastern florida so these are large numbers and when hospitals are closing care is limited so people need to get out of the state. So listen for people that need Electrical Equipment. Thats a key one. Tens of thousands of people, the estimate is 20,000 people in the area are dependent on Electrical Equipment for their daily life. Thats oxygen generators, dialysis and others and thats not going to be there as the storm hits the shore so those people need to get out and the problem is transport. If youre on oxygen and its going 10 Miles Per Hour and youre trying to drive from miami to georgia its impossible to do. This is a very complicated procedure and theyll need Medical Transport and thats what shaping now. I just wanted to show this scene because it happened yesterday at a lowes where a woman had driven 30 miles to get a generator and this man said here take my generator but that they just embraced and hugged for a long time. She was incredibly emotional. It just brings home how dependent people are on electricity for their care. The key thing is now take your medicine and put them in a zip lock bag and take them with you. You need weeks of medicine. Too often people go for a day or two supply but if this goes on longer you need your medicines there. Pharmacies are allowing prescriptions to be written. Its really critical that you take your medicine. Technology is helping as well. Telemedicine in particular. You were treateding patients talk about that and talk about what we can expect to see out of florida now. Its exciting. President trumps decision will affect dozens of current harvard students. She wrote, quote, this cruel policy recognizes neither justice nor mercy. She promised the university will maintain the existing Financial Aid policies and provide funding the students regardless of immigration status. She is harvards 28th president and the first woman to lead the school. She joins us now and were pleased to have her here. Good morning. This will be your last graduation. Coming up, yes, it will. Youll stay in cambridge and go back to being a historian. Yes. Tell me why you think this is important, to take a stand at this time on daca. This was an issue that came to my attention soon after i became president ten years ago. When a group of undocumented students came to me and described their lives. Here were harvard students, extraordinary scholars who had distinguished themselves in high school and were pursuing Higher Education and wanted to become doctors and inventors and scientists and writers. Their lives were just sufficifi with uncertainty and fear. They might be picked up on the street and sent to countries they never known because they might have been 2 or 3 years old when they came, or younger to the United States. This issue seemed to me an important one, and so it is one identify been speaking out on and writing about and lobbying about for a decade now. The daca program gave these students a measure of relief from that uncertainty. An ability to do work study and support their education, and ability to dream about the futures that meant so much to them and to all of us. Do you think theres some merit to the argument by the Trump Administration, that there should be a legislative remedy to this. I would hope we can get a legislative remedy. Senator durbins pushing of the d. R. E. A. M. Act over the years has been a very important commitment. And one that would solve this problem if it could be realized legislatively. I do hope there will be an act that will protect these students. In the meantime, theyre now cast back into tremendous uncertainty and anxiety. What about the betsy devos idea that we need to change the way we look at Sexual Assault . Well, there was an announcement yesterday. As you know, Sexual Assault is an issue weve attended to carefully, especially in recent years, because weve realized the dimensions of the problem on our campus. And the need to address it. Weve spent a lot of time working on prevention. Obviously you want to have no Sexual Assault. I think prevention is very important, and it is extremely significant for universities to attend to this and have policies. And raise the consciousness of people. Mmhmm. What is and is not acceptable. Can you break that down . The argument that the Trump Administration and betsy devos is making is that these title ix guidelines favor the accuser or tend to favor the accuser. Well, we have a really robust policy that we monitor. We have a committee that exists at all times to oversee and evaluate how the policy is working. So we get feedback about the issues that may come up. I feel we have a strong policy in place now that addresses this, that urges people who feel theyve experienced Sexual Assault to come forward. This is an important element of it. A lot of individuals were not even seeking help. We want people to seek help at a minimum, if they feel they have experienced this. So you need a policy that supports that. And also is a policy that operates in a just way. How long were you president of harvard . How long . Since july 1st, 2007. In that period of time, these ten years, how has harvard changed in terms of the diversity of its student body . If you were giving a last lecture about your time there, whats the most important thing you can say . Harvard has changed a lot in those years, in no small part due to a huge expansion of Financial Aid that has made our student body much more diverse in every dimension, including socioeconomic status. The class that just entered, about 25 of the class comes with no parental contribution, paying nothing for education, because they come from families making less than 65,000 a year. So that changes the nature of the student body. We have many more first generation students.
