Reporter the Contra Costa County Sheriffs Department just held a News Conference and they said that they are devastated by the loss of one of their own. Yesterday Carlos Francis spent the afternoon with his friends on El Dorado Beach in south lake tahoe. All four why in the lake more than 100 yards offshore when his sister fell off the kayak. A friend helped her back to the kayak. As the friend swam back to his kayak, deputy franceies thought his friend was drowning. He jumped into the water to help the friend when his body went into shock and he drowned. [ music ] the mood, um, around this agency were all devastated. We have lost one of our family members. He was well liked, well respected, hard working. And we are in close contact with the family to get through this. Deputy francies was our colleague and friend. He was an outstanding person and professional. We are proud to say he was a Contra Costa County Deputy Sheriff and he will be missed. Reporter the flags are lowered in honor of the deputy. He has been with the Contra Costa County Sheriffs Department for 3 1 2 years. It started at around 2 30 on international boulevard and 8th street just east of lake merritt. Everybody got out safely including two pet guinea pigs whom firefighters were able to rescue. When firefighters got there, they found flames shooting from that building and soon the fire jumped to another building. A charred staircase and soot covered debris is all that remains of the first building. Four families, 17 people, were left homeless. One man said his story of waking up to see that fire and frantically alerting his family. I was sleeping and fire was burning around 2 20 or something. All of a sudden i had to wake up and i go to the window i thought i was dreaming. I went to the window, i saw, uhm, arrange flame like shooting up from my window. The red cross says it is now having a hard time finding hotels in the east bay for all those families. If the red cross cant find hotels to accommodate them, it says it will open a shelter. Theres no discussion. We as veterinarians can determine whether or not we can void that. Sometimes for example young puppies are traveling from one state to another and they are under 4 months of age until we can say no vaccine but older dogs like this one that she is talking about as long as they are healthy and theres no reason not to vaccinate they should be vaccinated every three years. And theres no concern about vaccinating an older dog . No. All dogs need to be licensed in San Francisco so the dog licensing is coming up for renewal so you have to be rabies vaccinated in order to get the dog license. Very good. And there are some exemptions too old or near death maybe . Yeah. If i think that they are not going to make it, then obviously im not going to vaccinate. Yeah. Also some being too young. Yeah.
