A suspected serial arsonist believed responsible for more than 30 fires is under arrest tonight. Reporter yeah, veronica. Investigators dont say they say they dont know what motivated the suspect to set those fires. They say the biggest fire was about 40 acres. They arrested 29yearold james wilson at his bay point home this morning. They have been watching him since april. In the last four months they believe he started at least 30 fires in Contra Costa County, the most recent earlier this week. Investigators say heres one that wilson started on july 20th. A grass fire burning next to highway 4 in bay point. They also connected him to another fire in lafayette on july 28. It was burning on a hillside next to highway 24. Fire investigators say wilson first started fires in his hometown of bay point then moved to brentwood, pittsburg, concord, walnut creek and other nearby cities. We are in a drought and there are other fires around and any fire thats started by an arsonist takes resources away from other fires that might have other threats. Reporter investigators say no one was hurt and no homes were damaged in the 30 or so fires. But they worry it was only a matter of time before things would escalate. They believe wilson could be connected to even more fires. For now he is only facing eight counts but more arson charges are likely according to fire investigators. Reporter the Edgewood Shopping Center off 101 in palo alto used to be anchored by a small supermarket. But suddenly in march the place closed. It hasnt been good for business at the nail salon next door. Have they said what they are doing to try to get a store in there . No. We have not heard anything about that. Reporter thats anger some Business Owners and homeowners in the nearby neighborhood. They say the owner of the center a Property Development greenp group called sand hill has a special obligation to keep a Grocery Store operating at this site. It seems the company was only allowed to build these multi Million Dollar condos on the back side of the property by signing a planned community or pc agreement with the city. Can they keep selling because one of the things in the pc is that there would be a supermarket so they could build their homes and sell them and three no, sir supermarket. Reporter lenore joined some other neighbors in an angry letter to the city urging it to stop sand hill from sellingmy more condos until a Grocery Store is reopened. As a result, the city has reminded sand hill of its power to impose a 500 a day fine if the pc agreement is not met. In fact, sand hill says they have approached 40 different grocery operators to see if they will come in all with no luck. They say its not easy to find a replacement vendor within four months time and that the threats and age gri letters are not helping. But the neighbors feel its necessary to keep sand hill and the city from ignoring the problem. I dont want sand hill to just make the money with us being inconvenienced and they get what they want and dont have to bother and go on to all the other projects. The remaining candidates will debate earlier in the evening. Silicon valley scientists are working on a potential tool in the battle against Climate Change. Only on 5 kiet do shows us how something called cloud brightening could combat Global Warming. You want to put the light on it . reporter Silicon Valley research Lab Scientists are working on what might be considered the option of last resort. Its an insurance policy. Reporter its called the marine cloud brightening project. The goal, fight Global Warming by making clouds over the ocean thicken and brighter so they reflect more sunlight and cool the planet. The team has reached a milestone with this High Pressure nozzle. This is basically saltwater. The salinity that comes out of the ocean. It may look like some normal water spray but it took the scientists a year to come up with the exact rate and flow and the pressure so that the water droplets come out to just the perfect size. Would you go as far as to call it a success . A partial success. So what you see is very small crystals of salt. Reporter the particles are so small to see them you have to use a laser. Once the nozzle is finetuned the plan is to use a barge to shoot the salt particles into the sky and see what happens. The researchers say you can already see the concept at work. These satellite images show ship tracks from vessels crisscrossing the ocean, spewing exhaust that turns into clouds that last up to a week. The project needs several more years and millions of dollars in funding. But in 2012, the National Academy of science wrote, the seriousness of the consequences of Global Warming merits research into the possibility of using cloud brightening for climate engineering. Robert wood one of the top atmospheric scientists in the world said we owe it to future generations to study it now. I dont think this should be a solution. But i think its appropriate at least to do the research to find out more about it. Reporter these Scientists Say the real solution to Climate Change is a reduction in Greenhouse Gases not cloud brightening. That being said, they hope to do some land based proof of Concept Testing by next year and if funding comes in they hope to do some testing on ships at sea by 2018 or 2019. James Williams Wilson is accused of setting more than 30 fires in Contra Costa County alone since april. He is under arrest in the east bay. Most of them occurred on 4, 24 and marsh creek road. A murder suspect chased a cop and the armed suspect hid around a blind corner and shot at an officer when he came into view. The veteran officer was hit in the leg returned fire striking the suspects. That man has been arrested. Ed lee doesnt have any information he says about an fbi agent trying to donate money to his campaign. The claim comes from lawyers for raymond shrimp boy chow. Chow is facing racketeering charges in a Corruption Scandal that took down leland yee. The mayor says he and his team work hard to follow all election laws. We are getting an upclose look at the coast guards biggest cocaine bust in history. The cameras were rolling as they boarded a narco sub loaded with drugs. Allen martin reports. We are getting a rare look inside one of these drug smuggling subs and what happened when it was boarded. When the coast guard approached them the four men on the sub were quick to give up. Officer is opened it up and inside bales of cocaine. 16,000 pounds of it. Worth about 180 million. The coast guard says it is a high risk operation but its taking place hundreds of miles off the coast of central america. You board a vessel youre not sure of the integrity of the vessel. Youre not sure whats going to come out of the hatch. So they have to be ready and prepared for anything. The drug subs are more common most of them designed tow sit at the water line although were told a few actually do go completely under water. The coast guard says its captured at least 25 of these vessels over the last 10 years. Its estimated 80 of the drugs smuggled into the United States every year come by sea. A man who pepper sprayed the audience at a Movie Theater near nashville today was armed with a hatchet and pellet gun. He exchanged fire with police as he tried escape out the back door. Theater. He was shot to death by the s. W. A. T. Team. Eight people were inside the theater. Three were treated at a hospital and released. It comes about two weeks after another man opened fire inside a louisiana Movie Theater killing two people before taking his own life. Today aviation experts confirm plane wreckage found last week came from missing Malaysia Airlines flight 370. Since the wing fragment was discovered, volunteers have combed the area looking for other pieces of debris. Reporter by the time Contra Costa County firefighters got to the delta Pines Apartments around 8 15, the fire was already raging. Flames gutted the roof, melted windows and spread quickly to a second building. The reason why the quick spread of the fire is a shared attic space that quickly extended to the second building and had both apartment buildings on fire. Reporter firefighters say the flames damaged 12 apartments leaving 29 people homeless. I never in a million years thought that Something Like this would like, you know, like happen so. Reporter she saw flames burning at a nearby units and woke up her siblings and nieces. If i wasnt there, like, would my sisters and nieces were there, would they hear . Reporter she is happy they are alive but upset they lost everything in the fire. This is whats left of her apartment. All the money, purses, everything is in there.
