She tells us the terrain is a big challenge for firefighters. Reporter it certainly has been. I can tell you now as you said, that fire is still burning. Cal fire says within the past hour that fire kicked back up a notch has burned more than 200 acres within that past hour. You can take a look at this damage. Actually i want to point out these trees. They look like theyre pink, little reddish, thats actually flame retardant. Thats because fire crews are focusing on containment right now trying to keep this fire from jumping major roads. Because as we take a step back here we want to show you just how large the damage is. If you take a look at these hills, its getting so close to what looks like someones home as we are pointing out now. Firefighters say they they are working against Mother Nature batting the flames in triple digit heat low humidity and wind that keeps it spreading. Its 5 contained. Air crews are trying to make the best of the daylight. Meanwhile, they are trying to make several drops before the sun goes down and meanwhile hundreds of people still cant return to their homes. And others are hoping that it doesnt spread to theirs. I didnt sleep all night. Its just im scared to death. You know . Im just scared to death. The fire has started to increase and become active again which means theres more acreage being burned now. Now, there are crews here from as far as Southern California trying to help out. In total there are 600 people on the ground trying to get this fire under control. And as allen mentioned at the beginning, the biggest challenge is the rugged terrain. You can see it for yourself. All of these steep hills make certain areas hard to access. So right now it really is a race against time to do as much as they can while it is still light out and you will notice that dark plume of smoke right behind me thats not a good sign. Two of the windiest spots in the area is clearlake and Brannan Island the latest observations there a west wind 15 Miles Per Hour. Gusting to 20 Miles Per Hour. As much as in the upper 80s there. There have been windier days but 20 Miles Per Hour will move a fire quickly and it is right now. Temperatures today not as hot. That helps things out a bit. But it is just as tinder dry. Antioch 99. In san jose, crews working to contain a brush fire burning near Eastridge Mall started about 4 30 this afternoon south of quimby road in a grassy area. The homes have not been damaged. In moraga this threealarm grass fire raced up to the backyards of some homes before firefighters got it under control. It started about 12 30 just off natalie drive. It burned 40 acres, no homes damaged. There were emotional moments in oracle arena. Thousands have gathered to pay tribute to a fallen hero. [ bagpipes ] [ music ] Sergeant Scott lungers casket was wheeled into a roomful of people who honored and admired the police officer. In kpix 5s Wilson Walker takes a closer look. Its a bill that addresses pieces of the puzzle and the amount of money in this bill isnt huge. Its 1. 5 billion. 1. 5 billion. Thats obviously a great deal of money. But just by comparison, lets remind ourselves that this bridge cost us all more than 6 billion. So what might 1. 5 billion do with a problem as large as californias drought . Theres no way that federal money will bail us out of this problem. Reporter worldrenowned water expert peter glick has seen the feinstein bill and says it delivers in one crucial area. Emergency relief for drought stricken communities. Addresses really some of the most important impacts on Central Valley communities that have seen their wells go dry. 200 families without water in their houses. Communities that have lost access to water provides some Emergency Response for them. Reporter up next, money for water storage projects but dont expect those to give us much more in the way of actual water. We could tweak our supply a little bit with traditional things like dams. But we cant really add any new water there. Reporter then theres desalinization. Something a number of california cities have already looked at. No water is a lot worse than expensive water. Reporter but the bill only has 50 million for a desal when a new desal plant is 1 billion. Desalinization is in this bill because everybody likes the idea. Reporter simply put, 1. 5 billion just doesnt buy what it used to. Californias water problem is enormous. Its developed over generations. And money alone isnt going to solve it. As for his part, glick would like to see a greater focus on efficiency and getting greater mileage out of the water we have. We are learning more about the elderly martinez man run over and killed in an accident. His wife says she accidentally hit the gas instead of the brake as he was trying to help her park the car. But he later died at the hospital. Now the children and their families are gathering from around the world to comfort yvonne and remember glens life. My dad was 89 so he had a full life. The teenager accused of killing a girl in santa cruz faced a judge today. 15yearold Adrian Gonzalez walked into Court Without looking directly at the cameras. Police say he kidnapped, raped and killed 8yearold Maddy Middleton sunday. The judge gave gonzalez another two months to enter a plea. The d. A. Says the case against him is strong. We filed charges that were absolutely legally appropriate and we are confident in our case. Investigators say gonzalez lurid middleton up to his apartment with ice cream before strangling her. His attorneys are committed to getting him a fair trial. He will be back in court in september. A rowdy protest in San Francisco today ended with eight arrests. Some of the activists had chained themselves together in the office lobby of senator Dianne Feinstein protesting her support of antiimmigration legislation. They were among a larger crowd of demonstrators organized by the california immigrant youth justice alliance. Firefighters in san jose put out a small fire that broke out this morning. Fire crews got there, they found a pile of hay, clothing and garbage burning. This is near tenth and tully roads. Smoke though could be seen from most parts of the city. That fire was quickly contained. Nobody was hurt. No buildings were damaged. Despite the drought, bay area fishermen say they are enjoying some of their best hauls in years. Yup, great for the fishermen, not so great for the fish. The Golden Gate Salmon Association says warm low river water is making it difficult for baby salmon to reach the ocean. The effects of the el nino are widespread. Yes. Very widespread. El nino happens 5,000 miles away but exerts an influence all the way to california and then you have the drought which makes the rivers run lower so that water thats remaining is too warm. And we are in an el nino but wont feel we dont have the el nino here. The biggest parted of the impact will happen in the biggest part of the impact will happen in november . Yes. We feel it in the winter. Anything you can cross, cross, because we are hoping that an el nino will give us a wetter thanaverage winter this winter. Frankly we really, really need it. And right in between the two we find a funnel of tropical or monsoonal moisture into california already in Southern California. We get it tomorrow. It will be glorious if we can get a widespread rainfall event from this. We wont. Well get mugginess and clouds but no widespread rainfall for us. An isolated chance of a mountain thunderstorm. That fire burning in the delta on our top stories tonight, thousands gathered in oracle arena to say one last goodbye to a fallen hero. Sergeant scott lungers family, friends and fellow officers paid emotional tributes at his funeral today. He was remembered not only as a hero but as a warrior. Breaking news a fastmoving fire erupted in the delta a couple of hours ago spreading quickly from the dry brush to these homes. Kpix 5s Elizabeth Cook monitoring the story for us with the latest. Reporter the flames broke out around 4 00 this afternoon and really havent slowed down since. Take a look at this. It started as a grass fire on Brannan Island and exploded into this. Flames engulfed several homes and shot up to the tops of palm trees. Now, in the neighborhood, everything is pretty close together. So it is hard to contain those flames. Thick, black smoke pouring out of the neighborhood as you see there. We know at least, at least 6 structures are burning in the mobile home. There could be more. Several cars and boats have also been destroyed. We are told people in the area though were able to evacuate safely. This fire again burning on Brannan Island up the delta north of antioch. It actually is in sacramento county. We are going to continue to follow this story very closely and bring you updates as they come in. An update on the 8500acre rocky fire in lake county still just 5 contained. Its already destroyed three homes in the Rural Community of lower lake. Hundreds more are threatened. One man is dead after wrangling with two San FranciscoPolice Officers this morning. Kpix 5s da lin reports that it all started with a hitandrun. Reporter police tried cpr but couldnt save a hitandrun suspect who stopped breathing while in police custody. He was conscious breathing and talking while handcuffed. Within minutes he wasnt bring thing. He wasnt breathing. Reporter investigators dont yet know why. It all started around 5 30 a. M. At this intersection in the tourist marina district. Police say the man rearended a bmw at a red light. The bmw driver tells police the man appeared dazed. He was speaking something about god. Gods will. Reporter they say he got out and chased the bmw driver, who called 911. Two responding cops found the man a few blocks away on lombard and pierce. Police say the large man was about twice the size of the female officers and he attacked them on police radio traffic, it sounds like one officer tried to get backup while another was screaming in the background. [ screaming ] ] he struck one of the officers several times about the head and shoulders beating her to the ground nearly unconscious and throwing her partner aside with such force that she damaged her knees and legs. Reporter a witness says as the man got to surf motel, about 5 officers fought and pinned the man on the ground. Police say he died shortly after they cuffed him. Theres some kind of influence going on. Most people dont just get into like a rage after rearending someone. Reporter yeah. Police are waiting for the autopsy and toxicology results to see if the man was under the influence of drugs or not. Live in San Francisco, im da lin, kpix 5. Those two officers were released from the hospital. We are told they are at home recovering from their injuries. Chronicle says the suspect was wanted by the Sonoma County sheriffs department. They say the suspect had beaten up a 9yearold man he was caring for. Police in san jose have made three arrests in a deadly stabbing. They say the suspects attack the the victim after some sort of altercation on king road on july 4. 52yearold russell hall died at the hospital. Its unclear whether he knew the suspects. In ohio the university of Cincinnati Police officer charged with shooting a driver in the head has pleaded not guilty to murder. 25yearold ray tensing could face life in prison if convicted of that traffic stop shooting. It happened july 19th after tensing pulled over a black man for driving without a front license plate. Body camera footage has become a key part of the case. Today tensings bail was set at 1 million. Aviation investigators examining what could be the first evidence of the Malaysia Airlines jet that has been missing for more than a year. The wing flaps washed ashore on an island off the coast of africa. Cbs reporter tina kraus on the work to track down where exactly it came from. Reporter malaysian officials are sending this piece of wreckage to a French Laboratory to confirm if its part of the wing from missing Malaysia Airlines flight 370. Reports say workers cleaning the beach also found whats left of a suitcase. The debris washed ashore on reunion island off the coast of madagascar. Thousands of miles from where investigators thought the flight crashed on its way to beijing in march of last year. Now lab tests are trying to determine is the leak responsible a natural occurrence or not . At 3 miles long, that oil slick raising some concerns. What kind of forces its going to be exposed to. Where it should be installed. How to install the other pieces of equipment that its connected to so that the system functions opted mali. Reporter to do that researchers will use sensors that gather crash data and multiple cameras on the ground and inside the plane to study how well the five elts positioned throughout the aircraft hold up. The importance is your life. So if these work and you are in dire straits, we want to make sure that we can get the rescue forces there for you as quickly as possible.
