San francisco politicians are doing a delicate dance around the sanctuary policy. Mayor ed lee tonight saying it was never meant to protect repeat and violent felons. Cate cauguiran on the mayor now calling for a review and trying to deflect any political fallout. Two years ago the mayor signed a revised ordinance on sanctuary city policy. It specifically dealt with violent offenders and it set a high bar for when to notify i. C. E. For the First Time Since the death were hearing from the mayor and in a statement he wrote the policy is intended to protect residents regardless of immigration status, not to protect repeat, serious and violent felons. The mayor is carefully deflecting the issue back focusing on the Sheriffs Office referencing a promise he made back in 2013. Mayor lee is reminding everyone, quote i promise to veto any legislation that completely eliminated the sheriffs ability to make a casebycase determination about honoring u. S. Immigration and Customs Enforcement detainers. The mayor in that statement seeming to indicate there was some leeway for the sheriff to evaluate sanchez and decide whether to notify the feds. He signed the law that was passed by the board of supervisors that enabled our department separate of any policy we may have or not have, that really is the guiding document that dictates how we are to be in contact with i. Immigration enforcement says 10,000 detainers have been declined since the beginning of 2014. Nationwide its about 17,000. A suspect in the pier 14 killing will be arraigned in court tomorrow. During a jailhouse interview over the weekend Francisco Sanchez admitted to the shoot ing. Sanchez he found a gun wrapped in a shirt on pier 14 and fired three shots but he said he was on sleeping pills at the time. Tonight we know that a man killed in a stairway collapse in folsom was from San Francisco. It happened friday at an apartment complex. Reporter derek shore tells us the warning signs were all over the place. Reporter his name was wan a 26yearold from the bay area when a stairwell he was walking up gave way. This should not have happened. Reporter attorney Mary Alexander is representing the victims family in this incident. She says it is obvious the work was subpar, leading to dry rot. Shes frustrated to know residents report adsimilar collapse here without injuries a year ago. Work started to make fixes by management. The prior collapse over a year ago shows the company had noticed these were defective that they were rotting wasnt enough support and they should have been fixed. Reporter meanwhile the Apartments Management Company spent the day installing wood and support beams. Building officials inspected that work. Were trying to work with management on here until they get the repairs taken care of to make sure everything is at least safe. Reporter steve berger tells us stairs are not subject to regular inspections by city officials and the dry rot would have been hard to see from a general inspection. We dont do periodic inspections of stairs. To do that youd have to take the siding off. If you did that annually how would you do that . A criminal investigation is being launched in to the company. Possible charges could include involuntary manslaughter. Police are trying to untangle the motive for the brutal baseball bat murder of a san mateo woman. Police say Brenda Martinez beat the victim to death then turned herself in. Investigators say the suspect and the victim had been neighbors and friends for years. Martinez told police she was hanging out with her 66yearold neighbor when they got in to an argument. It appears that perhaps the suspect got offended by some comments made by the victim regarding her personal life and she reacted violently. Detectives were led to the house where they found the crime scene and the murder weapon. So far martinez is cooperating with police. Jurors are still deliberating in the case of a man accused of killing a Vallejo Police officer. Jim was shot to death in november 2011 while chasing after a suspected bank robber. Henry smith jr. Was arrested and charged with the officers murder. If he is convicted, smith could face the death penalty. An investigation in to a Police Shooting in the east bay. An officer opened fire on a teenager behind the wheel of a stolen car. The bullet holes in the door and windshield give you some sense of the violence in san pablo last night. Police say they happened to be checking the plates on this acura sedan and came back as stolen. Police say the suspect an underaged boy made a run for it and hit the gas. Rapidly accelerated directly at the officer who was standing near the intersection outside of his patrol car. The stolen vehicle struck the officers patrol vehicle. Witnesses say the officer fired about a half dozen shots. One of the bullets hit the young man. Hes now in the hospital in critical condition. He lost control of the car and careened it up on to the sidewalk. There was no vehicle pursuit at any time. Reporter the officer who fired the shots was hurt and treated at the scene but the extent of his injuries is unknown. That officer is on standard paid administrative leave. The San Pablo Police department will be getting help with this investigation from the contra costa das office and Sheriffs Office. If the lanes fill up with carpoolers they will not be available to solo drivers. Reporter the metropolitan Transportation Commission says the idea is not to disadvantage carpoolers but to use the express lanes in a smarter way. Take advantage of some unused capacity in those lanes so that everybody gets a smoother more reliable trip. Reporter the fastrak flex is retractable. They can help reduce carpool cleating. Express lanes have been used in Southern California for well over a decade now. Weve been a little bit slow to convert carpool lanes to express lanes here in the bay area. Reporter the new fastrak flex units are already starting to appear in stores like costco or safeway. Theres no need to rush out and get one right away. The old fastraks will still be operational. We called the utility this morning and before our camera could even get to her house at t technicians were removing the generator and pg e crews were on the way. We recognized we could have and should have done better. Reporter the utility offered up an apology and agreed to pay for the familys hotel stay. A relief for the whites who hope they can finally begin to enjoy a peaceful summer. Very exciting moment for her. After waiting more than three weeks white said it took pg e 15 minutes to reconnect the power and remove the generator this afternoon. There are rules regarding how long it can take pg e to restore power but it couldnt say how those rules applied in this case or why the regulator told her there was nothing they could do to help her. The fire that claimed their animals lives and the investigation in to what started it. Plus hed done it many times before but a midair mistake nearly cost this skydiver his in monterey more than a dozen dog owners still reeling at the sudden loss of their pets. The animals died yesterday. The fire swept through a pet boarding business. She was just one of the friendliest dogs i had never known. She was always nice. Reporter grief stricken and heart broken. Thats how peter quail and his family are describing what it felt like to learn their dog alexa died in a tragic accident on sunday. Peter still remembers when his dad found out. He was on the phone crying. He knew she was gone. Reporter a small fire began in the grooming area of the home away from home pet spa. The fire which firefighters believe was accidental at this point put up a lot of smoke which they say ultimately killed the dogs. We spoke to the owner of the business on monday but he was too distraught to go on camera. He said he was overwhelmed and felt for the families. Lots of tears. Lots of heartache. Lots of grief. He was hoping for a big splash as he jumped from the helicopter down to lake of the pines. I misjudged my speed and i popped up too early. I was carrying too much speed when i hit the parachute. Reporter he hit the water chest first. The second i hit the water i knew it was bad. I couldnt breathe. Reporter he had a severe blunt injury to his aorta. He was rushed to sutterville hospital where doctors found broken ribs. Because of the potentially deadly aorta issue he was flown to uc davis medical center. Dr. David dawson describes the shape vandershore was in when he arrived. His type of injury would require open heart surgery in the past, but vandershore didnt get that. What was the new life saving procedure that helped him survive . Now what were able to do is a minimally invasive approach where we put a stint graft or covered stint in to the blood vessel to provide a seal or support for the area of injury and we can do that all through a small incision. Reporter this has only been around since 2012, but its given patients a chance that wasnt possible in the past. People who have this kind of injury half would be dead within 24 hours. Reporter doctors say vander shore should return to normal life in about six weeks. The skydiver says he recognizes the mistake he made and the life saving gift hes been given. Its changed him.
