Napa is expected to have more than 9,000 customers without power including much of calistoga. Alameda county will have 5,300 customers without power, a majority in the Oakland Hills. Santa clara county will have more than 2,000 customers in the dark, including in the santa cruz mountains. Pg e says it will provide an update at 6 00 p. M. Tonight. Well be monitoring that News Conference and pass along any new information. So as people across the bay area start to prepare for the possibility of two scorching days in the dark, fire crews in the Oakland Hills are patrolling an area around the clock. You know, were in the middle of a pandemic, and i think i speak for a lot of runners when i say these parks, these vast open sta spaces, this he have so valuable right now that the east Bay Regional Park District is not taking any chances. It has closed down ten parks including this the huckleberry regional preserve. A lot of runners, a lot of hikers were surprised that this park has shut down, but fire crews tell us this is going to help them out because its going to reduce the amount of traffic up here in the hills. I know some people get frustrated because its such a Beautiful Day and the weathers warm, but were just trying to keep people out. Reporter hes used to breaking a sweat on dirt trails. I dont like to run on concrete. Reporter but with ten east bay parks stretching from berkeley to Castro Valley off limits due to the red flag warning, he has no choice but to run on pavement. I am, of course, worried. Im worried for parks because that is my sanity. Reporter if youre exhausted from this years devastating wildfire season, its not over yet. Oakland fire is adding 12 extra bodies to help crews patrol the hills and prepare for any potential wildfire that could spark between today and friday morning. Access in and out of the oek Oakland Hills is always a strug of for us. Reporter we spotted this junk truck taking over an entire lane of a busy, winding road. Fire crews are urging people, mind how you park. Dont cheat a red zone. Make sure you pull all the way into your driveway. It would be a shame to have someones life lost or more property lost because someone decided to double park because it was inconvenient to have to walk an extra, you know, couple hundred feet. The Napa County Sheriffs Department has released body camera video, and we want to warn you it is disturbing. Stop stop stop [ sound of gunfire ] the deadly shooting on october 5th started as a routine traffic stop after a sheriffs sauer gent spotted Juan Adrian Garcia driving with his headlights off. In todays News Conference, the sheriff noted garcia refused to take his hand out from behind his back even as the deputy continued to try and create a safe distance. While the sheriff believes the shooting was justified, the garcia family attorney isnt so sure. He retreated to a position where he was moving away from his vehicle, his cover, and he couldnt move away any further. I did not see the dash cam video. They would not show it to us, which would have shown that both of juans hands were empty when he got out of his car. I did not see the officer give juan any warning before he fired those shots at juan. The Sheriffs Department also says garcias blood alcohol level was nearly four times above the legal limit at the time of the shooting. As of today, Santa Clara County is allowing more businesses to open or move operations indoors. The restrictions, though, a big part of this. Nbc bay areas robert handa joins us from san pedro scare in downtown san jose to show us what can open and what are the limits. Reporter many people here in downtown san jose say they are excited but a little reluctant to jump right back indoors. The Farmers Union is a popular restaurant in san pedro square and happy to finally open its indoor facility. I think the indoor part will bring more families, you know, more mom and dad and the kids kind of atmosphere. Reporter at several places we saw restrictions, among them a requirement that groups only consist of one household. It made for a relatively quiet indoor lunch hour. But people we talked to outside are ready to go indoors soon. Im excited. Its about time. We were the first county that went into shelter in place, and it looks like were one of the last in the country thats getting our way out of it. And the reason why im outside is the weather is so beautiful here. Im hoping well have a hybrid where we can enjoy either outside dining and be able to go in the restaurant for the other things we need to do, or we can elect to go inside. Reporter but, again, the orange tier still carries restrictions. For example, Indoor Worship Services are limited to 25 capacity or 100 people. Shopping malls are open but not common areas or food courts. Retail stores and libraries are wide open. Bars and breweries can now open outdoors. Gyms can expand to 25 capacity, and indoor pools are also accessible while movie theaters, family centers, museums and zoos have capacity limits. With a Record Number of people voting early, there are new questions and concerns surrounding this election. Among emthis, thousands of ballots are already turned but are votes already being counted and why are some people getting two ballots . Raj mathai joins us no with some answers. Raj. Reporter janelle, this is a new way of voting for millions of us. Were no longer waiting for that election day of november 3rd. Were doing it now. Lets start with counting the ballots. Heres the process. Millions of ballots are being submitted right now, mailed in or dropped off. Initially they will be processed. Step two, theyll be verified. However, heres the big difference. They will not be tabulated until 8 00 p. M. On election night. Heres another issue now were talking about. Were getting several reports of voters in Santa Clara County saying theyve received two ballots. This, of course, raises concerns that some people may be able to vote twice. Judy betty of los gatos received her first ballot in the mail in early october, just about a week or two ago. She filled it out and delivered it to an election drop box. Then she was surprised to receive a second ballot in the mail yesterday. Because if i fill out a second one and the first one was counted, then i am committing voter fraud. I really want my vote to count. Reporter she says she has voted absentee from the same address for the past 20 years. The county registrar of voters says receiving two ballots is not uncommon, and its usually because of changes to a voters record. Whether they change an address or they change their language preference, they could change something on their record, which then makes an update. And our system is set to where when they do an update, we automatically issue a second ballot. Reporter so where does that leave us . The registrar says if people have already voted, like judy from los gatos, that first ballot will count even if they receive a second ballot. She also says there are multiple checks in place to try and prevent double votes. That includes manually verifying signatures to prevent two ballots from being counted for one voter. But with more than a Million People registered to vote just in Santa Clara County alone, this is going to be a very big task. We know this. She watched them closely and told them there were some new dos and donts. My daughters 4, so its a little challenging to kind of get her to respect the rules, but shes also shy, which is helpful. I just tried to prep them so they know what to expect and that we might have to take turns and that we have to wear a mask. Reporter thats part of the new safety guidelines to prevent the spread of covid19 as outdoor playgrounds across the city reopen. First and foremost, wear a mask. If your child is over 2, they should be wearing one. Were not allowing people to eat and drink in playgrounds. Pay attention to how crowded a space is. Reporter there are also capacity limits. Adults are asked to avoid nonessential cell phone calls so they can better supervise their kids. There are hand washing stations and some good news too. Six newly renovated playgrounds in the city reopened too. It gives us hope that the time that weve spent in isolation, the time we spent, you know, doing what we needed to do during this pandemic, we know that theres a light at the end of the tunnel. We saw the fencing down and hailey couldnt wait to get on the swing. Thats wonderful. You have to wear a mask. You cant bring food or water, and we of course sanitized. But it was nice to be outside. Lets get a check of our forecast. Jeff, we have a red flag warning. We definitely do. It is a warmer out there, and theres a real contrast between the wind were seeing right now. Down at the lower elevations, its only 5 to 10 miles per hour, but up in the mountains we have seen 20 to 30mileperhour gusts already today and a chance of higher gusts in the mountains as we roll through the next 36 hours. Lets start it off with a look at the weather pattern. Its our version of a santa ana wind. We have these dry offshore winds that are all getting fuelled from this area of high pressure. Circulation around this is helping to bring these northeasterly winds and then we have this heat moving in from the south. Right now our red flag fire warning in effect until 11 00 a. M. On friday. Let me give you a closer view of that fire warning, and youll see its for the north, east, and south bay Higher Elevations. Nothing has changed on our forecast here. On and off mountain gusts of 30 to 50 and steady winds of 10 to 20 miles per hour. So lets move it into that hourbyhour forecast. You can see i have it focused primarily on the north bay because thats going to be the best chance of getting these higher winds. The last place we need it. Weve had so much fire danger already, but, you know, were getting prepared for it of course at all of our houses, getting those kits ready. If you have to leave, if a fire were to start. 11 30 tonight, you can see red to magenta. Those are 30 to 50mileperhour gusts that will try to sneak into those Higher Elevations of the forth bay. 22 in calistoga. 34 in concord by 11 30 tonight. Once again the main focus of those gusty winds will be over the north bay into tomorrow morning. Also into tomorrow evening. Then as we roll through friday morning, well still have a little bit of some gusty winds over the mountains by 6 00 a. M. , but well begin to tren trend downward as we move through friday and it will become calmer. Tomorrow mornings forecast, with that drier wind moving in, 65 in the south bay. Mostly sunny skies. Also looking at very warm start in the east bay. 67. North bay at 69. My temperatures tomorrow going hot. Not as hot as weve seen this summer, but certainly an increase. Were back in the 90s here for all of the south bay. 94 los gatos. Also 92 in downtown san jose. Were getting close to 100 here for pittsburg, antioch, and concord with 96. Oakland, that is a warm day for you, 92. Peninsula also continuing with more of these 90s from palo alto to san mateo. San francisco, 80s returning as well. Its a warm day without a. C. 86 in the mission. Right here through the north bay, we have 97 in napa. 97 in novato. My extended forecast drops temperatures off as we roll through sunday, monday, and tuesday with 60s and 70s in San Francisco.
