For sure heartbreaking. But as a shop owner, i mean its devastating. Honestly i felt like throwing up yesterday. The uncertain future facing so many bay Area Businesses as the surge in cases continues to grow, forcing a new round of shutdowns. All of this is not only disheartening but for many businesses, its backbreaking. Theyve got to close at midnight. This comes after they reopened just yesterday. Nbc bay areas ian cull shows us whats happening tonight in Santa Clara County. Reporter it is reclosing time in the south bay, just two days after businesses like the barbers inc. Barbershop rejoiced in reopening. Then to have that rug pulled from underneath my feet again reporter owner dave diggs says he spent 30,000 last week paying four months of bills to get here, and now since Santa Clara County has been on the governors monitoring list for three days, barbers, hair and nail salons, places of worship, Shopping Malls and gyms must all close. Just trying to take a deep breath. Were going back underwater. As a barber, the situation is for sure heartbreaking. But as a shopowner, i mean its devastating. Its like a psychotic game of red light green light. Open, close, open, close, now close indefinitely. Reporter scott these is the exclusive director of the Downtown Association where the majority of owners are hurting. 75 of the Small Businesses that we surveyed were in jeopardy of closing if they couldnt open soon. And now here we are, you know, a month and a half later, and believe me, two days open doesnt make it. Reporter barbers argue theyve all done mandatory sanitation training and should stay open. But now theyre left once again to wonder when theyll be back at work. Its dizzying. Its hard to get your foot in. So im just try to put one foot in front of the other. Reporter it seems theres no turning back for now. We know the governor and medical advisers are tracking case Positivity Rates, hospitalizations and icu cases, and all of those have gone up around the state. What we dont know is an end date to these new lockdown measures. Local Health Leaders say that they believe the closures are indefinite until they hear more from the governor. We too are waiting to hear more from the state. In san jose, ian cull, nbc bay area news. There are a lot of watches and lists and all sorts of data to keep track of. Bay area counties are adjusting to these new rules from the state. Counties on the watch list for three or more days are in red here on this map must shut down additional indoor businesses. That includes nail and hair salons and barbershops. Santa clara and alameda counties in blue are likely to close those businesses by tomorrow because theyll have been on that watch list for three days. New at 11 00, the mercury news is reporting four workers at a south bay trader joes tested positive. This is the trader joes on prospect road right across from we westgate Shopping Mall in san jose. The store says the group had come in close contact with each other outside of work. A deep cleaning of the store was done over the weekend. The hot spot remains Alameda County. You can see there, 345 new cases. Santa clara county adding nearly 200 new infections. Contra costa county, 171. A bold Statement Today from President Trump as the debate rages on. When is it safe to send our kids back to school . What do you tell parents and teachers who feel that its unsafe to go back . I would tell parents and teachers that you should find yourself a new person, whoever is in charge of that decision, because its a terrible decision because children and parents are dying from that trauma too. Theyre dying because they cant do what theyre doing. The president speaking to cbs news. This comes as the cdc issued guidance for campuses to reopen. Desks should be placed six feet apart, and mandatory face masks. Also the cdc says if a community sees a substantial spike in cases, schools should close for two weeks before reopening. Well, each day more districts are announcing their plans and were seeing a familiar strategy here. Start with Distance Learning and then gradually come back to campus. Today the San Francisco Unified School District outlined its plan. The board of education noted most students will start the year by Distance Learning. Thats expected to last about eight weeks before theres a phasedin return to the classroom if data shows its safe to do so. The full final plan will be presented to the board on july 28th, so a couple weeks from now. The School Year Begins august 17th. Well, prepping for a return to campus will take a lot of money, and funding for all of this is expected to be included in the new covid relief package that senators are preparing on capitol hill. Theres a live look at the dome. Senate Majority Leader Mitch Mcconnell says the proposal could be ready as soon as next week. Now, early in the pandemic, Congress Approved more than 13 billion worth of aid for schools. In the next relief package, hundreds of billions more could be on the table. Well, have you tried getting tested . For many people lines are long and results are slow. So whats the problem, and whats the fix . Heres nbc bay areas jean elle. Reporter long lines for covid19 testing are now a common sight in the bay area. From gilroy to San Francisco, as cases surge, so does testing demand. Im going to be hanging out with my friend who has a newborn baby. Reporter tracy foster is hoping for rapid results. She says another test location told her it would be a tenday wait. Thats a huge problem testing has to be a major component of a successful response. Reporter Stanford University professor of medicine dr. Joshua solomon says a shortage of testing supplies and laboratory backlogs are making it difficult to contain the virus in california and across the nation. He believes the federal government needs to provide some oversight. Providing funding for testing in terms of managing the situation around the country to have a good handle on what are the needs and the capacity and to be able to manage the Global Supply chain and then to direct those supplies. Reporter tonight a plea from state leaders in the midst of a surge in cases. Theyre calling on medical providers to increase access to testing and theyre looking to expand lab options. Many of the ucs across the state, other academic partners, and some of the mediumsized commercial labs do have capacity, and were working to match them up so that we can get the test turnaround time down throughout california. Reporter experts say adequate testing and quick results are key to controlling the spread of coronavirus. While state leaders work to meet the demand, others are working to improve the process. I think over the long term, theres a hope that there will be technological advances that would include rapid tests but also tests that people could administer by themselves at home. Reporter jean elle, nbc bay area news. Another key data point, the Positivity Rate thats the perk percentage of people who test positive each day. Its going up. Two weeks ago, 5. 7 of all people who took the test tested positive. As of this last sunday, 7. 4 tested positive. Thats nearly a 2 jump. Governor newsom has consistently said he hopes the Positivity Rate will stay below 8 . Heres something that caught our eye. Can you get the coronavirus twice . Later in this newscast, the new information about how long antibodies can protect you. Right now its happening in berkeley. Soon it could be happening in other local cities. The Berkeley City Council is considering taking power and money away from its police department, having a new department in charge of Traffic Enforcement. It would become the first city in america to do so. Lets bring in nbc bay areas terry mcsweeney, who joins us in berkeley. Terry, were nearing the midnight hour. Any decision there yet . Reporter no, and its going to be a while. This City Council Meeting taking place via zoom. Theres still about 100 people who have dialed in. They want to be heard tonight. And so far just about everybody is in favor of defunding the police. In fact a lot of people are saying theyre hoping this is just a first step in defunding the police by 50 over the next few years. We want you to actually say youre defunding the police, actually do things differently. Reporter the Berkeley City Council deciding if its Police Officers should no longer be dealing with traffic enforce many. Supporters say people of color are most likely to suffer if a traffic stop goes bad. Law enforcement is heinously overpaid and overresourced and they are a danger to our citizens, particularly our black, brown, and unhoused neighbors. Reporter Traffic Enforcement would instead be in the hands of a new Transportation Department made up of unarmed officers. I think it would be a lot better because i mean they wont be able to beat people no more. I do think that the police do somewhat need to be armed, but again they need to have more accountants and definitely need to work on camera, having that camera on. Reporter the council vote not anticipated until after midnight. Terry mcsweeney, nbc bay area news. High profile political defeat tonight in alabama. Jeff sessions lost in the primary election for his old senate seat. Sessions had held the seat for 20 years before vacating it to serve as attorney general for President Trump. Tonight he lost to former Auburn University football coach tommy tuberville. The people of alabama have spoken. They want a new leader, a new fresh face to go to washington. I think were going to have that. Just minutes after the election was called, President Trump tweeting this. Tuberville won big against jeff sessions. Will be a great senator for alabama. The president had backed tuberville over sessions. Tuberville will now go on to face democratic senator doug jones in novembers general election. Thats what the family of Sean Monterrosa is saying after finding out that the Vallejo Police and City Attorneys failed to preserve evidence. Monterrosa was killed last month during a night of protests. Nbc bay areas cheryl hurd has more. Just when you think they can theyre horrible, it just gets worse. Reporter michelle and Ashley Monterrosa are angry but not surprised at the city of vallejo cannot provide crucial evidence left behind in their brothers Fatal Shooting by a police officer. Were more angry now. You know, that was a key evidence to seans murder. He pointed a gun at us. Reporter last week, Vallejo Police released this body cam video of the shooting. It was controversial because the video that was released did not show what happened before the deadly shooting. The body cam video was turned on after the officers shot and killed monterrosa. After watching the video last week, we wanted to make sure that they understood that we expected them to preserve the truck that officer tong was shooting out of and the drone. Reporter in an email today, the deputy City Attorney wrote that her office checked in with the police department, and she was told that the truck officers were in was repaired and put back in service. Bulletriddled windshield was replaced and taken away by the repair company. Now this evidence is gone forever. Once they put that truck back into service, well never know what condition it was in at the time that night. Reporter this individual is the Police Oversight professional and former San Francisco deputy City Attorney, and he worked in the u. S. Attorneys office. When you have a killing by a Vallejo Police department officer, you would anticipate that there might be a lawsuit about that. You shouldn instruct them to preserve evidence. And that the fact that that evidence was not preserved is really troubling. It goes to prove that Police Departments shouldnt be investigating themselves. Reporter we reached out to the Vallejo Police chief and the City Attorneys office about evidence in the monterrosa killing. We have yet to hear back from them. In vallejo, cheryl hurd, nbc bay area news. A sigh of relief for a lot of people who cannot pay their rent. A moratorium on evictions and rent increases has been extended in contra costa county. That moratorium was set to expire tomorrow. The new deadline is now september 30th. The board of supervisors also extended the period in which tenants must pay back missed rent to january 31st. They have to prove they have lost income from the coronavirus or have out of pocket medical bills related. Drug maker moderna says the results for its first phase of its vaccine trial looked good. 45 healthy adults received two vaccinations 28 days apart. Researchers say their antibody levels were similar to those seen in people who have recovered from the virus. The trial only tested the drugs safety and not the effectiveness yet. It is producing vaccine results faster than normal, but i still want to temper that by saying that we probably wouldnt have anything great for the public, if everything goes super fast, until, you know, midspring or so, even later. So cautious optimism right now. Next a 30,000person study to prove if its Strong Enough to protect against covid19. Well, too much criticism, too many lawsuits. The Trump Administration is now backing down on its mandate for international students. The mandate came down last week, and it required College Students from Foreign Countries to leave the u. S. If they werent taking classes in person. Students across the country protested. Harvard, mit, stanford, and the uc system were among the many colleges to sue to block that rule. But just as todays hearing was getting under way, i. C. E. Rescinded the president s order. When it comes to reopening, Alameda County is behind most of the state, but today county leaders asked the state to ease some restrictions. If the state gives the green light, restaurants would be able to serve customers outsides, but not inside. Indoor worship and indoor malls would have to close beginning tomorrow. The goahead from the state also means the oakland zoo could reopen in just a few weeks if not sooner. The pandemic forced the zoo to shut down in march and its running out of money. When the zoo reopens, rides, playgrounds and indoor exhibits will remain closed. The zoo would limit attendance to 2,500 people each day. After 83 years of serving people, another legendary bay Area Business is calling it quits. Louis restaurant is closing for good. Since 1937, it sat on the cliffs abo , but the owners say survival has become financially impossible during this pandemic. Last night they told their staff its closing time. Weve heard from literally hundreds of people that louis had a special place in their heart, and it just it was overwhelming. Dates back to his grandparents who opened that restaurant. The National Park service will ultimately decide what to do with that beautiful property. Lets bring in our chief meteorologist jeff ranieri as we slowly inch toward the end of the week. We mean slowly. Yes. It does seem like that. I know probably like a lot of folks im looking for more things to do to kind of relieve the stress as it seems like these lockdowns are getting tiet tighter. Just know we have some really good weather the next couple of days for you to get outside, get some exercise or fresh air. Lets start it off with one thing i am following and that is some smoke way to the south of us. I wanted to bring this up not because well have major smoke in the bay area tomorrow but you may notice some haze off towards the distance, and its something were going to follow real closely. The mineral fire down near fresno and coalinga, the way the wind is blowing tomorrow, this could push smoke right up towards the south bay and east bay. Theres an air quality advisory again just because you may look off towards the distance and sea that hayze. We will continue to update you on that. Just wanted to make sure youre up on the latest. Otherwise as we roll through tomorrow, we get the fog back. Its going to be pretty widespread through the north bay, also down to contra costa, alameda counties. And evfor parts of the peninsul down to redwood city. For the afternoon, sunshine is back. Temperatures with that cool foggy breeze down in the 50s tomorrow morning from the south bay over to the trivalley. Also starting you off with 57 in the east bay. 55 in San Francisco. Afternoon just a little bit above average for the south bay. I think overall were doing really good here. 85 in san jose. Right over to the east bay, we have a couple of temperatures right near 90. In fact, 90 in antioch, 89 pittsburg. 86 in walnut creek. 74 oakland. The peninsula, 81 in palo alto. Then were dropping it off as usual in San Francisco. 59 for the marina. Across the north bay we are looking at some comfortable weather in sonoma at 78 degrees. My extended forecast in San Francisco keeps it dry with 60s the next seven days. A little bit of fog and some afternoon sun. For the inland valleys, watch out as the heat does start to return by friday, saturday, and sunday. With that heat as ive been mentioning, raj, the good news is we dont have any major wind event the next seven days, so that will continue to still help our fire danger just a little bit at this point. So some good news there. That is some very good news. Thanks, jeff. Up next, can you get it a second time . A troubling discovery about coronavirus antibodies and what it could mean for a vaccine. And happening now, foie gras is back on the menu in california. Its been banned since 2004. Subsequent rulings upheld the ban until today. Producer in new york and canada successfully challenged the ban. A federal judge ruled california businesses can sell the fatty liver as long as the product comes from out of state. Were back in a moment. Can you get it twice . Doctors say it could be a Troubling Development in the fight against covid. New research in britain suggests protection from the virus may not last long. In a study of 96 covid patients, researchers found their antibodies peaked three weeks after symptoms appeared and then rapidly declined. Three months later, only 17 of those tested had the same level of antibodies. What we do know is that a single experience with covid does not render someone immune for the rest of their lives, and it may not make them immune for more than a few months. Researchers say theyre unsure if a vaccines protection might also decrease over time. Doctors say if someone can get reinfected, it destroys the concept of herd immunity. Well, apple is telling its employees if youre working from home, well bring the test to you. The Company Confirms it will ship covid19 test kits to workers who request one. Its a do it yourself kit.
