I think with cases spiking all around california, its probably the right thing to do. Now the parking closures affect all state beaches in nine counties, including san mateo, marin, monterey, San Francisco, santa cruz, and sonoma. Were expecting more details on the specifics of the closures here in pacifica, but we are told that the walking paths will be available. Restaurants in three bay area counties no longer have the option of offering Indoor Dining because of the governors order. Nbc bay areas melissa colorado went to Solano County first to get a firsthand look at the impact this order will have. She is in vallejo for us where she had to break news to one Restaurant Owner herself. Melissa . Reporter the doors to this restaurant in vallejo are closed, shut. Customers who want to dine in are being turned away. We watch as the owner of this restaurant had to dial up all of her customers and cancel dozens of Indoor Dining reservations. I am so sorry the bottom of my heart, my hand are tied. Reporter the same hands that are tied figuratively are literally covered in plastic gloves. Owner chantal tran was forced to break the news to dozens of customers that Governor Newsom was no longer allowing her to welcome them in to her familys seafood restaurant, the front room at the wharf in vallejo. We have specifically targeted her efforts to close Indoor Dining. Have to obey the law. Cannot afford to get fined. Cannot do it. Reporter tran says she has followed every rule handed down by osha and Solano County to keep customers and staff safe from covid19. Everyone who walks in get their temperature checked. Tables are spread six feet apart. Stacks of disposable menus are fresh off the printer. Loyal customer joseph says a takeout bag doesnt compare to the dinein experience. In vallejo, im melissa colorado, nbc bay area news. It is such a difficult situation for everyone. But lets look at the reason why these three bay area counties ended up on the watch list. Its the hospitalization rates that were talking about. Those are surging. So lets look at Solano County first. You see here in april, okay, they had a number of people hospitalized. That day was 16. Then in may, it went up again, and it was up to 21 patients. But then by june, the average number of people being hospitalized each day ended up doubling. Now at 39. Lets check Santa Clara County for you now. Okay. Here we go. This is the month of june. You can see the numbers started around 60 hospitalizations a day, and now its spiked to over 100 hospitalizations. Contra costa county similar story. The numbers trended upward in the month of june, and theyre hovering over about 50 patients in the hospital each day. Well, as cases rise, so does the urge for people to get tested. For the second day in a row, a long line of cars in hayward. Sky ranger overhead as more and more people showed up to get tested. You can see the line snaking through the campus for at least a mile. Health officials have been testing people for covid19 at the campus off and on since midapril. Well, tough cautions tonight after more than 40 Public School principals were exposed to covid19. Right now they are all in quarantine. It all started when the Santa Clara County Unified School District called an inperson meeting. Then just days later, one of the people at the meeting tested positive for the virus. Reporter the district says inperson meetings about reopening are necessary because theyre so complex. But parents doubt that and question whether the district can keep their kids safe when schools reopen. Im mad. Im disappointed. Im concerned. Reporter Bonnie Lieberman has mixed emotions after dozens of School Principals were exposed to covid19 at a facetoface School District Leadership Meeting two weeks ago. Well, there were over 40 people in the room. It doesnt give me or many other parents much confidence that the district can make appropriate decisions about safety. Reporter last week, the district superintendent confirmed the exposure during an Online Meeting with the school board, but says the district didnt do anything wrong. Given the complexity required in the development of our reopening plans, some of our Staff Meetings are taking place in person. Of course those meetings are being conducted under the strict guidelines provided to us by the Santa Clara County Public Health department. Reporter and she says its a sign of the times. This is exactly the dilemma that every district is facing now. Were trying to figure out how to best keep our students and staff safe in an environment where the vast majority of things that are happening around us are out of our control. I can imagine if you had health conditions. Reporter the superintendent says everyone who was at that meeting was tested and quarantined. A new development in the Coronavirus Crisis in san quentin. A hunger strike. Until last month, these white tents on the yard werent needed. San quentin had no cases. But when the state began moving inmates to different prisons to get ahead of the virus, it backfired, only spreading the sickness. Today more than 1100 inmates have tested positive. Nearly a third of san quentin asses population. Theyre planning to lower the population with early releases. State senators say they want answers. They reduced the incarcerated population by more than 8,000 since midmarch. We intended to further reduce the population by implementing rolling early releases starting this week and next week. This is a statewide effort. Its like dominoes when three san quentin inmates were bussed up to the state prison in susanville, it launched a big outbreak there. That angered county officials since the prison is the key employer. States across the country are also dealing with a dramatic increase in covid19 infections. The governor of georgia is now urging people to wear face covering, but still hasnt signed an order mandating wearing a mask like here in california. In texas, as the wave of cases grow, the financial crisis is growing further with tens of thousands of people out of work. And in florida, the new cases are cancelling summertime staples with beaches and bars now shut down. Fireworks are illegal in Contra Costa County. And they have no place in our county and in any of our cities. Reporter Emergency Responders worry with most fireworks shows canceled, more amateurs will shoot them off themselves. Well have extra patrols out friday and saturday. Specifically to try to catch folks in the act and leave them with a ticket that will cost them a little bit of money. Reporter in recent weeks, hospitals have already seen a rise in fireworksrelated injuries. We usually see a spike in the number of firework related injuries around the time of fourth of july. But right now weve seen ive noticed that we had several more hand injuries than weve had in previous years. It looks like fourth of july saturday will be the temperatures, the day the temperatures really spike back up, especially across some of the valleys. But for the meantime, were in the midst of a little bit of a cooldown under way, including out near walnut creek. This time yesterday was about 94 degrees. Checking the temperatures currently, what youll see is that the numbers are currently in the 80s. So that is quite a change from the same time yesterday. A little bit of cooling reaching you there, even without the fog in walnuta costa county. Well take you to south to san jose. Mostly sunny skies. Cooler here as well. High yesterday was near 90 degrees. But check out the temperature right now, and you can see those numbers were in the 70s to low 80s. And one more stop takes us to San Francisco, where its cold again. 61 degrees that sea breeze, and look at the low clouds waiting to spill back towards downtown San Francisco. So the spread of temperatures 60s and 70s bayside. Inland temperatures dropping out of the 90s, as we expected. But look at the big drop down toward san martin and gilroy. The biggest cooldown through monterey bay, inland through the coyote valley. You saw the temperature drop by 5, almost 15 degrees. A lot of onshore breezes coming in right now. That will bring in the low clouds. You saw to the west of San Francisco, good enough for some areas of drizzle or mist early in the morning around the peninsula, down the coast towards santa cruz as our morning begins with some areas of low clouds. Temperatures in the 50s and highs tomorrow pretty much in line of what were seeing outside today. Low 80s around san jose. And look at the temperatures around gilroy. Thats not too bad. 78 degrees. Mid80s around the trivalley. Still mid to upper 80s as you head to pittsburgh. Cooler, near 70s near oakland. Inland temperatures from redwood city to palo alto, daly city. The downtown San Francisco in the mid60s. Its the ocean air conditioning running pretty strong. You saw the winds there, up to 15 to 20 miles per hour. You can see for the north bay, 70s and 80s. So now lets jump ahead in the forecast. Here is your fourth of july mid afternoon temperatures. A lot of orange and red on this map. You see the numbers returning to the 90s inland for Contra Costa County, solano, maybe even south of san jose. The breezy conditions about to be replaced this weekend by strengthening High Pressure a it builds back towards the bay area. The north bay valley, east bay valley, areas south of san jose unfortunately are going to trend dryer and hotter as we head through the weekend. Thats better news if youre in San Francisco and the coast and you think its been too cold. 70s return in time for the weekend. Saturday looks to be the warmest day of the holiday weekend. Trending a little cooler early next week. You see our valley locations as well, making a pretty big jump in temperatures for the fourth of july, which is something well have to watch as the temperatures climb, breezes as they typically do will be picking up during the afternoon. The price hike is part of a multiyear increase program that was approved last spring. Disneyland is still shut down, but its already cracking down on its new mask policy.
