We obtained the Court Documents that reveal how he staged that attack. Robert handa joins us with more. Reporter when Steven Carrillo shows up in court tomorrow, he will face 19 charges. But the ongoing federal investigation in oakland could push the legal stakes even higher. When Steven Carrillo was captured and arrested for the attack on Santa Cruz County deputies, the focus was on the death of Sergeant Damon gutzwiller, who the two officers who were also injured. The charging documents released today by the District Attorney indicates he killed the officer while lying in wait and was willful, deliberate, and premeditated. Which means that he enticed or lured the officer to a location to gain a tactical advantage, which makes this super premeditation and puts it in the category of a potential Death Penalty case. Reporter today the sister of the oakland federal officer, patrick underwood, talked with our l. A. Station about the killing after testifying before congress yesterday. Multiple sources with knowledge of the investigation tell our nbc Bay Area Investigative Team that carrillo was also the gunman in that case. Angela Underwood Jacobs public grief and comments about carrillo raised the emotional stakes. If its right, theres some relief in that, of knowing that the person that shot and killed my brother has been arrested. Its not clear how the two agencies will look at these cases in decides who will go further or even if theres a possibility if tht is considered some type of domestic terrorism, whether the feds could take over the entire cases. S. 21 states are now seeing an increase in cases just since last week. In florida and new mexico, cases are up 40 . In arkansas and utah, which never had a statewide stayathome order, the increase is more than 60 . These arent states where they quelled the epidemic and this is a second wave. They never really got through the first wave. Theyve had this slow burn of infection, and now theyre having a resurgence. More in april, but since then the numbers have been trending downward pretty steadily all the way down here in june. At the beginning of march, were up here with more than 16 of covid tests coming back positive. But then theyve gone down, down, down, down, decreased almost daily. Now here were at 2 of tests coming back positive. Of course well continue to track this as the counties increase their Testing Capacity as well. Now, School Districts in the meantime are scrambling to figure out how theyre going to reopen schools in the fall. What is clear right now is that there are really no straight answers. But her story, her message could not be more timely. Cameron yee has been through so many ups and downs in her relatively short life. Reporter it is a journey that began five years ago in a doctors office. I remember the day that i was first diagnosed. Wow. Reporter stage 3 cancer is what cameron was told back then. A cancer that has since gone, only to return. The question that posed in my head constantly was why me, why now type of thing. And as cheesy as that sounds, thats what a lot of people, i feel like, go through. Reporter it was while dealing with such heavy questions that cameron one day got a visit from jane siegel, an Expressive Arts therapist at sutter pcmc. It was jane who introduced cameron to the calm, meditative effects of rock painting, but it was someone else who opened her eyes to what it could really do. I think it had to do with one of the nurses on the floor. Reporter cameron sensed that nurse could use some therapy herself so she offered to paint with her. Its been very healing for me just to paint them. I thought, like, it would be great to also have it as a tool, i guess, to help heal other people. This is the fifth floor of the hospital. Reporter it worked so well, cameron knew she was on to something. Let me bring you to it. Reporter so she began leaving rocks with inspirational messages in a hospital courtyard garden for other patients, posting pictures of them on instagram and placing them around her community. Like on a hiking trail or like by the sidewalk, and if anybody like sees it or wants to keep it and take it for themselves because it sparked a Little Something in them, the rocks are for them. Reporter this young woman facing the most difficult of times for herself had chosen to think of others. And if she can do it, why cant we all . Going to go even colder as we move into our forecast for friday. So as we start off the morning, well see some clouds near the bay, also the coast, some areas of those patchy fog and temperatures down to the upper 50s and also low 60s. So a nice cool, refreshing start here as we begin the day. 61 in the south bay. Peninsula, 59. Trivalley at 60. Also down to the upper 50s and low 60s here for portions of San Francisco. And also right through the north bay as well. Now, all of our changes that we are going to be undergoing here as we head through the next 24 hours, its coming from a lateseason storm system thats moving across northern california. So primarily for us, its dropping the temperatures, and its also going to kick up that wind as well. Most of our rain chances staying off to the north. So youll see in our wind forecast here tomorrow morning, not that gusty. 10 to about 15 miles per hour. Its more on the breezy side. But as we roll through the afternoon, well begin to see it pick up about 5 00. Wind gusts about 24 miles per hour. Some of the Higher Elevations could be at that 30 to 40mileperhour mark. A little more windy in the way of weather tomorrow and well also see some high clouds passing by. 8 00 in the morning, fog near the coast, also the bay. Over to the peninsula, i have you at 72 in palo alto. San mateo, 67. San francisco also plenty of 50s and 60s with some clouds that will linger right there throughout the afternoon. And headed up to the north bay, marin, napa, sonoma counties, we know some of those restaurants are back open. You want some outdoor seating and some of that food. You have 75 in napa. 74 in novato. My extended forecast, youll see in San Francisco keeps it in the low 60s next two days. A little bit warmer next monday and tuesday. So only a 35 chance of a shower tomorrow and saturday, but i did want to show you what this lateseason storm, where the rainfall is headed. Those areas of yellow and green, thats a quarter to about a half inch expected for the sierra, also up near red bluff and also mount shasta.
