Decades of planning and a couple of years of delay, b. A. R. T. Just announced the brandnew berryessa station in North San Jose will open in a matter of weeks. You can see the Transit Agency just unveiled the opening date as june 13. The last hurdle was completion of all the safety tests. Just moments ago both agencies signed off on the safety certificate, thats the big binder you see on your tv screen. Now its up to the California PublicUtilities Commission which has 14 days to sign off on the safety certification. This is part of a 2. 3 billion extension into san jose. Both stations were supposed to open in the summer of 2018 but there were delays and issues with trains not stopping where they were supposed to on the platform. Turns out there was a problem in communications between the computers on the trains and the computers at the stations. General manager. He says they will be receiving 251 million of that amount immediately, which will take care of b. A. R. T. , will keep them whole through june 30. But after that, they say they will be in trouble. They are expecting some more money but it wont be enough. You can consider the fact that requir ridership is down, yesterday it was 90 off the regular days. They need those numbers to come back up to get that funding back. As you can see, a lot of businesses are pushing to reopen there as Contra Costa County is pushing forward to reopen. San jose city councilmembers today will vote on possibly requiring face coverings within city limits. Santa clara county is not among bay area counties that have approved mask requirements although it is strongly urged. The county moves into phase ii on friday. Meanwhile the city will vote on a plan that would enable restaurants and other businesses to expand into outdoor space. Mayor sam liccardo, joining us this morning on today in the bay, is saying its one step the city can take as they look at ways to allow them to safely reopen. We want to make sure everybody can have whatever permits they need to use public space, whether its the sidewalk, parking lots, out on the street, in cases where we would be closing lanes of traffic, to be able to move more commerce outside, not just restaurants, yoga studios who want to have classes or folks who just want to engage in outdoor commerce. We know a lot of businesses wont be able to bring many people inside so it will be essential. The San Jose CityCouncil Meeting gets under way at 1 30 this afternoon. And millions of Americans Still have not received their coronavirus stimulus payment. What they could be getting in the mail instead. Plans are under way for the next phase of a Clinical Trial for the Coronavirus Vaccine that is having promising early results and has excited the stock market. The American BiotechCompany Behind it now says a vaccine could be federally approved for consumers by the end of the year. Nbcs Gabe Gutierrez has more from his home in new york. Reporter this morning, optimism is running high after the most encouraging results yet from a coronavirus Clinical Trial. They are a really strong signal that this vaccine is on the right path. Reporter the president of americ moderna, a massachusetts biotech company, says all 45 patients who took an experimental vaccine are safe. Preliminary data for eight of those patients, they produced antibodies for the virus, potentially providing some level of immunity. A study in mice showed the vaccine stopped the virus from replicating in their lungs. This woman was the first to get the vaccine in march. Its a bright light for everybody in this country and across the world, that were seeing success here. Reporter 29yearold there hopeful about but a lot of patience will be needed here. Reporter Public Health experts have been saying any vaccine is 12 to 18 months away. But modernas timeline is even more ambitious. We hope if everything goes to plan, we could have a vaccine by early next year or even this year. Reporter there is some skip the simplkepticism. Some experts say they want to see more safety data. A massive rally on wall street today. Reporter stocks soared more than 900 points, the markets largest gain in more than a month. Moderna is now planning the next larger phase of its Clinical Trial in july. One hurdle, recruiting the number of test subjects needed. What could be the biggest roadblock Going Forward . The challenge is were chasing an epidemic, a pandemic, and executing a study in that environment and being able to accrue those cases so you can show that statistical benefit, will take some time. People are still waiting for that coronavirus stimulus payment. And they may be getting a card in the mail soon. So the Treasury Department says about 4 Million People may soon start receiving a visa debit card in the mail. These are people who do not have direct deposit with the irs and would have otherwise received a check in the mail. But 10 Million People are still waiting for their stimulus payments. Protecting renters will be at the top of the agenda today for several cities. San Jose Councilmembers are considering a wide range of new protections including giving renters until the end of the year to pay back rent owed. Also stopping evictions and making it illegal for landlords to change late fees during the shelterathome order. Oakland leaders are considering council will consider extending the rent payback period. Today is the last day for specialtys, the bakery and cafe chain launching in the bay area more than 30 years ago. The company says in a statement that the effects from the coronavirus decimated its business. Specialtys started in pleasanton, expanded to 55 stores in three states and made catering to local businesses a specialty. They will be missed. Just the possibility of baseball in the bay area again, even without people in the stands, really is getting some fans excited. Governor newsom is suggesting that it may be possible for sports to return next month. Of course to actually see baseball again at oracle park or the coliseum, a lot has happen. The mere thought of it has a lot of people feeling hopeful. Better than nothing. At least you can see something on the screen and enjoy the game, you know . But its not the same. There is still one big fly ball in the air. Major League Baseball has to Players Union if theres any hope of saving the season. Right now both sides are nowhere near agreement. When nfl players hit the field again, they may look a little different. The players rep tells espn the league is testing modified helmet coverings to prevent the spread of covid19. There are no pictures just yet. Meanwhile the nfl is giving teams the green light to reopen facilities starting today. But the niners doors remain closed. In fact thats the case for all three california teams. The niners, rams, and chargers plan to follow the governors limits on gatherings. There is some good news for you this midday. Parking lots at California State Parks and beaches are starting to reopen. That includes parks in sonoma and santa cruz counties. While 27 state parks and beaches now have parking lots open, only about half those spaces will be available to keep the crowd levels down. Which is probably a good thing for this holiday weekend, kari. Im sure a lot of people try to get out a little bit. Yeah, we are heading into memorial day weekend. Thats when we typically head to the beach and when we sometimes get some really hot weather. It looks like well see that once again once the storm system moves away. Were already seeing it winding down. Stormranger shows were not seeing any really heavy rain at this point across the bay area. A lot of it has been just to the east and very spotty. We will still, though, have a chance of seeing some of that rain for the rest of today. Im not going to let my guard down yet until this area of low pressure thats also producing some rain and snow for parts of the sierra moves away and really starts to clear out. So as we get a look at whats happening out there, were taking a live view at the berkeley hills. Take a look at how beautiful it is out there with those fair weather clouds dotting the sky. Were also getting some times of sunshine and we also had a fresh coating of snow. Take a look at this and what happened over parts of the sierra, looking at heavenly this morning. Its starting to melt because its warming up out there. Were looking at the potential in some of those spots of getting decent snowfall totals once this system moves through. If were heading out for the afternoon, maybe enjoying time at home with the family in fremont, expect temperatures in the upper 60s. There will be that chance of a stray shower. For the most part it looks good for having dinner outside. The temperatures are nice and cool. Here is a look at our microclimates and where were headed for today with upper 60s and low 70s, up to the low 70s in parts of the north bay while along the coast we stay in the mid60s. Then as we go into that forecast, looking at that chance of a stray shower, mostly in the north bay, as well as the east bay, as our temperatures reach into the low 70s. Its also going to be a little bit lower than where we should be for this time of year. Then as we go into tonight were looking at a clearing sky and well drop back to the mid50s as we normally do around this time of year. So the showers will be moving out. Well be getting ready for heat to Start Building as we go into the end of the week, as High Pressure starts to get stronger and as it does so, we are looking at a warming trend across the bay area. So our inland temperatures will reach into the low 70s and some low 80s by the end of the week. Its still going to be nice. Look at the weekend, its definitely going to feel like summer, as we unofficially welcome in summer for memorial day weekend. Were up to 90 degrees by monday.
